town in texas are picking up the pieces and trying to move forward today. and a new severe weather threat impacting 35 million people. it's june 17th. this is "today." disaster zone. a texas community assessing the damage after the massive tornado demolished almost everything in its path. residents devastated. >> it's a nightmare. it's something you see on tv, but never thought you would live in it. >> as dozens of businesses and more than 100 homes are gone in an instant. today, tens of millions of americans are under threat for severe weather and dangerous heat. on the road again. president biden getting ready for his first rally since announcing his re-election bid. the president planning to meet with union members in pennsylvania. one day after calling for tougher nationwide gun laws. >> we will beat the gun industry. we will beat big money that sits behind them and the politicians that refuse to stand up. >> we're live at the white house. chaos on the coast.

hundreds of homes. governor abbott will be here after issuing a disaster declaration for the area. the torture of tornadoes came to perryton, texas with the sight of funnel clouds and then the devastating reality for the community trying to process the unthinkable. >> a nightmare. it is something you see on tv, but never thought you would live in it. >> reporter: the violent night leading to three fatalities. 11-year-old boy trapped in a trailer and two women in their 60s. cindy and becky. steven wade in shock. >> when you found out, what did you think? >> oh, no words. hard breaking. >> reporter: such is the state of the city with 8,000 people who are now reconciling 100 damaged or destroyed homes and 30 businesses battered and a downtown that bears no

resemblance to the former self. at the same time, this ripped the roof off the building and this is just one block of main street. the texas task force spent hours searching the rubble with k-9s looking for signs of life. one remained injured. in the trailer park development -- >> what is left of this park? >> just the pieces. just the pieces. >> reporter: patty says it is a miracle her father-in-law is alive. he held on to a door torn off and clung for life attached to the frameless house. >> the only thing he could think of was to get below the metal patio frame. >> reporter: despite injuries to his head and foot, ruben survived. a glimmer of good news for a

region gutted by heat and storms. what has been a remarkable 24 hours, the people of perryton cleaned up the sizable damage along the main street corridor which was crushed. the national weather service issued a rating of ef-2 with winds of 111 and 135 miles an hour. peter and kristen. >> you see it. sam brock, thank you so much. there is another severe weather threat today. we turn to meteorologist angie lassman. path of this, angie. >> extending into the plains. 37 million people at risk. we could see hail up to 2 inches and strong winds and a couple of tornadoes in the similar area. the 2-inch hail to the panhandle and central plains.

it is not just today. tomorrow, too. you have to be on guard with 10 million people at risk. focused at little rock and shreveport and the florida peninsula. the tornado threat is lower tomorrow, but winds and hail is on the table for folks as we get into the afternoon hours of your sunday. little rock and shreveport and jackson has the chance of stronger winds. 75 miles an hour. that is all possible with downed power lines. this will make its way farther to the east and in the south with the thunderstorms erupting in the plains along the cold front as it moves east. tomorrow, the threat we are looking at focused in the tennessee valley. we see the severe weather risk lasting sunday. be aware with father's day plans out doors. this is something you want to get alerts about. texas is not getting a break from the heat. it doesn't look like there is an end in sight for the temperatures. triple digits. san angelo and san antonio.

calling for congress to ban assault weapons at the summit in connecticut on friday which is all too familiar with school massacres like sandy hook a decade ago. reaching across the aisle to work with republicans on gun safety will be a central pillar of his re-election campaign and making the case that his economic plan is working, particularly for the middle class. that's why you will see the president rally with union workers in philadelphia later today with the biggest labor leaders endorsing the biden-harris ticket, ahead of the election next year. today is the first political event in the battleground since announcing the 2024 bid in april. beforehand, the president will do the air tour to assess the damage of i-95. pledging billions of dollar from the infrastructure law and instructing his team to move heaven and earth to ensure the

fastest possible reconstruction of that section of the key highway. kristen and peter. >> monica, impacting so many people in the philadelphia area. thank you, monica. now to the war in ukraine where the counteroffensive against russia is now well under way. overnight, president volodymyr zelenskyy said there will be no peace talks until russia withdraws completely. nbc's raf sanchez is in kyiv for us. raf, good morning. >> reporter: peter, good morning. president zelenskyy will not enter into negotiations until russian forces withdrawal from all occupied territory. that is all places captured in the last year and crimea taken back in 2014. he made those statements here in kyiv. the african delegation is now on the way to russia to meet with putin. i can tell you people are not

optimistic. they are putting their faith in the ukrainian troops in the south and east offensive. guys, this is difficult and hard fighting. ukrainian forces are attacking heavily fortified russian positions. progress is slow. the british government this morning says russia is sending additional attack helicopters to the frontline which may increase their fire power here, but the other, they feeling the pressure as this counteroffensive grinds on. peter and kristen. >> raf sanchez, thank you. we turn now to the scathing report that was just released by the department of justice about the minneapolis police department three years after the death of george floyd. some say it is too little too late. we have more from shaquille brewster. >> reporter: a blistering justice department report delivering a condemnation of the minneapolis police department.

>> such conduct is deeply disturbing and erodes the community's trust. >> reporter: the 92-page report finding the department uses excessive force and discriminating against black people. it uses weapons against people who commit a petty offense and sometimes no offense. sometimes officers used force to punish people who made officers angry or criticized the police. >> the patterns and practices we observed made what happened to george floyd possible. >> reporter: the investigation was launched the day after the ex-officer derek chauvin in floyd's death. launching organizations and providing ride-alongs with crisis officers with officers. >> we understand that change is not nenegotiable.

