and heading into rarely seen territory. the staggering new power ball jackpot since no one won last night. we have more for you here on "today in the bay." >> if i win that, i'm going to have champagne with my girl dinner. >> caviar. >> you bet. good morning, thanks for joining us. i'm laura garcia. >> i'm marcus washington. we've got a lot this morning, mike has a look at the roads. we had issues earlier this morning. >> clearing up. >> clearing up sky-wise? >> we're seeing some clouds that are keeping temperatures cooler in san francisco, so we're going to see in richmond this morning the sun just kind of peeking out, temperatures in the mid-50s to start, and then low 60s as we head toward late morning into the afternoon. in richmond and in oakland, we have 60s in the forecast for today while san francisco will be in the upper 70s and novato reaching 80 degrees. take a look at tomorrow's high temperatures. it's about the same with san jose hitting 80 degrees and upper 60s in san mateo.

then on thursday it starts to heat up again. we'll talk more about hotter temperatures in our forecast in a few minutes. mike, you were looking at the changes in the east bay. >> an earlier problem is clearing up. the bay bridge toll plaza is filling up because the metering lights were turned on just over 20 minutes ago and it's building to about mid parking lot. that's for the bay bridge. the richmond bridge, that cleared up from the earlier crash that had all lanes blocked since about 3:30 in the morning. about a half hour ago things started to move better, that cleared. so did the crash near central. no major surprises. back to you. 6:02. new overnight san francisco police are investigating a deadly shooting inside a residential hotel along the 6th street corridor. it happened about 6:30 last night at the seneca hotel on 6th between market and mission. the victim has not been identified and so far police have not made any arrests.

happening today, oakland leaders will decide whether or not the mayor will get a significant and now controversial pay bump. "today in the bay"'s bob redell is live for us this morning. bob, mayor thao has only been on the job six months now. how much of a raise are we talking about here? >> reporter: we're talking about a potential $75,000 bump in salary. good morning to you. right now mayor sheng thao of oakland makes just under $203,000 a year. the city council will vote on whether or not to raise her salary to almost $278,000 a year. now, this number has not been pulled out of thin air. the city charter actually requires that the mayor should make no less than 70% and no more than 90% of the average salaries of city managers of six comparable california cities. but in spite of this rule, a number of people and organizations are against this potential raise. they point out the city is currently facing a record deficit of $360 million over the

next two years, our own scott budman spoke with the president of the oakland branch of the naacp. she's against the salary increase and questions the timing of the raise for mayor who has only been on the job since january. >> but not at six months, you don't have a chief of police, you don't have a fire chief, crime is up high. you can't go down to jack london square without someone breaking into your car. >> reporter: by the way, it has been ten years since the city council has raised the salary for the mayor of oakland. that vote is scheduled during the city council meeting starting at around 2:00 this afternoon. reporting live, bob redell, "today in the bay." >> thank you, bob. 6:05 right now. happening today in hayward, religious groups plan to protest the recent removal of a cross. the cross went up in 1971 when the land in albany hill park was owned by a private developer.

more recently the city took over the land. while debates over the cross has spanned years, the city quietly removed that cross last month. a hearing scheduled for today will decide if that's legal. cross supporters are promising to protest outside the courthouse. breaking news from overseas this morning, north korea has detained a u.s. soldier. at this point the u.n. command will only say a u.s. citizen somehow crossed into the dmz while touring a joint security area. the source telling nbc that it actually is a u.s. soldier. united nations is now apparently working to resolve the matter and nbc news did reach out to the white house for a comment, but so far no one has responded. turning to decision 2024, and talk of a possible third-party candidate is already starting to shake up the race for president, even though the election is still more than a year away. both democrats and republicans

