whether it's having an impact. this is "today in the bay." want to say good morning to you on this friday. the team is here ready to get you started with the day. i'm marcus washington. >> i'm laura garcia. we're going to check the morning commute in just a little bit. finally, it's friday. kari has the forecast. it's been a great week for the bay area, cooling down, and we continue to cool off for the weekend. so take a look live right now in san jose. yes, it's starting out cloudy, but we are going to see some cooler temperatures as a result of that marine layer stretching inland. it's in the upper 50s right now as you get ready to head out and it's going to clear up by about 9:00 to 10:00, the rest of the day is sunny. we'll see our temperatures warming up into the low 70s for today. the peninsula also cloudy to start, becoming partly cloudy for the afternoon, reaching into the upper 60s. the north bay, one of the warmer spots with highs in the upper 70s while the east bay will see

a pleasant 67 degrees. it's cool now, but it doesn't stay that way. we'll talk about when it heats up in a few minutes. mike takes us back to the bay bridge. >> the metering lights are off but they've been activated. look at the difference from the last time we take a look. no difference. it's still the same flow of traffic. you'll pause as you pass through the toll plaza and make your way toward the incline. we have just a little tiny bit of slowing. highway 37 and highway 4 continue to show about the same slowdown. wait, concord has no slowing now. the speed sensors did change. a smooth drive on both sides of the bay. the south bay does have a little slowing for san jose. that's typical around oakland road. coming out of san martin, we usually see slowing. not right now. back to you. >> thanks, mike. this morning, thousands of passengers are still stuck in san francisco. this is after their cruise ship crashed into the dock at pier 27. the cruise was expected to leave

san francisco for alaska yesterday afternoon. instead, it's still docked and waiting. >> ginger conejero saab is live from the pier with the very latest this morning. i'm sure there's a lot of frustrated travelers. >> reporter: yes, i can imagine, marcus and laura. people are getting a little more frustrated maybe this morning, waiting to hear when the cruise ship will leave san francisco, because it did not get clearance to leave pier 27 last night. earlier this morning, there was a crew actually out on the ship working on some of that damage. it was hard to see because it was dark. you can see now in this video, this is when it was still light out, you can see the unexpected contact, as it's called that the "ruby princess" made with the dock when it comes in to pier 27. no passengers or crew were hurt when that happened, but thousands waited to board yesterday at around 4:00 in the afternoon. that did not happen. it left some to make the call of

whether they should wait it out or not. >> ultimately we decided to go see for ourselves because you never know. and when we walked by it and my son ultimately started crying as a result of what we were looking at, we made the decision as a family not to go on the boat. >> now, that family planned this cruise two years ago. they're staying instead with family in the bay area. many others didn't make that decision. they're still awaiting the latest update from "ruby princess" this morning. the u.s. coast guard says it is investigating and does not have a timeline for sail. princess said in a statement last night it's working with the coast guard to get clearance to take off and went on to say, quote, we are keeping our "ruby princess" guests up to date with the latest information as we receive it. in terms of compensation, princess says it will provide that information once the full effect of changes is known. we are expecting an update at

some point in morning. i have reached out to princess cruises this morning, haven't heard back just yet. again, we are expecting that to happen. we will be closely monitoring that and bring you the latest as soon as it does come in. live in san francisco, ginger conejero saab. >> the good thing, everyone is safe. we just hope they can get off and enjoy their trip soon. thanks, ginger. oakland is warning residents about continuing trouble with its 911 call system. a technical glitch started yesterday afternoon around 3:00 p.m. with issues that slowed down the routing of 911 calls. some calls have just been getting dropped. others are giving callers a busy signal. non-emergency lines are said to be much slower. the cause is still a mystery this morning and there's no timeline yet for a full repair. police in san francisco want to know if you've seen this man. he's wanted in connection to a violent incident caught on video near u.n. plaza, which we're

about to show you. the video is a little hard to watch. you can see that same man pushes another man to the ground. police say the other man is 83 years old. he suffered broken bones when he fell. it happened a few weeks ago, but yesterday police released the video. contact san francisco police if you know anything. happening today, richmond's chief of police will update on a recent deadly police shooting at a home where explosives were later found. the incident happened nine days ago as officers were serving a search warrant at a home in point richmond. officers say that man they shot was armed with a gun and later that day a bomb squad was called in to safely remove and detonate the device. neighbors told us the man who was shot lived at that home with his mother. a news conference is scheduled for 9:00 this morning. we will have this for you streaming, the news conference, on roku, as well as other streaming devices we have in our apps, along with nbcbayarea.com.

