troubling today, for oaklands 911 dispatch system. it was up and running again last night after going down thursday. >> the good news is, right now, the system is fully functioning again. we have the very latest. >> reporter: oaklands automated 911 dispatching center had to revert to doing things manually again this morning. this follows a power failure that caused major technical difficulties. >> we woke up and the system, the computerized dispatching, police officers saw this collapse yet again. >> reporter: barry donelan is president of the lease officers association. >> without warning, it puts the dispatchers in a position where they were again manually handwriting calls for service, physically handing them to a dispatcher. putting them on the radio. we were responding in teams of two to each one of these calls.

>> reporter: the city posted that on saturday morning, we observed impacts to the automated dispatching system that adding all dispatch staff resume manual call routing. so manual routing for calls was slower than normal. all emergency calls are being answered and appropriately dispatched for police, fire, and medical. >> i just want to reiterate the efforts of these dispatchers. thursday, friday, and now saturday. it is already a tough job, and you know, to employ them under these circumstances is very difficult. and also, the frustration that they are facing. >> oakland fire and oakland police are experiencing catastrophic c.a.d. failures at this time. >> reporter: that was the announcement made thursday went the power outage shut the system down. the backup generator failed to bring 911 calls until the calls could be rerouted to the

sheriff's office. then yesterday, the phone lines were restored with automatic dispatch system being delayed until the evening. >> in the morning, they got it back up. >> we will be switching back 100% to c.a.d.. we will be dispatching still in -- >> reporter: which means quicker response times, but while the system is back on, critics noticed yesterday that they had a warning about the ancient system, including two civil grand jury reports. in a statement friday, someone said there have been decades of underinvestment in the city's i.t. infrastructure and noted that she included $9.5 million in her next budget to address the city's i.t. system. bay area news. >> the dispatchers for a 911

emergency can save lives, but in the bay area, it may take a full minute before you can reach someone. we will be live in oakland and report on 911 answer times in the state. 54 seconds here. we investigated 911 delays and you can watch the full report tonight at 830. firefighters move fast to stop the flames from spreading to a school in san francisco. this broke out in a soccer field in mclaren park. around 6:00 this evening, it eaearned fiveve acres bubut cre wewere able toto stop ththe flf before ththey reached the midd schohool. > trtraffic again and flame intoto the centntral valleyey. after ththat, the bibig overtur herere sparked d a fire, causin trtraffic nighghtmare all l day ththis video was posted on twitter, showing the aftermath. it happened around 5:30 this morning eastbound. the fire has been going on for a while. here is a quick look at our traffic camera right there. just a half hour for that trouble, but you can see there are some yellow spots, so that

means we are still slow going there, but not too slow. high winds have made a busy day. the cruise wrecks you'd eight kayakers this afternoon. two adults, six children, and they will all be okay. that wasn't the only incident with kayakers today. firefighters say they rescued two others from the waters of san francisco. this is a large issue in the city right now. national weather service says it issued a warning for small fee craft. they talked 30 miles an hour today with the wind. this is all over the place, right? we will talk to our meteorologist. >> with those water rescues and the spread of some of these things, even though the temperatures are cool, the humidity numbers are not all that dry. the wind speed is really causing some issues. it's about 40 miles per hour. you can see the trees there blowing around. 50 then, sfo.

57 degrees in livermore last week and it was 107 degrees. now you need a winter coat. it really did a number to our high temperatures today. only 71 degrees in livermore. average high should be 88, so that ocean air conditioning got supersized. we have a strong wind pushing in cool air inland. you can see this across the board. jacket weather in july. we are going to see a similar day tomorrow. look at those peak wind gusts. we will have this going on, close to 40 miles per hour, which will bring it in through the morning. you can be sure that the end of the weekend will be cool. we are talking 50s and 60s. only low 70s tomorrow, but later, in the seven-day forecast, look what happens with high-pressure, building back from arizona towards california. that will lead to a big-time warm-up. we're talking 20 to 30 degrees of warming in the forecast. take a look at the timeline.

