take a look at this video. the train tracks in vermont left hanging over 100 feet in the air after the ground was washed away by the flash flooding. >> after all that, 21 million people in at risk of heavy storms today in the plains and midwest. heavy winds and possible hail in the forecast. we're tracking all of it this morning. we are going to begin with that brutal heat. priscilla thompson is right in the heart of it in houston for us. hey, priscilla, good morning. >> reporter: unfortunately, the brutal heat is here to stay showing no relief in the coming days. here folks are up early, getting the laps in before we hit the triple digit temperatures. across the country, temperatures are making a run for records that have stood for nearly 50 years. this morning extreme heat is intensifying from coast-to-coast.

>> this summer is worse than all the past summers. >> reporter: highs expected to reach a staggering 120 degrees in some spots by the weekend. experts say it's historically hot. >> we're seeing things get worse and worse. we sometimes hear the expression a new normal. is this a new normal? but it's worse than that. more intense and frequent heat waves, wild fires, floods like we're seeing play out this summer. >> reporter: the official start of summer was just three weeks ago, but already in south florida, miami has seen 31 consecutive days of a 100-plus degree heat index. >> the humidity is what kills you. >> reporter: el paso has 26 100 plus degree days, their longest streak ever recorded. houston is now placing for another week of temps expected to feel like 105 degrees and hotter. >> i came to the park prepared because i knew without it i'd die out here. >> it's been 100 degrees two weeks almost. it's crazy.

>> reporter: the prolonged heat claimed more than a dozen lives already this summer. july is on pace to be the hottest. impacting crops and produce. >> all the customers want to come out and get their fresh-grown produce. unfortunately i dot ve as much to offer as i would have. mother nature needs to help us out. >> reporter: the never-ending scorcher leaving millions bracing for what's to come and hoping for some relief. and just to give you a sense of how hot it is, already right now it is 83 degrees, and that temperature is going to keep ticking up. of course, one way to beat the heat is to head to the pool like this one. but, also, for folks that are staying home in the ac, you don't want to crank that

air-conditioner all the way down. experts say that will put a lot of strain on your air-conditioner, which is already working overtime in this heat. hoda? >> priscilla, thank you. from one intense weather event to another. parts of the northeast remain overwhelmed by historic flooding this morning, the worst in nearly 100 years in vermont where some residents are actually still trapped. roads covered in mud and debris and even more rain could be on the way there. kristen dahlgren is in vermont's capital. good morning to you. what's the latest? >> reporter: good morning, craig. well, vermont is in a state of emergency after some places receiving up to nine inches of rain. you can see just the power of that water. take a look. piles of debris. come over this way, and you can see piles of mud here. thousands of homes were wiped away. some towns still inaccessible this morning. search and rescue crews still standing by in case anybody is

trapped in their home. the good news is that dam they were worried about yesterday as it reached capacity, they were worried about it spilling over, and that's not going to happen. but there is rain, as you mentioned, in the forecast later on this week. with the ground so saturated here, there is really no place for that water to go. so not a lot of people breathing any signs of relief here, craig. >> good to hear the water is receding. do you know how long it will take for things to get back to normal there? >> reporter: right. it's a good question. all we can say is it is going to be a while with this kind of mud. they started cleanup this morning. this is an all hands on deck effort. six states sent rescue efforts. now they are going to need help with the cleanup. it will be quite a while and probably into the billions, craig. >> kristen dahlgren for us there in vermont. thank you.

>> 7:08. al is busy tracking the weather. last thing they want is more rain. looks like some is on the way. >> unfortunately, a frontal system is moving in. as this system pushes to the east, we do see the risk, a flash flood risk. rainfall rates up to 1 1/2 inches per hour from syracuse, albany up to burlington, new mexico and rainfall anywhere from one to two inches. it will not take much to push things into that emergency situation. 78 million people under heat advisories, heat watches, heat warnings from california to the panhandle of florida into southern florida. these are the temperatures we're looking at today. miami will feel like 106. 96 in wilmington. 104 in kansas city. corpus christi, the heat index, 113 degrees. tomorrow that heat and those triple digit heat indexes continue from charlotte, corpus christi, little rock down into miami. and into the weekend, look at

