from studio 1a in rockefeller plaza. >> hi there, everybody. good morning. welcome to "today." nice to have you with us on a monday morning. quick back of the envelope math. what is this? power ball is $650 million. tomorrow mega millions $400 million. lots of money. >> a lot of people will be playing that game today. get out there. this is chicago where hopefully a lot of people will buy tickets and hopefully someone will get lucky. >> i can't do math this early. it's over a billion. more on that in a bit. another day of severe and deadly weather on tap from coast to coast. heavy rains causing flash flooding up and down the east coast. over night, one woman was killed when she was swept away trying to evacuate her apartment. this happened about an hour north of new york city. meanwhile, 32 million americans from southern california all the way to florida facing another day of extreme heat. we are talking triple digit temperatures in some spots. all of it is leading to more travel delays after what was a hectic and busy week at the nation's airports and on the roads. >> we are all over this map.

we have al's full forecast just ahead. but let's start with emilie ikeda in hard-hit stony point, new york. good morning. >> reporter: good morning to you, savannah and hoda. you can see some of the lingering standing water around me. these grounds already incredibly saturated from the storms we witnessed over the past couple of weeks priming the region for flooding. but this is is a vast improvement compared to what we saw yesterday when racing flood waters toppled trees, collapsed roadways and forced first responders to make rescues by boat. rescuing people from their homes. overnight, a string of dangerous thunderstorms slamming the northeast. washing away cars and collapsing roads. >> that's insane! >> reporter: 27 million people now under flood alerts across the northeast from eastern new york to new hampshire. >> a lot of traffic, a lot of water. >> oh, my gosh! >> reporter: torrential

downpours leaving drivers stranded like this apocalyptic scene in orange county, new york, which is now under a state of emergency. >> be advised. main street and the traffic circle is completely under water. we have a car going down the river. >> reporter: rain totals there reaching nearly eight inches. creating hazardous sinkholes in the road. as the sweeping storms turned catastrophic, officials say one woman was killed trying to evacuate her home. the national weather service in new york urging residents to avoid the roads, warning stay away or be swept away. drivers dealing with swamped roads throughout the region. in pennsylvania, nearly ten inches of water left vehicles submerged. >> i didn't want my car to swim away. >> reporter: while parts of connecticut were happenered by about five inches of rain in just over an hour. it comes as americans in the south and west are dealing with the extreme heat that's been baking the region. and southwest temps are expected to stay between 105 and 120 degrees this week. including in some parts of california where another disaster struck in los angeles county.

a massive landslides causing evacuations of homes. in rolling hills estates. while back east, residents look for rescues as a deluge of devastating weather reeks havoc on the region. and the sweeping storms closing roadways and snarling travel. we saw more than 2,000 flights cancelled yesterday. already this morning, several hundred more flights nixed and commuters won't find much relief if they're taking train service. amtrak and metro north postponing much of the train service for the hudson valley region as many communities are trying to salvage what they can from this sopping mess. savannah. >> thank you. of course, al is standing by with everything we need to know. >> that torrential rain moving up into the northeast and into new england, especially from connecticut into parts of northern new england. we have flood watches out and, in fact, we have a flash flood risk. a high risk as you get into northern vermont and parts of

upstate new york. moderate risks over a wide area. we have 14 million people under flash flood warnings and watches. by the time this is all said and done, we're looking at probably five to eight inches of rain, and that's going to be on already saturated ground. as far as this afternoon, severe weather from minnesota, green bay down to amarillo. damaging winds, hail tornadoes possible and that moves into the mid section of the country tomorrow with wind gusts of over 65 miles per hour. damaging wind and hail as well. look at this. from southern florida all the way to the west coast, 38 million people under heat advisories, heat watches, heat warnings. guys, we will be looking at this more in depth in the next hour. but this is dangerous heat that goes right into next week. >> al, thank you very much. we'll check back. also this morning, president biden is kicking off a high-stakes trip to europe. his first stop in london for tea with the king and key talks

before heading to that major summit with nato later. peter alexander is traveling with the president and joins us later. peter, good morning. >> reporter: the president today beginning this four-day trip here in europe. with the war in ukraine intensifying, the focus on the future of the nato alliance, president biden dousing the hopes of president volodymyr zelenskyy's bid to join nato. p but first up for the president today, a royal visit with britain's new king. president biden kicking off his whirlwind european trip at 10 downing street side by side with british prime minister rishi sunak. their sixth meeting in just nine months. for the president, it is not just london calling, but a chance to chat with king charles at windsor castle. it will be their first time together since the monarch was crowned. the president did not attend the coronation, sending the first lady instead. at the heart of the president's trip, the nato summit in lithuania just a hundred miles from the fighting in ukraine. president biden looking to solidify support for the country as it's struggling to gain traction with its

