bridge toward san rafael where all lanes are blocked. a pedestrian was reportedly on 580. their life was lost as a result of this crash and the freeway is blocked, also. this is somewhere west of richmond parkway. chp is not giving us a lot of other information as they're busy working on other cases right now. the scene is active. they've called in a tow to clear. for now, all lanes are blocked. they're hoping to open two of them soon. i don't know whether you can get on at castro street. it sounded like you could from the initial call, but maybe not. it doesn't look like things are building up, so let's just say you can get on at castro, the last entrance just before the bridge. we're starting out with a cool morning across the bay area, at least cool for now, temperatures range anywhere from mid-50s in san francisco to low 50s in much of the north bay, to upper 60s in vacaville this morning as you get ready to step

out the door. here is a look at high temperatures for this afternoon, it's going to be warm in the tri-valley, but we're coming out of the 90s like yesterday, and we're going to see temperatures in san jose reaching into the low 80s and mid-70s for the peninsula. and then looking at the east bay with high temperatures up to about 70, low 60s in san francisco. we'll talk about a warm-up in our forecast coming up in a few minutes. new overnight, san francisco police investigating a deadly shooting inside a residential hotel along the 6th street corridor. it happened about 6:30 last night at the seneca hotel on 6th between market and mission. the victim has not been identified. so far police have not made any arrests. happening today, oakland leaders will decide whether or not its mayor will get a significant and controversial bump in pay. "today in the bay"'s bob redell is live this morning. bob, how much money are we talking about, and why now? >> reporter: good morning to

you, marcus. we're talking about a potential $75,000 raise in salary, currently mayor of oakland, sheng thao, she makes just under $203,000 a year. later today the city council will vote on whether or not to raise her salary to almost $278,000 a year. now, this is not a number that was pulled out of thin air. the city charter requires that the mayor should make no less than 70% and no more than 90% of the average salaries of city managers of six comparable california cities. in spite of this requirement, a number of people and organizations are against this potential raise. they point out the city is currently facing a record deficit of $360 million over the next two years, our own scott budman spoke with the president of the oakland branch of the naacp. she's against the salary increase and questions the timing of the raise for a mayor

who has only been on the job since january. >> but not at six months, you don't have a chief of police, you don't have a fire chief, crime is up high. i mean, you can't go down to jack london square anymore without someone breaking into your car. >> reporter: by the way, it's been ten years since the city council has raised the salary for the mayor of oakland. that vote is scheduled during a city council meeting that begins at 2:00 this afternoon. reporting live, bob redell, "today in the bay." >> we will be watching. thank you. happening today in hayward, religious groups plan to protest the recent removal of a cross. the cross went up in 1971 when the land in albany hill park was owned by a private developer, more recently the city took over the land. while debates over the cross have spanned years, the city quietly removed the cross last month. a hearing is scheduled for today

and will decide if that's legal. cross supporters are promising to protest outside of the courthouse. a live look right now at some of the major roadways where it's possible cameras may one day soon automatically record speeders who would then get tickets. at least that's the idea behind the bill now working its way through the state legislature. similar bills have fallen short in the past but this one recently sailed through the state senate judiciary committee. mayor matt mahan in may touted the bill where anyone moving more than 11 miles per hour over the speed limit will receive a violation. if the bill does become law, it would set up a pilot program in cities including san jose, san francisco and oakland. and breaking this morning, overseas north korea has detained a u.s. soldier. at this point the u.n. command will only say a u.s. citizen somehow crossed into the

