this workweek. the sun is shining this morning. the team is here. i'm marcus washington. >> i'm kris sanchez. laura garcia has the week off. you'll be seeing a little of me and ginger this week. it's nice to be here and it's going to be really nice to be indoors later this week. later this week it will turn really hot. we're enjoying the cool weather today. take a look at danville. we're going to have a breezy start and also some more clouds coming in. as we go into the rest of today it's gradually going to clear out with our temperatures warming up, but once again staying mild. as we take a look at our high temperatures, we're headed for the mid-70s in the south bay and some low 70s for the peninsula. then as you head toward the tri-valley, low to mid-80s. our high temperatures in san francisco reach 66 degrees and 84 in the north bay. so we'll get a look at how hot it gets by the end of the week coming up in a few minutes. mike, the bay bridge toll plaza looks a lot busier than

last week. >> absolutely. and it consists of a backup that wasn't there because folks were on vacation. these folks are happy to get back to work with all the others. the 880 over-crossing looking pretty good in some patches. we see the bulk of the commute here. hov lane is moving smoothly. there's just the backup at the toll plaza. highway 37, approaching the carquinez bridge and highway 4, your standard rundown of the east bay slowing and north bay feeding toward novato. things are calmed down near hayward. you see the build coming off the castro valley y. there's slowing at the toll plaza for the san mateo bridge. >> thank you. breaking news right now, authorities are investigating the stabbing of a convicted sports doctor larry nasser in a florida federal prison. sources say he was stabbed several times during an altercation yesterday at the facility in central florida. no word on his condition at this

point but doctors say he is expected to recover. larry nasser is serving a 175 year sentence for sexually abusing his patients, including members of the u.s. olympic gymnastics team. developing right now out of the sacramento area, a manhunt continues for a violent inmate who escaped from custody about 24 hours ago. police are telling us 35-year-old eric abril escaped from the sutter roseville medical center where he was being treated for an unknown medical condition and people in the area are being advised to use extreme caution if they see him and call 911. abril the accused of shooting a chp officer in april and took two bystanders hostage, killing one and injuring the other. there is recently released video camera from a ring camera showing abril nearby shortly after his escape. so far, deputies are not saying how this escape happened. >> he was transported here by

ambulance and under guard. abril has been under a 24-hour guard since arriving at the hospital. unfortunately today, shortly after 3:00 a.m., abril was able to escape. >> abril is described as 6 feet tall, he has brown hair with a tattoo on his left shoulder. he was last seen without a shirt or shoes, as you saw in the ring camera video. he is wearing orange inmate pants. president biden right now is on the first hours of a three-leg trip to europe, his first stop london where he is meeting with king charles and britain's prime minister. the trip also has big implications for ukraine, in dire need of new support in its war with russia. "today in the bay"'s alice barr is live on capitol hill. things looking to kick into gear with that nato summit. >> reporter: that's right, kris. and president biden has already held meetings with the uk prime minister and with the king, but, yeah, tomorrow is really the heart of this trip when the nato summit gets under way.

the president has been speaking a lot about his efforts to strengthen the key military alliance, but already there are some challenges this week that are going to test that unity. president biden kicking off his european trip, meeting with king charles. the president also holding talks with uk prime minister rishi sunak, the leaders looking ahead to this week's nato summit with a central focus on supporting ukraine's fight against russia, while stopping short of granting ukraine nato membership. >> i don't think it's ready for membership in nato. here is the deal, i spent, as you know, a great deal of time trying to hold nato together. >> if they were hypothetically to get nato membership, then nato is at war with russia. >> reporter: also testing nato solidarity, president biden's decisions to send cluster munition to say ukraine, more than two-thirds of appliance members have banned the weapons because of a history of

detonating after battle, injuring or killing civilians. many democrats oppose the move. >> cluster bombs should never be used. that's crossing the line. >> reporter: president biden saying the weapons he authorized won't be used in civilian areas and have a low rate of misfiring. >> it's a very difficult decision on my part. and, by the way, i discussed this with our allies, discussed this with our friends on the hill. >> reporter: he called russia's brutal assault a war of munitions and said ukraine was running out. some republicans criticizing the administration for not acting sooner. >> you look at the counteroffensive, it's been slowed tremendously because this administration has been so slow to get the weapons in. >> reporter: key tests this week for the nato alliance and president biden's influence on the world stage. and the nato summit kicks off tomorrow in lithuania. president biden will be rounding out his foreign travel with a visit to nato's newest member, finland, and that is going to be an official welcoming them into

