their ship will set sail. we're live in san francisco with the mounting frustrations after yesterday's cruise ship pier crash and challenges workers face. insiders say the u.s. and russia held secret discussions to end the war in ukraine. we're live with the exclusive new revelations and whether it's having an impact. and hoping to curb crime in the east bay. one response from a police department pushing to expand on a proven crime-fighting tactic. this is "today in the bay." and we have made it to friday. we want to say good morning to you. i'm marcus washington. >> i'm laura garcia. now we've got to make it on through friday. let's start with a look at the forecast. kari hall is tracking what we can expect. >> it's going to start out cloudy, cool, a little more breezy out there, especially for people driving and crossing some of the bridges, and as we take a look in san rafael right now, it is a nice, quiet start.

we're going to see more clouds moving by. it's 55 degrees and temperatures will go from mid-50s to upper 50s at 9:00, once it starts to clear out. then we will be warming up as we head toward the late morning and afternoon. notice our temperatures from ranging from 50s to 80s across the bay area with morgan hill hitting 79 degrees today, but 73 in san jose, and upper 60s for dublin, while santa rosa will reach a high of 82. we'll talk about the weekend coming up. mike, you have a couple of incidents in the north bay. >> we're going to take the same san rafael camera you used and talk about northbound. it's opposite your morning commute, both directions are very light. northbound just around this camera but not visible in any of our shots is a crash in the chp blotter, northbound, north of the bridge. southbound, a disabled vehicle is reported around spencer. there was slowing in the northbound direction but that's typically what happens when they move cones and crews on the

north side of the bridge. no real delays anywhere. we'll check out 280 but i think it's just a slow-moving vehicle. this morning, thousands of passengers still stuck in san francisco after their cruise ship crashed into the dock at pier 27. >> the cruise was expected to leave san francisco for alaska yesterday afternoon. instead, it is still docked and waiting. ginger conejero saab is live for us at the pier this morning with the latest on this. do we have any timeline on when the ship could set sail? >> reporter: good morning, marcus and laura. so far no timeline as of this morning, no big changes since last night, except you can see a crew that's working on the damage on the ship. it is, as i mentioned, dark, so it's hard to make that out. crews are still working to get cleared to depart from clear 27. it's still docked for an unknown

amount of time. this is the damage from the, quote, unexpected contact that the "ruby princess" had while docking at pier 27. you can see it clearly given the light and it being taken during the day. almost 24 hours ago it docked here. no passengers or crew were hurt but thousands waited to board yesterday at 4:00 in the afternoon. that did not happen, leaving some to make the call of waiting it out or not. >> ultimately we decided to go see for ourselves because you never know. and when we walked by it and my son ultimately started crying as a result of what we were looking at, we made the decision as a family not to go on the boat. >> reporter: that family planned this cruise two years ago. they are staying with family here in the bay area. many others didn't make that decision. they're still waiting for the latest update from "ruby princess". the u.s. coast guard says it is

investigating and does not have an exact timeline for sail. now, princess said in a statement it's working with the coast guard to get clearance to take off and went on to say, quote, we are keeping our "ruby princess" guests up to date with the latest information as we receive it. in terms of compensation, the princess says it will provide that information once the full extent of changes to its passengers is known. we are expecting the next update to happen at some point this morning, which we will be closely monitoring. we're live in san francisco. ginger conejero saab, "today in the bay." >> hopefully they set sail sooner than later. i know those folks want to get on their vacation. >> cocktails on the deck. police in san francisco want to know if you've seen this man. he's wanted in connection to a violent incident caught on video near u.n. plaza, which we're about to show you. the video is a little hard to