demilitarized zone while touring a joint security area. a source tells nbc that it's actually a u.s. soldier. the united nations is now apparently working to resolve the situation. nbc news did reach out to the white house for comment, but so far they've not responded. turning to decision 2024, talk of a possible third-party candidate is already starting to shake up the race for president, even though the election is still more than a year away. the talks as both democrats and republicans are fearing it could pull votes as staffing shakeups and financial hurdles plague gop candidates. biden and former president trump, with that scenario seeming more and more likely, talk of a third-party bid is getting louder. at a monday event in the key state of new hampshire, joe manchin, the wild card democratic senator from west virginia, toying with the possibility of challenging his own party's sitting president with an interview with vaughn hillyard. >> i'm not taking anything off the table. >> reporter: the organization no labels is threatening to run a third-party candidate if the 2024 presidential race comes down to a rematch between president biden and former president trump. >> for us to do the same old thing is, like, a little bit insane. >> reporter: a biden/trump rematch is appearing more likely, trump with a commanding lead in the primary. governor ron desantis thought to be the most formidable challenger firing campaign staffers in an order to save money. >> we're not seeing the magic and i think that's caused alarm. >> reporter: hoping to change

surface streets you can get past this crash. i believe they've changed the lane status. i'll keep poking around and refreshing that report from chp. good morning. very happy tuesday. analysts at goldman sachs are revising their forecast for a recession, saying it's less likely. this after we got encouraging inflation numbers last week. numbers are strong, prices are lower. now, interest rates are up and that has us watching banks as they report profits. bank of america, charles schwab report today. banks have to pay their depositors more interest, that's cutting into profits. now, they're hoping you will keep your money in free checking where they don't have to pay you. speaking of the economy, we get retail sales figures coming up in about 15 minutes. they jumped last month. people are spending. the real estate company cushman and wakefield says more than one-third of offices in oakland are vacant.

analysts saying vacancy rates hit 35%. there have been no big departures to blame. it's just companies living in dribs and drabs. the biden administration today will announce a new program putting government seals of approval on some internet connected appliances, things like connected refrigerators or thermo stats. more and more things are connected to the internet. and while google makes sure the nest thermostat is safe from hackers, the people who make your internet connected coffeemaker or wireless security cameras might not be as careful. you're careful about putting antivirus software on your computer, you make your wi-fi router password something complicated, meantime your toaster is letting the bad guys in. shopify is cutting down on costs of meetings by showing employees how much those meetings cost. a calculator attached to the company's online calendar takes an average of how much money in

>> cook up the germs. let's move on. we're going to see some cooler temperatures. i wouldn't go for the hot stew today. we're seeing some cooler temperatures coming in for some of us that have had some really high heat, so we are going to have a couple of days of some milder weather and then we'll also see some smoke and haze return today. from the wildfires that are burning in oregon. we have more heat ahead, 90s later this week. let's zoom into the south bay and take a look at where we're headed today. morgan hill reaching 88 degrees with cupertino reaching 73 -- i should say 83 there, 84 in walnut creek and oakland in the upper 60s. still a wide range in temperatures across the bay area. san mateo reaching 74 and some upper 50s and low 60s for most of san francisco. in the north bay, temperatures range from 75 in mill valley to

97, 98, clear lake and ukiah are going to be the hot spots. let's talk about our air quality, why it's going to look hazy again today. we're seeing the wildfires continuing to burn in oregon. it's coming right down into the bay area, and the worst of it may be in parts of the east bay as well as the south bay as we go into this afternoon into the evening. and a look at our seven-day forecast shows that temperatures take a dip with highs mainly in the mid-80s for today and tomorrow, and then we're right back to the 90s, temperatures peak on friday, reaching 97 degrees. and it's still going to be a hot weekend, while san francisco is staying nice and cool, mostly 60s throughout the next several days. mike, what's the update for that crash in richmond? >> we have progress. i want to show the build for highway 37 and little blips for highway 4, so there is a standard pattern for most of the bay with those two spots with the sensor changes.

good morning. perhaps you have been there, at a department store checkout, the cashier offers a discount to open a new charge card. tarik was at a macy's, and he says the deal was open a new charge card and get 20% off his first purchases. this was the offer on the website. he said yes, but on his first statement his first charges weren't discounted. by his math, macy's owed him about 100 bucks. he tried to fix it himself but couldn't and shared it with us and shared his receipts. we did some math and contacted macy's hq.

