will be getting hotter. we'll start to feel it today. coming up several degrees for the south bay, headed for the mid-80s. the peninsula reaching 78 degrees and 90 in the tri-valley today. we're also going to see a lot more sunshine. we're seeing that in san francisco. as it clears out, the temperatures head for the upper 60s. in the east bay in the upper 70s. for the north bay, expect high temperatures to reach into the upper 80s. we're going to pause it here and see more of these temperatures for the next several days and then ramp it up even more for the weekend. we'll talk more about that in a few minutes. mike, you have the traffic alert continuing in contra costa county? >> it sounds dramatic, a car fire blocking a couple of lanes. it is dramatic for folks coming out of antioch because it's slowing from lone tree way up to loveridge where the activity is. people are out of the car and the fire is still going on. but then things clear up past that, and actually it makes things lighter as you head

toward pittsburg, bay point and toward concord. no major issues as far as the backup on 242 or the walnut creek interchange. we have the buildup holding steady from earlier slowing. nothing bad through berkeley, but then we have the backup at the bay bridge toll plaza. we're loosely filled in the end of the parking lot and just starting to build toward the over-crossing. back to you. >> thank you. the search continues for the gunman who robbed another high-end designer store in san francisco's union square and police say the same crew may be tied to at least one other robbery. "today in the bay"'s ginger conejero saab is live in san francisco. ginger, this is another blow to the city's struggling downtown retail sector right when they don't need it. >> reporter: that's right. unfortunately so, kris, downtown san francisco taking hit after hit in what is being called an exodus of retail businesses

downtown. now an armed robbery. this time it was at the gucci store on stockton street. sfpd confirms the robbery took place after 3:30 yesterday afternoon. pd told nbc bay area in a written statement that the vehicle the robbers' used was also involved in a separate robbery and that officers saw and pursued the car, but they eventually lost it on the peninsula. nbc bay area spoke with a witness by phone who was there when the robbery happened. she said there were anywhere from four to six men involved. she and her daughter entered the store just seconds before robbers burst in and began grabbing handbags from displays. >> i just couldn't believe what i was looking at. they were just pulling things off the shelves and running back and forth, and i saw a gun in the waist and that really scared me. at the time my daughter had just been escorted to the basement to use the bathroom.

>> reporter: well, our witness said she was afraid her daughter would return from the bathroom while the gunmen were still in the store and one might get spooked and hurt her. she said she and a clerk were in tears after the robbers left. both thankful that no one was hurt. since the start of the year, the city has seen the exit of more than a dozen national retailers from the downtown area, many of those retailers have also closed their outlets in other cities. some have moved to smaller locations in san francisco and they say this is a response to a shift in national customer shopping. luxury larceny is not just here in san francisco but in other places in the country and even around the world. a couple months ago new york city made a big crackdown on luxury larceny. they took one down, a big retail ring that happened, multimillion dollars' worth of stolen goods that sent a big message to people there in new york city.

cleared essentially to enter the nato alliance with turkey making that surprise decision to allow it. and that basically clears the way for these allies to seriously consider a pathway to membership for ukraine. though that is very unlikely to happen while the war is ongoing. president biden greeting the nato secretary-general before meeting with world leaders today in lithuania, kicking off a nato summit that could have critical implications for the war in ukraine. >> we're also going to discuss our support for the people of ukraine and i want to thank you for your partnership and leadership as we take on this challenge together. >> reporter: president biden set to meet tomorrow with ukrainian president volodymyr zelenskyy as he steps up his calls for nato membership. >> we see our future in european union in nato. >> reporter: ukraine's acceptance on hold while the war continues, though the nato

the president of ukraine is criticizing the nato alliance for what he's saying is uncertainty that he says is weakness when they've been a little wishy washy about how and when ukraine might be able to enter the alliance. president biden has long said that it cannot join while the war is ongoing because that would pitch the entire alliance into direct armed conflict with russia. >> alice barr in washington this morning, thank you. also in washington, a live look at the white house. so this is happening today, a classified briefing under way surrounding the impact of artificial intelligence and adopting new safeguards. senate majority leader chuck schumer organizing this briefing, and he says it's going to instruct senators on how the u.s. is using and investing in ai to protect national security. it will also outline the u.s. adversaries and what they're doing. last month senator schumer called for comprehensive new