the nato summit as part of the u.s./nordic leaders summit. >> welcoming finland. we know that sweden also applied for membership to nato. where does that stand? >> reporter: right, applied at the same time, but thus far has not made it past the hurdle of turkey and hungary, which have been standing in the way of sweden joining essentially because of some comments sweden has made about human rights abuses. president biden and other world leaders want to see sweden join, continue to grow and expand the military alliance. that will be a hot topic this week as well. >> thank you very much. alice barr from washington, d.c. 6:06 this morning. here is a live look at the state capitol where governor gavin newsom is set to sign a bill to help speed up critical infrastructure projects. the legislation will help streamline a number of projects to increase use of clean energy across the state, as well as create thousands of jobs. the virtual event is expected to get under way a little after

noon. well, people in one san francisco neighborhood are still talking about a big scare this weekend. this is when a blown transformer caused an explosion and fire in an underground vault. it caused a big response from first responders in pacific heights. now, some neighbors are still in the process of cleaning up pieces of their windows that were blown out. pg&e says this all started when a transformer failed saturday night. video shows smoke and flames shooting into a parked car nearby in that area. the owner of that car says she was at dinner nearby when she got an alert on her phone about the alarm going off. >> i'm very thankful that i wasn't in the vehicle and i'm thankful that there were no injuries. it's unfortunate because i just bought the car and it's my first car ever. >> there's good news here. no one was injured. pg&e, they say crews have now fully restored power. the princess cruise ship that hit a san francisco pier is

finally on its way to alaska, but with fewer passengers and a little less travel time. the ship set sail yesterday afternoon. more than three full days after the ship struck the pier while docking in san francisco, causing that delay. some 2,600 passengers waited it out, getting final approval from the coast guard, taking their trip finally at a largely reduced rate. but nearly 600 other passengers backed out and they took the option to get a full refund. passengers who did stick it out, they celebrated the departure. >> i'm still going to make the most of it. it will be fun going out there and enjoying a cruise. >> so the abbreviated itinerary is travel to alaska for three days with one day docked in alaska, then a stop in british colombia on the way back to san francisco, where it returns next

sunday, hopefully without incidents. homes in one exclusive southern california neighborhood are under evacuation orders following a landslide that started saturday afternoon in rolling hills estates south of los angeles. dozens of homes are at risk and some have already been red tagged. fortunately, no one has been injured. the red cross now assisting those evacuees. taking a live look at san jose, where there were low clouds overhead as we were driving into the studios this morning. kari, nice and cool for sleeping. >> yeah, and it's now time to get up and get ready for this monday morning. we're going to have cool weather for now. take a look at morgan hill, with our temperatures in the upper 50s. it's cloudy, you may encounter some of the patchy drizzle and low visibility in spots on your way to work. as we go throughout the rest of today it's going to clear out by late morning and our temperatures gradually starting to warm up as we head for mid-80s there. compare that to the rest of the

bay area where we're mostly seeing low 70s in spots like hayward, as well as oakland. and some upper 70s for napa, with santa rosa reaching 83 degrees. so we'll talk about the heat-up on the way for the rest of the week. that's coming up in a few minutes. mike has a look at some other numbers that are rising. >> yeah, going up here. best price we found in alameda county again, still in livermore, still $4.05, a little worse than last week. diamond gas and mart on south front road. looks like the numbers are going up also in the south bay. we found a $4.09, one of the few reported, it's in san jose, the express gas and mart on redmond avenue. in vallejo, it's $4.11 at the shell on tennessee street. not a lot of those left over in that county, either. gasbuddy.com is our source. actually, you're our source. on the roadways we have a little bit more slowing here toward the north bay, highway 87, 4, and of course the bay bridge toll plaza where we continue to see the

good morning. it is 6:14, as you get ready to head out we're starting out with a lot of clouds. here is a look at mountain view in the upper 50s in the next hour, and as we go into the 9:00 to 10:00 hour it starts to clear up. sunshine the rest of today. it's going to be nice and mild today, but it's going to heat up by the end of the week. i'll have a look at that in the forecast in just a few minutes. richmond, heading toward san rafael, west 580 shows a little bit of build and there are no problems on the san rafael side for 101 either. we'll show you what's coming into the south bay coming up.