shaq, good morning to you. >> reporter: good morning, craig. well, that 15-hour special session went late into the night, but had just one goal, to add new abortion restrictions across the state of iowa. for republicans here, it was mission accomplished as legal access to abortion nationwide continues to fall. this morning, iowa on the verge of enacting a new restricted ban on abortion. >> step away from me! >> reporter: despite hours of intense protests and strong debate -- >> the bill is declared to have passed the senate and the title was agreed to. >> reporter: iowa lawmakers overnight passing legislation blocking the procedure after the detection of cardiac activity, banning abortion at roughly six weeks before most women know they're pregnant. >> if they're not prepared to have a baby, they shouldn't have sex. >> reporter: iowa republicans passed a nearly identical version in 2018 that was quickly blocked by the courts, but that law came before the u.s. supreme

court overturned roe v. wade, and republicans hope a more conservative supreme court will let this stand. >> it will have a huge impact. this would affect almost all the patients that we see. >> reporter: the bill includes exemptions to protect the life of the mother and for rape and insist if reported to law enforcement, public health authorities or a doctor. >> if this bill becomes a law, women will die in iowa. common sense has walked out the door. >> reporter: iowa's governor promising to sign the bill. iowa would become the 16th state restricting abortion access to six weeks or less. 14 of those states currently ban the procedure with few exceptions. >> ever since that child was conceived, it is a child. it is a life and it matters. >> reporter: most iowa residents say abortion should be illegal in all or most cases, including 70% of women. this morning the limited providers across the state are scrambling, saying they're

unsure what happens next. >> i want to continue practicing medicine, and i think the language is so vague that i need to know when i can intervene to save a woman's life. >> reporter: that ban goes into effect immediately after being signed by the governor on friday. clinics saying they're already making arrangements, moving up appointments and looking for out-of-state options for women seeking care. many of the lawmakers yesterday say they expect this to end up right back in the courts. craig? >> shaq, thank you. meantime, that high-stakes nato summit is wrapping up today with president biden set to deliver a major speech after a face-to-face meeting with ukraine's president. peter alexander joins us with the very latest from there. good morning. >> reporter: hoda, good morning

to you. this is a critical day in president biden's trip as he looks to fortify nato's strength ahead of that sit-down with president volodymyr zelenskyy who has been forceful against nato's resistance to set a specific time line for ukraine to join nato. today zelenskyy showing gratitude. president biden this morning on tap to meet with president volodymyr zelenskyy. their third face-to-face this year. amid disagreement over when and how ukraine will be allowed to join the alliance. a statement from nato's leaders here said they plan to include ukraine eventually, but planned or provided no specific timeline, saying there are democratic and military standards ukraine must first meet. volodymyr zelenskyy initially called that decision absurd but today softening that tone saying he wants to be on the same page

to be geologically unstable. that is not thought to be the case in this neighborhood until now. this morning a surreal scene of shattered roofs and cracked structures. the aftermath of a slow-motion landslide still underway. >> it's moving quickly. there's nothing to do to stop it. it's the most shocking and surreal thing i have ever seen. >> reporter: red tagged at least 12 homes meaning they're not safe to be lived in, with several more under constant watch. >> they're absolutely collapsing on top of themselves. the roofs are at ground level. >> reporter: ground residents in rolling hills estates 25 miles south of los angeles started noticing cracks in their homes and on the ground on saturday. >> this place just started creaking. >> reporter: the ground gave way to a landslide taking 12 homes with it. he had just 10 minutes to grab what he could and evacuate his home. >> we will put our lives together and find a place to

are asking questions about a new cloud of dust first seen in some areas nearly 24 hours ago. they say the petroleum coke dust is the byproduct of the refining process and it reported the release to the health department within two hours. there was a similar incident that happened last thanksgiving involving another byproduct called spent catalyst which the refinery was slow to report. a lab is examining samples of the latest substance to determine if it is toxic and the results won't be in until the end of the week. with the extreme heat heading our way, cooling centers are opening this morning in parts of the south bay. bay area cities are also encouraging residents to avoid exercising during the afternoon hours. this is because they want you to be aware of rattlesnakes, ticks and mountain lions which tend to emerge during the heat. the state will send out alerts this week warning about the heat-related illnesses and symptoms to look out for.

leslie van houten released on aparole after serving half a century in prison. >> anne thompson has details and reaction to this it's fierce. good morning. >> good morning, hoda. of course, we remember the manson family killings that captured the attention of everyone at the time in the late '60s the details were so searing and brutal the families have been against this release for years, but now leslie van houten has won her appeals and the governor of california says he had no choice but to let her walk free this morning convicted murderer, leslie van houten is out of prison she was released to parole supervision on tuesday in los angeles. the 73-year-old had been serving a life sentence after she was convicted for the gruesome killings of leno and rosemary labianca in 1969 her parole request had been
