that the latest military aid package for ukraine would include cluster munitions. we're talking about projectiles that explode and disperse multiple smaller bombs over wide areas. the announcement prompted an outcry from human rights groups, and even some of president biden's fellow democrats, cause history, the unexploded cluster bombs can detonate after battle and injure or kill civilians the weapons have been banned in more than 100 countries, and the u.s. has even suggested that russia's use of them in ukraine could be a potential war crime, though president biden insisted the ones he authorized are less likely to misfire and won't be used in civilian areas speaking to cnn's fareed zakaria on sunday, president biden described his rationale for providing ukraine with these weapons. >> this is a war relating to munitions and they're running out of that ammunition and we're low on it.