and berkeley leaders are getting input on a controversial plan to add a layer of police surveillance. the office of police accountability are reconsidering a police department request to purchase automated license plate readers. the board held a virtual meeting last night to get feedback ahead of the city council vote later this month. police want to install 52 devices at major streets and intersections. this is not the first time the request has been made and previously the oversight group rejected it over privacy concerns. >> we all share as a community the values of living in a place where we're safe from not having to be a victim of crime, but it's more so how do we provide the police department with tools and put the checks and balances that these technologies aren't going to cause further harm to marginalized communities, they're not going to deprive us of our civil liberties. >> supporters argue that the readers can spot reported stolen

vehicles used in crimes or connected to missing people. berkeley police are not commenting on the latest measure. new developments ahead of next week's nato summit. sources tell nbc news national security leaders held behind the scenes talks with russia in order to end the war in ukraine. it sounds like russia and the white house are trying to keep their distance on these claims. >> reporter: yeah, that's right. good morning, laura. with the u.s./russia relations at a historic low, nbc news has learned about secret back channel talks taking place. former u.s. government officials have been holding conversations with russian academic foreign policy experts considered close to the kremlin. in at least one case, those talks taking place with the russian government directly. russia's foreign minister, sergey lavrov, held a private meeting in april in new york with several former officials. the focus of the talks is

dealing with potential solutions to the war which started in february of last year. they include the fate of territories that have long been held by russia and that ukraine may never be able to liberate. despite the talks, the war is still very much going on, at least four people were killed during a russian missile strike in the western ukrainian city of lviv yesterday. it's considered the biggest attack on the city's civilian infrastructure since the conflict began last year. and president zelenskyy is responding to the attack, promising a strong response from ukraine. >> so, brie, what do we know about the white house's knowledge of these talks? >> reporter: so the talks have been taking place with the white house's knowledge, but not at its direction. meanwhile, two sources say that the former officials who were reportedly involved in the meetings with lavrov did brief the white house national security council afterwards. now, those officials, although,

here is oakland, a smooth drive for the nimitz. the taillights are going north. the bay bridge, the metering lights are active but i don't see any backup on the toll plaza. we'll check in again in a couple of minutes to see how it's developing. good morning. very happy friday to you. shares in rivian are getting some attention after the electric car company said it was selling more cars and trucks than expected. a drug company out east called biogen got fda approval for its alzheimer's drug. it's jobs friday. we just got the latest numbers from the labor department. for the first time in many months, the number came in under estimates. 209,000 jobs added in june. unemployment rate ticks lower to 3.6%. job growth in the past few years has been erratic because of the pandemic. for instance, today's number, 209,000, is the lowest job growth number since december of

2020. but december of 2020's number was negative 200,000. one bit of good news, this may be the soft landing the fed was looking for. >> treasury secretary janet yellen continues her visit to china. she'll meet with government officials today. thursday she met with american companies in china and she was not shy about criticizing chinese officials who interfere with american business in china. >> our economic relationship with china must work for american businesses and american workers. i will always champion your interests and work to make sure there's a level playing field. this includes coordinating with our allies to respond to china's unfair economic practices. meta's new social network threads, a runaway hit, with more than 30 million downloads in just 24 hours. there was an appetite clearly out there for a twitter

alternative and meta is able to fill it. the software has a ways to go yet. for instance, you can't follow people you wish and only those people. it doesn't work on computer, just phones. twitter owner elon musk, who alienated so many twitter users, claims meta cheated by employing people from twitter who had special knowledge, posting online competition is fine, cheating is not. now, we don't have any proof that is the case. if you dismiss 80% of twitter and they all know how to make a social network and they've got nowhere to go, that may happen. >> good opportunity. i remember when it was kind of on the downward spiral. we were thinking someone has to come up with something new. >> people tried but meta had the computing power. 30 million people in 24 hours they onboarded. >> i heard if you get off of thread, that it deletes your

it's going to linger for a couple of hours. eventually the clouds lift up, but it may not completely clear today. that's keeping those temperatures in the low 60s. as you make your way toward novato, beautiful sunshine, 75 degrees. we'll see a lot of mid-70s, even extending into the east bay with livermore reaching 73 and upper 60s in dublin. a strong wind will carry those cool ocean temperatures to the inland valleys, and we'll mostly see some of our warmest spots reaching into the upper 70s and low 80s. it's about the same tomorrow as well as sunday, no major changes. but then as we head into next week it's going to be warming up. what are you doing this weekend? once again, along the coastline it's going to be cool but comfortable for santa cruz with temperatures in the upper 60s. that's a live look at palisades tahoe. we're looking at high temperatures in the mid-70s with sunshine throughout the weekend and mornings starting out in the low 40s. for our inland areas, we're going to go from highs in the