are fearing it could pull votes as staffing shakeups and financial hurdles plague gop candidates. drew petrimoulx joins us. we have seen third-party candidates tip the scales in past elections. >> reporter: that's right and polls show that voters this time around are not thrilled about the prospect of seeing a rematch between president biden and former president trump, with the scenario seeming more likely talk of a third-party candidate is getting louder. at a monday event in the key state of new hampshire, joe manchin, the wild card democratic senator, toyed with the idea of challenging the sitting president in an interview with vaughn hillyard. the organization no labels is threatening to run a third-party candidate if the 2024 presidential race comes down to a rematch between president biden and former president trump. >> for us to do the same old

the time is now. primary voters start heading to the polls in just six months. now, most experts don't see a path to victory for a third-party candidate, but there are concerns that a third-party candidate could play spoiler, taking away voters from their candidates. in washington, drew petrimoulx, back to you. >> could water those votes down. thank you so much, drew. in the meantime, a recent campaign donation by a reclusive oakland a's owner and gap clothing heir john fisher is getting some attention. he recently gave $3,300 to north dakota republican governor doug bergam's campaign. fisher's brothers also donated to the same account. burgum is getting half of a percentage point of support among potential gop voters. let's take a live look at

some of the major roadways where it's possible cameras may soon automatically record speeders who will then be ticketed. at least that is the idea behind a new bill now working its way through the state legislature. similar bills have fallen short in the past but this one actually recently sailed through the state senate judiciary committee. san jose mayor matt mahan back in may touted the bill where anyone moving more than 11 miles per hour over the speed limit would receive a violation. so if the bill does become law, it would be actually set up as a pilot program in cities including san jose, san francisco, and oakland. well, the power ball jackpot now moving into historic territory now that no one won last night's drawing. and that means $1 billion will be at stake for tomorrow's drawing. that's still just the third largest in the game's history. power ball is not the only chance to win big. tonight you can actually play the mega millions, that jackpot

$640 million. >> we'll continue to follow that. kari is continuing to follow our forecast. i took a peek at the weekend. not too bad. >> not too bad. it will still be hot for the inland valleys and it depends on where you are. san francisco is, like, what heat? so we're going to see a wide range in temperatures and temperatures already this morning in the mid-50s to start. but it's in the mid-60s in vacaville and low 60s for parts of the south bay. let's head to gilroy where we're starting out in the upper 50s. we're going to continue to see a mild start to the day, mid-70s at noon, reaching into the upper 80s. san jose in the upper 70s and dublin 78 degrees, and 84 in concord. san mateo will hit a high of 69 degrees with a high of about 75 in napa. it will be about the same tomorrow before we do start another warming trend. we'll see that on thursday and leading us into the peak of the

heat on friday. i'll talk more about that coming up in a few minutes. mike has a look at where we can find lower gas prices. >> the lows are rising overall. alameda county has only one in the $4.09 range. we had a number last week. the diamond gas and mart on south front road remains. in the north bay, solano county has the next best price, a few at $4.11. we're going to give it up for royal gas on tennessee street in vallejo. and the south bay's best is sunnyvale with alliance on ma tilde. some changes in the tri-valley, northbound 680, last of the traffic breaks by bernal. traffic just restored back to the green zone after a little slowing. they cleared the overnight crew. we're looking at typical patterns westbound, the bay bridge toll plaza has the metering lights on. a new push for zero waste in

right now at 6:15, let's head over to antioch where we're starting out all clear and 64 degrees. a little bit more of a milder start than we're used to, but it's been hot lately and it's going to continue to stay warm here as we head for the upper 80s and low 90s for parts of the bay area today. cool near the coast. we'll get a look at the range in temperatures and when we heat up again in just a few minutes. we're getting more traffic, picking up westbound on 92, san mateo bridge. aggressive lane change there. i do have to go back to the area kari was talking about, the antioch area. there's an issue for highway 4 i'll tell you about. good morning. very happy tuesday. analysts at goldman sachs are revising their forecast for a recession saying it's much less likely. jobs are strong, prices lower. interest rates still up. it has us watching banks as they