legislation to address artificial intelligence. a south bay nurse is recovering after she was bit by a shark while vacationing in south america. doctors are now treating delia yriarte at an ecuadorian hospital. she was bitten july 4th in the galapagos islands as she was returning to shore after snorkeling. she says at first she thought maybe she scraped a rock, but then she felt a touch, a strange sensation and then her leg went numb. she got back to shore and called for help. >> when i turned, i noticed blood, and i said, i have an injury, but i have no idea what kind. by the time i got to the shore, i was already a little more tired, i was anxious, but then i realized that my knee had a tear from both sides. >> she says she only learned that it was a shark bite later at the hospital from a doctor. since then, she has had five

tendons repaired and several surgeries. she doesn't know what kind of shark bit her, but she's been told it was maybe a black tip or reef shark. new this morning, state fish and wildlife agents are hoping to capture a sea otter acting aggressively toward surfers in santa cruz. these show the otter hopping onto different surfboards on sunday. at some point it went from cute to kind of scary because the otter bit a board. the sea otter is a 5-year-old female that was born in captivity, which can easily be identified by the blue tag on her left fin. she is often seen there. so far she hasn't hurt anybody but a team of trained experts are working to expert her. >> maybe she's teething. >> i don't think so. >> the surfers are always around the sea otters and usually they just keep going. >> she's been doing that for a while. i've seen other images of her hopping on.

good tuesday morning. the time is 6:16. as we take a live look outside in san jose, bright, sunny, a clear start to our day. the sunshine continues, warming our temperatures up much more quickly. at noon we're at 80 degrees and headed for the mid to upper 80s today. we'll get a look at hotter temperatures in our microclimate forecast coming up. there we go, westbound, away from us on 92, heading toward the high-rise. a smooth drive to the peninsula. however, the south bay and east bay both have alerts that have been issued. the latest for the south bay, we'll talk about san jose's slowdown coming up. wall street is set for a flat open this morning after the markets snapped a three-day losing streak. investors are gearing up for

tomorrow's inflation data, which should also set the backdrop for the future direction of interest rates. traders are pricing in another quarter point interest rate hike when the fed meets later this month. comedian sarah silverman is part of a new lawsuit accusing meta and chatgpt's open ai of copyright infringement. the two separate class action lawsuits claim that the content created by the comic was used to train the chatbots without her permission. that includes "the bed wetter". so far meta and open ai are not commenting. an inside look at the southern california home that went viral for its location. so this so-called troll house sits under the bridge in alhambra. the one-bedroom, one-bathroom

up for the weekend even more. so today in san francisco this is where we're finding the relief from the valley heat. looking at some 60s throughout the city today. in the north bay it's ranging from 60s near the coast to upper 90s in ukiah and sonoma today reaching 86 degrees. so what's happening is high pressure is building. it's been the big story across the nation as the record heat across parts of the southwest. now the high pressure that's causing that is making its way closer to the bay area. it's going to force back that ocean breeze, our valley temperatures are going to be heating up. for the next couple of weeks we're looking at hot temperatures and definitely hotter than we've seen recently as it continues all across the south and parts of the southwest. take a look at concord and what to expect. our temperatures going from 80s to upper 90s on friday. and then peaking on saturday at 102 degrees. and then those steps start to come back down as we reach into

the mid-80s next week. so it's still going to be hot for several days in the forecast for the weekend. so we're in the low 90s today, tomorrow and on thursday, it gets hotter on friday, reaching the peak on saturday, and then gradually coming back down, but not as hot in san francisco, with upper 70s there for the weekend. mike, you've been watching a couple of issues. >> the second one is in san jose and it's an alert. we have two alerts, north 101 just shy of alum rock, a crash involving four vehicles. i'm not hearing about major injuries but we are seeing a pretty good slowdown. watch for the activity, because the outside lanes are open but the middle lanes are the issue. folks have to get around. that's the start of the buildup for the south bay. highway 4 is the other one as you're coming out of antioch. the tri-valley is looking great. back to you. next on "today in the bay," nbc bay area responds. >> resort fees are all over the

