>> i. we are starting our morning with some more cloud cover and some fog out along san francisco, and even down here in the south bay, you might have felt it, those temperatures along with the cloud cover, a little cooler this morning in the 40s and 50s and some spots around the bay area, and as far inland as the east bay. the cloud cover will continue on into early parts of this morning with a breezy afternoon and a little calmer compared to yesterday, but temperatures still below normal at the 50s and 60s at the coast, and beyond this we are looking at weekend changes and a warming trend ahead. i will tell you when we will get there, but for now, mike, you have news on the cruise -- >> yeah, right here on the bridge. they were sitting right here. there they go. they are flashing across the bridge and heading north and that's typical as the crews overnight are clearing over the next 45 minutes, you will have that on this span and then to

the north and then approaching the span from san francisco, and we will see a patch of slower sensors and not a major issue. we had a disabled vehicle out of the altamont pass, and we will track and that we are talking about changes on the bay bridge itself coming up in a few minutes. back to you. >> thanks, mike. now to the news on the missing submersible, and oxygen is to have believed to have run out within the last hour. >> today in the bay's ginger conejero saab is live in san francisco. i know you have the latest on the search efforts for us. >> reporter: good morning, marcus and kris. an hour ago there was a sweet from the coast guard that said there rovs have began its search

for the missing sub, and as of the u.s. coast guard's last count the supply of oxygen was supposed to run out about 4:00 this morning, about an hour ago our time. we spoke to somebody that knows the situation because they have been on the expedition. mike reese says he was on the same expaw tkeugs. mike says it was a one-of-a-kind voyage that made him feel safe no matter how deep they were falling. here's what the couple had to say about their experience. >> the mission control there that follows the sub, they could tell me where the sub was

located, what was appearing. i got the sense that the mission control was in communication with the sub. >> there's no furniture inside the submarine. there's a comfortable piece of carpeting and it has the steel mesh walls, and i never felt the pressure change in my ears. not even as uncomfortable as like a 10th floor elevator ride. >> mike mentioning it was a long waiver he had to sign and the reality of death was mentioned, sometimes several times on the first page of the waiver. the couple, like the rest of the world, is track this search and they know at least two of the five passengers that are missing on the sub. and this many hours in, we're

told at this point some organs -- because of the cold temperatures and lack of oxygen, may already be starting to fail. hope is not lost. so far this is still a search and rescue mission. >> before you go, i know yesterday there was promising news when people said they heard noises, banging-like noises around where potentially that sub could be. any news or developments with that? >> reporter: that's right. so there was a canadian aircraft that was using sonar buoys to search around the area, and they detected banging in 30-minute intervals, and the coast guard clarified there are a lot of noises in the ocean, and it could be caused by ship traffic,

whales, fish, and it could be a way of communication for that missing sub, so there are still two sides to this. >> ginger, let's talk about how deep in the ocean this sub might be. we're talking about the ocean, right? it varies, the terrain. >> reporter: that's right. we have been hearing so many thoughts on what this could possibly be like. take a look at the grass you see on your screen. it's hard to really wrap your mind around it because it's such a different world, but 350 feet below sea level is how far divers can go, and some can only go half that far, and the blue whales can go a little further, but all of this is really just a fraction of how deep the titanic wreckage is, and the wreckage is

at 12,500 feet, and that's where the oceangate sub was headed, and that's about double the size of the grand canyon, that's how deep it is and how pitch black it is. you can only imagine what those conditions could be like. >> cold temperatures, too, they were talking about, too, so. >> thank you, ginger. owners of a san francisco restaurant are cleaning up, this is after the storefront was vandalized for the third time in three months. the latest incident at guy chicken and rice in castro, and they were able to get into the restaurant by shattering the window, stealing $600 in cash, and the attack during pride month feels personal but won't

allow that to shake up their spirits. let's take a live look at the white house this morning where the leader of the most populous country has arrived and where foreign policy is expected to be a main topic as india's prime minister is visiting. >> they are going to discuss the war in ukraine and india's relationship with russia. president biden welcoming indian prime minister mody to the white house. it comes days after antony blinken's high-stakes meeting

with china's president, xi jinping. >> i think this is the start of a process to put a little more stability into it. >> while both sides hailed progress, tension remains. the china ministry criticized biden for calling the president a dictator. >> top democrats and the white house are backing president biden as republicans blast him. >> words alone will not deter a chinese aggression in asia. the biden administration can continue to speak softly, but congress must ensure that america carries a big stick. >> i think what joe biden has done since his first day in office, he projected weakness. >> the biden administration is defending its actions against china. >> we won't hesitate to call out

