controversial new crackdown to find and perhaps even jail people who attend side shows. ahead in a live report, the critical component of this debate many expect should kick into overdrive. oh, my god, it was like somebody put a knife in my heart. >> parishioners searching for answers after vandals break into their church and set fire to several artifacts. why church leaders believe they were targeted. and reintroducing a beloved species. the first steps being taken to bring a new wave of sea otters to bay area waters. this is "today in the bay." good morning. 6:00 now. i'm ginger conejero saab in for marcus washington. >> and i'm laura garcia. we're going to check the morning commute with mike in just a little bit and roll some more sea otter video because it's so cute. first, let's take a look at the forecast with meteorologist kari hall. >> we're going to see changes as

we go through the week. it's been cool and cloudy across much of the bay area. as you're heading out in napa, a little breeze, cloudy and 6 degrees. it's another cool start but eventually it will clear up and temperatures start to warm up as well, headed for a perfect 70 degrees at lunchtime and then continuing to heat up from there into the mid-70s today. still nice and mild, another spectacular afternoon. but then it will start to heat up each day as we head through the middle to end of the week, with some more low 80s on the map and then some mid to upper 80s on thursday. you can see what's happening here. look at fairfield. 93 degrees. we're going to talk about the heat expected to ramp up this weekend in a few minutes. mike, you have an alert for 580. >> i'm sorry, i'm just reporting it as soon as it comes into the newsroom. west 580, we will see more slowing. as we check the live camera, i'm not sure i see any traffic going up the dublin grade. there was the earlier fire near the b.a.r.t. station, some

smoke, at least. as we look at the map, chp has said just past the dublin interchange they've closed the fast lane as you're traveling westbound, your commute direction on 580. still open at the dublin interchange. a distraction from all the activities, so eastbound also slow. this is just on the west side near the foothills. you see stoneridge on the map. one lane is closed because of an earlier fire. they're waiting for caltrans to check the integrity of the pavement. back to you. >> thanks so much, mike. in just a few hours from now, the alameda county board of supervisors will consider an ordinance that would make it illegal to watch a side show. the ordinance would impose steep fines, possible jail time or both. >> emma goss is live with details for us. >> reporter: laura and ginger, some bay area cities already have laws that ban spectators

have watching side shows, but today it's at the county level. the proposal that would ban side shows for spectators would subject violators to a $1,000 fine and up to six months in jail or potentially both, and it's coauthored by alameda county sheriff sanchez and board of supervisors president miley. the goal, they say, is to give law enforcement another tool to crack down on side shows and limit the injuries and damage that come with them. side shows attract hundreds of spectators and add to public safety issues. opponents say it violates the first amendment right to freedom to peacefully assemble. the oakland city council did pass an ordinance last month that makes it illegal for people to organize, facilitate or participate in a side show. the council did not end up including a proposal that would penalize spectators. oakland city officials say that

it wasn't clear how they could define a spectator. the board of supervisors meets at 9:30 this morning. reporting live, emma goss for "today in the bay." >> we'll continue to follow that. thank you. the investigation is still on this morning to see who set religious artifacts at a church in the east bay on fire. early yesterday morning, parishioners say religious artifacts at the ascension of the romanian orthodox church in hayward were set on fire. firefighters say they found burnt pages of a bible, a charred cruise fix and ashes at the altar. a cash box belonging to a daycare was also reported missing. police say they do not have security camera footage. when they arrived, they found power cut off to the building. churchgoers say this is a loss hard to deal with. >> i felt violated, hurt.