for the inland areas. let's get a live look in san rafael, starting out clear, where yesterday it was cloudy at this time. so already seeing a change. we're going to see that marine layer peeling back, lots of sunshine today. at least we do have a cool start. it's 50 degrees right now. at 9:00 it's 59 degrees, and at lunchtime it's 74, heating up into the mid-80s in that area. we're going to see some valley temperatures in the upper 80s and low 90s. livermore reaching 91 today and 81 in mountain view. so the warming trend is getting started. we'll talk about how hot it gets coming up. mike, one of your alerts has cleared up? >> the one in san jose. that's great timing because the build is on. you'll notice close to the incident marker you see that sensors are turning orange instead of red. the recovery is rippling back to the start of the buildup, now pushing back toward capital expressway. a little slowing for 87 but not dramatic. the other alert continues for highway 4. there was an earlier car fire.

the slow lane is blocked by crews that are there. not a major issue but it is causing more slowing and build out of antioch. then it builds up again at bay point heading toward concord. nothing dramatic for 242. this pattern shows you we have typical spots, but lighter traffic flow, including at the bay bridge toll plaza. still good movement. back to you. >> thank you. new this morning, a surprise twist for disgraced theranos founder and ceo elizabeth holmes. they will be freed from prison sooner than originally thought. >> "today in the bay"'s bob redell is here. what kind of sentence reduction are we talking about? >> good morning, kris and marcus. elizabeth holmes' prison sentence has been reduced by two years. the bureau of prisons website now shows her release date as december 29th of 2032, instead of 2034, which means her 11-year prison sentence has reduced to nine years. the bureau of prisons wouldn't comment specifically, out of

respect, they say, for her privacy, security and safety. but they say that generally speaking inmates can have their sentence reduced for good conduct and for completing programs for rehabilitation and substance abuse, things like that. holmes, who is 39 years old, reported to a women's prison camp in texas this past may after she was convicted on four felony counts of fraud and conspiracy for duping investors into buying into theranos, her company that falsely promised they could perform blood tests with a single drop of blood. former executive sunny balwani is also serving a prison sentence. both he and holmes have been ordered to pay over $400 million in restitution to their victims. reporting live, bob redell, "today in the bay." >> thanks, bob. happening today, a south bay couple accused of running an unlicensed backroom botox clinic is due to appear in court. prosecutors say the 45-year-old and 48-year-old illegally injected patients in their san

jose home, not a clinic. authorities arrested them in may. they are charged with practicing medicine without a license. oakland leaders today will debate a $75,000 pay hike for mayor sheng thao. the adjustment is tied to salaries in similar sized cities, but not everyone in oakland is on board. this comes in the midst of new data from the state controller's office showing san francisco mayor london breed is the highest paid mayor in california. she made $357,000 last year, with benefits it approached $450,000. former l.a. mayor eric garcetti made just over $300,000, san diego's mayor made $236,000, and in fourth, oakland mayor libby schaaf with $226,000. former san jose mayor sam liccardo fifth highest paid at $209,000. as for oakland's pay hike, one council member is opposed.

>> i will not be supporting that action, considering the fact that of the financial condition that the city of oakland is in today and will be in the coming year. >> if oakland's finance committee signs off today, the council will hold a vote next week. the city of hayward is still reeling from a ransomware attack that's left many i.t. systems and websites at a standstill. city leaders discovered the problem sunday morning. phones and emergency dispatch services are not impacted. but the fbi is now assisting in this investigation as well. if you are among the folks who need city services in hayward or you maybe need to pay a parking ticket, for example, you'll probably have to do so in person like this woman. >> pay my parking tickets that i need to take care of asap, i was just hoping maybe they'll accommodate the public a little bit based on the situation. >> our i.t. department, along with our cybersecurity

