starting tomorrow for the inland areas, and it continues through the weekend with a heat advisory for those valleys. we are looking at 90 today in morgan hill, livermore and concord. for san francisco, you are staying in the upper 60s. the temperatures jump up tomorrow reaching into the upper 90s. we will talk more about this in a few minutes. mike, that commute is kicking in at the bay bridge. >> yeah, it's slower because it's summer. i like the summer, just not the heat. the backup is not so severe, and the approach coming out of the maze not a problem. the rest of the bay looks standard with slowing kicking in. the excessive slowing through san josé must have been a blip because it's back to normal now. back to you. >> thank you, mike. an investigation continues this morning after police shot and killed a man in richmond. that came after a standoff and a bomb squad was called in. >> we hope to learn more about what they found today.

today in the bay's bob redell is following it all and joins us from the news room. are police saying anything at this point? >> we are still waiting for an update from the richmond police. good morning, laura and marcus. this was the scene last night, and law enforcement had to evacuate two homes while the bomb squad from travis air force base removed devices from the homes. we should learn more today about the deadly police shooting at a richmond home where this device was found. this happened yesterday morning. officers were executing a search warrant at that home. they were looking for a person accused of threatening somebody with a home during an argument on sunday. when officers went in that home yesterday they found a person with a gun. there was a confrontation, according to police. police say multiple officers fired their weapon killing that

person. >> it's always unfortunate when somebody loses their life. again, the officers are doing their job and trying to execute the search warrant. >> you don't know what is going to happen around your neighborhood. you don't know who is who. i didn't see it coming. >> we are still trying to learn the name of the man that was shot and killed. a neighbor tells us he lived in that home with his mother for several years and generally kept his distance. marcus, laura? >> thank you. the owners of the a's might need to pay up if they go through with their plans to move the team to vegas. last night the money ball act was approved, and it requires a ball club to compensate the state and local community they are leaving behind. the act states the city would be entitled to compensation based on local tax revenue. no word on what that amount

would be. the city says the mayor reached out to various stakeholders. we're reaching out to the a's to get their response. a disturbing trend in san francisco has a lot of people worried about recent crime, and many of the victims are mothers and caretakers and they state thieves are after their smart phones. [ screaming ] >> chills just hearing that scream there. what you are doing is hearing the scream of a mother. she said she did not want to be identified and didn't want to go on camera for safety reasons. she said she was on her way to pick up her daughter from daycare on monday and that's when she was mugged for her smartphone on the corner of sanchez and clipper streets. >> somebody came at me from behind and grabbed for my phone. i instinctively grabbed back, which i don't recommend, and he pushed me over forcefully to the ground. >> soon after she said she learned several other attacks happened on social media, and

that's when she found out that information. the supervisor says his office has received reports from at least three victims and they have seen several other incident on social media. police were not able to confirm if the robberies are related. turning to decision 2024, this fourth of july holiday president biden is traveling the country making his case for a second term. at the same time his republican opponents are urging americans to go a different direction. brie jackson is in washington. what is the message the president is sending to his reporters? >> in his speech on wednesday, president biden criticized the economic approach of republicans and former president trump while touting his own economicagenda.

canceled. yesterday, 345 flights were delayed and 108 were canceled at sfo. the travel mess has been ramping up since the start of the week and that's when airports nationwide were struggling with severe weather as well as staffing shortages. a passenger that just arrived at sfo told us he is missing three of his bags. >> if we were to reschedule with united, they couldn't get us out until saturday so we rescheduled with alaskan, and we will go and then figure out where our bags are. >> amazing. still doesn't know where his bags are. travelers are hoping there will be some relief as the weather gets better. >> makes me want to pack all my stuff in a carry on.