it's very emotional. this is very important to me. it's very hard. >> hayward police do not have a suspect and they have not said if the case is being investigated as a hate crime. happening today, the man accused of stabbing a worker in a chinatown bakery is expected to be arraigned in a san francisco courtroom. fook lai is accused of stabbing a woman at aa bakery on stockton street last month. witnesses tell nbc bay area lai didn't say anything. he walked in and supposedly attacked the woman. our investigative unit found that he's had prior run-ins with the law, dating back to 1999. this includes an attempted murder conviction for a stabbing in 2016. now a live look this morning at sacramento. we'll see that in just a bit. lawmakers there worked late last night to reach a deal on the 2023/2024 california state budget. the deal is estimated to be $311

billion, allocating nearly $5 billion for transit agencies throughout the state: $1.1 billion will be allocated to spend for b.a.r.t. there is funding for clean energy, public health care and education. the budget also sets aside more than $38 billion in reserved funding. the agreement comes just days before the california fiscal year was slated to begin on july 1st. in a statement, the governor said in part, we've attached new accountability measures for transit and homelessness investments. and we are accelerating our global leadership on climate by fast-tracking the clean energy projects that will create cleaner air for generations to come. lawmakers still need to vote on a series of bills for it to take effect. russian president vladimir putin is speaking out about the rebellion that took place over the weekend. he is branding the organizers of those that threatened his regime

as traitors, saying they will be brought to justice. putin thanked the russian people for their support and said the crisis has only served to unite the country. >> translator: i should like to thank the soldiers of the wagner private company who took the right decision to stop and go back and prevent bloodshed. >> in the meantime, president biden insists the west was not involved in this weekend's event. as soon as this morning, some hotly anticipated rulings may be coming counsel from the u.s. supreme court with the last scheduled day of the current term. >> "today in the bay"'s brie jackson is live in washington. brie, the one many people seem to be really waiting on is the one about student debt forgiveness. >> reporter: yeah, that will certainly be a hotly anticipated ruling. good morning, laura, ginger. justices are weighing the legality of president biden's plan to cancel $430 billion in

student loan debt, all of this before payments are scheduled to resume this fall. officially referenced as biden versus nebraska, a handful of states are asking the supreme court to block the plan. those states are arguing the president went above his legal authority when promising debt forgiveness. however, the biden administration insists that it was acting within the law, pointing out that the heroes act of 2003 grants the u.s. secretary of education the authority to make things during national emergencies like the covid-19 pandemic. the plan has been blocked since november following legal challenges, and even more decisions remain in limbo. there's also a case that may ban affirmative action at u.s. colleges and universities, which boosts the number of underrepresented minority students. another major decision, whether

businesses can refuse certain services for lgbtq customers. that case revolves around a colorado website designer who refused to design wedding websites for same-sex couples. keep in mind, the court could hold off on issuing rulings until after the term ends. but we'll be keeping a close eye to see if any of these rulings come out today. >> thanks a lot, brie. 6:09 right now. happening today, the first of two open houses to talk about reintroducing sea otters to northern california. u.s. fish and wildlife service holding the event at the bear valley visitors center. they're trying to figure out if they should bring sea otters back to the bay area for the first time in two centuries. extreme hunting wiped out the population. experts say reintroducing sea otters back to the bay could help boost the dwindling population, but fishermen are wary as the otters have big

by earlier fire activity near the b.a.r.t. tracks, both directions. one lane closed, at least in one direction. i'm sorting out the details. there's definitely a delay if you're heading west or east or 580 past 680. more coming up. good morning and a very happy tuesday to you. another down day for the markets, erasing some of the really solid growth for the first half of the year. third quarter starts next week. bay area's lucid making a deal with aston martin battery technology. the ceo quitting there ahead of probable cuts in the company. the biden administration on monday announced $1.8 billion in grants to expand broadband in california. the white house comparing it to roosevelt's efforts to bring electricity to rural america. the money comes from the bipartisan infrastructure bill. we'll get the latest house price data from case-shiller this morning.