we do start to see peeks of sunshine around that time but partly cloudy for the peninsula today. definitely cooler temperatures, upper 60s. tri-valley reaching 72 and some gusty winds picking up today as that cool ocean air from 63 degrees in san francisco makes its way to the inland areas and the north bay reaches into the upper 70s. we'll get a look at the weekend forecast in just a few minutes. >> we'll check back with you, kari. we are a live look at the princess cruise ship at san francisco's pier 27, the pier it crashed into while it was docking yesterday. princess described it as an unexpected contact. luckily, no one was injured. the crew of "the ruby princess" still waiting to depart. passengers are still in limbo, many of whom booked an 11-day excursion to alaska. the coast guard is investigating. princess says it's working with the coast guard to get clearance

to depart. developing this morning in the south bay, gilroy police and arson investigators are on the hunt to find the person or perhaps persons they believe are setting fires on purpose. "today in the bay"'s kris sanchez is live in gilroy. kris, how many fires are we talking about here? >> reporter: gilroy police have not specified how many fires we're talking about, but we do know there's been significant damage across the city and police did tell us there's a person they're looking for in particular. this is the person they say could be responsible for the series of arson fires, but they still say it could be the work of more than one person. we talked with a woman who saw that man in video in her ring camera as he entered her back yard while her son and husband were home. fortunately, no fire that day. but she's afraid the suspect will come back and the story could be different next time. >> at 9:30 in the morning, he had the nerve to walk onto

"today in the bay"'s bob redell is live with more on what happened. look at this car overturned, it was a bad accident. >> reporter: yeah, it was tragic. good morning to you, laura and marcus. police say the person who was behind the wheel of the car that the pregnant woman was in was driving recklessly before this crash. this crash happened a little before 5:00 last night in the city of antioch. police say the black sedan was speeding on lone tree way when it ran a red light and crashed into another car. this was near the intersection with ridge rock in front of sutter delta medical center. the impact was so intense, the sedan flipped several times and ejected the pregnant woman. she landed will 50 feet in front

of the vehicle. >> i saw people flying out of the car and then finally the car came to rest. somebody crawled out of the car and started yelling the person's name, the dead body on the ground. started running toward her. >> reporter: the woman died at the scene, along with her unborn child. two other people in her vehicle were taken to the hospital. it's not clear who was driving that car. the driver of the other car was also transported but is expected to be okay. police are still investigating and an arrest is a possibility. reporting live here in the east bay, bob redell, "today in the bay." >> thanks for the latest, bob. 6:36 this morning, and south bay state senator today updates efforts to make things easier for unhoused students on their way to college or entering the job force. the state senate has already passed his bill to provide a five-month guaranteed income for graduating unhoused high school

students. they would receive $1,000 monthly to apply for their college enrollment or job training. the measure still needs approval from state assembly. if you're out and about in san francisco tonight and you see the shining object, we want to let you know we're almost sure it's not aliens. >> sutro tower will be shining bright to celebrate its 50th anniversary. a laser light installation is illuminating the landmark with 12 red, white and blue lasers. it first lit up july 4th and will do so through tomorrow night. the group illuminate the arts is behind it, the same behind the now dark lights display and behind the flag during pride month. one of the potential things that could get in the way, the fog. how is that looking? >> we could see the bottom of the lasers before it disappears.

we're going to see a lot of low clouds and cooler temperatures, not only along the coastline but for some of the parts of the peninsula as well. this is keeping temperatures cool and it's going to be windy as we head throughout the weekend in san francisco, highs in the 60s. later on this evening you may want to check out music on the square in redwood city. it's only going to be in the 60s during the middle of the afternoon. as you're getting your spot and enjoying time out there with the live music, it's going to be dipping to about 62 degrees. so long sleeves and also maybe a jacket, too. we also have the south first fridays, the art walk happening in san jose. it's going to be 70 degrees at 4:00, upper 60s at 6:00, and then once that wind kicks up, the temperature drops into the low 60s later on tonight. now, keeping it in san jose, it's going to be the san jose obon festival happening this weekend, and that's all weekend long, saturday and sunday from

ukraine. >> these weapons are deadly, in fact way too deadly. >> yeah, they are too deadly in a way. that's the concern. cluster munitions come apart in the air and then rain down bomblets between the size of a baseball and golf ball. very effective way of killing soldiers, which obviously is the point of a weapon. but the problem is not all of those bomblets go off, meaning civilians can come across them, get hurt or killed. here is a picture we found of u.s. troops carrying a cluster munition designed to be used in artillery. there is a treaty banning these, but the u.s. has not signed on to that treaty. then again, we haven't manufactured any cluster munitions in years. older video of ukrainian troops using artillery to hit russian positions. this has turned into a war of artillery, including himars rockets that can carry cluster munitions. there's an ethical concern about

