♪ ♪ breaking now at 5:00, up in flames. a warehouse fire breaks out in the east bay overnight. ahead, the damage done and the investigation underway.

and president joe biden continues his visit here in the bay area. the stops and key meetings he has scheduled today. plus -- >> we really brought all assets that we have available to us to bear on finding the submersible and the people in it. >> a desperate search underway. the rescue operation in the deep sea as crews race against time to locate five people on board a missing tourist sub. this is "today in the bay." ♪ ♪ good tuesday morning. i'm ginger conejero in once again for laura garcia. >> and i'm marcus washington. we will get a look at the forecast in a bit but first we have to start with mike, because, mike, i know you are following the crash on i-80. it has been going on since 1:30 this morning. two large trucks involved here. we do have injuries. someone was taken from the scene on a helicopter so we do know there was at least one person that was injured, but the big

problem right now continues with this blockage. we have only one lane open, westbound 80. it is the upper east shore freeway, the commute direction. coming off the bridge everything is fine until you get to about barrett. you can exit at barrett where the backup starts. you can take 37 down. i think cutting might take you back into some of the crash activity. only one lane of westbound 80 is open right now. it may take a couple more hours, we just learned that from chp. two trucks are wedged together. one is a truck carrying sugar. sugar is leaking out. thank goodness it is not more dangerous than that but they have to separate the two. the morning commute has not kicked in. easy drive, the backup still a mile from barrett to the scene as we talked about.

i have from time to time seen eastbound highway 4 showing more traffic indicating folks heading to 680 which is a better route to get around the area. we will continue to follow that because it will be the problem for the morning as we look toward the east shore freeway. right now things are quiet on the roadways aside from that. we are seeing the breezy winds, though not at gusty although we can keep the cooler temperatures on the map. if you notice, right now we do have some 40s overnight the santa rosa. 46 degrees. napa, 47. even through livermore, 46 degrees. this we expected because of the cooler system that swept through on sunday. look at the 24-hour temperature change. five degrees cooler compared to yesterday. in livermore, seven degrees compared to the past 24 hours. wind wise, we will keep the 10 to 15-mile-per-hour wind. if you notice bodega bay along the coastline seeing 20-plus, but through the interior things will diminish.

temperature wise we will see a little bit of the clouds and eventually lots of sunshine. we will get to your daytime highs and full forecast again in a few minutes. >> thanks a lot, vianey. breaking news, an overnight four-alarm fire is under investigation in antioch. it happened around 11:00 p.m. at an abandoned warehouse in the marina plaza which is next to the boat launch and fishing peer. pier. new video shows the warehouse up in flames. firefighters told photographers on the scene the wind made it hard to put out. firefighters are using drones to survey the damage. we will have a full report up ahead at 5:30 this morning. 5:03 for you right now. president joe biden's bay area visit continues today, and today chris sanchez continuing to follow all of that. chris, i know the president probably starting early on east coast time, i'm sure he is still on that. what is on tap for him today? he is starting in the city? >> he is starting in the city.

i have to say regardless of who you vote for, seeing that air force 1 747 land on the ground that close is an exciting thing. we have seen it on tv forever but it was exciting to be out there. the president will take his normal briefing, like you said, east coast time here, and then he will start in the city. he will layout how his administration wants to manage artificial intelligence. >> i've been watching the president as he arrived yesterday. you were there yesterday with him. >> yes. here you see him. this is when he arrived in palo alto for that -- it was the wetlands at the park. that's where he talked about what the investment is going to be in addressing climate change, how the communities address climate change. he also attended fundraisers. as we said he was going to yesterday. he was in los gatos and atherton. those were hosted by some pretty heavy hitters here from the silicon valley including the co-founder of linked in, chief technology officer from

