week of sizzling heat. severe storms in what has become a summer of extreme weather. >> it really has. look at these expected highs. 115 in phoenix. 113 in vegas. now it is fueling wildfires and evacuations. >> here in the east, look at this video. it's from upper makefield county, pennsylvania. flash floods taking over the road. that's about 30 miles northwest of philly. at least five people have been killed in the area from that devastating rain. >> adding to all of that, 85 million of us are under air quality alerts this morning, a new threat of severe storms across the midwest. we've got it started. let's start with kathy parks in bucks copyright, p.a. good morning to you. >> reporter: good morning to you, yeah, much of the country can't seem to catch a break from all of this extreme weather, and here in northeast, many are waking up to flood damage. >> in bucks county, pa, the flood waters buckled roadways, washed away part of this bridge,

debris scattered everywhere. the search is intensifying for two missing kids swept away. this morning, the northeast recovering from severe storms causing torrential downpours and dangerous flash flooding over the weekend. >> in my 44 years, i've never seen anything like it. >> reporter: heartbreak in pennsylvania, where five are dead from the fierce floods, including a mother, two of her children, a 9-month-old baby boy and 2-year-old still missing. their car was caught in the rushing water. the father and son able to reach safety. >> we continue to look for the two children. we are not going to give up. >> reporter: the sudden onslaught of rain catching many off guard. >> we got thrown off our motorcycle and floating down the side of the road, clinging to trees. clinging to vines, whatever we could. >> reporter: the heavy rainfall impacting communities from connecticut to massachusetts where a tornado touched down knocking down trees for nearly

two miles. new jersey's governor sunday declaring a state of emergency. and the storms bringing potential travel troubles for the week. more than 1,500 cancellations sunday alone as major airports around new york city and boston issued ground stops. all of this as tens of millions are waking up to poor air quality alerts again, including chicago, pittsburgh and new york. amid a new round of canadian wildfire smoke in a summer of unrelenting wild weather. at the height of the storm, some motorists say they had to abandon the vehicles because the water rose that quickly. this morning, as you can see, there's still so much damage left behind and a lot of roads impassable. >> kathy park, thank you very much. another weather story we're following up. no let up from the dangerous hot temperatures across the country. tens of millions back on alert this morning, following a

weekend that saw records shattered from florida to arizona. nbc's erin mclaughlin is in sweltering phoenix for us. erin, good morning, how widespread is this? >> reporter: good morning, hoda, as the climate crisis continues, extreme heat has been scorching parts of the country for weeks, and this weekend was no different. records were broken coast to coast in more than a dozen cities between saturday and sunday. today will likely be the 18th day in a row. temperatures here have reached 110 degrees or higher, tying the record for the most consecutive days phoenix saw such highs. the high temps in southern california created challenges for firefighters battling several wildfires that forced hundreds to evacuate their homes. firefighters are also working hard here in phoenix going from call to call. some of the city's largest hospitals are reaching crisis levels from treating heat related illnesses.

the physical impact of the heat experienced by country star jason aldean who had to end his concert early in connecticut after experiencing dehydration and heat exhaustion. the star says he's now doing fine, but it's a reminder of how serious this heat wave is, and just to put that in perspective, in the middle of the night here in phoenix, it was almost 100 degrees. hoda? >> wow. all right. erin mclaughlin in phoenix. thanks. let's get more on the brutal heat, storms, al is watching all of it. a lot of fuchsia on it. >> good morning, guys, good morning to everybody out there. peer calling about 13 in states, 73 million people impacted from florida to the west coast. this shows no sign of relenting. this high pressure system is going to sit on top of this heat dome and causing problems. death valley, a high of 128 degrees.

phoenix, 18 days of 110 plus. el paso, 32 days of 100 degrees or higher, and records possible across seven states from bryson city, corpus christi, san angelo, colorado springs, las vegas, phoenix tomorrow. more record setters from florida, miami, lumberton, birmingham, out to phoenix, and it's not going anywhere anytime soon. look at these temperatures, 90s in miami. upper 90s new orleans. triple digits in phoenix. mid to upper 90s as you get into corpus christi. the flooding we were talking about. the good news is all of that heavy rain is moving, a brief respite. today the majority of the region stays dry. we've got this frontal system pushing to the east. that's going to bring the next round of rain in the northeast, 1 to 2 inches possible. that's going to cause problems. smoke and we've got 85 million people under smoke, ozone advisory from miles city, north dakota, i should say, montana, all the way to new

york, down to greensboro, nashville, even dallas. air quality going to be a big problem today on into tomorrow as well guys. >> al, thank you. also this morning, we are learning more about that stunning arrest in a notorious serial murder case on new york's long island. a married father now behind bars following a decade's long investigation accused of killing at least three women. nbc's stephanie gosk is here with the latest on this. good morning. >> according to court documents, rex heuermann searched online for information about serial killers and the gilgo beach murders hundreds of times. but key developments of the case were not made public. were not made public he likely had no idea they were closing in >> rex, did you do it? >> reporter: the suspected serial killer behind the gilgo beach slayers is behind bars. >> rex heuermann is a demon that walks among us a predator that ruined families. >> reporter: 59-year-old rex heuermann is accused of killing