up of ma bell, they are talking that big. nvidia shares fell hard on wednesday. we gave you a heads up on this before the opening bell. the talk that the government will further restrict china from obtaining american chips, case in point the chinese spy balloon contained off the shelf american parts, not from nvidia, but just the kinds of things you can buy from any electronics outlet. washington is concerned beijing is using our technology against us. and then a federal court accuses open a.i. of illegally scraping data, including personal information, from the internet to teach its large language model. the reason chatgpt can put together codes and sentences is because it has seen lots of sentences like that before. in order to do that it has to be fed billions of data points about language which a.i. companies get from internet

postings, wikipedia, newspaper articles and all kinds of things. the lawsuit is filed by plaintiffs that wish to remain anonymous says that scraping included their personal information. >> the tax gas jumps up next week. there was a last-minute push by republicans in sacramento to suspend the tax increase but it was shot down by democrats. other states tried gas tax holidays only to discover they don't save consumers very much money. the price goes down as they take the tax away, but then people are so used to paying higher prices, gas stations and distributors take advantage of that and just raise the price back where they were. one of the weird situations where everybody can have an opinion on this, but economists are able to point to real-life situations proving this happens.

here's a tax expert. >> for example, in florida they suspended their 25 cent per gallon gasoline, but the average price in florida did not go down 25 cents. there's no reason to believe they are going to pass the savings down to you. >> the bottom line is if you pay the gas tax, the state wins, and if you don't pay the gas tax the gas station wins, you don't win. but if you have a tesla or what not, you are not contributing to the road taxes -- >> right, that you are driving on. >> and congress is talking about putting a mileage tax in, and they talk about putting a meter in your car. how often do you use the roads, and gas is a way to figure that out. if you are using a lot of gas you are driving a lot. nobody wants a taxing meter in

>> you want to make sure you are drinking lots of water and stay hydrated even if you don't feel thirsty. if you have to be outside, find shade and that drastically reduces the temperatures. wear sunscreen to prevent sunburn. light long sleeves helps to block out some of the sun. wearing a hat keeps the heat off your head. make sure you take care of your pets. this is how hot the asphalt gets, and even at 87 degrees the asphalt can be 143 degrees, so be mindful of that and do not put those paws on the asphalt over the next several days. it's heating up today with santa rosa reaching 88 degrees, and 90 in livermore. look at tomorrow. 97 degrees in livermore and 99 in morgan hill. mountain view reaching 86 degrees. the hottest of the temperatures

build and that's holding pretty steady. back to you. >> thank you, mike. just into our news room, governor gavin newsom is giving san francisco more resources to fight the fentanyl crisis. the governor announced he's doubling state officers available to the city. in may you may recall the governor dedicated chp officers to stop open air drug dealing. 7 to 10 officers were helping out every day, and now that number will be 14 to 20. the governor says so far using chp officers has been successful. chp officers have arrested more than 115 people on fentanyl-related charges since this initiative began. that's on top of the 340 citations for the sfpd in the same timeframe. a north bay woman's instagram post about her child almost being abducted went viral, and then police figured it all out, that it was a lie.

>> and now that mother will learn her fate after being found guilty of making a false police report. ginger conejero saab joins us and will be in the courtroom later this morning. what kind of sentence are we possibly expecting here? >> reporter: laura, prosecutors are asking for 180 days or six months of jail time for that viral video where she was claiming that her kids were attempting to be kidnapped. she is from petaluma and she's the woman in this viral post, and in the post she claimed a couple tried to kidnap her children in december of 2020. she goes into detail about the attempted kidnapper and her account was contradicted in court by the couple and by a

pretty amazing. taking a live look at san josé this morning. the summer of 2023 is going to be a hot one with temperatures expected to be above normal and with the holiday weekend around the corner, it's important to know the signs of heat stroke. according to the cdc more than 700 people in the u.s. died from some sort of heat-related illness every year. the heat can make it hard for the body to cool itself down. meteorologist, kari hall, has more for those suffering with a heat struck, and the high temperatures kicking in, and we are not used to the high temperatures and there's important stuff to know here. >> pay attention to anything that feels off. if you have to be outside, find shade. you want to help cool down the person that may have sweating and then they stop sweating and

maybe a rapid pulse. check their temperature, if it's high you want to make sure you are doing something to help them cool off, and also if you are able to call 911, if emergency medical personnel are delayed, call the er and maybe they can walk you through steps as well. we want you to be a safe. the stars and stripes run is happening this weekend, of course on the hottest day we have had in a very long time. the good thing is it's early in the morning. at the time it begins it will be 66 degrees at registration. we will see that race beginning at about 70 degrees in san josé. at 9:00, it's 73 degrees. you can see how quickly the trend goes upward as we go towards late morning into the afternoon as we work our way towards 96 degrees for the afternoon high temperature. other events going on around the bay area includes music on the square in redwood city on friday evening. it will be 80 degrees at the

