breaking right now at 5:00, a deadly overnight crash in the south bay. like at the scene with an update on the investigation and whether it will impact your morning commute. plus, getting ready for the next wave of high heat. our air-conditioning units working overtime. how dangerous is this climate in crisis? breaking it all down this morning, this is bay area news. it is thursday morning, 5:00 right now. i am laura garcia. thank you for joining us. >> we will check in on those drive times with mike in just a moment. let's start with a look at the forecast. our meteorologist tracking what we can expect. it got cooler, and that we are getting hotter. >> we are heading towards hotter temperatures in the valley. at least we have this cool start. nice and refreshing as you get ready to head out the door. we look at high temperatures today, reaching 78 degrees, we will see a hotter 99 degrees in the valley today. parts of the south bay in the

80s. san francisco will be in the upper 60s while the north bait will hit 93 and the east bay reaching 83 degrees. we will talk about hotter temperatures tomorrow coming up. this is off lisa mateo bridge. it is what went on this side. a car went off of the road and went into fencing. but as you see here, only minor slowing at the scene. in the south bay, things are moving smoothly for the second morning in a row. we had it right over back to you.

it is hard to believe. for the second straight morning, san jose police are investigating a deadly overnight traffic accident. this time, crash involving two cars. yesterday's accident sadly killed an infant. >> chris, good morning to you. what are we learning this morning? the mac good morning to you, cara and laura. this is a terrible scene. you can the investigators are still out here. they are taking measurements of leasing and gathering evidence here behind me. but what we know is that two people were found ejected from a vehicle here at capital and snell avenue. those people went to the hospital by ambulance. we now know one of them did not survive this crash. it happened after 1:00 this morning on capital expressway and snell avenue. the victims were found on the ground. one vehicle crashed into an electrical box.

another cart nearby was also smashed. there was a lot of debris all over the roadway. police have not told us how this crash happened at this point, but it happened just 26 hours after this deadly crash in east san jose, in which a baby was killed. a child and a woman injured while crossing havana avenue at king road, outside the crosswalk. the driver, who had the right- of-way, remained at the scene, and that he did not see the three in the roadway. the person who died today is the city's 28th victim of a traffic crash. in all of last year, 65 people died in traffic crashes on san jose city street. in a third of all cases, speed was a factor. 63% of cases, they happened in dark, overnight hours. these cities zero vision task force to elevate traffic fatalities said that this corridor is an area of concern for the city. yesterday, also. but, really, everyone can do their part by slowing down, putting on their cell phone,

and making sure their eyes are on the roadway. you can see how many there are behind me, there are a lot of folks detouring the area. it is really hard to see. michael will probably be following this for a while. it is a major thoroughfare. i can tell you from personal experience, a detour takes a long time if you do not know where you are going. >> thanks, chris. it is 5:04 right now. governor newsom is taking dispute with conservative board members up a notch. he is now issuing a 1 1/2 million dollar fine the temecula school district for rejecting material mentioning bay area gay icon harvey milk. teachers were escorted from the room several times. throughout these states, a three paragraph biography of milk in text book materials for

school students put on top of a fine, the district will have to pay $1.6 million in shipping costs to the rejected materials. state leaders are violating state law. so far, conservative board members leading the charge are not commenting. we will turn now to a still unfolding mystery overseas. a u.s. soldier this week crossed into north korea through the demilitarized zone. many wondering about his state of mind and why he bolted across the border. private travis king is now being held in north korean custody. king, we understand, was already facing legal trouble. >> reporter: good morning. before this incident, travis king had spent time in a south korean prison. the u.s. was preparing to bring him back to the state for possibly further disciplinary action by the u.s. military.

we are learning new details about travis king, the u.s. army private scene making a dangerous dash across south korea's border with north korea order while joining a tour group. >> everyone was shocked. when the south korean soldiers realized what was happening, they chased after him. >> reporter: king , who wesley says was in the black church, had a few run-ins with police while serving in south korea. last september, he was accused of punching a man at a nightclub. that victim did not press charges. in a separate incident, police arrested him for assault. american officials told the associated less -- press that king had been released after two months the south korean prison. the biden administration is now trying to determine the 23-year- old's fate. >> we are still gathering facts. i want to be clear that the administration has and will continue to ensure safety and return him home to his family.