megan waterman, melissa barthelemy, and amber costello, the victims remained found wrapped in burlap in 2010. a witness helped crack the case. >> witnesses described a description of the individual which was detailed and indicated that the person was somewhat unique. >> describing a large white male with dark bushy hair driving a chevy avalanche. detectives connecting that vehicle to heuermann, as well as using dna samples from bottles and this pizza crust pulled from the trash. the case had haunted long island south shore for over a decade after the remains were initially found. those who lived there afraid a serial killer was on the loose heuermann, an architect and a married father of two was allegedly hiding in plain sight and living a double life all along, even using burner phones say investigators who tracke heuermann's phone activity near

his fifth avenue office in manhattan and his suburban home in massapequa park on long island and believed he used melissa's cell phone to make taunting calls to her family. his arrest unraveling years of secrets with court documents detailed escort services and fake dating profiles. a stark contrast to the every day businessman seeing in this video taken last year. >> when a job that should have been routine suddenly becomes not routine, i get the phone call. >> reporter: authorities thousand continuing to investigate if heuermann is connected to the murder of other women, including maureen brainard-barnes. >> even with this arrest, we're not done there's more work to do. >> heuermann's attorneys say that he has entered a not guilty plea and he insisted he is innocent, even weeping in the courtroom over the weekend, guys. >> it's so strange to actually hear his voice from that old video. so investigators have been looking into his house, they're taking out more evidence

what are they finding? >> boxes upon boxes, including things like guns they're obviously looking for more evidence in this case what's fascinating about it is really the dna they had some of his dna over a decade ago when they found these bodies they didn't have the technology sensitive enough to identify it then they went back when the technology improved, identified it that's when he started to become the suspect. they had that witness who saw the pickup truck that they recognized they honed in on him, and then grabbed that pizza box, and that was when they made the identifying connection between the dna. >> sounds like he never saw them coming. >> it does appear to be the case, and he is the suspect for the fourth murder of melissa brainard-barnes as well, and police say it's a matter of time they believe that they'll be able to connect him to that murder as well of course there were many other bodies found in that area. turn to presidential politics, candidates and the crowded republican field delivering their messages to voters that the high profile

conservative conference held over the weekend, and a new look at fundraising has offered a glimpse into where the campaign stands nbc senior washington correspondent hallie jackson has more let's start with ron desantis. sometimes these fundraising reports are a real x-ray of where the candidates are what do you know >> reporter: this x-ray for the florid governor seems to contain a couple of warning signs a. lot of money came from donors who have given the maximum amount they're allowed to what it means is the campaign cannot go back to that well. once you max out, that's it as it relates to a campaign that's one issue for him coming in as for what he's spending, he burned through about $8 million in the first six weeks of his campaign. why? because he has a hug staff, nearly 100 people on staff.

to give you a sense of con tent, and we've learned a dozen people have been let go of governor desantis' campaign with more people expected to come in the weeks to come one source describes these people as mid level staffers across several departments this seems to be a cost-cutting move they're spending a lot, trying to cut back. a campaign spokesperson says they're working to build a nimble campaign to go the distance, and desantis himself in a new interview describes a media narrative for this discussion that perhaps he's stagnating, but the reality is he has struggled to gain ground on the former president in polls so far that's the reality for him. >> all of the republican candidates in the field are trying to get to the first debate they have to have a certain kind of fundraising, have to be somewhere in the polls at this point in time, who has made the stage >> we don't know for sure. there are weeks for this to play out. the next debate is just over a month away there are a bunch of factors that play in there's different criteria

part of it is you have to have, let's say, 40,000 unique donors, 40,000 people from all ove the country had to have donated to your campaign new numbers show, for example, asa hutchinson, frances suarez, former congressman will hurd they have a long way to go they could get there, but feels like an uphill climb former vice presiden mike pence is signaling he's looking to hit the bar of 40,000 donors he feels confident he's going to be on the stage. will donald trump be there that's a question mark not because of meeting any criteria or threshold, he might skip it he hasn't made up his mind about whether to go. he's pointing to his big legal over his competition already. sources close to him have been telling us for weeks he's on the fence. he may hold a different event on the same night of the the debate flashback to 2016, he did the same thing ahead of the iowa caucuses

san jose state athletic trainer accused of sexual assault. scott shaw is accused of sexually assaulting student-athletes as far back as 2009. federal investigators say initial complaints came from athletes on the swim team but "the mercury news" reports the accusations are more widespread and may extend to athletes in other sports. shaw pleaded not guilty to six misdemeanor charges last year. a big hit for bay area horse racing fans learning golden gate fields will close in a matter of weeks. the track operators yesterday announced plans to close for the last time at the end of the current season and focus on its southern california operations. that means no more horse racing after october 2nd. golden gate fields opened back in 1941. the other long-time racetrack bay meadows closed 15 years ago after opening in 1934. another warm day on tap for some across the bay area. meteorologist kari hall is

tracking what we can expect to see. >> temperatures are coming down a few degrees but it's not as hot as over the weekend. we're still looking at low to mid-90s in the inland valleys today and we're also going to continue with sunshine tomorrow, and wednesday with some lower temperatures. it's going to be our break from the heat until it heats up again. we'll see that by thursday into friday, upper 90s for friday afternoon and some low 90s for the rest of the forecast. for san francisco, we're looking good with temperatures in the upper 60s for the next several days, but there may be more clouds and fog to hold those temperatures down for tomorrow. the full forecast on nbcbayarea.com.