counteroffensive. this week's summit comes at a key moment following last month's rebellion in russia, exposing cracks in president vladimir putin's leadership. still president biden is dismissing the idea of adding ukraine to nato now while the war is raging. >> i don't think so. the war is going on. we're all in war. you know, we're in war with russia. >> reporter: the president is also likely to face criticism over his decision to send cluster bombs to ukraine, a controversial weapon prohibited by the allies. president biden defending the decision, saying it's a temporary measure, adding ukraine is low on other weapons. >> the ukrainians are running out of ammunition. the ammunition of 155 millimeter weapons. they're running out of those -- that ammunition, and we're low on it. >> reporter: finally, the president will head to finland to personally welcome nato's new est member into the alliance. >> and peter, the president is

also facing some pushback in washington over this decision to send cluster munitions, including from his own party. >> reporter: yeah, savannah, you're right. that backlash not just from nato allies but also key democrats at home. one house top democrat warning that sending cluster bombs to u.s. could risk the u.s.'s moral leadership given their more indiscriminate nature. it could give a green light to other nations to use controversial weapons in the future. the cluster bombs are banned by more 100 countries, including almost all of western europe. and the criticism focuses on the fact that they released smaller explosives that don't always explode on impact and can t and detonate later, savannah, making them a real threat to civilians. >> peter alexander traveling with the president, thank you. we should mention secretary of state antony blinken also along on this trip we will have an interview with him tomorrow morning on "today". let's continue with more on the situation on the ground in ukraine where the intense

fighting is on going on several fronts over the weekend, ukraine's president marked 500 days of russia's invasion. nbc's kelly cobiella is right there in kyiv for us kelly, good morning. >> reporter: good morning to you. we just heard a short time ago from the kremlin, which said that president putin actually met with the wagner leader prigozhin and wagner commanders just five days after that attempted mutiny last month. they say the meeting lasted three hours and that all pledged their loyalty to putin and to russia this as ukraine marks 500 days of war this morning a symbolic victory for ukraine. five commanders who defended mariupol to the end are now free and home they were among the last hold-outs in the steel plant surrendering to russian soldiers in may of last year and months later handed over to turkey in a

prisoner swap with russia. they were released after president zelenskyy's meeting with turkey's president infuriating russia a kremlin spokesperson said russia was not consulted accusing turkey and ukraine of violating the terms of the deal saying the five fighters were supposed to stay in turkey until the end of the war one already vowing to return to the front. now 500 days into the war, more than 9,000 civilians have been killed 500 of them children the u.n. says. and more than 6 million ukrainians have become refugees from their country this morning civilians once again paying a heavy price after a russian bomb hit a aid distribution site in the south, killing four. on the front line, the ukrainians say they're meeting fierce resistance but made a definite advance south of bakhmut, claiming russians are trapped in some places after hearing president biden has approved cluster munitions,

the commander in this battle near bakhmut saying it will be totally cool we will be able to use fewer shells president zelenskyy marking the 500th day of the war with this video, showing him visiting snake island in the black sea, where ukrainians famously defied russian orders to surrender at the beginning of the invasion. the president vowed to take back every last inch of land. and a poll released today showed the vast majority of ukrainians, some 89%, want to join nato from 49% before russia invaded last year. hoda >> kelly, thank you. also this morning, the man hunt is intensifying for a murder suspect who escaped from a pennsylvania jail near the border with new york it happened late last week officials are warning this morning he is very dangerous and urging the public to stay vigilant nbc's ann thompson is here with more on this anne, good morning >> good morning, savannah.

what makes this so frightening is that michael burham has done this before, leading authorities on a chase that went from pennsylvania to south carolina in may a dangerous criminal, authorities say, with the skills to live off the land and elude capture. this morning, michael charles burham is a most wanted man. the warren county jail escapee, the subject of an urgent multi-agency manhunt focussed on the pennsylvania/new york border nearby warren. it has expanded to the allegheny national forest, say police. the 34-year-old is considered armed and very dangerous, with survivalist skills and military experience that authorities say would enable him to hide in the nearby wooded areas. >> he's not going to get a lot of rest. we'll push hard until we find him. >> reporter: acting on tips over the weekend, authorities searched several residences and structures and may have found clues. >> we located small stockpiles

or campsites in wooded areas in the general vicinity of warren and we believe at least some of these may have been associated with burham. >> reporter: eescaped late thursday night authorities say he elevated himself on to a piece of exercise equipment, went out through a metal gated roof and lowered himself to the ground on a rope made of bed sheets. he faces a long list of charges in three states. he was held in connection with burglary and arson in pennsylvania he is a suspect in the rape and murder of a new york woman and is accused of kidnapping an elderly pennsylvania couple at gunpoint and then leading authorities on a multi-state chase in may, ending with his arrest and the couple's rescue in south carolina. once again, authorities need the public's help. >> we ask that you be vigilant we ask you to take reasonable precautions, make sure that the doors and windows are locked contact us if there is anything they see that's suspicion.