report profits. banks have to pay their depositors more interest and that's cutting into profits. now, they're hoping you're going to keep your money in your free checking where they don't have to pay you. retail sales figures hit our desk for june. my first glance, they're up but not as much as stores expected. americans are saving more money, we know that from other data, that could be part of it. the real estate company cushman and wakefield says more than one-third of offices in oakland are vacant, saying vacancy rates hit 35%. no big departures to blame, just companies leaving in dribs and drabs. shopify is cutting down on meetings by showing employees how much those meetings cost. a calculator attached to the company's online calendar takes an average of how much money in general those you invite to the meeting make and displays that cost to the company in the

calendar invite. a shopify official points out nobody would expense a $500 dinner, but they will schedule $500 meetings several times a day. and the biden administration today will announce a new program putting a government seal of approval on some internet-connected appliances, things like connected refrigerators or connected thermostats. more and more things are connected to the internet, and while google will make sure your nest thermostat is safe from hackers, the people that make your internet-connected coffeemaker may not. you're careful about putting antivirus software on your computer, you make your wi-fi router password something complicated. meantime your toaster is letting the bad people in. a lot of companies are supporting this, amazon, best buy, consumer reports. if you think about locking your house, a dead bolt, security alarms on your windows, but to leave the back slider open, it

high school approved girls' flag football as a sport in february. the state's first flag football season begins august 21st. >> we'll have to watch. might be tough to beat there. cool. >> got some practice to do. >> it's a girls' team, you're okay. >> that's even worse. a look at the forecast, it could be a good day to get out and play flag football. >> anything. it's going to be cooler across much of the bay area and it's been hot in the interior valleys, so it's going to be nice to catch a couple of days of relief. but the cooler weather only lasts for a little while. we're also at the same time dealing with more smoke and haze from the wildfires in oregon. and we will have more heat ahead as we head into the weekend with temperatures back in the upper 90s, so for today it's in the low 80s in san jose, cupertino, milpitas reaching 84 and 88 in morgan hill.

the seven-day forecast comes up at the bottom of the screen and you'll see it will be hotter for friday and into the weekend. we're enjoying a high of 69 today in oakland and 78 in martinez. we'll see some mid-80s in danville today and reaching into the upper 70s for palo alto, 74 in san mateo and only 60 in dal eye city. mostly 60s for much of san francisco, downtown to the mission district. mill valley headed for 75 degrees. and for the north bay it's going to be much hotter farther north in clear lake and ukiah with upper 90s. let's talk about that wildfire smoke because that continues today. maybe more concentrated in different areas. yesterday was mainly in the north bay, but you can see where the center of that, where the plumes of smoke are coming from and being pushed directly down into the bay area, especially for parts of the east bay and south bay, you may have more of a hazy sky. we're taking a break from the high heat for now, but look at these temperatures over the next

several days, headed for the upper 90s in santa rosa for saturday, and still pretty hot on sunday as well. overall our seven-day forecast does show our temperatures will ramp back up after a couple of days' break from the 90s and then it's going to be a hot weekend ahead with more sunshine, while san francisco is not seeing as much of a shift in temperatures. it's going to be a mild 74 on saturday. mike, you've been keeping an eye on the east bay commute. how is it looking now? >> it's filled in at the toll plaza, all lanes all the way back past the parking lot. pretty standard pattern as we are looking at almost 6:23 in the morning. not bad at the richmond bridge, smooth drive for 580 and highway 37 sorted itself out as well. highway 4, eastbound, there's construction blocking one lane. back to you. >> good to know, thanks, mike. 6:23 right now. next on "today in the bay," nbc bay area responds.

