only 68. the coolest july high temperature since july 15 of 2001, 60 degrees, 20 degrees below average, similar for those inland valleys and the east bay, just 69 degrees for the high, and as they move forward, we have that sea breeze going tonight and low clouds that start tomorrow morning, we will begin to see some changes and less of the marine air influence on tuesday morning. notice what is missing there, we are not seeing as much in the way of low clouds. starting tuesday, temperature get close to those summertime averages, near 90 inland. watch out for some hot temperatures and strong high pressure that builds back toward california. we will go to toward 80s and 90s inland, and likely above 100 degrees starting as early as friday. we will look at the next heat wave on the way and the impact it could have on next weekend's forecast, coming up in a minute. the search is on for a dangerous inmate who escaped

police custody near sacramento. the escape happened in roseville, just northeast of sacramento. eric abram is accused of shooting and wounding a chp officer back in april, then he allegedly took bystanders hostage, killing one of them and injuring the other, now dozens of law enforcement officers are looking for him and asking for public help finding him. he escaped from the sutter roseville medical center early this morning, he has been in custody since thursday and is being treated for an unknown medical condition. >> he was transported here by ambulance and undercard. he has been under 24 hour guard since arriving at the hospital. unfortunately today a man was able to escape. >> we are not getting any details on that escape. he is described as 6 feet tall with brown hair, last seen with only those orange inmate pants. we are learning more about

a deadly plane crash last night. authorities have identified the passenger killed when a single engine plane ran into a power line near the end of the runway. the pilot is in critical condition. the plane ended up upside down after hitting the electrical line last night. the county sheriff says they were returning to san rafael after a business trip in nevada. the ntsb is inves getting exactly what happened. the crash left 2000 people without power for several hours. a hospital plans to close the inpatient psychiatric facility next month, leaving patients concerned and state leaders searching for options. our reporter has the details and the response from the hospital.>> good samaritan hospital is closing the inpatient psychiatric facility at the mission oaks campus. that closure is slated for

august 20, and it would mean the loss of 18 inpatient psychiatric beds, and the entire county would be left with fewer than 200 similar beds. aca healthcare operates good samaritan hospital, which is closing a facility because of a staffing shortage. they say that samaritan has done everything in its power to help the behavioral health unit, even with a telehealth option. in the post-pandemic ecosystem, they can't find qualified staffing for the unit. local and state leaders are worried about what the closure could mean for the patients. >> these are expensive operations in term of cost and investment, but the private sector needs to be pulling its weight, not to be in just for the profit. i think that was the problem. they are big enough, they have the corporate budget large enough for them to keep those beds open until there is some

kind of transition.>> the state senator says he is working with the governor's office to see if more can be done to keep those 18 beds open. we just talked to a former patient who came to this facility after she was in mental distress. she said this facility helps her immensely. she is very concerned about what will happen to other patients like herself, and she's advocating that it remain open. we will hear from her tonight. >> they finally sailed away, a ship had an unexpected stay in san francisco. >> plus an emergency unfolding in southern california with million-dollar homes wrecked by landslides, we have the latest

take a look at this massive landslide that forced the evacuation of one dozen homes in southern california. residents noticed a land shift yesterday afternoon, and they were evacuated shortly after. damage to some of these homes is substantial. you can see it here. walls broke apart or shifted when the land slid away. no one was hurt. they shut out power and gas. the red cross is hoping to find shelter. the area is unstable and not safe to return to. it is not yet clear what caused the landslide. 2700 passengers finally set sail on the ruby princess this afternoon, the ship was bound for alaska after several days of delays, the ship hit the dock on thursday.