microsoft and a major venture capitalist. >> i remember yesterday you were talking about, you kind of called the bay area the atm for a lot of those people. >> that's what the "politico"s call it, yeah. >> a lot of people do because a lot of people come. florida governor ron desantis was here as well. >> oh, yeah, he tried to make a withdrawal from the silicon valley atma well. he wanted to cash in on donors who support his conservative agenda. at least two california lawmakers attended a fundraising along with him and 50 other people. that was in sack rae meant owe. he also attended a fundraiser in woodside but it was super private and we had a hard time finding out more information about that one. >> just shows how busy this political term is going to be right now. >> exactly. he is still going to be in the bay area today, the president. he does -- he is going to meet with experts about artificial intelligence. he wants to layout in the next couple of weeks how his administration wants to address not just the pitfalls of ai but

moving on now. 5:07 for you. the supreme court session is set to end in the coming weeks and there are still a number of decisions on cases that have yet to be announced. now, this includes rulings on affirmative action, lgbtq rights and president joe biden's student loan forgiveness program. today in the bay's brie jackson joins us live from washington. brie, what can we expect from some of the higher-stake cases? >> reporter: yeah, good morning, ginger. one of the cases we are keeping a close eye on involves student loans and whether the biden administration's plan to forgive up to $20,000 in student loan will actually stand. from college admissions to lgbtq rights, the supreme court is poised to weigh in on some of its most divisive cases by the end of july. >> last year the dobbs opinion which overruled roe v. wade was decided on june 25 it. so well toward the end of the term. this is all business as usual. >> reporter: the future of

president biden's student loan forgiveness plan is on the line, a decision that could impact the financial futures of 40 million americans. >> this is about economic mobility, being able to move forward in society as a multi-racial democracy. >> reporter: we are also awaiting a key decision on affirmative action. justices will decide the legality of race-conscious policies many universities and colleges use to admit students. >> race alone doesn't account for why someone is admitted or not. >> i have heard the word "diversity" quite a few times and i don't have a clue what it means. >> reporter: the court was 6-3 conservative majority is expected to rule on a major case concerning lgbtq rights after a christian web designer refused to provide services to same-sex couples. >> the question is, can a website designer say, sorry, that's not my kind of marriage. >> this is not a hotel. this is not a restaurant. this is not a riverboat or a

train. i'm interested in the intersection of public accommodations law and speech. >> reporter: the public is watching and waiting to see how the high court rules. and the rulings this week come as the nation marks one week since the conservative court's decision to overturn roe v. wade and the legal right of an abortion. ginger. >> thanks a lot, brie. we will definitely be watching out for more from that. developing now, a team of ships and airplanes are combing the atlantic for a submarine that vanished while descending to explore the wreckage of the titanic. >> yes, those researchers are in a race -- and the rescuers are in a race against time to find it. the submarine carrying five people, a pilot and four passengers, it went missing sunday about 900 miles east of cape cod. this is while descending to view the titanic wreckage. the craft takes tourists some 12,000 feet under water. the coast guard says it has the

capacity to be submerged for only about 96 hours or about four days. >> during the course of the dive they lost communications and we have not had communications with the submersible since then. >> according to social media, british billionaire hamish harding is among those passengers. the 21-foot submersible is owned by oceangate w which operates small subs as well as research and film production. the tourist trip to the titanic costs $250,000. and the sub's operator, oceangate, meanwhile, has a bay area tie. according to the company's website, ceo and co-founder stockton rush received mba from uc berkeley in 1989. there are reports, still not confirmed, he may be among the passengers on board. devoted fans appear to have stepped up to help a popular south bay bakery on wheels targeted by thieves. now, maybe you have eaten the sweet treated provided by the

bakery van. the team came to nbc bay area last year to celebrate hispanic heritage month, but over the weekend the owners posted a photo showed their wrecked van saying it was stolen saturday afternoon. now, they actually set up a gofundme page to purchase a new van and work equipment and we can tell you this morning they've already reached their goal. >> so good to see so many people stemmed in to help out, but they should not have had to do that. >> that's right. you think about all of the businesses that have had hit over hit. >> exactly. it is 5:11 as we take a live look in downtown san jose. meteorologist vianey arana has been tracking about what we can expect, including across san francisco. a beautiful start. >> isn't it? look at this, a live look. you can see the sunrise coming up with the orange glow, and we will see another clear and sunny day with comfortable weather. so let's break down your hourly forecast. by 7:00 a.m., yes, we do expect to see the 40s.