last month's read of san francisco house prices led experts to think the worst was behind us and that prices have sunk as low as they'll go. we shall see. tiktok and meta both offering new parental controls for teen accounts. tiktok will allow parents and teens to link accounts and then set filters for words they don't want to see or hear about on tiktok. here is a look at the messenger screens. if a teen decides to block somebody, messenger will take that opportunity to flash up a screen suggesting they use this moment to talk to their parents about how an adult can help them stay safe. then there are new filters as well. the parents cannot see the teen's messages. and a bank analyst is warning injuries from pickleball could cost the american economy $400 million a year. data from ubs shows more than 22 million americans play pickleball regularly and they

figure one quarter of one percent of pickleballs hurt themselves bad enough they have to go to the er or urgent care. as promised, graphs. it is 6:17. take a look at these. these are divided by age. young people on the left, old people on the right. as you go across the middle, that's 60 and 70-year-olds with injuries per year, starting with 2010, going to 2018. look at that spike. people around retirement age are hurting themselves more often. what could it be? i wonder. well -- >> they say it's pickleball. >> they say it's pickleball. >> i guess if they haven't been out exercising, they could lose their balance and whatnot. >> it's still good to get out and exercise. >> since i haven't tried it, my legitimate question is, maybe if you sprain your finger, does that count? >> you can get pickleball arm, kind of like tennis elbow.

million in financing for the a's new stadium on the vegas strip. the rules surrounding the territorial rights, the giants believe they own, is what killed the progression of the a's from relocating to downtown san jose more than a decade ago. it turns out iphones and dancing, they don't always mix. a police call center in nashville says during the bonnaroo music and arts festival the center received more than 1,000911 calls. but many of these calls were not made intentionally. instead, it appears the call was made after the iphone detected the user was in a crash using apple's recent crash detection feature. festival goers say it must have been the moment that dancing triggered those calls. this is not the first time apple's crash detection feature has led to accidental 911 calls. all of those instances, apple

[ laughter ] >> scott mcgrew has a graph for that, too. >> hopefully no injuries. maybe the weather will look better and warmer for us. >> we've been talking about how cool it's been recently. it's going to start to warm up as we head into the next few days. let's get a look at san jose. another cloudy morning, our usual start. that's what keeps temperatures down. we're going from cloudy and 59 degrees to partly cloudy and 70 at lunchtime. only reaching into the low 70s for today. it's going to be another nice one. here is a look at all of our bay area temperatures and our highs we're headed for this afternoon. also the seven-day forecast is

coming up at the bottom of the screen, so you can look at your microclimate and get a peek at what to expect this weekend. napa today reaching a very comfortable 75 degrees. a little bit warmer for santa rosa, reaching 80. as we take it into the day tomorrow, some numbers come up a few degrees, reaching into the low to mid-80s. we're not seeing as much of a change in san francisco. we're still reaching into the 60s and upper 60s on thursday, while we'll start to see upper 80s and low 90s popping up on the map. it's going to be getting hotter as we go through the week. we're going to be talking a lot about this because this is our first big spike in temperatures we've had for quite a while as heat builds across the region. the high pressure is going to change our wind direction. the good thing is it doesn't last long. the high pressure is going to be moving. by the fourth of july temperatures will start to come back down. take a look at concord. we're going from temperatures at 80 to 90 on thursday, to 95 on

saturday. then back down on the fourth of july to about 80 degrees. so the spike in the temperatures and the peak of it happens on saturday. then it will come back down in time for the holiday. mike, do you still have that alert going on? >> we do. if you look closely, it's slow eastbound, opposite your commute coming off the dublin grade, the dublin interchange. that's east. west 580 also slow heading toward the dublin interchange. reports earlier of a fire near the b.a.r.t. tracks has caused concern for the integrity of comment pillars. eastbound, we got confirmation from chp, eastbound has two lanes closed, there may be one westbound as well. 680 slows a bit from an earlier crash. still blocking one lane at scott creek road. back to you. >> thanks, mike. next on "today in the bay," nbc bay area responds. >> a range that won't properly

right now at 6:30, a live look outside. tracking the first big summer warm-up. we have team coverage, including concerns about fire danger, as july 4th approaches. and a timeline for when it gets hottest in your neighborhood. and sounding the alarm on atm thefts. the new warning from a local police department for people looking to withdraw their cash. this is "today in the bay." a very good morning to you. tuesday already. 6:31. i'm laura garcia. >> i'm ginger conejero saab in for marcus washington. we just spoke about it there. meteorologist kari hall is going to give us that lead-up to the big summer warm-up we've been waiting for. it does happen gradually. it's tuesday, we're still enjoying cooler than normal temperatures. let's get a live look outside in oakland. we're seeing temperatures in the mid-50s right now.