areas where we disagree, or to be blunt and forthright about some of these differences. >> preparations are under way for a state dinner this evening as president biden looks to reaffirm the country's relationship with india. >> and later today the prime minister will also do an address to a joint session of congress. marcus? >> after leaving the bay area, the president did not miss a beat keeping the activity going. brie, thank you. cleanup is under way after a deadly tornado swept through a small texas town last night killing at least four people. that tornado struck the town of matador around 8:00 in the evening. it destroyed at least 20 buildings and a rescue team is heading there from 70 miles away, but the debris from the tornado is blocking highways into town. are they out of the woods at

this point? >> i don't think so. as we go into today, kris, we could see the severe weather continue. the sun rising there in texas, and also people waking up and seeing the damage, and unfortunately these happened overnight so a lot of people didn't get a chance to see the storm coming to get out of the way. as we go into today, i am looking at a chance of severe weather developing near texas there with ping pong sized hail. in the meantime in the bay area, we are looking at a low system giving us the cloud cover and the cooler temperatures today. out there right now, mid-50s. we will continue through this trend at least through your lunchtime hours where we could see the sun start to peek in just a little bit before we see the temperatures in the 60s at the coast, and mid to upper 60s in parts through dublin. the only place seeing the 70s are in the valleys, but still below normal temperatures.

we will talk about when we will feel like summer in a bit, but like what are the conditions on the bay bridge? >> right now, cinthia, everything is great. it should be closer to 7:00 a.m. on the bay bridge, and we have our times that are predictable for slowing throughout the bay area. westbound, this is your morning commute and that should kick in at 5:40 and maybe a little before. we are seeing slowing sensors, and off the lower deck, remember, they are separated on the western side as they come up through the tunnel, treasure island, and then the right exit has been open for a while, about six weeks. they are closing the one on this side of the bridge, the one on the left, and anytime on the approach to 7:00, get over to the right side and exit to the right for treasure island, and even if that's not your exit some folks may dart across the freeway, so watch for that.

it's 5:16 on this thursday. let's look at your commute in brentwood waking up to the chilly 50s and continuing with cloud cover through 10:00 a.m. we will see temperatures in the low 70s for the middle of the day. we will talk more about all of your microclimate forecasts coming up. 580 is where some folks from brentwood will head. i see slower blips in the tri-valley, and we will talk about the changes and the timing i expect, coming up. happy thursday to you. the bank of england just raised interest rates there half a point. fed chairman, jay powell, will be back on the hill today briefing congress and explaining the recent interest rate decisions here. the federal trade commission accused amazon of tricking people to sign up for prime and then making it difficult to cancel that subscription.

it costs $139 a year. the new head of the ftc will be likely very tough on amazon. amazon disagreed with the accusation, and saying by design we make it clear and simple for those to sign up or cancel a prime membership. the borough of statistics just released the jolts data, and that's jobs data. 112,000 job openings added in just the last month, according to the data. at the same time there's a childcare cliff coming. federal emergency funding for preschool and childcare put into place during the pandemic runs out in september and they will have to reduce the number of children in their care or increase prices or both.

we knew this was coming. the aid to childcares was one of the last pandemic measures around. the american rescue plan gave about $40 billion for childcare and that went to subsidize daycares. in california, 84,000 kids could lose childcare because their parents can no longer afford it, and 13,000 programs could close and that hits the economy with more than a quarter million in loss wages if parents can't go back to work, and that affects the taxes in the state because the parents are not going back to work. if you are at home thinking, wait, i didn't get money. it didn't go to parents, it went to daycare. no matter what you pay, it will likely raise rates if it hasn't

degrees with 55 over on in the peninsula, san mateo. here is it on satellite radar, and you can see it taking a spin over the central coast, and let's help you plan the day ahead for this thursday. we are almost to the weekend. we are seeing the cloud cover stick around the bay area, and then backing off by the middle of the day, mostly to southern marin and down through half moon bay, and then sweeping in once again as we go on into tonight to start up our friday. as far as our high temperature today, still below normal with 60s along the coast and the peninsula. low 70s as we make our way through concord and fairfield. you may need your jacket as you venture out near the coastline. similar for tomorrow, but we are tracking changes ahead. the long-range outlook as we go into the weekend, a little below normal, but next week we could track high pressure systems

you, as we get started with the day i want to thank you for joining us. i am marcus washington. >> i am kris sanchez. laura garcia is off this week. we will get to breaking news in just a moment but first we want to start with a look at the forecast. cinthia pimentel is here. >> we are going to see conditions change just a little bit for the first official full day of summer as we go and take a live look over san josé, seeing the clouds hanging on over downtown as well as over in san francisco. look at the beautiful lights there in the city. we will see that cloud and the coastal drizzle hang on tight close to the coastline, but calmer winds at 15 to 20 miles per hour, and we will see the mild temperatures in the 70s. mike, we are following up on a crash in the east bay, livermore? >> yeah, got more detail. it's tesla at greenevile.