wall street is set to open lower invtors gear up for inflation data and the start of earnings season. the markets are coming off of a losing week with traders believing the federal reserve will resume hiking interest rates after a pause last month. now, in focus this week, data on consumer and producer prices wednesday and thursday. earnings season kicks off thursday and friday, with results from delta airlines, pepsico and the banking giants. apple may be introducing a larger imac, a new design with a 32-inch computer screen. bloomberg reports the new design may not be available until the year 2025, and analysts say this imac will be popular for those who work in creative fields where seeing tiny details are very important. right now the largest 24 inches,

it's going to be a cool day there. but as you make your way inland it's going to start to warm up. let's head over to union city where we start out with clouds, temperatures in the mid-50s. as we go throughout the week it's going -- throughout the morning, i should say, it's going to gradually warm up and clear out. we've been talking about this. at the bottom of the screen you see how hot it's going to be this weekend. yeah, south bay by the weekend, we're talking low to mid-90s. so for today it's still 70s for san jose, reaching 77 degrees there. in mountain view we're headed for 73 degrees and 81 in martinez, and some low 80s as well for much of the north bay. tomorrow we bring those numbers up several more degrees and we continue to heat up through the middle of the week. temperatures peaking for the weekend. on wednesday we're seeing concord reaching 89 degrees, while we're still at a mild 77 for hayward. and san mateo reaching 73 degrees. take a look at san jose and what

to expect as we go throughout the weekend with some 80s for the next several days and then 90s. it is going to be hot this weekend, so as you're on this monday morning making plans for the weekend, put the temperatures in your plans as well, because that may change what you're doing. looking at saturday's high temperature, 100 degrees in the valleys and then still pretty hot on sunday. looking at san francisco, it won't be nearly as hot so maybe you'll be heading to the city or the coastline. it will be in the low to mid-70s for the weekend. mike, how is it looking in san rafael? >> it's looking great. this is southbound and we don't have any problems. we're looking at a smooth drive. toward the golden gate bridge, kari showed you low clouds hovering above the deck at the golden gate bridge and we were both watching the camera. we saw flashing lights coming toward the camera. they found the car and i believe

overnight accident on the peninsula and the unanswered questions authorities are still asking about the victim this morning. horrendous tactics, police using batons and riot gear. >> police facing backlash after a chaotic clash with skaters in san francisco. the chief's new response amid the growing fallout. and keeping tahoe blue. the mysterious change that could be behind the lake regaining its clarity. this is "today in the bay." thanks so much for joining us on this monday morning. i'm kris sanchez in for laura garcia. >> i'm marcus washington. so let's get you started with this monday. meteorologist kari hall is tracking what we can expect today. another cool start to our day. >> yes, cool start. it's actually going to be a nice, cool day for many microclimates around the bay area. we're going to be talk ago lot about a warming trend in our forecast. we're still seeing clouds rolling by as you get started. in walnut creek it's in the

mid-50s, breezy winds. then as we go into the day it's going to clear out quickly and temperatures warm up into the upper 70s by early in the afternoon. our highs today, all of this below what we usually see for early july, with the south bay reaching 75. 73 on the peninsula and 84 for much of the tri-valley. then for the east bay, reaching into the mid-70s, still nice and comfortable with gusty winds in san francisco, and the north bay reaching the mid-80s. we'll talk about where it gets the hottest. we know our usual hot spots, and how hot it gets in a few minutes. mike, you're seeing a little bit of slowing in the south bay. >> here it's a little farther north than we often see. the arrow is by the san jose airport. usually the slowing is a little farther south around oakland road. we're watching for that slight difference. with he do have a build, a little more than last week, north 101 through san martin and into morgan hill. a lot more slowing than last

week. no surprises at the bay bridge toll plaza for your normal week. last week wasn't normal. it was a vacation week for a lot of folks. the backup formed early, and they may have sped the metering lights up. traffic shows more slowing into the city. back to you. >> thanks, mike. new overnight the chp investigating a deadly accident in daly city that happened a little after 2:00 this morning on interstate 280. that's when a pickup truck struck someone in the southbound lanes. chp is saying the driver stayed at the scene, is cooperating with officers. it's still not clear how that victim ended up there. critics are saying san francisco police went way over the line in responding to what's become a popular san francisco skateboarding event. the chaotic scene unfolded saturday, but the controversy continues this morning. >> "today in the bay"'s ginger conejero saab is live for us in san francisco.