consultants assessing the extent and the scope of the intrusion. at this time it does not appear that any personal information is compromised, and as for what the hackers want, that has not been made public. let's take a live look in lithuania where the two-day nato summit is under way. ukraine has been making a bid to join the alliance since russia's invasion, but in the past president biden has said the war must end first. speaking with the "today" show this morning, blinken says that the summit will highlight nato's support for ukraine. >> i think what you're going to see happen over the next couple of days is a clear demonstration of the progress that ukraine has made toward eventual membership. that's going to be reflected in what comes out of the summit, as well as work that still needs to be done. i think everyone has been clear, including president zelenskyy, that in the midst of a war membership can't happen. but they've made progress and the alliance will lay out the

further reforms, both in terms of their security work and their democracy that are necessary to keep moving down that path. >> you can see the full one-on-one interview with savannah guthrie later on the "today" show. that's ahead at 7:00 right after us here on "today in the bay." there is extreme weather happening now on the east coast, the images are just really shocking, heavy rains moved through parts of new york causing major flooding. >> you can see washing away roads, many homes. "today's" kristen dahlgren tells us 11 million people are still under flood watch. >> reporter: hi, there from main street in montpelier, where you can see it is completely flooded. feet of water in the downtown area here. and it continues to rise. take a look over here and you can see just how quickly the water is pouring into this area. two rivers converge right here so the water now spilling over both banks and coming in from

both sides. you can see that car, when we got here this morning it was about a foot more of it visible. so the water is really coming up quickly. this is just one of the areas in vermont that has been devastated. there were flash floods across the state and the rain continuing on and off this morning as we continue to watch. officials now concerned about a dam above the city here. they say it's approaching capacity. they may need to let some water out, which could be devastating. they are still warning everybody to be ready to head to higher ground. back to you. >> the scary thing, that's not the end of it. they're still seeing scattered showers around parts of vermont and yesterday we talked about how hudson valley had a whole summer's worth of rainfall in just one day. >> unbelievable. >> it's unbelievable. and we're seeing all of this energy in these storms coming through, just run-of-the-mill storms, but they have much more

moisture in them. so we're still seeing the impacts of the storm system moving across the northeast, but it is starting to taper off. so that's the good thing. we'll continue to monitor that. and then the other big story has been the extreme heat across texas and parts of the southwest, phoenix again today hitting 110 degrees. and what makes it worse is that the overnight temperatures only dip to about 90 degrees, so it's even hot during the overnight hours. we've been talking about this, the high pressure that's been causing that is starting to nudge its way closer to california, so that heat will be building for our inland areas as we head toward the end of the week. we're going to start to feel that today in our interior valleys, reaching into the upper 80s, low 90s. 92 in morgan hill and santa rosa in the upper 80s. about the same tomorrow for many spots, while the coastal areas still stay nice and mild thanks to the coastal fog. and it's still going to be just as hot as on thursday, but then

temperatures ramping up again on friday. we'll talk about that in a few minutes. mike, you're starting to see changes in the south bay. >> changes with the speed sensors. great news, we have recovery happening right where the earlier crash was. it looks like all lanes are clear. maybe some activity on the shoulder. a little slowing north 101. there is a build, typical, we call that out every day from capital expressway. more focus toward the airport, as the bulk of traffic that was held up behind the crash gets up there. it joins with 87, which shows the build as well. we know more slowing is coming because of the traffic out of san martin. it's not that bad as far as any severity of any flow of traffic being impacted by that. we're looking toward the san mateo bridge. the build is on here, too. westbound, a nice smooth flow to the peninsula. feeding off of 880 through hayward, pretty typical. later on, last week and this week, we have periods of time like 9:00 this morning until 2:00 p.m. today, work on state route 131, tiburon boulevard.

today with cupertino reaching 87 degrees and 92 in morgan hill. for the east bay, oakland reaching 77 and danville headed for 90 degrees, while antioch reaches 93. still mild for half moon bay and dal eye city in the mid-60s. in san mateo we're reaching 75 for a high temperature today. 60s in san francisco with a breezy wind and temperatures in the north bay from 77 in mill valley to 97 in ukiah. in santa rosa, 88 degrees. you may be wondering how are our reservoirs doing. for our four largest reservoirs across northern california, they're doing pretty well. on average, they're at 83% of capacity, with like orrville the best at 98% of capacity. looking at the next several days, it's going to be high heat and, of course, more water usage. try to think about conserving when you can. our temperatures will reach into