unexploded munitions hurting civilian, but one of the calculations may be that ukraine is fighting in ukraine. if ukraine decides to use them, it would be ukrainians who might be hurt or killed by unexploded munitions. behind-the-scenes talks between americans and russians may be leading to some kind of peace process. here is nbc's josh lederman. >> sergey lavrov head a private meeting in april in new york with several former u.s. government officials. a big part of the focus has been on dealing with potential solutions to some of the thorniest issues in the conflict, such as the fate of territories that have long been held by russia and that ukraine may never be able to liberate. we'll have much more coming up on "today." the other big news is jobs. the labor department just released the latest numbers. the american economy added 209,000 jobs last month, that's less than economists were

expecting, but continued growth. the unemployment rate falls to 3.6%. president biden was in the election battleground state of south carolina yesterday playing up bidenomics, a term he adopted as all the numbers do seem to go his way. >> this is what it looks like across the country. over 13 million new jobs since i've been elected to office, more jobs than any president has ever created in the first two years. nearly 800,000 manufacturing jobs, including 14,000 in this state alone. this state alone. >> marcus and laura, that sound bite coming before the latest jobs report. we do expect the president to say something more today as he announces new programs to try to cut medical costs. he'll do that this afternoon. >> interesting. thanks so much for the latest there. it is 6:46 right now. new hard-hitting signs meant to point out the dangers of smoking are popping up in stores across the nation. the court ordered signs

highlight the impact from smoking in terms of death and addiction. it springs from a decade-old ruling that big tobacco lied about the dangers of smoking for years and intentionally marketed cigarettes to children. starting this month, signs are going up in more than 200,000 stores close to cash registers where we all make our last-minute choice to buy or not buy. anti-smoking advocates claim tobacco companies continue to target minors. >> it's absolutely essential for these companies to succeed financially to continue to induce kids to start smoking, because very few people start smoking after the age of 21. and the industry knows that. the campaign for tobacco-free kids claims each day 11,000 children and teens pick up smoking for the first time. and more than 10% of all americans are smokers. 6:47 right now. bay area soccer fans are getting ready for a game with some

for the east bay, we're reaching into the mid-70s. you see the seven-day forecast at the bottom of the screen. it's going to be a while before it warms up. hayward hitting 68 degrees and 75 in martinez. half moon bay, 59, not much clearing here. chilly. we do get sunshine in redwood city and we'll reach a high of 70 degrees. low 60s for the mission district today and the north bay will see highs to about 75 in novato and 82 in santa rosa. let's talk about the hotter weather ahead. one of our spots that really does tend to get hot. we'll enjoy a mild weekend in brentwood. next week, if you're deciding to have a picnic or outdoor activity, rush those plans to completion for this weekend. next weekend we'll be trying to stay cool as it hits the triple digits. we're going to see inland temperatures really heating up over the next several days, while san francisco will stay mild. it looks like we'll only see highs in the low 70s for next

francisco's pier 27. the pier it crashed into yesterday while docking. princess describes it as an unexpected contact. no one was injured. the crews of "ruby princess" are awaiting clearance to depart. passengers are still in limbo, many of whom booked an 11-day excursion to alaska months ago. oakland is warning residents about continuing trouble with its 911 call system. the technical glitches started yesterday afternoon around 3:00 with issues that slowed down the routing of 911 calls. some of those calls have been getting dropped, others are giving callers a busy signal. non-emergency lines are expected to be much slower. the cause still a mystery and there's no timeline on a full repair. police in san francisco want to know if you've seen this man. they believe he's connected to a violent incident caught on video near u.n. plaza.

this video, a little hard to watch. the same man pushes another man to the ground there. police say the other man is 83 years old. he suffered broken bones when he fell. it actually happened a few weeks ago, but yesterday police released the video hoping that you can identify him. contact san francisco police if you know anything. police in antioch are investigating a high-speed crash that left a pregnant woman dead along with her unborn child. this happened a little before 5:00 last night when police say a speeding black sedan ran a red light and clipped another car on lone tree way, this is near sutter delta medical center. the sedan flipped several times, ejecting that pregnant woman. two other people in the car are now in the hospital. police are not saying if they know who was driving but it's possible charges will be filed. the driver of the other car is expected to be okay. gilroy police and arson investigators on the hunt for a person or perhaps people they believe are setting fires on