watch. in it, you can see the same man pushes another man to the ground. police say that other man is 83 years ol. he suffered broken bones when he fell. it happened a few weeks ago but yesterday police released that video. contact san francisco police if you know anything. happening today, richmond's chief of police will update a recent police shooting at a home where explosives were later found. the incident happened nine days ago as officers were serving a search warrant on a home in point richmond. officers say the man they shot was armed with a gun and later that day a bomb squad was called in to safely remove and detonate the device. neighbors told us the man who was shot lived at the home with his mother. a news conference is scheduled for 9:00 a.m. berkeley leaders are getting input on a controversial plan to add a new layer of police surveillance. the office of police accountability is reconsidering a request to purchase automated

license plate readers. they held a meeting last night to get feedback. police wanted to install 52 devices at major streets and intersections, but this is the first time the request has been made, and previously the oversight group rejected it over privacy concerns. >> we all share as a community the values of living in a place where we're safe from not having to be a victim of crime, but it's more so how do we provide the police department with tools and put the checks and balances that these technologies aren't going to cause further harm to marginalize communities, they're not going to deprive us of our civil liberties. >> supporters argue the readers can spot reported stolen vehicles used in crimes or connected to missing people. berkeley police are not commenting on the latest measure. new developments ahead of next week's nato summit, sources tell us national security leaders held behind the scenes talks with russia in an effort

to end the war in ukraine. brie jackson joins us live from washington. it sounds like russia and the white house are trying to keep their distance with these claims. >> reporter: that's right. good morning, laura. so with russia/u.s. relations at a historic low, nbc news has learned about secret back channel talks taking place. foreign leaders have been holding those conversations with foreign policy experts considered close to the kremlin. in at least one case those talks taking place with the russian government directly. russia's foreign minister held a private meeting in april with some of the former u.s. government officials. a focus of the talks is dealing with potential solutions for the war which started in february of last year. they include the fate of territories that have long been held by russia and that ukraine may never be able to liberate. despite the talks, the war is still very much going on.

at least four people were killed during a russian missile strike in lviv yesterday and it's considered that the biggest attack on the city's civilian infrastructure since the conflict began last year. president zelenskyy promising a strong response from ukraine. >> what do we know about the white house's knowledge of these talks? >> reporter: so the discussions have been taking place with the knowledge of the biden administration, but not at its direction. meanwhile, two sources say that the former officials who were reportedly involved with the meeting with lavrov did brief the white house national security council afterwards. those officials did not respond to requests for comment or declined to do so on the record. >> it will be interesting to see what unfolds. brie, thanks so much. the "today" show's josh lederman is following

marine layer that means more clouds and fog that may hold on longer throughout the morning. as you drive across the san mateo bridge, both hands on the steering wheel as the wind picks up and cooler temperatures continue to move in. temperatures for the most part say in the 50s through 8:00. 9:00 we start to see it warming up with peeks of sunshine. high temperatures today, it's going to be windy and only low 70s for the south bay and tri-valley. for the north bay, we're headed for 78 degrees. mike, you've got a look at where we can find lower gas prices. >> today our star report goes to star gas and mart in livermore. they have $4.09. in fact, we're going to look at sunnyvale, the costco there, and the one in santa clara, they both report $4.27. solano county, we've got vallejo here at the bottom, $4.11 at the shell on tennessee street. thank you for reporting through

hayward. there may be something going on for the dumbarton bridge as well. good morning. very happy friday to you. shares in rivian are getting some attention after the electric car company said it was selling more cars and trucks than expected. a drug company, meantime, out east called biogen got fda approval for alzheimer drugs. markets really waiting this morning for news from the labor department and the june jobs report. we've talked about this before, economists seem to always, always underestimate the results. job numbers have been very strong for months and months, much to the chagrin of the fed, which is trying to slow the economy down. bond yields are way up this morning, a sign that both investors expect good job numbers again today and they expect the fed to raise rates again to try to put the brakes on an economic train that just keeps chugging along.