offering passengers a full refund for those who did not sale, those who did choose to go are being offered a semi-5% refund. those on board are celebrating the city by the bay. in san francisco, alyssa gord, nbc bay area news. >> san jose is working to train civilians to respond to disasters. the community emergency response team is a 20 hour commitment that teaches regular people how to respond to disasters and hazards in the city. montier's learn fire safety, search and rescue, organization and disaster medical operations. the program started after 2017 floods where 14,000 people had to be evacuated.>> the city realized that they didn't have enough first responders to address these issues, and so that's why we got going in san

jose, so they don't have to rely on first responders or the government for help. so the program has big plans. 1000 people have completed the training, and san jose is looking to increase that up to 20,000 people. if you are interested, you can sign up online. classes are available in english, in spanish, and in vietnamese. the alameda county fair is wrapping up, organized by hundreds of thousands of people. they are enjoying much cooler temperatures. it has been a month of rides, games, food, performances, races, livestock expeditions and so much more. it's a bittersweet end, most animals are bought before the fair is over.>> it's a relief. i have spent time with them. i know they have been raised with quality care.

salesforce tower, disappearing into the clouds. you can see the strong onshore winds and the air is up to 24 mph wind gusts. monday starts just like we saw this weekend, and we begin to see some changes during the afternoon with a little bit earlier breakouts of sunshine around the central bay. temperature start to climb up a little bit more for the tri- valley and east bay. we start out once again in the 50s, 60s and lower 70s around lunchtime. upper 60s, around 80 in livermore, 70s and san jose, it'll 60s closer to san francisco, 70 in oakland, and by tuesday, this is where we should be, not 60 degrees in

livermore, 89 degrees, that will feel a lot warmer, closer than average for this time of year. it is and san jose, upper 60s and sentences go, middle 70s in oakland, and you might be distracted by that seven-day forecast as the temperatures crawl upward after wednesday. the high pressure is building back toward california. we see a peaking of intensity, saturday and sunday next week and should be the hottest temperatures with the four-day heatwave that lightly takes us from friday into next monday. we are in the 90s to around 100 degrees in solano county. should this verify like we had a week ago, i think we will see heat advisories for the interior, the north bay, the inland, east bay and san jose and southport. saturday the inland areas start out warmer. we have a chance of climbing up to that range, and similar

[ music ] thank you for joining us for bay area news.>> the minor earthquakes we have regularly in the bay area are a reminder that we all live near a seismic fault line.>> for years they've been working on retrofitting earthquake prone buildings, but the illustrative unit found hundreds of properties are behind on retrofits.>> as you can see, we have faults that go around the san francisco bay. what if i told you that you could be stepping into a building and not even know that you are at risk? the city has ordered a retrofit for thousands of buildings. they are prone to collapse during earthquakes. the work is way overdue for hundreds of buildings. >> oh, my god, we are having an earthquake. can you feel that?>> 911.>>

these are images from a 1989 6.9 magnitude earthquake. property damage ran into the billions. nearly half of the homes that were destroyed were buildings with weaker support in the bottom floor, typically from a large open area, a garage, and this demonstration shows how they can collapse on themselves during a serious earthquake.>> there are close to 5000 of these buildings in the city with 114,000 people who live in the building.>> ryan strong oversees the mandatory seismic retrofit program. it requires upgrades to multifamily buildings. by the city's count, 91% of the 4900 buildings have been

retrofitted, but work is years overdue, and 9% of the properties see that retrofitting takes time and money. >> you need to find engineers, you need to find contractors, you need to submit a permit.>> devin johnson went through the process with two of his properties and it cost him $150,000 for one and $400,000 for the other.>> that one was cheaper, it was an open building, we didn't have to redo the foundation. >> he like many others use in law units to offset the cost. they retrofitted more than 500 buildings in san francisco and oakland.>> it is like insurance, you don't use it every day. an earthquake happens, you see that retrofitting, and how they can help you to alleviate the

cost. >> retrofit work should have been completed by september 2021, but about 9%, 438 buildings are still in violation. you can see these buildings, you can see a substantial concentration in places like the mission district and here, the marina district. they are quite easy to spot. the investigative unit started checking out the ones listed as noncompliant and noted at least seven buildings used as motels. some have popular shops on the ground floor. the properties that missed the deadline were issued a notice of violation with a warning displayed in the front of the building. during business, we only spotted one warning sign. we checked with the city to verify requirements and then we rechecked. it was better, but not 100%.