latino community. it has a lot to do with the unfortunate victim who still isn't sure he'll be able to return to his job. >> "today in the bay"'s kris sanchez is here with the violent shakedown of a beloved ice cream man. >> reporter: this is a vendor, an 80-year-old man who has shaken down by two men in broad daylight over $120, and it's not the first time it's happened. this is the video posted to the citizen app, those two men jumped out of a car as don juan was selling ice cream in oakland's fruitvale district yesterday morning. he asked us not to use his last name because he's afraid. you see the men search for money all over his body and don juan said this is the eighth time he's been robbed in ten years. to him, this time was the scariest. even if you don't understand spanish, you can hear the emotion in his voice as he describes it. >> reporter: don juan told us that one of the two men did have a gun that he pointed at him, yelling at him not no move. when the two men took off, don juan still had his ice cream, but he said he couldn't work because he was too afraid. he told our telemundo partners that he did not have money to eat yesterday, nor to sent money to his family in peru, his son has autism. oakland police say they are investigating. now, on saturday community members will hold an ice cream sale in fruitvale to benefit don juan, and as nearly 400 people have donated $8,600 to help don juan through a gofundme account. i can post that link on my social pages if you want to take a look. >> i know a lot of people will be coming out.

thanks so much. a popular fast food chain in-n-out is ditching the mask for its workers in some states in the name of what it's calling improving customer service. california not one of the states where the policy is taking effect. we have a map right here. you're going to see that in arizona, nevada, colorado and texas. so that new requirement takes effect august 14th, and a recent memo to employees says that it's being done so workers can, quote, show their smiles. also medical exemptions will apply here. one customer told us she no longer worries about workers wearing masks. >> if i were to have some sort of analysis that showed me something different that i should be more cautious, then maybe i would choose not to come into in-n-out. >> masks will still be allowed for california in-n-out workers. the masks must be company issued.

new developments this morning in the story that last week brought a tear to the eyes of many beer lovers. last call for the historic anchor brewing company. now there's a push to try to keep the beer flowing. ginger conejero saab joins us live in san francisco. this all starts with one man and a mission. >> reporter: that's right, laura. good morning to you. there were a lot of reactions to last week's news of the historic brewery and beer brand in san francisco, anchor brewery, closing up shop after 127 years. now, a local man who also happens to be a neighbor has decided to put his money and those people's money that he's pulled so far where his mouth is. take a look at mike walsh. he is an investor who has helped finance hundreds of companies. for the past 30 years, he also happens to be anchor's neighbor and now he says he wants to buy

it. walsh says he wishes he made an offer to buy anchor brewing back in 2017 but didn't know it was for sale. that's when sapporo bought the company and its brands. the company is in trouble again citing economic pressures and a decline in sales since 2016 and the aftermath of the pandemic as the main reasons for why it's closing up shop. over the past few days walsh has been reaching out to a number of potential investors and he says nearly 30 are interested in joining him and they want to present a compelling offer. >> it's been really exciting. actually pretty emotional, too. i wasn't expecting to have this outpouring of interest and then just of emotion from a variety of people. >> reporter: now, walsh also launched this website, raising the anchor, where he says even more people are reaching out to help.

he's already thought of ways to revamp the brand and the brewery, including adding live music and going back to the company's original branding. now, anchor is seeking an alternative to filing for chapter 7 or chapter 11. they'll soon begin the abc process, that's assignments for the benefit of creditors. that process is set to start soon. i'm told that's expected by the end of the month when anchor and sapporo will give up control and when bids can be submitted through a liquidator. a lot still needs to happen before any big change to what's been announced, but this morning it's good to hear that there are moves to keep the beer brand anchored here in san francisco. >> literally. anchored quite literally. we'll see if he becomes a hometown hero in his efforts. thank you so much, ginger. new options may soon open up for san franciscans trying to make it in the bay. supervisors today voting on the legislation calling for several hundred new homes.

