francisco are going un-booked. we're going to talk about key changes hosts are making to survive. this is "today in the bay." and good morning to you on this wednesday. thanks for joining us. i'm marcus washington. >> i'm kris sanchez. laura garcia has the morning off. we know, mike, you have some things happening in the traffic department. we do want to start, though, with a look at the forecast. we've been talking about temperatures heating up over the next few days and we're going to start that trend as we go into the weekend, as we see a live look outside in san jose. this morning it's cloudy compared to yesterday, where it was clear at this time and temperatures just a touch lower compared to yesterday. but still pretty warm as we go from 60 degrees in the morning to highs reaching into the upper 70s and low 80s, reaching 82 degrees there, and then in morgan hill much hotter, 93 for a high this afternoon. dublin reaching 87. you can see the wide range in temperatures just really

depending on what part of the microclimate you're in. we're looking at a high of 90 today in concord and it will be about the same tomorrow. but friday, check this out, it's going to be much hotter. fairfield hitting 103 degrees. that's the start of those triple-digit temperatures we'll see leading into the weekend. i'll have more in a few minutes. mike, you're tracking a serious crash on the peninsula. >> that's right. just a little slowing for 84. the peninsula side, 280 at 92, we talked about following up on the details for the crash. chp says it is a deadly crash. 280 southbound just north of 92. so there's something going on on the freeway. no lane information specified. all i know is that is the classification for this incident, deadly crash. we're looking at the details and the speed sensors are moving smoothly. a very serious situation. and the build is on for the morning commute. there's the bay bridge with the metering lights active. happening now, a live look in lithuania where nato leaders

are in the second day of their two-day summit. any time now president biden will be meeting with ukrainian president volodymyr zelenskyy. this follows nato's announcement of a possible path for ukraine to eventually join that alliance, a path that president zelenskyy is already calling too vague. "today in the bay"'s alice barr is live on capitol hill. one of the things that are critical to be discussed today. >> reporter: that's right, though this is stealing the headlines at this point. as you pointed out, there's a question about when this might actually happen. president zelenskyy thinks it's certainly been too vague to this point. he and president biden have really always had quite a warm relationship, so this question of when and under what conditions ukraine might enter nato is now testing that. day two of the nato summit in lithuania, setting up a critical meeting between president biden and ukrainian president

volodymyr zelenskyy, as the war-torn country's leader presses for a clear timeline for joining the powerful security alliance. >> we'll speak today and fight for this, security guarantees for ukraine on the way to nato. >> reporter: president biden has repeatedly resisted ukraine joining while the war is ongoing to avoid pitching all of nato into armed conflict with russia. the nato secretary-general offering this guidance. >> we will issue an invitation for ukraine to join nato when we agree and conditions are met. >> reporter: not concrete enough for president zelenskyy, who criticized the alliance on twitter writing, quote, uncertainty is weakness. analysts point to the central dilemma. >> if you say you join after the war, you're giving russia an excuse to continue the war for as long as it possibly can. >> reporter: there is division over a controversial u.s. decision to provide ukraine with cluster bombs, banned in more

of dust first seen in some areas nearly 24 hours ago. a hazardous materials team is looking into whether that dust may be toxic. "today in the bay"'s bob redell joins us live this morning in the east bay. so, bob, what do we know so far? >> reporter: good morning to you, marcus. we know the contra costa county health department has taken samples of the dust that was released from the martinez refining company, they've sent them to a lab and they say we should know by the end of the week whether those dust samples are toxic to people. the martinez refining company says the substance is coke dust, a byproduct of the refining process that was emitted at about 8:30 yesterday morning. the refinery says it report today release to the health department almost two hours later. the health department is encouraging anyone who comes across the dust to clean it up with soap and water. last thanksgiving the same refinery accidently released another byproduct and did not report it until after people who

live around this refinery complained about the dust in their neighborhood. we spoke with the group healthy martinez, they say the refinery shouldn't have waited two hours to report yesterday's release, and they want more information about what's coming out of the refinery here in martinez. >> i wonder if we know about every release there has been. maybe stuff that is just routine is still not good for you when you're exposed to it on a regular basis. >> they simply have to make the investment so they do not contaminate the community. >> reporter: that was the congressman whose area includes here. they say congressional action may be needed to enforce upgrades. in a written statement martinez refinery says they notified health officials and they said refinery personnel are conducting offsite monitoring and we apologize for any