ginger, sfpd insisting here that the response was justified. >> reporter: that's right, marcus. chief of police in san francisco, bill scott, even taking to twitter, thanking his officers for taking action on what he called reckless and dangerous behavior. it's behavior that he says won't be tolerated in the city. now, all of this stemming from the event on saturday, as you both mentioned it's the annual hill bomb, a skateboarding event in the mission. it started off peaceful. police say they received reports of fireworks and vandalism and say teenagers were aggressive toward officers, including a 16-year-old who sfpd says spit on an officer. the clash continued on. you can see what appears to be glass thrown at police. sfpd says the crowd also began throwing ignited fireworks, smoke bombs and metal cans. there was also property damage that was caught on camera.

a group of people vandalizing a muni train stopped in its tracks after getting blocked in by a crowd. the story is different according to protesters. they gathered last night in the city's mission district. here is some of the protest. people calling out sfpd for their response. >> what we see are police gathered, pointing rifles at a group of unarmed teenagers, skateboarders across the other side of the barricade. it's unacceptable in san francisco. >> the fact that teenagers were beat down is unacceptable. the fact that latinos were broken up in a community celebration is unacceptable. >> reporter: the annual delores hill bomb skateboarding event is unsanctioned. it has caused property damage and even a death in 2020. that's when a skater collided with a bicyclist, killing the cyclist. in total, officers arrested 32 adults and 81 juveniles. those juveniles were cited and

released. but still this morning community leaders are calling for an investigation into how police handled the event and into really what happened. >> thank you, ginger. we know you'll continue to follow this story for us today. the planned closure of a south bay psychiatric facility is leaving the state looking for options to keep it open. on august 20th good samaritan hospital plans to close its inpatient psychiatric facility at its mission oaks campus in los gatos. so the capacity is measured in terms of beds. this is 18 beds that the county will lose and that means the county will have fewer than 200 beds available for psychiatric patients, inpatients. hca health care operates the facility and cites a staffing shortage. state senator cortese says the immediate closure can be avoided if the company does the right thing. >> these are expensive

operations in terms of cost and investment, but private sector needs to pull its weight and not be in it just for the profit. i think that's the problem. i believe hca is big enough and has a corporate budget that's large enough for them to keep those beds open until there's some kind of an orderly transition. >> local members of the national alliance on mental illness have sent a letter to county supervisors warning about a potential crisis. cortese is now working with the governor's office to see if there's anything the state can do to keep the 18 beds in operation. 6:36 this morning. a follow-up for you. authorities have now identified the two men aboard a small plane that crashed saturday night at san rafael airport. a 59-year-old passenger of novato died. a 73-year-old pilot of san rafael survived that accident and is in critical condition.

that plane struck a power line near the end of the runway. ntsb is now investigating. and authorities are sounding the alarm over a dangerous social media stunt. this is a video where people are jumping off of fast-moving boats, trying to get millions of views online. "today's" katie hartung describes the trend that could easily prove deadly. >> reporter: good morning. we have seen people take on dangerous stunts for likes on social media before. the one we're looking into today on the "today" show has seen at least four people in alabama jumping to their deaths. it's called the boat jumping challenge. people are hurling themselves off of speeding boats and into the water. we talked to one expert who explains the force you meet when you do such a thing. he says that jumping off of a moving boat that's going 30 to 50 miles per hour is the equivalent to jumping out of a multi-story building and hitting

concrete. any boat that is going fast enough to create a wake means it is creating a landing pad that is not safe. coming up on "today," we will hear tiktok's response to all of this, we'll show you the warnings they're putting on some of these videos from the boat jumping challenge and we'll tell you why wearing a life jacket does not make this activity any safer. the safest thing to do is not jump off of a moving boat. >> thank you. a new video this morning of a seal getting a helping hand after it was caught in netting in san francisco bay. firefighters joined in last night with volunteers from the marine mammal center to untangle the seal. it is now recovering at a veterinary facility and as soon as it's healthy, volunteers say they will release it back into bay waters. a new report indicates lake tahoe's water clarity is improving. meteorologist kari hall joins us now. we're learning more about the reason behind it and it's not

because people aren't littering. >> right. there's a new study out according to uc davis and they're saying that during the last five months of the last year, the lake was down to about 81 feet and that's how far you can see. and that's the greatest visibility since 1988 and scientists say the search indicates that plankton, the algae eaters are now abundant and their presence is helping to contribute to the clear water. scientists tell the "mercury news" that a species of shrimp dying off that fed off the plankton is leading to greater population. the study indicates that the lake's average clarity increased ten feet between 2021 and last year. so the scientists tell the paper the lake's clarity is expected to grow over the next year and that may return to the 1970s level of clarity. so something a lot of us have never seen. >> yeah, i mean, it's so cool.