remember, we have been talking about that, especially up through the northbound and in through parts of the interior but also down through morgan hill. in addition to that we are going to keep some of the breezy winds around. not going to be as gusty, but notice by noon mostly sunny with mild temperatures in the upper 60s, a couple of low 70s. so we will keep some of the 70s on the map. we will start to warm up slightly. by the afternoon we can expect to see our final day of spring bumping up into the upper 70s, and then by tomorrow we do have gradual warming yet again. now we want to check in with mic who has been following breaking news. that's right. we have this crash that will be here likely for a couple of hours, at least at some level. right now only one lane of the upper east shore freeway open as you travel through itch mond. el cerrito folks can get on the freeway down to petrero. but if you jump on before you get to barrett, that's the

it is 5:16 right now. here is a look at your gilroy commute. starting out a little cold, 47 degrees. we are going to stay in the 40s through about 7:00, 8:00. we start to warm up and we will bump up into some upper 60s, low 70s. seven-day forecast coming up. and the big deal right now, this alert that continues. only one lane of westbound 80, your commute direction is open right around cutting boulevard, just passed that scene. we have that backup you see in richmond. some folks may shift on highway 4. we are watching for a shift in the commute as folks hit the roadway. so far you only have about a three-quarter-of-a-mile backup. we will track it. good morning. very happy tuesday to you. wall street gets back to work after taking the day off for the

juneteenth holiday. last week very strong on friday with the numbers you are seeing here. twist biosciences in south san francisco filed a warn notice with the state about laying off workers. 197 jobs here in the bay area. employees at the bay area's game site also say some of them are facing cuts. this is file video of one of our visits to the company. we have this video because the company consistently ranks as one of the best places in the world to work. gainsight topped glass door's list of great places to work, number one. a few months ago we spoke with ceo nick meta and i asked about lay-offs in the industry. >> this is the challenge every company is dealing with and we have so much empathy for what people are going through in the job market right now. if you are watching and you are displaced in a company, our hearts go out to you. we are trying to help our customers find new jobs as well. we have tried to manage things as carefully as we can, for

even in through 8:00, 9:00, notice we get the sunshine bumping up into the upper 60s yet again and we will see 70s on the map. san francisco, a beautiful live look there. it is about 52 degrees. it still will be breezy at times, especially around the coastline. we will see the temperatures climb into the low 60s. meanwhile, temperature wise in dublin, look at this, 46 degrees. remember, i mentioned the colder air mass that swept through on sunday? it is okay because by the afternoon we will fare out in the upper 60s, low 70s as well. napa started in the 40s. it was expected to be one of the cooler spots. the sunshine will carry us through until about 12:00 when we hit 70 degrees. i do have a fun fact for you. so we have a cool 2023 trend for napa. napa had below-average days since january 1st of 2023, so far we have seen 127 days. that means that it is below

average, it is not typical for what we are supposed to be seeing for june. today will be another one of those days. 75% of 2023 cooler than average, so that's pretty interesting because you have seen the shift with the temperatures but also with the winds. by about 10:00 a.m. notice bodega bay still has about 25 miles per hour. meanwhile, we will see the wind start to pick up again this evening, especially around the coastline, but then the winds will begin to diminish and we will see a bump in the temperatures heading into the first day of summer, which i'll go over into more detail on that in a minute. first, let's check in with mike. >> we still have this crash that will be around for the morning but it is starting to have more impact. this is east shore freeway, westbound 80 coming through richmond toward the bay bridge. look at the top of the screen, more slowing coming through san pablo so that may increase as it is 5:23 now. the morning commute is starting to build coming off the car cain us bridge. we have seen the sensors