we spoke to people at the front desk who identified themselves as property managers, and did not seem to know what i was talking about. a manager here said that they had submitted a request to demolish the building instead of retrofitting it. the city assessed the request under review. the manager said earthquakes are a natural phenomenon, and there is nothing that they can do, but the department of building inspection disagrees. they responded with a statement, saying if the violations are sustained, it would likely result in an order of abatement against the property. johnson says retrofitting was a win-win for him, tenants are more safe and his investment is protected, but he also sees why others have not complied. >> it's not cheap. some of them may have purchased buildings for a much lower price, a long time ago. they really don't have the capital to do the work.>> since we visited the noncompliant

storms are causing flooding and flood risk today. several counties remain under flood watches and warnings with heavy rain. several roadways are flooded in spots. powerlines were brought down by high wind. no injuries have been reported in connection with the severe weather, but you can see as much rain as we usually get for the entire summer. and in southern california, brush fire has scorched more than 1000 acres. this was friday afternoon, shutting down lanes just before they reached the grapevine. all lanes of interstate 5 are now open in the area. the fire is now 90% contained. again it burned 1000 acres. a mother is making sure police have the tools that they need as they respond to situations involving people with autism and special needs. they are using an autism safety alert form and encourage positive interactions with police. sandra florez has the report.>> what color? what color?

the department didn't hesitate.>> we sat down, we reached out to an organization and they went over the form with us and recommended some changes, they said this works really well for us. >> the form can be filled out in person or online. it includes name, stability, likes and dislikes, to help officers to interact with people affected by autism or other special needs.>> this goes to the records department. they will put all the information into a database. now law enforcement has contact with an individual and as soon as we run the name, it will give us an alert that they have special needs. >> other law enforcement agencies are catching on. >> we have been in contact with other agencies in the local area. what they really want to do is adapt their policies and create policies, linking our systems together for the exchange of information freely and quickly.

crowd. three other artists have all had objects thrown at them. one artist was hit in the face with a cell phone. she got a black eye. a 47-year-old man was arrested and charged for that incident. lawmakers and health experts are raising concerns over a new energy drink, prime, advertised as zero sugar and vegan, it comes in a neon can, but it also has 200 mg of caffeine per can, equal to six coax or a pair of red bulls. logan paul created the drink which quickly became a viral sensation. chuck schumer called on the fda today to investigate the effect of prime on kids. the drink is banned in the uk, and australia, and pediatricians are warning of impacts like heart problems, anxiety, and digestive

the wind speeds we saw for the weekend. less of the ocean air conditioning inland, more clouds over the next few mornings. we have 50s to start the day tomorrow, we will see low 70s around san jose, middle 70s at a high of 75 in san jose, livermore looking a little bit more like livermore near 80 degrees, 65 in san francisco, 70 in oakland, and now where we should be this time of year, this is what we are going to see in the tuesday forecast, upper 80s for livermore, lower 80s for san jose, 60 still in semper cisco, 75 in oakland, things start to trend noticeably hotter on friday and probably through next monday with high pressure strengthening right now at expected to reach a peak on next weekend, saturday and sunday. now we have gone above average, upper 90s, around 100 degrees for the east bay, middle to upper 90s south of san jose, and saturday we are trending a little bit hotter with rain at 105 degrees with temperatures possibly hitting 101 degrees.

you can see here it is friday through next monday where we have real heat in the forecast for next weekend. oakland and san francisco, while it will trend warmer, we will probably not see heat advisories based on those locations. the sea breeze will hang on just enough for temperatures to stay comfortable and not as cold. we have a chance of 100 next weekend. the door shut on indiana jones. a look at the box office