>> treasury secretary janet yellen continues her visit to china. she'll meet with central government officials today. yesterday she met with companies in china and was not shy about criticizing chinese officials who interfere with american business in china. >> our economic relationship with china must work for american businesses and american workers. i will always champion your interests and work to make sure there's a level playing field. this includes coordinating with our allies to respond to china's unfair economic practices. >> meta, meanwhile, the new social network threads, runaway hit, with more than 30 million downloads in 24 hours. there was an appetite for a twitter alternative and meta is clearly able to fill it. the software has a ways to go. for instance, you can't follow just the people you wish. it doesn't work on a computer, just phones.

twitter owner elon musk, who alienated so many twitter users, claims meta cheated by employing people from twitter who had special knowledge of social networks, posting online, competition is fine, cheating is not. the entire world was pointing out to elon musk, those people that may or may not work meta came from twitter after he fired them and didn't pay them their severance. >> that's cheating in another way. >> absolutely. >> thanks, scott. well, b.a.r.t. is acknowledging the bay area's long ago past in its latest advertising campaign. for the first time in its 50-year history it's running advertisements translated from the language of one of the bay area's oldest established native american groups, whose area once covered the area between richmond and fremont across the east bay. the ads are written in their

degrees. you can see the range in temperatures, from upper 50s near the coast to 74 in palo alto, and san francisco will be in the upper 50s and low 60s today. gusty winds picking up as the cool ocean air gets transported to the inland valleys. santa rosa reaching 92. it's going to be comfortable at the alameda county fair, last weekend for the fair. today the temperature heads up for 70 degrees but cools off quickly. if you're going to music on the square in headwood city, it's going to be about 60 degrees 597:00 and upper 50s at 8:00. we are getting ready for a heat-up. take a look at gilroy as we go through the next ten days. we're going from highs in the 70s to 80s, and then upper 80s for the end of next week into the weekend. so we are going to see some of our hottest spots reach into the upper 80s and low 90s, after a nice cool weekend. so enjoy it. mike, you're following reports for two bridges.

thanks for starting your way daus. i'm laura garcia. >> i'm marcus washington. let's get things started. >> let's do it. >> meteorologist kari hall has a look at that forecast today. kari, coasting into the weekend to a nice little warm-up. >> yeah, it's going to be very nice today and around the bay area. it's going to be a relief from the high heat and you'll want to get out and enjoy some time outside. let's get you ready for the day in santa rosa. we're starting out at 56 degrees. it's cloudy, it's going to clear up today and we're in a weather pattern where we start out with clouds and then we see sunshine for the day, and also breezy winds. it's going to be a little cooler than normal with livermore reaching 73 degrees. we'll talk about some events going on this weekend coming up. mike, you have updates for two bridges. >> san mateo and dumbarton bridge, both had incidents and both have cleared. chp report says they're off of the roadway. that's good news, no disturbance to either of the flows.

south bay and peninsula, everything looks good. it's friday and we've had it light all week. there's a good amount of traffic. this is oakland by the coliseum, northbound with taillights heading toward the bay bridge, moving smoothly with no metering lights just yet. >> thank you. well, developing this morning out of the south bay, gilroy police and arson investigators are on the hunt for a person or perhaps persons they believe are setting fires on purpose. >> "today in the bay"'s kris sanchez joins us live in gilroy this morning. how many fires are we talking about, kris? >> reporter: we can't really say because gilroy police are being a little tight-lipped about that, but we know there's been damage across the city and police did share the person they are looking for. this is the person they've seen at a number of the different fires that happened across the city. they say that this could also be the work of more than one person. we did talk with a woman who saw that same man in her ring camera as he entered her back yard while her son and her husband

were home. fortunately, no fire that day, but she's afraid the suspect will come back and that it could be a different story next time. >> at 9:30 in the morning, to walk on someone's property, he could have done something else much worse. so now i'm just going to put up more cameras, just stay alert. >> reporter: while gilroy police aren't specifying the locations of the fires that they are investigating, sources tell nbc bay area that at least two of those fires happened at apartment complexes, at lilly gardens. now, if you have video or you have information about any of these fires, you should call gilroy police. in gilroy, kris sanchez, "today in the bay." >> thank you. we need you to take a look at your screen. oakland police are looking for a 13-year-old girl considered at risk due to her age.