those warmer temperatures will start to kick in coming up with our forecast in seven minutes. a clip update on breaking news. progress has stopped on the brushfire burning in vallejo. they forced evacuations. near parkway and admiral callahan lane, not far from the fairgrounds. you are watching a time-lapse of that fire from a camera, a wildfire camera. you can see the smoke way there. of course, we have a crew on the scene. we will bring you updates as we get them. crews are working on repairs to the cruise ship that glided with the san francisco peer. the ship was scheduled to leave port on thursday to head to alaska. that was delayed because the ship crashed into that dock. we want to show you a new video of that damage. there is a hole on the side. the cruise is now scheduled to leave tomorrow afternoon. they are going to have to detach from the pier s first. the crew offered the passengers a full refund and a credit if

they take a shortened trip. a therapy dog in training was stolen from a busy downtown area. this occurred in san rafael, where the search for buddy continues. police tell us that buddy is a 12-year-old cavalier poodle mix and was taken on friday around 2:00 p.m. they say the owner was running some errands on fourth street and tied the dog outside. >> a witness said that the woman had taken buddy. the dog belongs to them. they will do an investigation. these people took the dog without permission and stole the dog. >> reporter: buddy is in training as a therapy dog for local nonprofit. they are contacting public health to ask for information that could bring buddy back home. >> if anyone knows anything about buddy, call the police.

we definitely want to reunite buddy with his family. >> reporter: nbc bay area news. police made an arrest after several cases of suspected arson. gilroy police arrested 36-year- old chase harlow yesterday. he is linked with a fire and a robbery. this came after he was linked to eight cases of arson. surveillance photos of this person of interest caused investigators to look for this person. they say he may be possible for setting several fires in an apartment complex. it is unclear if the fires are related. scandal has led to concerns about transparency. the judge said he needed to make the disciplinary record public. this comes after an incident last october when a fire crew went to a strip club and while there, another one around the block. there was a woman stepping out of the fire truck and the video went viral.

new tonight, the social media account with elon musk's private jet is now on thread. the answer on twitter. jack sweeney is the creator of the account elonjet. now elonjet is on strike. more than 121,000 followers. you may remember, the account was actually suspended from twitter last year, despite using flight information that is in the public domain. it happened after musk threatened to sue sweeney, saying his son was followed by a stocker. a beloved installation in golden gate park is now gone. it was removed and someone plans to set it on fire. the piece was many, a giant doggie diner head, one of three sculptures that had been on display at jfk promenade since late last year. the giant had used to serve as mascots for the fast food chain, doggie diner. there are a few dozen locations across the bay area, as well as

san francisco. at the end of june, someone set fire to manny. the person who saw it happened immediately called the fire department and they got there in minutes. >> they got there right away, thankfully. if it had gone very much longer, the dog would have will be burned up. some deranged person tried to burn a dog, but honestly, having the dog there for nine months and having hundreds of thousands of positive exchanges, i think we got off pretty luckily, it could've been a lot worse. >> many still needed repairs, so there was a fundraiser put into place for the coming days. military veterans in the south bay offered aid. a judge was on hand to expunge the criminal efforts. it all happened at the fairgrounds today. the annual santa clara veterans stand down event. everything from medical

screenings, produce, and health resources. they also had housing resources and. >> it is pretty cool because as a veteran, you don't think about this stuff but then when you get out, you need help with the things you can't afford. >> the judge, stephen manley, who runs the veterans courts in the county, was also there to expunge minor crimes due to the trauma suffered by some veterans. this included minor infractions like traffic violations, which were wiped clean. also in san jose, the annual obon festival is happening for the commemoration of family and friends who have passed away. the colorful festival stretches down fifth street to taylor and jackson. there is food, music, performances, games, and more than that.