cloudy start and a mix of sun and clouds by late morning. we only stay in the 60s today. 68 degrees for a high temperature and upper 70s in livermore. you can see as we go through tomorrow some of our inland valleys will come up a degree or two, but it's really going to hit us this weekend. take a look at an inland spot like ukiah going from 88 today to 107 degrees on saturday. that will be the peak of the heat. and in brentwood we're headed, also, into the triple digits. we're going to talk more about that and northern california fire officials are bracing for wildfires with the days getting hotter into the weekend. thom has more on that. >> reporter: good morning, kari. yeah, you're talking about brentwood and ukiah with temperatures above 100. fire officials across northern california certainly are bracing for wildfires to start up. they say we're officially in wildfire season now.

this also comes just ahead of the fourth of july weekend and the sale of fireworks across the bay area. forecasters are watching fuel moisture levels in light grasses and are noticing a drying trend even before the upcoming hot spell. cal fire units across the region have prepared all their equipment and are ready. they say we are officially in fire season now. >> the full scope of ground, heavy equipment and aviation resources across our department are fully deployed and ready to respond. >> as of today? >> as of today. >> reporter: the chief says cal fire units are ready to deploy at a moment's notice. cal fire is also reminding folks to sign up for those mass notification systems so that they can get notified early on about major fire activity, and of course to be cautious out there when you're in the outdoors, to not start fires. hopefully they'll be able to keep the bay doors closed here

at station 22 this weekend as it does heat up. >> thanks a lot there, thom. good reminders about what you can do to lessen your chances for that. to stay up to date, you can download our nbc bay area news app. don't forget to do that. we'll send you the latest updates on conditions straight to your phone. you can put in your zip code for a detailed forecast for your neighborhood. 6:34. two farms in half moon bay are facing thousands of dollars in fines from cal osha for not properly preparing and responding to a mass shooting there earlier this year. zhao is accused of shooting seven people in january's mass shooting. he worked at both farms. he allegedly shoot four people at california terra garden and three at concord farms. the fines are for health and safety violations. zhao pleaded not guilty. the oakland police department is reminding everyone

the next time you withdraw cash from an atm, be alert. this follows an uptick in robberies. oakland police say some thieves are stealing right from people as the cash comes out of the machine. others are following victims home and then stealing their personal belongings. opd reminds those withdrawing to always scan your surroundings and confirm that you are not being followed. opd says the safest way to go is to use an atm located inside the bank. san jose city leaders are proposing an expansion to a program which would prevent evictions and help renters make it in the bay. leaders are considering a program that would enable those facing eviction free legal advice. the program would designate a place for lawyers to meet with renters. this is in addition to the city's eviction diversion program, which organizers say looks to bring landlords and tenants together to resolve disputes. that program has been in place since the covid pandemic and it happens in superior court.

let's take a live look outside on this tuesday morning. sun is up over the bay area. this is in the east bay of walnut creek. kari is keeping tabs on the temperatures. enjoy today if you like the cooler weather because the heat-up is coming by the weekend. it's mostly for the inland areas. this will be cool weather for san francisco and along the coast and a wide range in temperatures. take a look at the view in san francisco where we can't even see the golden gate bridge because of the low clouds and the fog that's creped over the bridge right now reducing visibility as you're heading in from the north bay. it's going to be mostly cloudy through 10:00 and then peeks of sunshine around noon. but definitely another cool day, with some gusty winds, as the high only reaches about 62 degrees there. we'll see some of our inland temperatures really starting to feel nice and mild, headed for the mid to upper 70s, dublin reaching 75. about the same in napa and in san jose. tomorrow we start to see some of those temperatures coming up into the low 80s. santa rosa reaching 84 degrees.