inconvenience this may cause our neighbors. if you live around here or own a business or have a claim or concern related to this release, you can file one with the martinez refining company. we have that information posted on our website at nbcbayarea.com. reporting live here in martinez, bob redell, "today in the bay." >> certainly concerning. thank you for that update. we are learning more about a chase in the city that closed down several lanes of 101 at the 80 interchange. police say around 7:30 officers spotted a car belonging to a wanted robbery suspect. officers tried to pull the driver over on the freeway, but that driver kept going. the driver eventually stopped at eddy street and taylor. we know two people have been detained and that the investigation continues. san jose leaders are now taking the first steps to tackle the growing problem of open-air drug markets in the south bay. last night mayor matt mahan joined leaders from the san jose police department, san jose

state university and homeowners associations in a new push to disrupt what is a growing problem in some communities. it is a story nbc bay area first brought you last month, which was part of the impetus for last night's meeting. some neighbors fear that san francisco's crackdown on the same kind of drug markets is pushing the problem into the south bay. >> we're seeing a lot of new faces come in and if we don't take action right now with arrests. >> police response doesn't solve all of our problems. we need to house people, we need to train people and get them into jobs, we need more treatment, inpatient treatment options. >> for now, mayor mahan is promising more police patrols, in the last year officers did make more than 400 drug arrests in the downtown area, which accounts for about 10% of the total number of drug arrests. a live look at sfo this morning. new for you, two airport service drivers are recovering after a vehicle crashed on the tarmac. this is according to the

"chronicle," which reports yesterday's incident caused long delays for alaska airline passengers on a flight to new york. that plane was not involved, but had to undergo an inspection anyway. the lane was closed for about two hours. an airport folks person says the drivers were taken to the hospital but are expected to be okay. some bay area short-term rental hosts are feeling the squeeze this summer. san francisco airbnb bookings are down and property owners believe it's happening for a few reasons. while tourism is bouncing back, big business is moving out of san francisco, and the hotels are offering better deals. some hosts alsoel tt the perception about visitor safety may be an issue. the leader of one host advocacy group says there are ways to ease those concerns. >> we advise the guests on ways to make sure that they don't become victims of crime, so if you're driving into the city with a rental car, make sure you

don't leave any valuables inside, i point out areas which are not so safe to go. >> he also believes that san francisco's tourist areas are just as safe as any other big city and recommends hosts try to entice renters with new rental pictures, even produced rates. >> you might want to book a short-term rental in san francisco over the next couple of days because it is going to be hot in the south bay. kari has been telling us the temperatures are going to climb through the end of the week, including in san jose. further inland it will be in the range of triple digits. ahead of the heat wave, the state office of emergency services will hold a media briefing to update what they're doing to prepare. a virtual news conference is set for 1:00 this afternoon. now, the heat, it really can cause serious dangers and health risks as well, including heat stroke. meteorologist kari hall has some helpful tips for what signs to look for if you think you may be experiencing one.

>> as it gets dangerously hot over these next few days, we want to make sure you're taking care of yourself and people around you and notice the signs of anything just off as we deal with this heat. now, heat exhaustion, the symptoms of that is heavy sweating or you may have weakness or fainting, as well as pale or clammy skin or muscle cramps. that's when you need to get hydrated, move into the shade or move into the air-conditioning. more severe is heat stroke. at that point there may not be any more sweating, a throbbing headache, as well as hot red, dry skin, or you may lose consciousness. that's when you need to seek some medical help and call 911. now, we're going to have some dangerous heat you need to pay attention to how you feel and make sure that you're taking care of any of those symptoms. now let's send it over to mike with a look at how this morning's commute is rolling. there's one hot spot on our

good wednesday morning now. we're right now at 6:16 and you're heading out in the sought county, it's going to be a nice, cool start to the day. overall, clearing out quickly.

