president biden rejected ukraine's nato membership, but is still pushing for more arms for that country. we're live in washington with a look at what's at stake. putting an end to open-air drug markets in downtown san jose. the efforts launched last night by the mayor who is working with neighbors for change. also -- >> the sooner we find meaningful solutions to those issues, i think the better for everybody. >> some short-term rentals in san francisco are going unbooked. see what's behind the drop and the changes some hosts are making in order to survive. this is "today in the bay." good morning to you on this wednesday. thanks so much for allowing us to be a part of your morning. i'm marcus washington. >> i'm kris sanchez. laura garcia has the day off. we're going to check those drive times in a moment, but first we want to start with that forecast because meteorologist kari hall is tracking an excessive heat warning. >> yeah, that's going to be

hitting us for the weekend. it's going to be just as warm as it was yesterday and a nice, cool start to the morning. we're starting out with a level playing field here. it's in the 50s all across the bay area. but then we do start to see those temperatures heating up with our south bay highs in the mid-80s, reaching 85 in the south bay, and for the peninsula mainly some mid-70s, feeling mild there and warmer in the tri-valley with temperatures heading for 90 degrees. also warm in the north bay with those valleys in the mid to upper 80s, and san francisco staying in the 60s today with some clouds now, but it will be clearing out. and for the east bay, headed for the mid to upper 70s. we'll get a look at what to expect heading into the weekend coming up when that warning kicks in. mike, you're looking at the cones on the golden gate bridge. >> we have cones and you can't see it because of the fog, low clouds at the golden gate bridge. not a major issue right now for drivers, but chp did give a pretty stern warning about visibility over the course of the morning. some flashing lights, crews are

moving cones. we should see some slowing sensors over the next few. no concern or surprise. the rest of the bay is looking really good. do note that we have construction on northbound 680, especially north through san ramon, but also the closure through sunol. opposite the commute. here is a live look in lithuania where nato leaders are in their second day of the two-day summit. among today's attendees, ukrainian president zelenskyy. >> he's expected to sit down one-on-one with president biden and it follows nato's announcement of a possible path for ukraine to eventually join the alliance, a path that president zelenskyy is already calling way too vague. "today in the bay"'s alice barr is live on capitol hill. that's just one of the critical topics to be addressed today. >> reporter: good morning, kris and marcus. it is, but it is the biggest one certainly at this point. as you said, the key word is

eventual membership. so presidents biden and zelenskyy have always had a really warm relationship and it's unusual to be talking about any kind of tensions between them. but this question of when and under what conditions ukraine might join nato is really testing that relationship. day two of the nato summit in lithuania, setting up a critical meeting between president biden and ukrainian president volodymyr zelenskyy, as the war-torn country's leader presses for a clear timeline for joining the powerful security alliance. >> we'll fight for this, it's security guarantees for ukraine on the way to nato. >> reporter: president biden has repeatedly resisted ukraine joining while the war is ongoing, to avoid pitching all of nato into armed conflict with russia. the nato secretary-general offering this guidance. >> we will issue an invitation for ukraine to join nato when

conditions are met. >> reporter: not concrete enough for president zelenskyy, who criticize today alliance on twitter writing, quote, uncertainty is weakness. analysts point to the central dilemma. >> if you say you join after the war, you're giving russia an excuse to continue the war for as long as it possibly can. >> reporter: there is division over a controversial u.s. decision to provide ukraine with cluster bombs, banned in more than two-thirds of nato countries because of a history of increased civilian casualties. the u.s. calling it a temporary stopgap while allies restock other rapidly depleting munitions. >> if they run out of ammunition, they will be defenseless. >> reporter: a delicate balance to defend ukraine without offering the full protection and pitfalls of nato membership. allies at the summit are promising to step up their support for ukraine in its fight against russia.

