weather. there's a flash flooding emergency happening right now across vermont. this is cell phone from a town about two hours south of burlington. look at that water there. emergency officials in vermont say just today at least 19 people had to be rescued by boat. >> meanwhile crews in new york state are assessing the damage after the major flooding that happened there over the weekend. one woman died in orange county, new york, swept away while trying to escape the floodwaters with her dog. at the same time, heat alerts are in effect for florida all the way to california, el paso, texas, has notched 24 consecutive days of temperatures over a hundred degrees. >> joining us now is george solis in high land park, new york. and bill karins. george, what are people expecting in the coming hours and days? >> reporter: good afternoon, kate and ellison. it's cleanup mode.

the heavy machinery has cleaned up the mud and the water behind me. officials say they still need time to assess and make sure that the road here is safe. that will be happening throughout this region. lot of roads and highways needs to be carefully assessed. it eroded a lot of the roadways underneath. there's a tedious process of cleanup also under way for at lot of home owners here, main street here the water's gone but it's still in a lot hoff these basements, a lot of these businesses are closed right now. governor hochul said today during a press conference their message is assessment and making sure that everything's safe. fema will be on the ground to begin providing some of that federal assistance to help them rebuild. you mentioned that one fatality from fort montgomery, a lot of people devastated by the loss.

milbury area, to burlington, the heaviest flooding. any area of great concern up here in northern vermont the rest of today. burlington area, an additional 1 to 2 inches possibly up to 3 inches. some of the rivers are going to be cresting later on tonight in major floodstage. in a few cases higher than irene, one of the hurricanes in vermont's history. rutland northward. we're not done. >> i remember covered bridges during hurricane irene got knocked out. i hope that doesn't happen. right now in northern california police are leading a man hunt for a suspect who has escaped from custody, considered highly dangerous, eric abril is accused of taking two people hostage. now police are looking for any information on his whereabouts.

nbc news correspondent dana griffin is following this story for us. how was this suspect able to escape? >> that's the big question, we know that the 35-year-old was being treated at a hospital, it's still unclear what injuries or potential medical ailments, but around sunday morning police say -- it was around 3:00 that morning, he escaped somehow and there's actually some ring video camera walking through some yards, this is a residential area, he's wearing orange pants and he's shirtless. so this is just moments after he escaped. . the sheriff's office has been asked whether or not the deputy guarding him may have been asleep, their preliminary investigation has revealed that the deputy wasn't asleep during this incident. but they're still investigating to determine how he escaped his restraints and if there were any

policy violations with the particular officers. several neighbors have been weighing in, many are scared because this guy has a history with law enforcement. they say that this is kind of embarrassing for the department that was monitoring him and they're scared. lot of people are now locking their doors. >> dana, for people who are saying police say he's highly dangerous, some sort of past involving a hostage standoff, what do we need to know about this individual's past, what happened with that hostage standoff. >> he h had two hostages allegedly, he said he shot three people, two hostages and a california highwhway patrol officer, one of the hostages died. he was arraigned days later.

so obviously very concerning, because this is a suspected killer who has gone to great lengths before to avoid being captured and here he is again allegedly trying to escape custody. so very concerning for this area and again it's been about 36 hours now since he escaped from that hospital. >> dana, the message from police don't approach this individual if you see him, but do be on the lookout. >> absolutely, he's very dangerous according to police. president biden is now in lithuania where he'll attend a crucial nato summit tomorrow. he kicked off his week abroad in london meeting with leaders there. megan fitzgerald. megan, earlier today, president biden met with the british prime minister, met with king charles as well, what was discussed in those meetings. >> reporter: earlier today we

saw the president arrive here, he was received by king charles. it was a grand welcome if you will. the king's guards that were there. he got a royal salute. they played the national anthem. he and king inspected the troops before going inside having tea and of course this larger conversation happened around climate change which we know is very important to the king, something that he's been campaigning on, something that he's been speaking out about. we saw president biden meeting of course with the prime minister of the united kingdom the two talked largely about ukraine. unyielding support for the country. continue to provide them with weapons and defeat russia. but of course this just comes days after we heard about president biden agreeing to give these cluster munitions to ukraine which is incredibly controversial given that the

united kingdom is 1 of 100 nations that has banned those weapons from being used. kate. >> megan, thank you. president biden is where you are in llithuania, through to atten the summit. what else is on the agenda there? >> reporter: some big topics when this all starts tomorrow. some of those topics are how to bolster nato's defenses especially on the eastern flank, which is in the soviet orbit -- the russian orbit, they want to talk about getting sweden into nato, gng countries to contribute 2% of their gdp to nato defenses. and so these are all very important subjects. the main focus is going to be ukraine, how to keep supporting ukraine, how to step up that support for ukraine and obviously they'll be discussing ukraine wanting in to nato.