it's going to be heating up again today. it's going to be very much like yesterday afternoon. it's not until the weekend we see another big spike in temperatures. we'll get a look at that and our microclimate forecast in a few minutes. and the crash at the bay bridge, activity over there, underneath the 880 over-crossing. another vehicle making its way slowly to the parking lot and then another vehicle is going to be helped out by this tow truck that's arriving. it's just off the hov lanes for quite some time, so we have distractions on the bay bridge and a deadly crash on the peninsula we're continuing to follow. wall street is set to open higher after the release of a key report on inflation. consumer prices are going up at a slower rate than forecast. the consumer price index rose 3% versus the forecasted 3.1%. and core inflation, minus food and energy prices, dropped to its lowest level in more than two years. futures jumped immediately on the news with optimism it may make the fed rethink interest

rates. that inflation is still weighing on back-to-school spending. the new annual survey out today finds parents plan to spend 10% less per student. the highest decline will be on clothes and technology. shoppers most commonly cite inflation and personal financial situations. the cost of school pries up nearly 24% over the last two years. looking for your lost shaker of salt? maybe you'll be able to find it in lake tahoe. the famous margaritaville hotels are heading and planning to take over the lake tahoe resort hotel. meanwhile, forget the limes, margaritaville is taking a hit in the big apple. the owner of the resort is filing for bankruptcy with the goal of refinancing and avoiding a foreclosure auction.

trending this morning, a dog that once won best in show now has a new title, mayor. >> get this. buddy holly taking over as mayor of palm springs. i was just down there. he recently beat out almost 3,000 other dogs to win the westminster kennel club's best in show and the city of palm springs was so proud of him they just promoted him from top dog to mayor. his job is to start promoting pet tourism and bring more attention to palm springs, which clearly it's working. we're talking about it. we're going to wish him well on his first day in office and plenty of treats. and also when people say sit, he can say, i'm the mayor. >> we were just down in palm springs during the heat wave, you can't take the dogs outside.

it's too hot. >> i was thinking about that. you're promoting people bring your pets, and pet safety, but -- >> keep them in the hotel. >> i think the mayor has a private air-conditioned office. >> he's got the beyonce fan. >> he has people for that. we're going to be talking a lot about how hot it gets the next few days, not taking your pets out walking during the hottest hours. if you do have to go out, avoid the asphalt. that's where temperatures will be hottest. take a look at san rafael this morning, even now it's a different picture compared to yesterday. in some spots it may be slightly lower, other areas slightly hotter. right now we're starting out mainly with 50s, but it's already 60 degrees in vacaville. you're heading out the door to cool temperatures and then take a look at where we're headed. for the south bay it's going to reach into the upper 80s for east san jose and 87 in cupertino.

as you make your way into antioch, 94 today, compare that to the 79 in vallejo and 73 in oakland. so still some places where we can go and cool off, mostly low 60s in daly city, half moon bay, with mid-80s in palo alto. and san francisco, back to some of the same temperatures we had yesterday with upper 60s in the mission district. and for the north bay, ranging from mid-60s in bodega bay to 94 in clear lake. you can see how those temperatures will be spread out. all about where you are this weekend as this high pressure continues to build. it's really keeping our inland valleys much hotter and ramping up those temperatures while fighting back that ocean breeze. there will be just enough of some of that cool ocean air to keep some of our areas near the immediate coastline cool. the high pressure also pushes down the air and causes whatever pollutants we put out there to get trapped in with the ozone and reduces our air quality. as we go toward the end of the

weekend we start to see red bars indicating unhealthy air quality, especially in the east bay, and in some of our valleys where that air doesn't get a chance to mix out. you do want to limit your time out there. not only because of the air quality, but because of the heat. take a look at saturday's temperatures. what we're expecting versus the record high, and it's going to be very close in a lot of spots, but we're not expecting record highs at this point. you just want to make sure you're taking it easy, staying hydrated, getting in the shade, wearing sunscreen, dressing cool, wearing a hat and taking care of pets. this is a look at those temperatures in the valleys, reaching over 100 degrees for at least three days straight. then it comes down a few degrees on monday, and even more so on tuesday. san francisco along the coastline, it's going to be definitely much milder, 60s and 70s there, and it will be warmest on saturday. mike, you're still tracking an issue. what's the update? >> the couple of crashes. the bay bridge, they've got all of this activity.