president biden will be delivering a speech later today focused on that commitment. >> alice barr in washington this morning, thank you. developing right now here at home, neighbors living here the martinez refinery are raising a concern about a cloud of dust seen nearly 24 hours ago. >> a hazardous materials team is looking into whether the dust may be toxic. bob redell is live in the east bay. what do we know about this? >> reporter: well, good morning to you, marcus and kris. we know the contra costa county health department has taken samples of the dust released by the martinez refinery company behind me. they've sent the samples to a lab and they should know by the end of the week whether or not that dust that was released is toxic. martinez refining company says the substance is called coke dust, it's a byproduct of the refining process that was emitted from the plant at about 8:30 yesterday morning. the refinery says it reported

the release to the health department almost two hours later. now, the health department encourages anyone who comes across this dust to clean it up with soap and water. you might recall last thanksgiving this same refinery accidently released another byproduct and they didn't report it, the refinery didn't report it until after people who live around here complained about the dust in the neighborhood. now, we spoke with the group healthy martinez. they say the refinery shouldn't have waited two hours to report yesterday's release, that they should have reported it immediately. they want more information about what's coming out of the refineries here in martinez. >> i wonder if we know about every release there has been. maybe stuff that is just routine is still not good for you when you're exposed on a regular basis. >> they simply have to make the investment so they do not contaminate the community. >> reporter: that was the

congressman whose district includes this area. he tells us the asthma hospitalization rates in martinez are 75% higher than the national average and congressional action may be needed to force upgrades. now, in a written statement, martinez refining company says it notified contra costa county health officials and the spokesman wrote refinery personnel are conducting offsite monitoring and we apologize for an inconvenience this may cause our neighbors. residents and business owners, if you have a claim or concern related to the release, you can file one with the refining company, the martinez refining company. we have that information on our website at nbcbayarea.com. reporting live here in martinez, bob redell, "today in the bay." >> thank you very much, bob. that's a long time to wait. 5:08 this morning. and we are learning more about a chase from last night in the city that closed down several lanes of 101 and 80 interchange.

police are saying around 7:30 last night officers spotted a car that belonged to a wanted robbery suspect. they tried to pull that driver over on the freeway, but they just kept going. that driver was eventually stopped at eddy street and taylor. two people have been detained and the investigation continues. san jose leaders are taking the first steps to tackle the growing problem of open-air drug markets. last night mayor matt mahan joined leaders from the san jose police department, san jose state and also the homeowners associations nearby in a new push to disrupt what is a growing problem in some communities. this is a story nbc bay area first brought you last month, which was part of the impetus for last night's meeting. some neighbors say they fear that san francisco's crackdown on the same kind of drug markets is pushing that problem into the south bay. >> we're seeing a lot of new faces come in here and if we don't take action right now with arrests -- >> police response doesn't solve all of our problems. we need to house people, we need

to train people and get them into jobs, we need more inpatient treatment options. >> matt mahan, the mayor, the promising more police patrols for starters. in the last year, officers did make more than 400 drug arrests in the downtown area of san jose but that only accounts for about 10% of the total number of drug arrests. new this morning, some bay area short-term rental hosts are feeling the squeeze this summer. san francisco airbnb bookings are down. property owners believe it's happening for many reasons. while tourism is bouncing back, the businesses are still moving out of san francisco, meaning fewer businesses and hotels are offering better deals. some believe the perception about safety may be part of it as well. one leader of the advocacy group says there are ways to ease concerns. >> and also advise the guests on ways to make sure that they

don't become victims of crime. so if you're driving into the city with a rental car, make sure you don't leave any valuables inside, point out areas which are not so safe to go. >> he also believes san francisco tourist areas are just as safe as any other big city. he recommends hosts try to entice renters with new rental pictures and even reduced rates. a live l where kari has been telling us temperatures are going to climb through the end of the week, and further inland it will be more in the realm of triple digits. ahead of the heat wave, the state office of emergency services will hold a media briefing on what they're doing to prepare. a virtual news conference is set for 1:00 this afternoon. this high heat can pose health dangers and even lead to heat stroke. meteorologist kari hall is here right now with some helpful tips on those signs you can look out for. >> as it gets dangerously hot