those are two major roadways. you can see it's off of a main roadway. the commute from vasco comes off of the screen from brentwood. the car crashed into a telephone pole, and i don't know about injuries and we are tracking that. that's not the main commute, 580. maintenance cleared from 680, and that's good news. this is the commute direction from the bay bridge, and it's still light across the deck into san francisco. i will talk about the shift in the east bay coming up. back to you. >> thank you. in walnut creek some officials want to eliminate online callers during the city council meetings. >> unfortunately this is not the first time this has happened. pete suratos joins us from outside walnut creek city hall.

pete, a lot of people enjoy the option to participate in democracy this way, but it's tough. >> reporter: yeah, very tough situation. good morning to you, kris and marcus. we saw a similar incident like this happen a couple weeks ago, folks calling in and making anti-semitic comments and we saw a repeat of that this week. during the public comments portion of tuesday's meeting, you have folks calling in via zoom which is typically routine we see at the city hall meetings, and one caller calling for a white majority during one of these calls. and another individual called in last week and called in with more anti-semitic comments and specifically targeting jewish councilmember, and council members quickly spoke about it.

council meeting. >> pete, thank you. we are now in the most critical hours in the search for the missing submersible that lost contact while underwater. the sub, which had five men inside, have not been heard from since sunday. an emergency oxygen supply inside the small capsule is believed to have depleted this morning. >> there's just a limited supply, but hope is not lost. the coast guard command center is in boston, and that's where we find jay gray this morning. what can you tell us about the situation this morning? >> reporter: good morning, kris. good morning, marcus. yeah, this was a critical stage and, obviously, it's been something that has been a real concern since the start of the search process. it now covers 10,000 square miles and dives two, 2 1/2 miles

below the surface of the north atlantic. yeah, the teams are frantically trying to identify the sub. that's going to continue, and it's still very much a rescue issue even though there are estimates and indications that the oxygen inside that capsule may have run out. this morning the unprecedented search and recovery effort is expanding and intensifying. >> never have seen the intense search. >> reporter: they are looking for the missing sub near the ruins of the titanic, and they are mapping out the search focusing on the area where aircraft continues to drop sonar buoys. >> i can't tell you what the noises are, and i think this is the most important point, we are

searching where the noises are, and that's all we can do. >> reporter: the oxygen will run out this morning. >> that's just one piece of the data, and there are a lot of pieces we need to consider. >> crews refusing to lose hope. >> this is a search and rescue effort, and we will try to find the titan and the crew members. >> reporter: team leaders say they are in constant communication with the families and they promise them this estimate on the oxygen won't define their worth, they will continue what they are calling a search and rescue mission for as long as possible. >> so complicated. thank you so much, jay. we are going to be tracking the search throughout the morning.

our team is posting the latest updates online as well as on our social media platforms. two people are hurt, including a child, after a san francisco squad car, police car, slammed into a local business. this happened about 5:00 yesterday afternoon in the mission district. police say that red car you just saw whiz past your screen, was speeding down the street with a patrol car behind, and then the police car swerved to avoid a motorcycle turning and ended up hitting a building. the motorcyclist got pinned up against another car on 22nd street and a child that was walking on the sidewalk was thrown by the crash. that child and the motorcyclists were taken to the hospital and expected to be okay. >> the officer made a quick decision, and that was to avoid hitting the motorcyclist, and

unfortunately he had to go into the business, but it could have been worse. >> the building now is boarded up, and the business owner is grateful nobody was inside at the time. with the pride celebrations getting under way in the city, bart is increasing service to help people get there, and the agency is offering what they call the most robust sunday service ever. bart will open at 8:00 a.m. on sunday and run a five-line service, and plus special event trains through 9:00 p.m. bart says the largest crowds will be at the embarcadero and civic stations near the parade route. riders are being advised to use other stations if possible. let's bring in cinthia pimentel. the weather is going to be critical -- >> it's san francisco, after all, guys. it will be foggy, and carl the fog making its entrance into the