they've stopped the hov lanes from going through. that's going to cause a distraction and force more folks, even though it seems like a minor impact, because other folks have to shift over. they just reopened at least one lane but activity is at the transition to the parking lot on the bay bridge. three vehicles were involved. didn't hear about major injuries, but that will add to the backup coming out of the east bay and may impact the berkeley curve, although traffic is looking relatively mild right now. that's on the east bay. on the peninsula side we're still following the deadly crash that just popped up on our report with very few details. we know the fast lane is blocked and there's a guardrail that may be involved in this crash, south 280 around black mountain road. next on "today in the bay," nbc bay area responds. >> old phones aren't just bricks. some of them have big cash value. until the company that buys them up doesn't pay up. that's the brick wall one viewer hit. i'm consumer

nbc bay area responds to a peninsula man whose phone deal was a dud. >> so he dialed consumer investigator chris chmura's team for some help. >> irvin said he switched to at&t cell service because at&t promised him an $800 credit for each phone he traded in. he sent in three phones using

this shipping label. well, a month later, no credit. he messaged at&t reps and got nowhere for four months. so he contacted us. we contacted at&t. it issued a $2,400 credit, plus $250 for the inconvenience. that is a $2,650 win. at&t didn't explain what went wrong, but it did say we resolved irvin's concerns with his trade-in promotion and have applied a courtesy credit to his account. the federal communications commission wasn't involved in irvin's case, but in certain instances when you have a phone or internet issue that is stalled, you can complain to the fcc at fcc.gov. here is why that's a savvy chess move. fcc says it will serve your phone or internet company with your billing or service complaint. check. then the fcc says your provider has 30 days to send you a response. checkmate.

this warning all week long. so when are we expecting the heat to start? >> it's going to start on friday. we're already feeling warmer temperatures for the inland valleys, but the excessive heat watch will be in effect starting on friday, continuing through sunday. and it's for all of these areas shaded in red that will be included in that, which does not include the immediate coastline, as well as the inner bay. but it's going to really start to get hot for those interior valleys, as we get started this morning in danville it's in the upper 50s right now. we'll see temperatures trending toward the upper 60s and low 70s as we go into the rest of the late morning into the afternoon. a look at our high temperatures for today, south bay heads for 85 degrees, the peninsula reaching into the mid-70s. tri-valley hitting 90 today. it will be in the upper 80s for the north bay while still staying nice and comfortable in san francisco. we're going to see big changes from friday to sunday. we'll take a look at that in the

full microclimate forecast in a few minutes. >> thank you. we want to move things over to "today in the bay"'s emma goss. >> emma, you are at one of the cooling centers opening starting today in the south bay. hopefully there's more than one. >> reporter: there are more than one, kris and marcus. i'm at the camden community center in san jose. it's one of several opening today allowing people to stay cool and healthy during this heat wave, and in addition to opening up cooling centers, the city of san jose is encouraging residents to check on their elderly relatives and to avoid exercising during the afternoon when it will be the hottest part of the day. and to be extra careful when hiking, because there are more rattlesnakes, ticks and mountain lions that come out during hot weather. and across the state a new campaign is set to send out messages in 30 different languages to remind people how to prepare for the heat and what symptoms to watch out for if you

in the alliance with nato's secretary-general. but the path president zelenskyy is calling way too vague. no specifics have been announced. nato secretary-general and president biden has recently resisted ukraine joining while the war is ongoing to avoid pitching nato into armed conflict with russia. allies at the summit are promising to set up support for ukraine as it continues that fight. new this morning, one of bay area's historic breweries is tapping out after more than 120 years. san francisco's anchor brewing will soon go out of business. >> that announcement leaving longtime anchor steam lovers crying into our beers. ginger, this is another blow for the city. >> another blow. something that fans of the beer here in san francisco and even those nationwide, they're going to be feeling this. it's not one of those shutdowns

or closures that we've been hearing about in downtown with the retail exodus in san francisco. anchor brewing is saying economic factors and years of declining sales, those are the reasons why they are taking this step. they made the formal announcement in a release this morning. it reads in part, quote, anchor has invested great passion and significant resources into the company. unfortunately today's economic pressures have made the business no longer sustainable and we had to make the heartbreaking decision to cease operations. it introduced the first american pale ale and even pioneered some brewing practices. while many will be saddened to hear about anchor closing its doors, they may not be completely surprised. anchor recently announced it would be making nationwide cuts to its production. they said they were going to limit sales only to california and stop producing the christmas ale. the hope was to save a decision