>> reporter: now the police department will likely be placed under a consent decree as some community members say they are coming too late. >> why does it take the doj pulling up with a consent decree for people to say something. >> reporter: the minneapolis police chief is acknowledging the pain and frustration in the community vowing more transparency and promising real change. peter and kristen. >> nbc's shaquille brewster, thank you. prosecutors in pittsburgh will seek the death penalty for the man accused of killing 28 people at the synagogue in 2018. stephanie gosk has more. >> reporter: robertbauers is guilty on all counts. >> i thank our brave survivors for sharing suffering so we can

protect. >> reporter: bauers went to the tree of life synagogue in 2018 because he knew services were held according to prosecutors. he didn't come to worship. he came to kill. describing the detail the man armed with three guns who turned the temple into the hunting ground. he killed four police officers and injured six. the government is seeking the death penalty. among those killed were the couple married 62 years before in the synagogue. bauers told police all jews need to die. the rabbi described the scene days after. >> i heard gunshots and screaming. i could tell it was my chapel. >> reporter: bauers conceded most facts in the case. they are asking the jury to spare their client's life. in closing arguments, the

defense attorney said bauer was driven by nonsensical thought. pittsburgh passed three new gun control laws and a ban on assault weapons. a pennsylvania judge ruled the city did not have that authority. as for the case, it moves on to the penalty phase which could last weeks. the jury will decide whether bauers should be sentenced to death. peter and kristen. >> stephanie gosk, thank you. also this morning, u.p.s. workers may go on strike. on friday, u.p.s. employees who are members of the teamsters union voted to strike if no agreement is reached with management by the end of july. at issue is wages and overtime demand. the decision comes days after union leaders and u.p.s. reached agreement to air conditioning in the brown delivery trucks. this would cause huge problems with the supply chain. the nba suspended ja morant

for the second time in four months. the point guard will be forced to sit out 25 games of the next season. the suspension comes a month after he was seen flashing a gun on an instagram live video sitting in a car. he was suspended for eight games after posting a similar video from the denver nightclub. he stands to lose $300,000 per game or $7.5 million in total. now to a scary scene for beach goers in florida on friday. this was after a water spout came ashore on clearwater beach which forced people to scramble and extending cabanas and other beach items flying. unbelievable. two people were taken to the hospital for minor injuries. fortunately, it could have been worse. let's get a full look at forecast from angie lassman. unbelievable. >> that was a crazy scene. i can imagine the umbrellas

pulled out. those are sharp on the other side. that is a danger. >> for sure. very scary. you know, that water spout lasted about a minute. it shows how quickly things can deteriorate. we could see thunderstorms in parts of florida. heads up if you are a beach goer. let's talk about it. here is what the radar looks like. satellite-radar showing thunderstorms working through parts of the center of the country. we have soggy conditions that we will focus on through parts of new england through the day today as well as the thunderstorms focusing through the sunshine state. as far as the rain totals, we are looking at 1 inch or 2 inches in spots throughout the new england area. still showers that you have to dodge for saturday plans especially into the afternoon hours. heads up from that. have the umbrella with you if you are out and about in that area. in the southeast, that's where the higher totals are focused. anywhere from 3 to 5 inches of rain in some spots. we could see flooding potentials

and focused along the gulf coast and places like tampa. now to texas where we have a heat advisory in effect and heat warnings in effect. that bright pink is a heat warning. index values at 115 or higher. pushing close to 120. be aware especially for the holiday weekend. father's day tomorrow. that is a hot one for folks in the same area in texas. we start to see some good morning. it's 5:17. we're taking a live look over san francisco. we have a bit of a foggy start there in the city, but starting to clear up down here in the south bay. san jose, good morning to you. we are seeing that fog extend all the way down to half moon bay and even into parts of santa rosa, temperatures ranging from mid-50s to 60 degrees down here in san jose. go to the inland valleys where dublin, good morning, will see 70s by the lunchtim

fentanyl. congresswoman nancy pelosi yesterday announced the department of justice added the city to its "operation overdrive" program. that means new federal law enforcement resources will be added to the fight against the city's fentanyl crisis. >> and i'm so proud of the biden administration for the leadership role they're playing and the attorney general for recognizing that violence and drug use in our community needs to come to an end. >> it's something the mayor and other city officials have been pushing for. new numbers show the city recently set a new record for fentanyl deaths. in may, 63 people died. that's the most deaths in any month since the medical examiner started tracking overdose deaths in 2020. the search is on for the driver who hit and killed someone walking in oakland last nit. the adult pedestrian died at the hospital. it happened around 7:00 p.m.

community cleans up after the deadly tornado touched down this week. nbc's sam brock is in perryton, texas with the latest. sam, the scene around you is unimaginable. it is awful. >> reporter: peter and kristen, good morning. stunning. we are talking about a preliminary ef-2 tornado which proved to be the deadliest one in perryton in recorded history going back 73 years. strong enough to take trucks this strong and put them on their side. there are neighborhoods that look just like this. this is what the scene was like on thursday. it was 5:00 as the tornadoes were touching down. multiple tornadoes through the area. as you see the drone aerials on this, it is hard to process what you are looking at here. entire football field size communities and where all that is standing is debris and house frames if that. that spawned a massive clean up in perryton. this was incredible to watch.