for some, it is a yearly tradition. >> we always go every year because my grandparents would go. we came out could have fun. >> it is beautiful. i was walking around for little bit and it was really great. it is just the culture and everybody just excited to be here. it is very peaceful and serene. >> the special was put together by the san jose. it runs again tomorrow, noon to 9:00 p.m. students from high school built a solar powered car and are getting ready to put it to the test. they are headed to texas, where they will compete against teams across the country next week. three students will take turns driving the car, called the beast. 15-year-old, a sophomore who loves cars. they joined the competition online.

they got a team of eager students together last fall. over the last four months, they learned welding, woodworking, and all of the steps involved to get their vision ready. >> at first, the only reason i like them is because they are shiny, so that super cool. getting more involved in this project helped me realize what it actually takes to build a car and pursue a career in auto body building. >> very cool. the team will compete on monday and they will hit the road a week from tomorrow. the car can go up to 70 miles per hour. look at it go. not exactly a race, but a test to see if the car can drive this distance in the shortest amount of time. >> i don't think that car can have air conditioning. whatever the air outside is, that's what it gets. >> right. >> the opposite issue here. >> it is quite cold. tonight, we are in the 50s and 60s. the temperature is feeling warm like march than july.

it is breezy. wind is another part of the story. we will have more on that on sunday as well. westwood at 21 miles per hour. that makes the biggest difference. this is what you expect to see this time of year. look what is going on in livermore. 57 degrees. the high today was only 71. that was 17 degrees below average for this time of year. then we have san francisco with low clouds approaching. 57 degrees. here is the silver lining. good air quality across the board. the wind, the persistent, strong high pressure. really great news about the air quality and not having to deal with wildfires. this was on april 27th. in a typical year, we average about 17. last year was 17. typical year is 31. halfway through the year, one spare the earth day.

that is a side benefit of the wind. it is gusty out there. you can see through the catena straight, 20 to 30 miles per hour. we are looking at the sunday forecast here. it's already starting to bring in low clouds, so plan on low clouds and some drizzle to start the morning. then this may move inland for the all-day ocean air conditioning. not very july -like in terms of afternoon temperatures. at lunchtime we will see numbers in the 60s and 70s. not warming up a whole lot. it will be decreasing again in the evening. 71 for a high out towards san jose and livermore. down towards morgan hill, it should be in the upper 70s. the low to mid 60s on the east side. around monday, we will have a cloud search that changes tuesday morning. look at those clouds. high pressure starts to build them, so by monday afternoon,

70s to 80s, more 80s making a comeback by monday. by tuesday, you see the 90s there solano county and that is a sign of things moving forward. reaching peak intensity, late week into next weekend, so the biggest warm-up that we are seeing in the extended forecast is actually in the ten-day outlook. for places like concord, starting on friday, and oakland is not so bad. 70, near 80 degrees later next week. so this may be possible in the inland valleys. it might just mean you're not going to be chilly anymore. the second half of next week, the valley is making a big turnaround after a blustery finish of the weekend. then it is going to come back tuesday. the hundreds are possible by next weekend. >> sent next weekend, it will be about 50 degrees in livermore. >> just about. >> thanks. >> one of the ghosts of u.s.

right now at 8:30, how long can it take for help to come when you dial 911? you could be in for a wait when there is an emergency. >> i just don't dial 911 anymore. >> we investigate this dangerous delay impacting thousands of people, including a police officer who nearly lost his life. thanks for joining us on this special edition of nbc bay area news. there is a 911 calling crisis, and in oakland, it is far worse than in any other city. one man tells us he had to wait more than 10 minutes to talk to

a dispatcher. >> in another case, and oakland police officer was stabbed and the 911 call field to connect. our reporter talks about this issue. >> reporter: the 911 system is failing catastrophically. right out of the alameda grand county jury report. there were statewide call records showing oakland and another bay area 911 center are the worst in the state when it comes to answering times. >> an emergency. number 19. >> hello. a police officer just got stabbed. >> reporter: officer was off duty when he was stabbed in the neck. a witness used his cell phone to call 911 and his repeated calls fails to connect, according to the grand jury report at the time. >> a police officer just got stabbed.