like this. so what happens now? anchor the seeking an alternative to filing for chapter 7 or chapter 11. they're looking to liquidate assets to pay their creditors. anchor has also made repeated efforts over the last year to find buyers for the brewery and its brands. none of those have yet to come into fruition. they have also given their employees 60-day notice and they've stopped brewing. they will continue packaging and distributing the supply they have on hand. that will run through around the end of july. and also the public taps in san francisco will remain temporarily open to sell remaining inventory. we'll be watching to see what the public's reaction to this will be. >> 120 years, not a bad run. >> just such a san francisco thing. >> thanks, ginger irrelevant 6:37 right now. one san francisco leader is now on a new push to stop a surge in those car break-ins.

supervisor dean preston is asking the mayor's office and a number of agencies to present a new plan to crack down on break-ins, which police say already topped 10,000 this year alone. preston represents the haight ashbury, alamo square and japantown districts. all are considered among the hot spots of car break-ins. activists will gather to protest a recent decision by district attorney brooke jenkins to drop criminal charges against an officer tied to a controversial homicide case. back in 2017 officers shot shawn moore on his front porch after responding to a noise complaint. investigators determined that he physically attacked the officers but was not armed. moore survived the shooting but died four years later in prison in part because of injuries from the incident. previous da boudin eventually charged the officer but then he was recalled.

last week jenkins announced she was dropping the charges. she says the evidence points to self-defense. a violent inmate captured after escaping this week near sacramento is expected to appear in court. eric abril escaped from a medical facility sunday and was free for more than 24 hours before authorities were able to capture him. an alert homeowner found him hiding out in a plot of land, this is in rockland. the sheriff says only one deputy was assigned to watch abril in the hospital and he's now vowing to get to the bottom of exactly what happened. >> as we conduct this investigation, we'll not only look into the circumstances around the escape, but we'll also review our policies, our procedures, and our equipment, quite frankly, to ensure that something like this never happens again. >> abril is charged with murder after a hostage standoff in april ended in gunfire that killed one of those hostages and injured a chp officer.

it is 6:39 right now. alameda county leaders have approved a new plan to crack down on side shows in their community. supervisors yesterday passed the new ordinance calling for fines of up to $1,000 and six months in jail and people who are spectating at the side shows can also be cited. cities including oakland and san jose recently approved similar get tough laws. however, some critics argue this unfairly targets people of color. the ordinance is expected to go into effect in 30 days. let's take a live look outside at walnut creek, and beautiful sights there. but certainly this weekend will be one of those places seeing some hot temperatures. >> no clouds to protect us from the sun. >> we start out clear. we know temperatures heat up quickly. that's what we're seeing in some of our inland areas, in spots like dublin as well. we'll be warm this afternoon, but back to some of the same temperatures we saw yesterday. as you're making plans for the day, in an inland area like

brentwood, expect it to heat up quickly. if you have yard work or want to go for a walk, taking the kids to the park, try to get that done by noon where temperatures are still mild. look at these afternoon temperatures as it heats up quickly and becomes dangerous to be outside for long periods of time. around the bay area, though, we are seeing a wide range in temperatures, we're anywhere from 64 in half moon bay to 84 for a high in novato, oakland staying comfortable with some low 70s today, and then low 90s for morgan hill. livermore reaching 91 and concord headed up for 90 degrees. tomorrow very much like today, but friday we get another spike in temperatures. some spots will be another 6 to 8 degrees warmer. fairfield hitting 103 degrees on friday afternoon. temperatures peak on saturday, so we'll talk about those temperatures in a few minutes. mike has a traffic alert for san mateo county. >> it continues for south 280. we are looking at a smooth drive, very little slowing except for right by the scene, which is somewhere around black

good wednesday morning. it is 6:45. let's get a live look at the commute across the san mateo bridge. we're seeing sunshine and temperatures are going to be nice and cool to start, staying mild throughout the day.