that measure proposals new housing on three properties in the area surrounding opera plaza. it would also include a new campus for the french american international school. it's a high school. 40% of the 671 proposed homes would be considered permanently affordable. district 5 supervisor dean preston authored the measure. taking a peek outside, the sun is already arriving over the bay area. kari has a look at our temperatures for today. still a mild one? >> yeah, nice and mild, starting out cool and slowly warming up. this is what we're used to seeing this time of year. as we start out in oakland, a live look outside, a few low clouds and that marine layer moving in, keeping temperatures cool. we're in the upper 50s to start and it will be very slow to warm up as we get peeks of sunshine over the next several hours. only headed for the upper 60s today, 79 in martinez, and we'll see some low 60s in san

francisco as we are going to see a stronger ocean breeze that's making it to the inland areas as well and keeping those temperatures nice and low. san jose reaching 79. as we take you to tomorrow, it's only slightly warmer with santa rosa hitting 85 degrees and 77 in napa. on thursday we see a warming trend starting to ramp back up with fairfield hitting 97 degrees. we'll talk more about the warmer temperatures ahead coming up. mike, you've been tracking a crash. what's the update? >> we're looking at the crash heading to the bridge from richmond to san rafael. i wanted to give a glimpse of the bay bridge. the metering lights not on yet. we see slowing above there, to the north on highway 37 and more build for highway 4. a typical pattern, although a new crash on the eastshore freeway may be in the westbound commute direction. we're looking at westbound 580, which still has a couple of

tight relationship but it's been strained lately as netanyahu makes moves that many have seen as anti-democratic, trying to slash the power of the judicial branch. millions of americans oppose the move. this was the scene earlier this year, huge protests, but these actually happen every saturday. there's a key vote in just a few days. u.s. officials are careful to point out just because they've extended this new invitation doesn't mean the u.s. government doesn't have serious concerns about the future of democracy and the balance of power in israel. other news, the georgia supreme court has ruled it will not step in to block the investigation of the possible prosecution of donald trump in that state. unanimous ruling, rejecting trump's lawyers' arguments. trump there under investigation for election interference. there's a hearing today as well in florida in the federal felony investigation into the documents.

trump accused of keeping, hiding classified documents, and even allegedly showing some of them to people who should not have had them. the sketches are from the first hearing recently before judge aileen cannon, one of several who have ruled for trump as the case got under way. her opinions caught a lot of experts off guard. indeed, the court above her reversed her. those are two of four criminal cases against trump we know about. there's the case in new york that got attention because it's the first time that a former president was arraigned. it is a federal felony case for documents. then two were charges have yet to be filed, maybe won't be. the federal case over january 6th and the georgia state case. lastly, the biden administration will announce a new program today setting federal standards for internet-connected devices. we'll talk more about that as we talk business in about 30 minutes. >> looking forward to it. thanks. so the giants are waking up this morning with some

county, it's still warm with upper 80s but at least we're not talking about 90s here. not putting any 90s anywhere on the map for today, with livermore reaching 86 and 78 in martinez, hayward reaching 74 degrees, and also 74 in san mateo. nice and cool in daly city, with a high of 60 degrees, and also 60 in the outer sunset. the mission district reaching 66 degrees. for the north bay, we can see the hot high temperatures, and farther to the north with ukiah, clear lake in the upper 90s. mostly mid-80s for the north bay. we're also going to see an increase in smoke. we have wildfires burning around oregon and some of the smoke is coming into the bay area, so you may want to limit your time outside, even though we are enjoying lower temperatures. it may not be all that healthy, especially in parts of the east bay. we take a look at our seven-day forecast where our temperatures will be heating up once again.

really starting on thursday, we'll reach the peak on friday. san francisco stays in the 60s, but it will be in the comfortable 70 degree range for the weekend. mike says the chp has some updates. >> i have updates as well. we have all lanes reported open there at the bridge toward san rafael out of richmond. that's great for westbound 580. sadly, it's the result of a deadly crash. but the investigation and the scene has cleared. we're looking at another crash on the eastshore freeway, west 80 toward central, everything on the shoulder. it's in your commute direction. the build for 37, the build for highway 4, same thing for hayward, southbound 880 and san jose north 101. back to you. >> thanks, mike. happening now, a heads-up for pleasanton residents. city leaders are introducing a water rate increase. if approved, a 30% hike would go into effect in november. it would then be followed by a 20% increase starting in 2025,