>> the caller is a waste management supervisor. you are hearing her voice because not only were the officers 911 calls feeling, her employee, a garbage truck operator who drove past the scene, also tried calling 911, and his call also could not get through. you are hearing his voice only because he is on his supervisors speakerphone, and she called 911 for him. >> he can't breathe. he needs, he needs an ambulance. >> reporter: details about this dangerous delay were published with the civil grand jury's 2019-2020 report, with complains about long 911 call wait times in oakland. in 2020, oakland's average 911 answering time was 28 seconds, nearly double the state and national standard of 15 seconds. according to state 911 data obtained by the community, oakland's average 911 answering

time has gotten far worse. this year, it has nearly doubled to 54 seconds. >> i did call 911. >> reporter: he joins the local shop. he says he wishes the local 911 calls were picked up more quickly. >> when i call 911, your usually on hold for approximately 10 minutes. >> 10 minutes? >> reporter: just last week, he called 911 to report a missing person and said he was on hold for seven minutes. in september, he found a crushed body in his tow yard and this happened. >> so this is where i found the dead body a while back. i immediately dialed 911 and i was placed on hold for me 10 to 15 minutes. >> that is after alan liang said his 911 calls repeatedly failed to connect, just like

with the officer. -- top priority. just last week, the mayor recently approved a city budget for a full-time communicator dispatch position. we repeatedly asked to sit down with the mayor about that decision and oakland's 911 decision, but she refused. >> the city is not taking this seriously. >> reporter: according to a new civil grand jury report released last month, oakland 911 phone system was wreak recently replaced, but there have been a record number of

911 calls and 911 software and hardware that is so out of date, the police department is forced to buy replacement parts on ebay because motorola has only one technician who still knows how to work on the 20- year-old software. when asked about the reports, the mayor declined an interview again. >> okay, they are now waiting for the ambulance. >> reporter: an ambulance never made it to the police officer who was stabbed. he was just two blocks away from police headquarters. before his 911 call could connect, his fellow officers put him in the back of a patrol car. >> he is in the car. we are going to take him to the hospital. >> reporter: he survived, but grand jurors at the time said that the 911 systems multiple failures in this situation almost cost the officer his life. >> just, i don't dial 911 anymore. >> reporter: we mentioned oakland has the second longest

vaccines are part of growing up. that is a message from santa clara county. they held an interactive art event and the goal is to address the decline in vaccinations for children. people painted a mural while children got to pick their own pieces of the coloring station. >> this is something for the kids to do and enjoy the nature as well. i think it is essential to make the parents aware that vaccination is important, to avoid spread of diseases in general.

homeless world cup. it is the first time it has ever been played in the u.s. it is special for many reasons, but eye-opening. every player here has experienced homelessness in the last year. >> so when i was 14, i was by myself. >> reporter: originally from honduras, julie is on the team that took the first win of the tournament. she is a player of the u.s. women's team and it has been a dream of hers to play on a stage this cites her entire life. >> my mom tells the story that when she, i used to keep them around. so i guess. >> reporter: a foster youth with ifc international foster care, she says her family here in sacramento is finally home. >> i am proud of myself. my family is there in the corner watching me, so i am proud. i am happy they came.

competition and the love of the game. well, it is an idea from the past that might help us live in the future. the smithsonian is getting ready to unveil its latest exhibit. right now they are rebuilding whether break, and aluminum dome that can withstand up to 72 miles per hour. it is supposed to be one of the greatest innovations of the 21st century. built back in 1950, in the hollywood hills, of all things. this is probably going on display. >> we wanted audiences to experience what it is like to walk under and through this dome. it may be a way that they will be finding shelter as our environment and climate gets more and more extreme. >> the structures are very light. they are not easy to assemble, but they are pretty quick.