elsa hernandez was last seen wednesday afternoon on 85th avenue in east oakland. she's believed to be wearing a black and blue hoodie with cookies written on it with black pants. if you see her, call oakland police. well, a pregnant woman and her unknown child dead after a horrific crash in the east bay. >> "today in the bay"'s bob redell joins us live with more on what happened. >> reporter: good morning to you, laura and marcus. police say that the person who was driving the car, the pregnant woman was in, was driving recklessly before this crash. this happened a little before 5:00 last night in the city of antioch. police say a black sedan was speeding on lone tree way when it ran a red light and crashed into another car near the intersection of ridge rock in front of sutter delta medical center. the impact was so intense that the sedan flipped several times and ejected the pregnant woman. she landed about 50 feet in

front of the vehicle. >> i saw people coming out, flying out of the car and then finally the car came to rest. somebody crawled out and started yelling the person's name, the dead body on the ground, started running toward her. >> reporter: that woman died, along with her unborn child, at the scene. two other people in the vehicle were taken to the hospital. it's not clear who was driving that car. the driver of the other car was also transported, but is expected to be okay. police say that they are still investigating this crash and that an arrest is a possibility. reporting live here in the east bay, bob redell, "today in the bay." >> so sad. thank you, bob. happening today in oakland, neighbors, they are holding a vigil, this is a call for action following a deadly hit and run. this one happened june 16th at foot hill boulevard where a

58-year-old woman was struck in the crosswalk. police later releasing images of the suspected car and driver and suggested street racing may have led to that crash. that case remains unsolved. south bay state senator updates how he wants to make things easier for students entering college. the state senate has pass today bill to provide five-month guaranteed income for graduated unhoused students. they would receive $1,000 monthly to apply to college enrollment or job training. it needs approval from the state assembly. it is 5:35. we take a live look at the golden gate bridge. a few cars on the road and for a second i thought that was the moon shining bright. that's just a light out there. the sun looks likes it's trying to make an appearance. >> it's going to be a cool weekend. let's get a look at san francisco, where throughout the weekend it's going to be breezy,

mostly cloudy, and temperatures in the 60s. for san jose this weekend, there's the south first friday art walk happening tonight. it's going to be 70 degrees and very comfortable at dinnertime and dropping into the upper 60s at 6:00, and then as the sun sets those temperatures go from upper 60s to lower 60s into the upper 50s later tonight. in san jose, the obon festival is happening saturday and sunday. weather about the same with the high of about 70 degrees during the middle of the afternoon. really nice and lots of sunshine. so really perfect weather. if you're going to pebble beach for the women's u.s. open, it's going to only be in the upper 50s. so bring a jacket. although we'll see some peeks of sunshine, it will be mostly cloudy throughout the weekend. this is the last weekend of the alameda county fair happening in pleasanton today, tomorrow and on friday. it's going to start out nice and

warm with sunshine and then temperatures dropping quickly for the concerts and drone shows in the evenings. mike says it's friday light out there. >> looking smooth. as you pointed out in an earlier report, we have droplets on the lens at the berkeley curve in emeryville. there's some moisture out there but it's not a major problem. the roadways are light traffic and they're going great. disabled vehicle reported south 101 at spencer toward the golden gate bridge. we don't see any slowing for the north bay. highway 37 just showed sensors change a bit. right on schedule. we're looking ahead. we still have the lower manzanita parking lot closed. the connecter from highway 1 to 101 there, the richardson bridge, watch for construction. they have not phase of the project going on. and of course we have not game at oracle park at 7:15 tonight.