parade. it will warm up once we get into the middle part of the day. in san francisco, people taking bart there into the city, we could see fog hanging around. make sure you bring another level. you might just ditch it as the afternoon goes on. go and have a great time, but before we get there, how about a padres and giants game today at oracle. we should see a peek of sun and clouds out there, but we are seeing the gusts upwards of 20 to 25 miles per hour. it's going to get a little breezy as the afternoon goes on. we have another event going on for you, and this is out at the santa cruz boardwalk. they start at 9:00, so make sure you bring blankets and extra cozy things to keep you warm out there, and have a good time enjoying the free movie out there. mike, you are looking at a change for the bay bridge? >> yeah, timing wise, the commute builds at 5:40, 5:41,

and the metering lights should be activated any second coming over from the san francisco side. pretty typical pattern right here. again, that's westbound. eastbound, that change happening this morning. the lower deck out of san francisco. you will see changes and only the right commit will be open for the next three years starting today. they will close the exit at treasure island, and that retro fit will take 2 1/2 years, so get used to the right side. there will be a heavier volume of traffic throughout the afternoon because the giants are playing today and it's an afternoon game, and cinthia talked about the pods being here. there could be more traffic in the afternoon hours, kind of mushing into the afternoon commute. in the south bay, blink-182 at

low 50s with the cloud cover hanging on through about 10:00 a.m. by your lunchtime hour, we are looking at breezy conditions and the temperatures only reaching into the low 70s. we will talk about gilroy's outlook and the rest of the outlook in the bay area, coming up. the red lights got the green light. that means they turned on the metering lights here at the bay bridge. slowing just starting to form as we approach the toll plaza. that's a quick build and we will make sure there's nothing else going on for the westbound commute. we will talk about the rest of your drive, coming up. >> thanks, mike. new this morning america's health leaders are voicing concerns about the lack of sustained investment over public health. public health has suffered from funding, and more than $4.5 billion are needed to bring the public health infrastructure back to what analysts say is a healthy level. the report cautions saying it's

not just the national government responsible for finding a solution, but local and state governments need to step up, too. >> strengthening the public health system requires action on all levels, and what we call, number one, the need to increase and sustain public health funding and more flexible funding for help to strengthen the public health infrastructure. >> they say the field needs more health care workers. there was a new program announced earlier this week to increase the recruitment of health care workers. and then scott mcgrew is joining us. this impeachment talk comes from time to time. >> yeah, all presidents face this at some time.

in 2013, a congressman from texas wanted to impeach obama, because he said obama was not born here, and he, of course, was. and then the want to impeach bush almost had the vote. president trump was impeached twice. the house did censure california congressman, adam schiff. the decision was along party lines. republicans voting for, and democrats against. they said adam schiff made

india's prime minister modi to the white house tonight. he will make an address to a joint session of congress. that's the second time he has done that, by the way. at one point before he was prime minister, marcus, the u.s. denied him a visa to come here based on human rights. >> thank you. happening today hundreds are getting ready to walk in the shoes of survivors. more than 600 walkers getting ready for today's walk a mile in their shoes fundraiser in san josé. this is when hundreds of men strap on those heels and raise funds for the ywca golden gate silicon valley, and it supports survivors of domestic abuse, assault and human trafficking. i have participated in that the

last few years as the emcee, and i will continue today. >> question is, different shoes? >> no, i have a big foot so every year they give me the same shoes. our feet are going to be hurting, so hopefully the temperatures will help us out, cinthia. >> yeah, i think you are right about that. good morning, kris and marcus. it's cloudy for everybody going to set up the event, but as we go through the middle of the day, we should see more peeks of sunshine and temperatures there will top off in san josé in the low 70s. all of this cloud cover, the cooler temperatures we are waking up to on this almost friday is because of the low pressure system taking stage over this area, and this will bring us a breezy day. i think today those winds are going to be a little less out towards the coast. still 20 to 25 miles per hour. the areas of concern are through concord and the delta and if you

take the altamont pass through livermore, tracy and this afternoon at 5:30, that will continue upwards of 30 miles per hour. as far as temperatures go today, 69 in novato, and low 60s through the coastline and down through the south bay, we are looking at 73 in san josé, and a cool 62 in santa cruz. not much of a change tomorrow in the below-normal temperatures, but the next couple of days, look at morgan hill in the 10-day forecast, we will see high pressure return to the bay area creeping into parts of the central u.s., and those will knock up the temperatures into the 80s, and mid to upper 80s as we go into next weekend. i think we will finally start to feel like summer, but in the meantime, mike, we're seeing the bay bridge backing up quickly, huh? yeah, i was preoccupied with