54 years. this is joyce desoto from burlingame. she earned ernie desoto and they had three kids together before ernie was sent to serve as a pilot in the vietnam war. unfortunately, ernie never came home from the war and was presumed dead. for over five decades, joyce didn't know what happened to her husband until 2021 when some remains were discovered in vietnam that turned out to be desoto. joyce talked about the relief she felt after finding her husband. >> means a lot, just so we can put him to rest and feel better about him not being tortured and any of that awfulness. >> the flight carrying his remains will touch down at sfo at 3:00 today. president biden will campaign in new york city today.

swimsuit color. lifeguards say avoid buying them blue swimsuits because they blend into the water, which makes sense. it makes it tough to find them if they go underwater. and they also say white swimsuits are a bad idea. they recommend something like bright neon pink or orange, and other tips is to swim within sight of a lifeguard, and never dive because you never know how deep it is. if you are planning a pool party, have a lifeguard watching at all times. that's so important. even if a lifeguard is present, you have to keep an eye on your kids as well. things can happen so fast, even if you are the strongest of swimmers, kids horse around or can hit their head, and i am always so nervous when we have a swim party and i am glad when

it's over because so much can happen. >> and also the lakes and rivers around california, they have been running cold and fast. also there's safety tips for being in a vehicle. you don't want to leave children or pets inside a vehicle. heading into the weekend, wanted to show some tips and what to expect with the temperature and air temperature of 70 degrees, while in just ten minutes inside the vehicle it becomes 90 degrees. at an hour, that becomes 112 degrees. that's at 70 degrees, and at 80 degrees the temperatures go up a lot more quickly. 99 degrees after just ten minutes. after an hour it's 123 degrees. we are expecting it to be hotter this weekend, and at 90 degrees with an air temperature after just 30 minutes, it's 124 degrees. after an hour it's 133 degrees. always check the backseat once again as you are getting out of

a vehicle. our air temperature in livermore reaching 90 degrees, and about the same in concord. compare that to the upper 60s in san francisco. slightly warmer tomorrow, reaching the 70s in san mateo. morgan hill reaching 99 degrees. we will see the temperatures peaking on saturday. it's going to be as hot as 95 in santa rosa and concord reaching 102 degrees. really hot this weekend. as we take a look at napa, what to expect over the next several days with the temperatures up to 100 degrees on saturday. the good thing is we are going to see a quick cooldown as well for the fourth of july, in the mid-80s. we will see hot temperatures for the weekend but back to the mild weather early next week. mike, you may have an incident on the bay bridge? >> yeah, it may cause the metering lights to slow down. i have not seen a change at the toll plaza. near treasure island, i believe

6:55 for you this morning. want to welcome you back. we are moving you forward with a look at the top stories here on "today in the bay." >> a petaluma mother will be sentenced today after being found guilty of making a false kidnapping claim. she says a couple tried to kidnap her two kids during a trip to a local art store. she then posted a detailed reaction on instagram that went viral. witnesses and surveillance showed it was all false. a jury found her guilty of making a false report to detectives. prosecutors are seeking a six month sentence. last night city leaders

approving a money ball act and it would require a club moving more than 25 miles away to compensate the city and state they are leaving behind. this is based on local tax revenue. no word on what the amount would be. the city says the mayor has reached out to various stakeholders. of course we are reaching out to the a's to get their response. an investigation continues this morning after police shot and killed a man in richmond. that comes after a standoff and the bomb squad was called in. this happened at point richmond yesterday. this is when officers executed a search warrant for a person threatening somebody with a gun during an argument on sunday. when officers went inside they were confronted by the man with the gun and the officers opened fire. many mothers and caretakers

[ screaming ] >> those are the screams of a mother that was on her way to pick up her daughter from daycare when she was mugged. and there are reports from three other victims. police were not able to confirm if the robberies are related. taking a live look at sfo this morning where travelers are still dealing with the major flight delays and cancelations. of course you can see the bags there as people are waiting there at the terminals. already today, 31 flights have been delayed and 22 canceled. it's expected to get worse. now just yesterday 345 flights were delayed.