good morning. perhaps you have been there, at a department store checkout, the cashier offers a discount to open a new charge card. tarik was at a macy's, and he says the deal was open a new charge card and get 20% off his first purchases. this was the offer on the website. he said yes, but on his first statement his first charges weren't discounted. by his math, macy's owed him about 100 bucks. he tried to fix it himself but couldn't and shared it with us and shared his receipts. we did some math and contacted macy's hq. a rep didn't explain what went wrong but did confirm this was the offer and it was valid for the purchases. macy's took action and told us they have resolved his concerns and at macy's our customers and colleagues are our highest priority. he did get his money back. macy's credited his account $107. those split decisions at the cash register, do i apply for a

microclimate forecast. >> thanks, kari. only on nbc bay area, a install robbery money-wise still causing some big-time outrage in oakland's latino community. a lot has to do with the unfortunate victim who still isn't sure that he can return to his job. >> kris sanchez is here. we're talking about a violent shakedown of a beloved ice cream man. >> this vendor is an 80-year-old man who was robbed by two men in broad daylight for $120, and it is not the first time. this is the video posted to the citizen app, the moment the two robbers jumped out of a vehicle as don juan was selling ice cream in oakland's fruitvale district yesterday morning. don juan asked us not to use his last name because he's afraid. you see the men searching all over his body for his money. he says this is the eighth time he's been robbed in ten years, but by far it was the scariest. even if you don't understand

[ speaking in a non-english language ] >> reporter: don juan told us that one of the two men had a big gun that he pointed at him, yelling at him not to move. he thought maybe he might be shot. when the robbers took off, don juan still had ice cream but said he couldn't work because he was afraid. he told our partners that he wouldn't have money to eat yesterday, nor to send to peru to support his family, including his son who has autism. a street vendor advocate tells us robberies like this one have been on the rise. oakland police are investigating. they have not told us of any arrests. on saturday community members will hold an ice cream sale to benefit don juan and nearly 400 people have donated to a gofundme account set up to help him. i'll post a link on my social pages if you want to help.

>> thanks, kris. well, a new all-time low for covid cases in california, just look at this graph here. you can see california hospitals are averaging 797 covid patients, the latest big drop from the previous low of 963 covid patients in april of last year. and covid related deaths are now almost nonexistent. california down to a rate of six per day. at the peak of the pandemic, it was 718. popular fast food chain in-n-out is ditching the mask for its workers in some states, and this is all in the name of improving customer service. california not one of those states where that new policy will take effect, but you can see some of those states. we have arizona, nevada, utah, colorado and texas. now, that new requirement takes effect august 14th and a recent memo to employees says it's

being done so workers can, quote, show their smiles. medical exemptions will be allowed here. one customer told us that she is now no longer worried about those masks or the workers wearing masks. >> if i were to have some sort of analysis that showed me something different that i should be more cautious, then maybe i would choose not to come into in-n-out. >> the mask will still be allowed for california in-n-out workers, the mask must be company issued. new developments this morning to possibly bring new life to the historic anchor brewing company. there's a new push by a neighbor to keep that beer flowing. "today in the bay"'s ginger conejero saab is live in san francisco this morning. it all starts with one man on a mission, ginger. >> reporter: and his mission is getting some traction. good morning, laura. there were a lot of reactions to anchor brewery closing up shop after 127 years last week.

one of those reactions from this local man who is a fan of the beer, he also happens to be a neighbor, and he says he wants to do something about it. now, mike walsh is an investor who has helped finance hundreds of businesses. for the past 30 years. he also happens to be anchor's neighbor and he says he wants to buy it. walsh says he wishes he made an offer back in 2017 to buy anchor brewing but didn't know it was for sale back then. that's when the brewing joint sapporo bought the brewery and its brands. the company is in trouble again, citing economic pressures and a decline in sales and saying the aftermath of the pandemic, those are the main reasons why they are where they are at this point. over the past few days, walsh has been reaching out to a number of investors and says nearly 30 are interested in joining him. they want to present a compelling offer. >> it's been really, really exciting.