then check out thursday. 88 degrees there. 89 in concord and 88 in livermore. we'll talk about the weekend coming up in a few minutes. mike, you're saying the alert still continues for dublin? >> it does. looking toward the dublin grade, traffic coming eastbound on 580, i've zoomed in. we don't usually see any backup and it looks like this is encrusted in diamonds. that's the sun glinting off the windshields. lanes are closed. two of your eastbound lanes are closed from just after san ramon to the dublin interchange. there's inspection work that has to happen from an earlier roadside fire and that will continue probably past the morning commute. the morning commute direction is moving smoothly westbound. it is eastbound that is unusually slow and we'll hope the crews are able to inspect and reopen lanes well before the

minutes. the bay bridge backup is here. we have a few lanes getting a break. i think there must have been something going on approaching the toll plaza off of 580. it looks like things are clearing now. 580 through the dublin grade is a problem. we'll talk about the backup and what you might have to do as you approach the dublin interchange coming up. it's 6:41 right now. we have new video to show you of a man carving names into the roman coliseum. it all happened on friday and a man caught taking a key to the 2,000-year-old monument, carving he and his woman's name. the coliseum is considered a unesco heritage site. italy's minister of culture tweeted saying it's a very serious crime. he went on to write he hopes the person will be identified and sanctioned. a bystander who posted the video said they alerted workers who

eventually called police. as far as we know, the man has not been found. a new state law is in effect that will punish oil companies for profiting from price spikes. it's a first in the nation law that began last night. it requires oil refineries to report new data the state of california, including when they're offline and what the profits are. the california public research group says it will make a difference on gas prices over time. >> what this bill does is create better transparency in the gasoline marketplace so that we can hold oil companies accountable for needlessly overcharging californians and then actually penalize them for excessive profits. >> while the western states petroleum association argues the law will actually increase costs. the state laws and regulations for interfering with gas supplies. governor newsom is a big supporter of the law but looks forward to a day when cars will

prigozhin. if there's anybody we want in charge less of russia's nuclear weapons than putin, it's prigozhin. here is our president. >> we had to make sure we gave putin no excuse, let me emphasize, we gave putin no excuse to blame this on the west and blame this on nato. we made clear that we were not involved. we had nothing to do with it. this is part of a struggle within the russian system. the u.s. supreme court is wrapping up its term, still needs to release a number of decisions, including two about education. one, whether schools can use affirmative action, whether they consider race in their admissions process, and the other, of course, about loans. the affirmative action decision will not affect california public schools like cal berkeley because california already outlaws affirmative action in admissions. it will affect private schools like stanford or university of

san francisco. stanford filed a friend of the court brief asking the supreme court to continue to allow affirmative action. stanford says it's important that it be able to diversify the student body. the other major decision is on student loans. the high court is considering two cases here, and there are two big questions. does the department of education have the power to forgive student loans under the heroes act? perhaps just as importantly, do the organizations who oppose forgiveness have the right to sue to stop it? we're also waiting for the court to release its decision on a colorado website designer who doesn't want to build wedding websites for gay couples. this is sort of a redo of the cake baker case because the supreme court punted that one. there's a case of a mailman who doesn't want to work sundays. does he have the relilkous right to refuse? the tricky thing about the california case, if you say the

website designer can follow her beliefs about sexuality, what about race and religion and gender? the supreme court is going to have to address that question. coming up on the "today" show, donald trump on tape saying it out loud, he's handling classified documents. the latest on the federal case into allegations of spilled secrets coming up at 7:00. >> thank you very much, scott. 6:46 right now. we're turning to take a look at health care. new this morning nuclear medicine is gaining popularity as an effective way to treat some cancers, with some patients saying it's given them a better quality of life. nuclear cancer treatment can only treat a few types of cancers, including prostate cancer, which is the second most common cancer in men. ucsf has been using nuclear medicine to diagnose cancer and more recently to treat cancer. according to ucsf, nuclear medicine can reduce the risk of death by 38% and reduce progression of the disease by 60%. doctors want to be clear the