but first we will start with mike inouye who is tracking a crash for us. >> it is a crash that happened at 1:30. it may last with the impacts at least until 7:00. we hear only one lane open right now and it may continue for quite sometime as crews have arrived. they're looking for two heavy duty rigs. there are two big rigs crashed and wedged together. one is spilling sugar out of the back. there were injuries reported as well from the crash, although someone was taken from the scene via helicopter. the backup is starting in san pablo so we have a couple of miles backups stretching through the area. the rest of the bay is moving smoothly but the build is kicking in for the south bay so we have a heavier commute showing up, heavier than yesterday. we will track this. back to you. >> thanks, mike. we continue to follow breaking news in contra costa county after a massive fire breaks out overnight at an

abandoned warehouse near a local marina. >> pete suratos is joining us from the scene. how are things looking from the ground? >> reporter: good morning. moments ago you had the last fire engine from contra costa fire leaving the scene behind me, this abandoned warehouse catching on fire near the antioch marina. but we are talking about a pretty massive fire that took place overnight. in fact, we want to show our viewers some of the video. here is what we are told from contra costa county fire officials, they are saying the abandoned warehouse caught fire just before 11:00 a.m. when first crew arrived they spotted heavy fire coming from the roof. now, it did escalate to a four-alarm status due to the vegetation fire that took place on the side of this warehouse. now, just a few hours ago we saw a tweet from contra costa county fire that they had to go on the defensive due to some structural issues in the building because

we are talking about an abandoned war house that caught on fire. here is a fire official talking about the operation. >> we had difficult access to the inside of the building. portions of the building have a large basement so we are concerned about the structural stability of sending firefighters into this abandoned building. >> reporter: now, fire officials say there weren't any injuries and clearly the fire is contained at this point as the last fire engine did leave, but the cause of the fire is still under investigation. of course, as we get updates we will bring them to you in the newsroom. reporting live from antioch, pete suratos to "today in the bay." >> thank you, pete. oakland police are investigating a deadly shooting near maxwell park. this happened about 6:00 p.m. on camden street near mcarthur boulevard west of mills campus. so far the victim, a man, has not been ee dent fied. police right now are not saying anything about whether

investigators have information about a possible suspect or motive. president biden is waking up in california as he continues his bay area visit. later he will host a round table in san francisco on the future of artificial intelligence. yesterday he stopped by palo alto to announce about $575 million in funding to help communities adapt to climate change. now, at the same time the president announced major funding for the electric grid. >> the department of energy is going to announce that it is investing more than $2 billion to modernize our electric grid to be more climate resilient. biden attended a couple of campaign fundraisers that saw him raise more than a million dollars for campaign accounts. after today's a.i. round table the president will participate in two more campaign fundraisers, one in kentfield and the other in san francisco.

5:35 right now. developing this morning, police are still looking for at least one person involved in that rolling gun battle along san francisco's waterfront that injured six people, sending many others running for cover. this all started on fisherman's wharf as people were out just celebrating father's day on sunday. a gunman in two cars fired at each other for more than a mile. this is before one car crashed. police say two people in that car were shot, one critically injured. the people in the other car, a white sedan, got away. we spoke with one street musician performing with her husband on pier 39 when the chaos erupted. >> we were in the middle of a song and suddenly it sounded like fireworks were going off right behind us. >> now, of the four injured bystanders one is a 10-year-old girl struck by one of the speeding vehicles as she walked her bike across the street. three others were injured by flying glass from the shattered windows. police in san francisco are

investigating gunfire on a busy stretch of highway 101. it happened around 10:00 last night near the northbound rochl to interstate 280. no one was injured but one car was hit multiple times by gunfire. the investigation also closed all northbound lanes for a time. across the bay the chp is investigateing gunfire near southbound interstate 880. that happened at about 9:00 yesterday morning on the 66th avenue off ramp near the coliseum. the driver in this shooting also escaped injury. new this morning, a new look at california's homeless population. ucsf researchers conducted a state wilde study which they tout as the largest examination of california's unhoused in nearly three decades. they found nine in ten people lost their permanent housing in california before becoming homeless, and 75% lived in the same county where they lost their housing. two-thirds born in california,