over these next few days, we want to make sure you're taking care of yourself and people around you. and notice the signs of anything that's off as we deal with heat. heat exhaustion, the symptoms of that is heavy sweating or you may have weakness or fainting, as well as pale or clammy skin or muscle cramps. that's when you need to get hydrated, move into the shade or air-conditioning. more severe is heat stroke. at that point there may not be any more sweating, a throbbing headache, as well as hot, red, dry skin, or you may lose consciousness. that's when you need to seek some medical help and call 911. now, we're going to have some dangerous heat, you need to pay attention to how you feel and make sure you're taking care of any of those symptoms. let's send it to mike with a look at how this morning's commute is rolling. >> those were outstanding tips. thank you for that. the commute is rolling really

it is 5:15. good wednesday morning to you. as you get ready to head out for work in richmond, it's cloudy and in the low 50s right now. we're going to have a cool morning and some peeks of sunshine throughout the day. it's all clear at noon and temperatures stay nice and mild here but the valleys will be much hotter. we'll talk about what we're expecting over the next few days in the microclimate forecast coming up. at the golden gate bridge we saw all those cones and the

flashing lights on the northbound side a few minutes ago. what a difference a few minutes makes. we're ready for the morning commute. the crews should be around spencer avenue, already well into their workday. let's check in with pippa. >> good morning. wall street is set to open slightly higher as investors await a key report on inflation. consumer prices are forecast to have dropped to around 3% in june, which would be the lowest level in more than two years. but inflation that strips out food and energy prices could still be elevated above 5% well above the preferred target of 2%. this could dictate how the fed will move on interest rates with traders expecting the fed to hike rates this month. stocks rallying yesterday with the dow up more than 300 points. inflation is weighing on back-to-school spending. deloitte's annual survey finds shoppers plan to spend 10% less per student. the biggest declines are on clothes and technology.

shoppers cite inflation and their personal financial situation as primary reasons to cut back. the cost of school supplies has risen nearly 24% in the past two years. and google has pulled the plug on an ai-powered chatbot aimed at gen-z users. they recently scrapped an app being dropped, and internal documents show the chatbot had been in the works since 2021 and featured human-like conversations with users. it was reportedly put on the back burner in favor of bard which was launched in february. back to you. >> thanks, pippa. leonardo dicaprio is recognizing his own roots. he is provide financial aid, which dicaprio received in the

1980s. and it has a climate education program aimed at teaching students about the science behind climate change. he has long been an outspoken advocate for addressing our climate in crisis. speaking of climate in crisis, this heat, i saw the graphic we had and it was just showing the areas that were triple digits. >> it's going to be a lot of the inland valleys as we go into the next few days and we are going to talk about that as we are approaching that heat. but it's getting a little bit warmer today and that's going to be the main story over these next few days. so as we take a live look outside in dublin, it is all clear right now and our temperatures in the mid-50s. nice, cool start to the day. as we go late morning into the afternoon, the sky will clear and it's going to be a fairly mild day, just as warm as it was yesterday. take a look at some of these numbers and what to expect. in spots like livermore we're headed for 91 degrees, mostly upper 70s and low 80s for parts of the coastal areas in napa,

and then you head farther inland like santa rosa and it's going to reach into the upper 80s. san francisco will see a high of 66 degrees. in the seven-day forecast that's at the bottom of the screen, after friday is when temperatures spike even more and we're seeing those temperatures heading up into the mid-90s on friday afternoon, santa rosa reaching 94, and 96 in concord. check out fairfield, 103 degrees. and as the temperatures heat up, the air quality will worsen. we see a mixture of ozone, as well as whatever pollutants we're putting up there getting pushed back to the ground as high pressure moves in and that's going to cause unhealthy air quality, especially for sunday into monday as we continue to get those hot temperatures all across the bay area. so not only are you avoiding time outside during those hot hours, but if you do have to be outside, make sure you're drinking lots of water, a cool towel helps cool your core temperature down, as well as never taking your pets out

walking during those hottest hours of the day. wear the sunscreen and avoid those peak hours between 11:00 a.m. and 5:00 p.m., and inside of a parked car it can be over 150 degrees. this heat is going to be with us for a while, but then start to ease up as we head into next week, so the excessive heat watch goes into effect this weekend, starting on friday, continuing through sunday. and even though these temperatures are going to be pretty hot, it doesn't look like for most of us we're going to set any new records. we're going to see highs in livermore on saturday up to 104 degrees, but that will not be a record. we'll be very close, though in a lot of areas. as we take a look at our seven-day forecast, temperatures spiking for the weekend, the peak of it will be saturday and then gradually easing off for the beginning of next week. san francisco will be fairly mild, but we will warm up to the upper 70s, not nearly as hot as it will be inland. mike, you're seeing so far a smooth flow of traffic. >> a beautiful flow of traffic.