toward the weekend where we want to get ready for high heat. it's going to be coming in for the inland valleys. take a look at novato right now. it's still nice and cool. in the north bay it's 54 degrees and mostly cloudy. we'll start to see the see sun coming out by late morning. this is our usual weather pattern that we've gotten used to recently with some slightly cooler than normal temperatures. we're headed for 77 degrees there today and 75 in napa. martinez reaching 77 and 73 in fremont. the seven-day forecast is coming up at the bottom of the screen. check out your microclimate, when those temperatures will peak and how hot it will be. we're looking at today, still 77 in san jose, while in san francisco it's in the mid-60s. we are going to see those temperatures going up a few degrees each day. by thursday fairfield is topping 93 degrees. mostly 80 degrees for the south carolina -- south carolina and

88 in santa rosa. we're going to see a large area of high pressure across the region. it's going to change the wind direction and cause the valleys to heat up. the good thing is that it doesn't stick around for long. we're going to see temperatures spike, go up on saturday, and then back down in time for the fourth of july. if you've been wanting to make some beach plans but it's been so chilly and cloudy, take a look at half moon bay. i think this is going to be a very popular destination heading into the weekend. not only here, but all along the coastline, with our valleys headed for the 90s, we're still going to be in the 60s here and a lot more sunshine. our seven-day forecast shows that those valley temperatures will be as hot as the mid to upper 90s and there will be a few spots reaching triple digits, then we see the trend coming back down on monday into the fourth of july as well. but not as extreme for san francisco. it's been cloudy here, but expect sunshine and very mild weather going into the weekend. mike, do you have an update on the closure in dublin? >> i got more information from

welcome back. we are moving you forward with a look at the top stories on "today in the bay." in just a few hours, the alameda county board of supervisors will consider an ard unanimous that would make it illegal to even watch a side show. if approved, the proposal would subject side show spectators to a $1,000 fine, up to six months in jail or possibly both. proponents say the goal is to give law enforcement another

tool to crack down on illegal side shows, along with injuries and damage that can come along with them. opponents to the proposal say it violates the first amendment right to freedom to peacefully assemble. some bay area cities already have laws that ban people from watching side shows but this time it's being decided at the county level. the board of supervisors meets at 9:30 this morning. the investigation is still ongoing this morning to see who set religious artifacts at a church in the east bay on fire. early yesterday morning parishioners say religious artifacts at the ascension of the lord romanian orthodox church in hayward were set on fire. emergency crews say they found burnt pages of a bible, a charred crucifix and ashes at the altar. a cash box belonging to a neighboring daycare was also reported missing. police say they do not have security camera footage to find the suspect.

when they arrived, they found power cut off to the building. hayward police do not have a suspect in custody. they're also not saying if the investigation is being investigated as a hate crime. happening today, the man accused of stabbing a worker in a chinatown bakery is expected to be arraigned in a san francisco courtroom today. fook lai is accused of stabbing a woman at aa bakery on stockton street last month. witnesses tell nbc bay area lai didn't say anything. he walked in and supposedly attacked a woman. our investigative unit found that he had prior run-ins with the law dating back to 1999. this included an attempted murder conviction for a stabbing in 2016. across northern california fire officials are bracing for wildfires as the days get hotter later this week. fire forecasters are watching fuel moisture levels in grasses and light brush and are noticing a drying trend, even before this upcoming hot spell. cal fire units across the region

have now prepared their equipment and are ready and they say they are officially in fire season now. cal fire is also reminding people to be aware of the dangers and use caution and to sign up for mass notification systems for early warnings about major fire activity. the warm-up is on the way, but today cooler temperatures. >> still really nice and we're talking about our valley temperatures still in the 70s for today. tomorrow we'll start to see a lot more 80s on the map. then upper 80s on thursday. you can see where our temperatures peak on saturday, reaching into the mid-90s and then back down on monday into the mid-80s. san francisco is not going to see as much of a drastic change, but it's been cloudy and cool. it will be definitely more sunny for the weekend with highs up to 72 degrees for the weekend. we're looking at this continued issue for the dublin interchange off the dublin grade. this is unusual for the morning commute, anyway, especially now we're seeing lighter traffic.