and the homeless have a median age of 47. as for reasons why people became unhoused, for more than 20% it was directly tied to loss of income. that's not the only economic-related cause with most of the other leading reasons also tied somehow to finances. and now we are taking a live look at san francisco. beautiful sunrise there as you are seeing the trans america building over in the city. vianey arana has our forecast for what it is looking like up ahead. >> you know, for a tuesday we are going to be on the cool side and a little breezy. but aside from that, i mean pleasant. temperatures right now a little chilly. 46 degrees in santa rosa. napa, 47. through livermore, 46 degrees. 24-hour temperature change, so it is compared to the same time yesterday, five degrees cooler in napa. oakland, six degrees cooler.

if you notice, in through livermore seven degrees cooler. now, what we are going to see is a slight warm-up, but i want it to show you right now what it looks like in lake tahoe because the national weather service has issued a special weather statement for the lake tahoe area because of the really cool temperatures. now that the skies have cleared out in tahoe they're going to see those really, really low 20s in through tonight and for the rest of the week, but the weather is really beautiful. it is really pleasant. a beautiful week to be in tahoe. you don't have to worry about your commute, that's for sure. just a bit of a breeze tonight. speaking of the commute let's check in with mike. the drive to tahoe is fine, the opposite direction on westbound 80 is a problem. we continue to have one lane open. this is 539. the median lights are not off. all of the folks held up here, the sensors have not all lit up

in red. it backs up all the way down to cutting boulevard. you can use san pablo avenue which takes you past the scene, jump on potrero or carlson to get passed the crash. two rigs are wedged together and there's sugar leaking out of the back of one. they are coming up with a strategy for the clearing. there may be a shift but i haven't seen it for highway 4, for 6680. the backup at the bay bridge, to backup yet. as we look ahead we are looking at 6:45 game time again tonight for the giants over there, so that will mean a crowd. today is a workday counter to yesterday's holiday, so we may see more traffic. be prepared. the south bay shows the first

forgive some student loans. the supreme court is due to issue new rulings at 7:00 a.m. our time. it is possible the student loan issue will be one of those. conservatives stopped -- sued to stop the u.s. from forgiving up to $20,000 in loans for millions of americans. there are two issues the court has to decide. one, does the heroes act, which allows the executive to, quote, modified or waive any student aid provision in a time of financial harms caused by a national emergency, count in this case. two, do the people who want to stop it have standing, do they have the right to sue. we will stay on top of the decision if it comes. secretary of state antony blinken says his visit to china was a success with one exception. he could not convince the chinese to open direct talks between our two militaries. blinken says we need to stabilize an unstable relationship. >> this was an opportunity to do

welcome back. it is 5:57 and you are watching "today in the bay." turning to our climate in crisis, while the bay area continues to see cooler-than-average temperature our planet as a whole saw the third warmest may on record. noaa has been keeping records for more than a century and they say that last month was the third warmest may in 174 years.

when a baby seal hopped out of the water and on to the surfboard. then it hopped back in the water and went board to word. surfers called sea world to see what was going on to make sure the pup was okay. >> i'm like, is he tired. >> he was still in the water when the rescue crew arrived. the crew were not able to find the pup's mother but they said the seal appears to be healthy. closer to home for us there, some surfers in santa cruz were delighted when an otter actually wanted to watch some waves. this was on sunday at kyle's beach. the photographer said that the otter actually checked out a few other surfboards before getting on the blue one. >> i feel like there's something happening there. they're either getting tired or they're trying to explore what is going on up above because we are in their home when we are surfing. >> this is true. >> i always think about it like this. i hope that pup finds his mom. >> just keep swimming. >> mom said, you stay in the they're, and like most kids it went out of the area.