we have live team coverage on the coming triple-digit temperatures for parts of the bay area and when it may reach your neighborhood. plus, a historic brewery in san francisco is making a big announcement this morning. we have the details. also, another state limits abortion access. the new measure just passed in iowa and the growing list of states where now abortion is not available. this is "today in the bay." thanks so much for joining us on this wednesday morning. i'm kris sanchez. laura garcia is off. >> i'm marcus washington. we have a lot to get to this morning for you. first, our top story, that scorching heat on tap for us. >> this morning we have live team coverage on the triple-digit heat that is headed our way. emma goss will have a closer look at how cities are preparing. first, we want to get a look at how hot it might get. meteorologist kari hall is here with more. you've been warning us about this all week. when can we expect the start of

the triple digits? >> the triple digits kick in on friday and continue through sunday and it's for the areas shaded in red that are included in the heat watch that may turn into an excessive heat warning as we get closer to friday. we're starting to feel temperatures ramping up and having to plan our day around the heat, going out to the playground or going for a walk, try to get it in before noon. that's when temperatures really start to ramp up in brentwood and head for the mid-90s in the afternoon. you may find yourself touching the slides to see if it's too hot for the kids to go down on the playground equipment today. we're going to see a lot of our temperatures starting to warm up, but just as warm as it was yesterday with south bay temperatures in the mid-80s. mid-90s for some spots. then the north bay in the upper 80s. san francisco still staying cool. we can see the fog over the city right now, keeping it from really having to deal with the excessive heat we'll see inland. we'll talk about how things change as we head into the

weekend. that's coming up in the full microclimate forecast in just a few minutes. >> thank you. now we want to head over to "today in the bay"'s emma goss. you have been at one of several cooling centers opening starting today in the south bay. >> reporter: that's right, marcus. i'm at the community center in san jose, one of several that are opening starting today so people can stay healthy and cool during this heat wave. and in addition to opening up cooling centers across the city, san jose encourages residents to check on elderly relatives and exercise during the afternoon -- to avoid exercising during the afternoon, as that is the hottest part of the day, and to be extra careful when hiking. there are more rattlesnakes and snakes that come out.

long time beer lovers crying this morning. big hit for the city. >> that's right. i know i spent some time there with family, even kids at public taps. this is going to be something that is going to be felt in the neighborhood and throughout the bay area. but anchor brewing is citing economic factors. it's not part of the retail exodus we're hearing about that's happening downtown. they say years of declining sales is one of the reasons it's taking this step. they made the formal announcement in a release this morning. it reads in part, quote, anchor has been dramatically impacted by economic pressure that has made the business no longer sustainable. anchor has invested great passion and significant resources into the company. unfortunately, today's economic pressures have made the business no longer sustainable, and we had to make the heartbreaking decision to cease operations. anchor will be closing its doors, stopping operations and liquidating its business after 127 years of brewing beer in san francisco, as marcus mentioned.

anchor is known as america's first craft brewery. it introduced the first american pale ale and pioneered new brewing practices. and while many will be saddened that anchor is closing its doors, they may not be completely surprised. anchor recently announced it would be making nationwide cuts to production, limiting beer sales only to california, and ceasing production of its christmas ale. the hope was to save a decision like this. that has not happened. in the end, expenses simply continued to outstrip their revenue. so what happens now? anchor is seeking an alternative to filing for chapter 7 or chapter 11. instead, they're liquidating their assets to pay their creditors and anchor has made repeated efforts over the last year to find buyers for the brewery and its brands but none have come to fruition. that can obviously still be a possibility moving forward. anchor has stopped brewing and will continue packaging and distributing the supply they