good friday morning. it is 5:41 right now. let's get you ready for the day in oakland as we take a live look outside. it's cloudy, it's cool. we're at 55 degrees. it's also been pretty windy with gusts at about 20 miles per hour, and it stays breezy today and temperatures will be lower. it's going to be a cool start to the weekend. we'll talk about when it heats up in a few minutes. we're looking at the san mateo bridge, so taillights coming away from the nimitz. again, we see a little gray here. i can make out the high-rise not a problem, but there's a glow and there will be moisture in the air. so far traffic is smoothly. they cleared the incident, the disabled vehicle approaching hayward. 5:42 right now. new hard-hitting signs meant to

point out the dangers of smoking are popping up across the nation. the court-ordered signs highlight the impact of smoking in terms of death and addiction and springs from decade-old rulings that big tobacco lied about the dangers of smoking for years and intentionally marketed cigarettes to children. starting this month, signs are going up in more than 200,000 stores where consumers make their choice to buy or not buy. anti-smoking advocates claim companies continue to target minors. >> it's essential for these companies to succeed financially, to continue to induce kids to start smoking, because very few people start smoking after the age of 21. and the industry knows that. >> the campaign for tobacco-free kids claims each day 11,000 children and teens pick up smoking for the first time. more than 10% of all americans are smokers. 5:43 right now.

the "associated press" is reporting that president biden has approved the transfer of cluster munitions to ukraine. >> scott mcgrew is joining us. no doubt, these weapons very deadly. some people would say too deadly. >> that's exactly right. that's the concern. cluster munitions come apart in the air and rain down between a baseball and golf ball delivery system. it's an effective way of killing soldiers. the problem is not all go off. meaning civilians can come across them and get hurt or killed and that does happen. here is a picture of u.s. troops carrying a cluster munition designed to be used in artillery. there is a treaty banning these, but the u.s. has not signed onto that treaty. though we haven't manufactured any of these cluster ma munitions in years. we have older video of ukrainian troops using artillery to hit russian positions.

this has turned into a war of artillery, including himars rockets, which can carry cluster munitions. while there's an ethical concern about unexploded munitions hurting civilians, one of the calculations may be ukraine is fighting in ukraine, so if ukraine decides to use them, it would be ukrainians who might be hurt or killed by unexploded clusters. meanwhile, talks might be leading to a peace process. here is nbc's josh lederman. >> russia's foreign minister lavrov held a private meeting in april in new york with several u.s. government officials. a big part of the focus has been on dealing with potential solution to say some of the thorniest issues in the conflict, such as the fate of territories that have long been held by russia and that ukraine may never be able to liberate. we'll have much more coming up on "today." >> our brie jackson will have more at the top of the hour.

the other big news is jobs. the labor department reported the american economy added 209,000 jobs last month, less than economists were expecting but continued growth. the unemployment rate calls to 3.6%. president biden was in the battleground state of south carolina yesterday playing up bidenomics, a term he's adopted as all the numbers seem to go his way. >> this is what it looks like across the country, over 13 million new jobs since i've been elected to office, more jobs than any president has created in the first two years, nearly 800,000 manufacturing jobs, including 14,000 in this state alone. >> marcus and laura, that sound bite before the latest jobs report, we'll expect the president to say something more as he announced more programs to cut medical costs this afternoon. >> thanks so much. bay area soccer fans are getting ready for a game with some serious international flavor. >> it's going to feature the same u.s. women's team now

>> definitely want to check that out. totally different from my story. no music. we do have trending this morning two police officers that were on a wild goat chase. they had to chase down a number of runaway animals. i want you to check this out. ♪♪ >> i thought it was "benny hill" music. >> police in glendale, arizona, got a call about two goats on the run. two officers arrived to wrangle the goats. as you can see, it sounds a lot easier than it looks. talk about a police chase. we have the video from the body cam, it looks like. eventually the officers captured the goats and one of the officers is apparently used to this because this was not his first run-in with an animal. the past few weeks he had to chase down a mule.