including an ongoing manhunt for a violent inmate who escaped from custody about 24 hours ago. police say 35-year-old eric abril escaped from the sutter roseville medical center where authorities say he was being treated for an unknown medical condition. people in the area are being advised to use extreme caution and to call 911 if they see this man. he is accused in a shooting that injured a chp officer in april and at that time he also took two bystanders hostage, killing one and injuring the other. abril is described as 6 feet tall with brown hair and a tattoo on his left shoulder. he was last seen wearing just orange inmate pants, no shirt, no shoes. the chp investigating a deadly accident on interstate 280 in daly city when a pickup truck struck someone walking in the southbound lanes. chp is saying the driver stayed at the scene and is cooperating with officers. it is not yet clear how that

it's disturbing. a stunt intended to rack up views. it is known as the boat jumping challenge, and it has people on social media leaping off speeding boats into the water. but the flips for likes has led to tragic results. over the last six months, officials in alabama say the dangerous stunt has claimed at least four lives there drownings that one rescuer says were easily avoidable. >> the four responded to when they jumped off of the boat, they literally broke their neck and basically an instant death >> reporter: experts say if a boat is moving fast enough to create a wake, the water is not a safe landing pad >> hitting the water out of a moving boat is like hitting concrete from jumping multiple stories up so it's really, really dangerous. >> reporter: gail works to educate boaters and prevent accidents on the water. >> you can wind up with broken bones, a broken neck, or you

could run into the propeller of your own boat or another boat could run over you that would cause lots of damage if not death >> reporter: the challenge is not new. we found videos dating back to 2020 tiktok now posting mornings like this noting participating in this activity could result in you or others getting hurt nbc news reached out to tiktok about the boat jumping trend they responded by saying, it is not accurate to characterize or report this as a tiktok challenge and that the company can't comment on something that isn't a trend on our platform. this is not the first social media challenge to cause harm or take lives there's been the skull breaker challenge where three people stand in a line and the two on the outside kick out the middle person's legs causing them to fall back and crack their skull. some tiktokers discovered burns. when they put salt and ice directly on their skin and tiktok has banned the benadryl challenge after at least one teenager died, taking multiple

anti-histamine tablets to induce hallucinations to post experiences online when it comes to these dangerous stunts, tiktok pointed to its community guidelines that state in part, we do not allow showing or promoting dangerous activities and challenging and advising if you see a dangerous activity or challenge, pause for a moment to stop and think before you decide and act. >> i mean, i don't know what to say after seeing all that stuff. but there were some people that were jumping off the back of their boats wearing a life vest. did that make any difference at all when it came to the injuries. >> boating safety 101, right wear a life jacket it is always advisable on a boat just like wearing a seat belt in a car. but our safety expert wanted to emphasize that wearing a life jacket when you jump off a speeding boat would not prevent serious injuries or death. it would not prevent you breaking your neck or breaking any bones. the only way to be safe, hoda, just don't do it. >> yeah, just don't do it. that seems like the best advice. thank you.

tell us about raleigh. >> all of these five are quiet achievers. known as the research triangle now the up and coming sort of silicon valley, if you will. good, hippy, cool vibe foodie, dance, great ballet company, carolina ballet doing really well. >> okay. so if you want to go a little further north as we stroll this way, number four, you say, is bridgeport, connecticut. >> yeah. >> what is it about bridgeport that has people intrigued? >> i think for the new yorker, it is a nice way to have a quality of life. you basically have trains moving every 30 minutes back to the city. >> so you can commute easy. >> go to the theater and get your food and come back. also, if you are a boating person or you actually like fishing, you have the sound right there, great schools,

really nice -- really nice place to be. >> the idea you could be on the water. you could be just a train ride away from new york, but you are in the suburbs where you can chill and relax. >> and it is actually the lowest average medium price out of our top five, only $350,000 to get a home. >> wow, that is something. all right. let's go all the way out west to tacoma, washington tell us the appeal about that. >> pacific northwest is so beautiful. >> yeah. >> it is just outside of seattle. it has outdoors. it has boeing, microsoft it has amazon, so job security is consistent. you also have a quality of life cost that's 20% less expensive so if you are working paycheck to paycheck, this really helps you. >> and what about weather-wise out there. >> great weather i like it, yeah. >> it is your kind of vibe. >> yeah. >> all right if you were a sun person and you're looking for something sunny, the state of florida is obviously a great spot but sarasota is the one you have your finger on. tell us. >> yeah.

it is like all of the luxury and the dynamics of miami, but less expensive. it's a tax free state, hello. >> of course. >> and you have exclusive golf courses. you also have one of the hottest film festivals there. >> oh. >> and a really great place for retirees good climate, as you said. but it's got it going on. >> i like that it doesn't have the hustle and bustle of miami but it gives you some of the good tough. >> yep >> okay, very good all right. the number one city. this is interesting because i don't know that i would have realized this was -- i never heard of this town it's in texas and it is called round rock, texas. i need to know more about this place. tell us. >> it is like a secret because if you missed out on the frenzy of austin which was the number one place to live in 2022, you can get your fix here. >> tell us. yeah >> it is basically set up so that you have dell headquarters. you have switch. you have msn working out of here job security is really good. and then wherever you are there, you're only ten minutes away from a park. >> wait. i see baseball. >> uh-huh. >> tell us about that. what are the schools like?