actually pretty emotional, too. i wasn't expecting to have this outpouring of interest and then just of emotion from a variety of people. >> reporter: now, walsh also launched this website called raising the anchor, where he says even more people are reaching out to help. he's already thought about ways to revamp the brand and the brewery, including adding live music to the brewery and going back to the company's original branding. now, anchor is seeking an alternative to filing for chapter 7 or 11, that process which is called abc, assignments for the benefit of creditors. that is expected to begin at the end of the month. that's when sapporo and anchor will give up control and when bids can be submitted through a liquidator. a lot still needs to happen. nothing is concrete yet, including the closing of the brand. but the possibility this morning seems to be alive. new hope for fans of the beer to

keep it anchored right here in san francisco. something to cheers about for those fans, laura. >> exactly. and maybe it will be kind of a community collaborative effort there. thank you so much. an aggressive sea otter being -- actually has been stealing and biting surfboards in santa cruz. it has been able to evade those looking for him. hasn't been captured just yet. she's known as otter 841 and the name is from her days in captivity. so over the past few weeks she's been harassing surfers, fish and wildlife rangers are trying to get ahold of her. so far, no luck. now comes a possible plan b. they are considering using scuba gear to sneak up on that otter. right now is water visibility is causing issues. >> we have been brainstorming and we've got some very great techniques that we've used in the past that have been very successful. but a number of factors have

come into play in this particular situation that haven't allowed us that opportunity to roll out those methods. >> rangers will be back out there this morning looking for 841. their biggest worry is that she could actually bite someone. once she's captured, she'll stay in captivity at an aquarium. >> maybe they should just put a surfboard out there and give her her own. >> give her her own and she'll just appear. so let's get started with some of these temperatures that are coming down around the bay area. it's going to be a little cooler, but we are starting out with sunshine in san jose. so we have a couple of days of some slight cooling in our forecast, but it also may be a little more smoky and hazy as we deal with wildfires in oregon and some of the smoke being pushed into the bay area. now, we'll head for the higher heat later this week, so right now we're just enjoying some lower temperatures. a look at martinez reaching 61

degrees as you step out the door, and we may dip another degree or two. at lunchtime it's 71 degrees and then reaching into the mid-70s. in the south bay expect it to reach about 85 in los gatos and warm in morgan hill, mostly 80s for the interior east bay with some 60s in oakland and upper 70s for martinez. for the coastline, upper 50s in half moon bay. definitely cooler there. palo alto will see a high of 79. in san francisco 64 downtown and the north bay ranging from 59 in bodega bay to 98 in clear lake. so level a big range in temperatures. mike, you're starting out with a crash in fremont. >> we're looking over here, i think the crash has been moved out of the roadway. south 680 suddenly sees more recovery. this crash has been there just before the mission transfer over here for about 20 minutes. i see the speed starting to improve. there's more slowing coming down

through san martin, morgan hill and into the south bay. we're looking at san mateo toward the peninsula. that commute is starting to get more congested. we don't see brake tapping but we do see slower speeds because of the volume. golden gate, smooth, easy drive. there's fog but you can still see the roadway. the president of israel arrives at the white house today. >> scott mcgrew joins us now. it is the prime minister of israel that's causing some controversy. >> indeed, it is. a lot of countries do this. israel has a president and a prime minister. russia, south africa, france do this as well. in israel the president doesn't really have that much power and it is the president herzog who is visiting the white house today. he'll speak to congress tomorrow. that's led to a lot of pressure on the white house to also invite the prime minister, a much more household name, benjamin netanyahu. the white house says it's extended an invitation for

netanyahu to visit later. the u.s. and israel have a very tight relationship but it's been strained as netanyahu makes moves many see as anti-democratic, trying to slash the power of the judicial branch. millions of israelis oppose this move. this was earlier this year, but there are protests every saturday. there's a key vote in a few days. u.s. officials were quick to point out just because they've extended the invitation doesn't mean the u.s. government doesn't have serious concerns about the future of democracy and the balance of power in israel. we're going to skip the next subject because brand new into our newsroom this morning, former president trump says he has been told by federal prosecutors he is the target of their investigation into trying to overturn the election. that's always been assumed, but today trump says that's