but that won't be the case everywhere around the bay area. it heats up in the inland valleys. we'll talk about how warm it gets today and the peak of the heat for the weekend coming up. we're looking at palo alto, 101 moves smoothly through this part of the peninsula. it's 280, a deadly crash in san mateo county, we continue to track that. we continue to track the buildup in spots like the richmond bridge heading toward san rafael. a new intercontinental ballistic missile was fired by north korea. japan and the south korean military each confirmed the missile was launched from outside the capital about 12 hours ago. it eventually fell into the sea of japan. this is north korea's first missile test in nearly a month and the first icbm launched since april. and a follow-up this morning in the city of hayward, which now has some of its computer systems back online. hammers brought many of the i.t. systems and websites to a standstill with a ransomware

weekend. i want to get you started in antioch with a look at how the morning will shape up. it's in the upper 50s now, clear, light wind, and our temperatures will be heating up quickly. already at 7:00 -- or at 10:00 we're at 74 degrees and seeing temperatures trending into the mid-80s. today not the peak of the heat, but it will be warm as we head for 86 in san jose and 93 in morgan hill. the seven-day forecast is coming up at the bottom of the screen. take a look at your microclimate and see how hot it gets before you make those weekend plans. concord will reach 92 today, while vallejo will see a high of 79, and 73 in oakland. so you can see the range in temperatures here. we're still cool along the coastline, palo alto reaches 85 degrees, downtown san francisco in the upper 60s, and north bay temperatures in the 60s near the coast. but low to mid-90s for clear lake and ukiah. so we are still looking at our hotter valley temperatures as this high pressure quickly moves in for the weekend and then

starts to move back out toward the east. but during that time that's when temperatures spike, and high pressure pushes the air down to the surface and whatever pollutants we put out there gets trapped down there as well, and especially in the valleys, and mixes in with ozone as temperatures heat up. so that makes unhealthy air quality with a high amount of particulate matter. the worst of it will be in the east bay for sunday and monday. not only limiting our time outside because of the temperatures, but also the air quality. take a look at napa and what to expect over the next ten days. we go from mid-80s to mid-90s on friday. peaking at 99 degrees on saturday. and then gradually starting to come back down early next week. so the peak of the heat hitting us with the top of that on saturday and it's still going to be dangerously hot on sunday, as well as monday, with mid-90s and then upper 80s on tuesday. it won't be as hot in san francisco so there will still be places where he can escape the valley heat.

welcome back. it is 6:56 and we're moving you forward with a look at the top stories on "today in the bay," including the meeting involving president biden and ukrainian leader volodymyr zelenskyy. >> nato leaders took the stage just a short time ago during the second day of that two-day summit. president biden and zelenskyy appeared together, but there is no confirmation yet on the scheduled sit-down and whether or not that's happened already. all of this follows nato's

announcement of a possible path for ukraine to eventually join the alliance, which president zelenskyy called too vague on specifics. president biden has repeatedly resisted ukraine joining nato while it is still at war with russia. neighbors living near the martinez refinery company are raising big concerns about a new cloud of dust. this is first seen in areas nearly 24 hours ago. the refinery says the coke dust is a byproduct of the refining process and say they reported the release to the health department almost two hours later. a similar incident happened last thanksgiving involving another byproduct which the refinery was slow to report. a lab is examining samples of the latest substance to determine if it is toxic and results are expected to be back by the end of the week. an historic brewery in san francisco is tapping out after 127 years, anchor brewing will close its doors and stop operations.

the company made that announcement this morning, saying economic pressures make it impossible to continue in business. anchor is known as america's first craft brewery and makes the popular anchor steam ale. it also recently announced nationwide production cuts and anchor has stopped brewing for now. it will continue packaging and distributing the supply that it has left at least through the end of july. with the extreme heat coming our way, cooling centers are opening up in parts of the south bay. bay area cities are also encouraging residents to avoid exercising during the afternoon and be ware of rattlesnakes and mountain lions. the state will send out alerts warning about heat related illnesses and symptoms to look out for. kari has been telling us about that this morning as well. the heat is coming. it's coming and definitely hitting us this weekend for the inland valleys. take a look at these numbers, reaching up to 100 degrees on