hoover, alabama, this morning. good morning >> reporter: good morning, that's right 25-year-old carlee russell is back home safe and surrounded by family, but now there are new questions about where she's been, what happened to her, and that 911 call that started it all. >> i'm so thankful that carlee is home safe so thankful. >> reporter: this morning, the search for carlee russell is over the missing 25-year-old nursing student returned to her family home saturday night. police say she arrived alone and on foot. angela harris helped lead the community search for her. you spoke to this family moments after carlee came home. >> right >> reporter: what did they say >> it was just kind of like a very emotional phone call. i just broke down, and i said is she okay and she said, i don't know, she seems to be okay she just seems to be in shock. >> reporter: russell was taken

to the hospital for evaluation and has since been released. her safe retur putting an end to a day's long search that began thursday night with a puzzling 911 call police say russell told an emergency operator she saw a toddler walking alone on an interstate. >> 459 south, mile marker 10, a child walking on the side of the interstate. >> reporter: it's believed she then stopped to check on the child and was on the phone with a family member when she disappeared. >> she heard a scream, and then some type of running type shuffle. >> reporter: russell's parents horrified. >> i just felt immediately that she was in danger. >> reporter: video from the interstate where russell vanished shows a car driving slowly with its flashers on. >> be advised her vehicle is unlocked, running, all of her personal belongings. except for her phone >> reporter: police say when they arrived they found russell's car, her

cell phone and her purse on the road nearby, there were no signs of russell or a child. an urgent search ensued both on the ground and on social media, where her disappearance quickly went viral celebrities including wanda sykes, viola davis, and octavia spencer spread the word. still, questions remai about where she was and who she was. eye man identifying himself as russell's boyfriend writing on social media she was literally fighting for her life for 48 hours and sh is not able to give updates or whereabouts on her kidnapper police chief telling nbc news in a phone call they've spoken to russell and are following up on the information she provided >> priscilla, this is all so perplexing, do you know anything about this missing child that russell reported seeing? >> reporter: well, savannah, police say russell's call was

cancer my beautiful grandmother my mother had a double mastectomy, healthy now. my mammogram was clear in january. up on my tests and then a doctor said six weeks ago, even though my mother was tested for the brca gene and was negative, get the genetic test anyway, and was your father tested i got the test and it came back positive i was planning on getting the preventative surgery that was my choice i have a 60 to 90% chance of getting breast cancer. when i went in for my scans to get the preventative surgery and this is all in a matter of three weeks, they found cancer and so that test saved my life had i not gotten the test, i wouldn't have gotten the scans, and we would be telling a very different story, so i feel super grateful to be here, to be able to say, like, talk to your doctors, and go get tested and i have mine here. >> a lot of people would be shocked.

and you said something when you were going through your journey, not to hide your story, and had i gotten this test earlier and gotten the positive result, so let me be clear, my mother had breast cancer. she tested negative for the brca gene they said, has your dad been tested i said breast cancer does not run in my father's family. they said get tested anyway. i'm positive my father is positive. i associated this with something women have got so many people i've spoken to, i didn't realize this is what men should be tested for. >> not everyone knows what the brca gene is, can you put it in plain terms. >> everyone has as part of our genetic makeup, brca one and brca two we can talk about a few others a mutation or switch in the brca one or two that you can pass

down to each generation puts a woman at much higher risk for breast, ovarian cancers and men as well have cancers they're at risk for. for both men and women >> this preventative surgery that jill is going to have for those with the brca one or two gene mutation to say let's take out that change. so high risk. >> 60% to 90%, sometimes - >> it's a mastectomy, sometimes it's removal of ovaries. >> preventative surgery of the organs that are at risk really reduce a woman's risk of getting her breast cancer to about 1%. and then she also does not have to have the screening and so forth related to that. >> so you were going to do that surgery initially, jill, and then you later found out you had breast cancer already. >> it was so fast. my mother's test was a false negative 20 years ago. breast cancer doesn't run in my father's family, and so i got

tested i was positive my parents got tested. this is all in a matter of two weeks. my father tested positive. and so he needs to go get screened, which is like on my mind, of course. it's like, what does my dad need to do. are they okay. and then my chances were 60 to 90%. i went to get the mri, the sonogram, and my doctors called me in and said come in immediately, and they saw cancer because of that test >> now you'll have the surgery and when you have that surgery, will you find out how the cancer is to be treated you don't know your protocol yet. >> what i'm most sad is watching my parents watching me go through this that's what i'm most sad about but the surgery itself, i feel so safe with her, and i don't know what's going to happen, but i know that, like, while i'm healing and while i'm resting and while i prep for the second