and they throw the plate down there, right? >> yeah. so those algae eaters that we put in our fish tanks, it's kind of that similar type of thing that's happening in the lake. >> it's good that the drought did something good, right, like getting rid of the shrimp that ruined the plankton situation. cool. it's a beautiful weekend here in the bay area. no need to go to tahoe. >> but they've had some beautiful weather. i a live camera to get us started in lake tahoe. as the sun rises this morning and yes, that beautiful clear lake, there's great weather, and it is going to warm up there, as well as here in the bay area as we head through the week. let's head to dublin. a lot of people are getting out the door heading to work and temperatures are right now in the mid-50s. it is a mostly cloudy start but it won't be cloudy all day. we'll start to see it clearing out around 9:00 to 10:00. by noon it's all clear and temperatures reach into the low 70s. it was chilly over the weekend.

it's going to be slightly warmer with highs in the upper 70s. we'll see mid-80s for morgan hill and san martin. santa rosa today reaching 83 degrees. we'll talk about whether it gets really hot as we head through the end of the week. that's coming up. mike, you have a transit delay? >> reports of a major transit delay. an equipment problem between the coliseum and san leandro stations for b.a.r.t., so that will be an issue. they specify the berryessa line, but any trains between those areas will have delays because of the equipment. we're still waiting on why that's happening but that's been going on for a while. ac transit, muni, vta all looking okay. even the roadways in the area, not a major problem. just picking up the volume. bay bridge toll plaza has the biggest backup, the most recent backup to form is on the richmond side. coming up this afternoon and this evening, we have the closure for the eastbound exit, eastbound 80 lower deck to treasure island. that will be closed overnight and you'll have to loop back

and san jose reaching 77 for later today. take a look at that seven-day forecast, it's already up at the bottom of the screen. take a look at your microclimate as you're making plans throughout the week. so tomorrow we're just slightly warmer with hayward reaching 78 degrees, but 87 in santa rosa, and we'll see 90 in concord and in morgan hill, with some low 90s expected on wednesday in fairfield, but most of us in the 80s for the inland valleys and then mid to upper 70s for the inner bay. let's head to one of the spots that are going to be really hot as we head toward the weekend. we're going from low 90s to upper 90s, and then saturday and sunday just ridiculously hot. 109 degrees for the weekend. you can see some of those numbers adjusting, but it's still not going to shake the fact that we're going to have some hot temperatures and dangerous heat as well for those inland areas. the next few days not too bad

with upper 70s, then upper 80s and 90s by the end of the week. here in san francisco and along the coastline it's staying very cool. for the weekend it's going to be really comfortable with mid-70s. mike says so far no kinks in the commute. >> nothing major. the bay bridge toll plaza, if you hadn't heard about the backup, welcome to the morning. good movement, in fact, for most of these lanes. so the backup at the toll plaza is there, and there's more traffic coming down through berkeley. this is not as bad as we sometimes see on a monday. folks easing back, some were off for a week. we're looking at the richmond bridge and typical slowing, northbound 101 there is a crash north of the airport. so watch for more slowing just north, back to you. a bay area congressman wants your ideas about easing congestion and improving commute times. yes, mike, i'm talking to you.

doctor larry nasser. sources say he was stabbed several times in the back and chest during an altercation yesterday at the federal prison in wildwood in central, florida. no word on his condition, but he is expected to recover. larry nasser is serving a 175 year sentence for sexually abusing his patients, including members of the u.s. olympic gymnastics team. chp investigating a deadly accident on interstate 280 in daly city. this happened a little after 2:00 this morning when a pickup truck hit someone walking in the south bay lanes. chp saying that the driver stayed at the scene and is cooperating with officers. all lanes are back open this morning. big backlash continues for san francisco police after this annual hill bomb skateboarding event in the mission which turned chaotic. sfpd says officers responded to reports that the gathering had become dangerous and that people were becoming more aggressive when they set up a barricade.

skateboarders are calling it an abuse of power against unarmed postally teenagers. san francisco's police chief calls it a proper response. the event is unsanctioned and has led to property damage in the past, and even a death in 2020 when a skater hit a cyclist. the princess cruise ship that hit a san francisco pier finally on its way to alaska but with fewer passengers and less travel time. those onboard are excited. the cruise ship set sail yesterday afternoon more than three full days after the ship struck a pier while docking that caused that delay. some 2,600 passengers waited out, receiving final approval from the coast guard, taking their trip at a 75% reduced rate. they're also getting 75% off a future cruise. another nearly 600 passengers backed out, taking the option of getting the full refund. >> better not come in hot back