malaria cases are popping up in the u.s. with two cases reported just last week in florida. here's what's interesting, both were domestic cases, not linked to travel outside of the country. >> reporter: two new cases of malaria reported in sarasota county, florida a total of seven cases in the u.s. this summer. one in texas and six in florida. now public health officials reprepared to deal with this in florida, hot and humid and mosquitos are often in florida so they do have a system in place, in fact as of last friday, the county in sarasota was using a plan to spray pesticides to kill some of these mosquitos. battling a disease like malaria it's the mosquitos that people have to control. mosquitos that can give malaria to human beings live two, three weeks, only travel as far as a mile. that's why these cases have been

toll on mr. gwen who left the talking to his attorney. our cameras were inside the courtroom for what was anticipated to be his pretrial. instead, both parties announcing it had come to an agreement. it requires him to undergo 35 hours of community service, pay restitution, comply with a restraining order and not incur any more arrests within the period of six months or whenever he completes community service, which ever is longer. his defense attorney mentioned this was a diversion agreed upon based on the over 50 instances that mr. gwen and his neighbors tried to reach out to social services for that unhoused woman involved. now prosecutors originally asked for 50 hours. they eventually agreed to 35. in a statement, san francisco d.a. said in part, quote, although he asked for more service hour, we are satisfied with the order for mr. gwinn to

down everything. the city said there is no evidence that anyone's personal information was stolen. city emergency systems are still running and operational. the chp is investigating a deadly crash in daily city on 280. that's when a pick up struck a pedestrian in the southbound lanes. the chp says the driver stayed at the scene and is cooperating. it's still not clear how the pedestrian ended up in the south baund bound lanes. and the search continues for a man who escaped from the medical center. he's accused of taking two hodge hostages, killing one and shooting another. he was in custody in jail but was admitted to the medical center last thursday for an unknown medical condition. people in the area are being advised to use extreme caution. the weekend features cooler

listened. that he talked about wagner group's participation in the war in ukraine. future combat roles for these fighters and the fighters pledged their loyalty to president putin and also to russia, saying they were ready to fight for the motherland and all of this is so sort of odd because you'll remember on that day, president putin came out with this very strong statement in the early hours when this attempted mutiny started, calling these people traitors and promising very strong punishment. five days later he invited them to the kremlin. >> kelly, it's hard to believe for at will of viewers that it's been over 500 days since this full-scale invasion began, you have no reporting from speaking with people who have been at the heart of this fight who have taken physical injury in the process, what has stood out to

you and what are people telling you? >> reporter: yeah, the biggest thing that has stood out to me is the types of injuries, we spoke to volunteer medics who are spending a lot of time on the front line trying to evacuate some of these ukrainian soldiers and the soldiers themselves, the medics saying it's really tough, they're seeing amputations, a lot of shrapnel wounds. we heard a lot about the intensive defensive lines of the russians, those mine fields, the trench warfare, the artillery being fired at them. this is what one soldier told me, he had been on the front line, he said his unit actually got those -- across those russian defenses. this is how he described it. >> translator: the most difficult thing is to move forward without connection,

the girl is just 14 years old. she was found about two weeks after her grandmother reported her missing. nbc news national correspondent miguel almaguer joins us now, on paper this is horrific, so many unanswered questions, break this down for us. so far what have police been able to learn about this missing girl? >> reporter: well, we know there are multiple agencies that are investigating, few details have been shared. the human trafficking task force and the military's ncis is all investigating. military said that an active duty marine was taken into custody for questioning but at this hour we know there remains no official arrest or charges. the girl vanished on june 13th and she was found on the 28th inside the highly secured base in a building that houses marines. those two facts have raised a