confirmed. in this truth social post trump says he's been given four days to report to the grand jury in the case. that's not how this works legally. targets of investigation are invited to testify, they don't have to. there's also a hearing today in the other federal felony investigation. that's the one into the documents, trump is accused of keeping and hiding classified documents, even allegedly showing them to some people who shouldn't have seen them. the sketches are from the first hearing. so those are two of four criminal cases against trump we know about. there's the case in new york. that's the one that got so much attention because it's the first time a former president was arraigned for a felony. then there's the federal investigation into the documents case and then there are two where charges have yet to be filed, the federal case over january 6th and then the georgia state case as well, completing

[ laughter ] >> now they're talking about post career in basketball he could go into golf professionally. how is it looking? >> it's starting to cool off around the bay area. it looks really nice for these next couple of days. then it heats up again in the valleys. but this is what's keeping those temperatures lower in san francisco, it's foggy and at times low visibility. you can see that it's kind of misting and drizzling there. away from the fog it is all clear and we are waking up to sunshine in san rafael. as we get started we are also watching out for something else, there have been fires burning up around oregon and one in particular has been surging some of that smoke down into the bay area, with the wind direction it's coming right into the north bay, but maybe shifting into parts of the south bay and east bay by later on this afternoon.

this coming along with cooler temperatures as we're headed for the mid-80s for the interior east bay, while san francisco will be in the low 60s for this afternoon. it will be about the same tomorrow with a high of 77 in fremont and 86 in livermore, but then we head to thursday. that's when we start to see those temperatures going back up again, and it's going to be hot leading into friday as well as the weekend. take a look at walnut creek and what we're expecting here. we're going from a nice break with highs in the low to mid-80s to mid-90s on thursday and upper 90s for friday and saturday, and then we're going to stay warm through sunday and then see temperatures come down a few degrees. overall our seven-day forecast does show a ramp up in temperatures by the end of the week so enjoy the refreshing breezes today and tomorrow with continued sunshine, while san francisco will start out with clouds and fog, maybe slow to clear, keeping temperatures in the low 60s with low to mid-70s

person's identity and the u.n. saying it is working to resolve the incident. at the top of the hour keir simmons will have an update. san francisco police are investigating a deadly shooting inside a residential hotel along the 6th street corridor. it happened at 6:30 last night at the seneca hotel on 6th between market and mission. the victim has not been identified. so far, police have not made any arrests. a popular 80-year-old neighborhood ice cream vendor is recovering after being targeted by armed robbers in east oakland. it happened noon yesterday on east 18th street in the fruitvale. video showing that robbery posted to citizens app is going viral. he says those robbers took $120 and that is actually the eighth time that he has been robbed in ten years. police are investigating, but so far no arrests. a grassroots effort has already started to generate thousands of dollars online to help him out and more proceeds will be raised from an ice cream event

scheduled for this weekend. oakland leaders today vote on a controversial $75,000 mayoral pay raise. the last time oakland raised the mayor's salary was ten years ago. it's currently a little more than $200,000. oakland's charter requires the mayor make no less than 70% and no more than 90% of the average salaries of city managers of six comparable california cities. in spite of this rule, opponents are raising objections. they argue the city is facing a record deficit and the money would be better served elsewhere. time to get a look at that forecast. >> we're seeing some cooler temperatures across parts of the bay area, especially inland that had to deal with triple digits and 90s over the past few days. mid-80s today and tomorrow, but then you can see the trend heading back up into the upper 90s. it's going to be in the low 60s today in san francisco, breezy and partly to mostly cloudy. as we head toward the weekend, it still looks nice. just a little warmer.