have while available around the end of july through the end of july, now that public taps will also remain temporarily open to sell the remaining inventory. guys, back to you. >> i guess all great things come to an end. >> no buyers. that's so wild. >> maybe now that the news has come out, maybe somebody will reconsider. >> thank you, ginger. alameda county leaders have approved a new plan to crack down on side shows. supervisors yesterday passed that new ordinance calling for fines of up to $1,000 and six months in jail. people attending the side shows can also be cited and we've seen that in other municipalities. cities including oakland and san jose have similar get tough laws. some critics argue that it unfairly targets people of color. the ordinance is expected to go into effect in 30 days. one san francisco leader is on a new push to stop a surge in

car break-ins. supervisor dean preston is asking the mayor's office and a number of agencies to present a new plan to crack down on break-ins, which police say have topped 10,000 this year alone. he represents the haight ashbury square, as well as japantown districts. activists will gather in san francisco to protest a recent decision by the district attorney, brooke jenkins, to drop criminal charges against an officer tied to a controversial homicide case. in 2017 officers shot shawn moore on his front porch after responding to a noise complaint. investigators later determined he physically attacked the officers, but was not armed. moore survived the shooting but died four years later while in prison in part because of that injury. previous da boudin eventually charged the officer right before he was recalled. last week brooke jenkins

abruptly announced she was dropping the charges. she believes the evidence points to self-defense. oakland police commissioners are calling for backup to help in the search for a new police chief. the commission announced yesterday it's hiring a consulting group. the byers group is a black-owned firm based in southern california, this is all coming after the department fired former chief leronne armstrong in february. the commission is hoping to nail down a short list of candidates by november. a new bill banning most abortions in iowa is now awaiting the governor's final signature. the state senate yesterday passed it only about two hours after it passed iowa's house. the governor, kim reynolds, says she will sign it into law on friday. it would ban abortions once the fetal heartbeat is detected, which happens roughly about six weeks after pregnancy. the bill will take effect

immediately, meaning iowa would be the second state to ban most abortions. another 13 states now have total bans. well, the state of vermont is dealing with some historic flooding this week and it's not just vermont's capital. i want you to take a look at this. this is the winooski river where water levels have only been higher ones, nearly a century ago. first responders have made more than 1,000 water rescues across the state. so far, no deaths have been reported. i know you've been keeping an eye on all of this, this historic week happening there. what's going on, the worst rain, is that through yet? >> we're hoping. but there's still some storms in the forecast every day, the summer thunderstorms that bubble up with daytime heating. and even yesterday they had more rain on top of all of that flooding. as we take a look at the loop over the past 24 hours, some breaks in between, and we can see there's another round of storms that may be moving in within the next several hours as we still have active weather

across the region. so, unfortunately, still some rain in the forecast, but hopefully the worst is behind us as we continue to monitor what's going on there. here at home we're starting out with a few clouds around the bay area, pleasant hill, as you step out, it's going to be in the mid to upper 50s, cool start. it will be warming up quickly as we go throughout the day. by lunchtime we're in the upper 70s. our high temperatures range from 90 in the tri-valley to mid-70s in the peninsula, mid-80s in the south bay. san francisco in the 60s today. upper 80s in the valleys and parts of the north bay. we'll have hotter temperatures for the weekend, so i'll have more on that in a few minutes. mike, you're seeing that things are looking good so far. >> nothing unexpected. we have slowing in san jose that starts about now and same thing for southbound 880 toward hayward. we are looking ahead toward issues, we still have the construction going on on tiburon boulevard during the course of the day. i want to call this out, there is construction going on, this is actually affecting a closure

we're going to see valley temperatures ramping up for the next several days. high pressure really causing a spike in temperatures. even though on saturday, the peak of the heat, we're going to see highs in the upper 90s for san jose, 104 for livermore. it doesn't look like we'll set a lot of new records. i think a lot of people will be heading to the coastline where temperatures stay mild. take a look at half moon bay's forecast. if you're dealing with unbearable heat in the valleys, near the coast it will be in the mid-60s. look at these valley temperatures. headed over 100 degrees for three straight days, and very close on monday as well. then coming down into the upper 80s on tuesday. san francisco will see temperatures in the 60s for today and tomorrow, then upper 70s for the weekend as we get a lot more sunshine there as well. mike, are you seeing the bay