>> the u.s. does not have official relations with north korea. we are willing to engage them at a black table. if they will not accept it, but it is not for lack of trying on our side. >> kings a family in the u.s. is searching for answers. >> i want to know what was going on in his mind. i cannot see him doing that. >> north korea remains silent about kings crossing. when it comes to getting to the bottom of what happened with travis king, the white house says that it is working with south korea and sweden, whose empathy represents u.s. interest in north korea. >> think you for that update. it will be interesting to see what happens. we will turn now to our climate in crisis. with the warming planet, people are using their air conditioning's more than ever.

>> reporter: this is really a global problem, carrie pierce certainly a bay area problem. estimate the demand for cooling is reflected in a temperature- based metric called cooling degree days , or cdd. i mean how much cooling we need to maintain a comfortable air temperature. it is a difference between a locations daily average temperature and 65 degrees. in engineering standard that is considered the ideal indoor temperature. so this graph shows the amount of daily cdd chelated over the course of a calendar year. in 1970, san jose had a little less than 600 cooling degree days compared to now. it has risen to 750 cdd's. most homes in san jose were built in the 70s and 80s when amateurs were much cooler. that expands what a lot of us do not have central air conditioning, and the observed rise in cooling demand since 1970 is a trend that is likely to continue as a planet warms. in the u.s. projects changes in

cdc that are expected to drive a 71% increase in the household cooling demand by 2050. according to the u.s. energy and termination administers an latest outlook, commercial buildings are projected to see a 30% increase in cooling demand over the same period. these large future productions are largely under estimates because they are based on temperature and, therefore, do not account for additional cooling demand do to humidity. rising demand for cooling is not limited to the u.s. we are 90% of households already have air conditioning. but cooling demand is expected to more than triple by 2050, consuming as much electricity as all of china and india today . as countries around the world heat up and gain access to air conditioning. we are gearing up for hotter temperatures again for the inland valleys across the bay area. in the latest forecast and a look at how climate change is affecting us, our website is nbcbayarea.com. look for the climate in crisis

page. and we may have a traffic alert? >> we do. we are looking at the freeways. freeways are moving slowly. the deadly crash that chris talked about yesterday, the second in many mornings, we are looking here. we are looking at capital expressway, and that is between monterey highway and highway 87. so if you are coming over from monterey highway or highway 101 on capital expressway, if you are going left, you cannot cross the intersection at snell. the only thing you can do is headed north on snell. that will put you up around hildale and then back around to vista parkway. you can continue back on over to the freeway. if you're going the opposite direction, away from 87, you will have to head south to vista park on snell over to brenham, which will take you back-and-forth here. again, as chris said, very busy later on in the commute.

let's get live look out in oakland as he ready to head to work. we will see temperatures in the upper 50s right now. a mix of sun and clouds now as we go throughout the morning. gradually, it clears up. it will seem a little warmer compared to what it was yesterday. definitely hotter in the valley. we will take a look at the range in temperatures coming up in just a few minutes. we are seeing a little moisture in the air here. no problem on the roadways. new drivers going to the bank and adding to the right, going to debate bridge. smooth and no backups there. we are still talking off lisa mateo bridge crash. a very happy thursday to you. it will probably be a tough day for the nasdaq index. we will get to that in a second. i am guessing you do not recognize this symbol. these are continuous features on my old stomping ground chicago board trade.

questions are threatening to sink ships carrying green out of ukraine. the cost of wheat is way up. iker soft yesterday hit all- time highs. a little money coming off the table this morning. but it is the ceo that will go down in history as one of the best ceos in tech. he took microsoft from near irrelevance back to being a major force. bloomberg is calculated between the salary and benefits and incentives. he has taken home more than $1 billion over the course of his time as the head of microsoft. speaking of $1 billion, elon musk says tesla is going to spend $1 billion on a supercomputer to handle all the video and data tesla's cameras and sensors generate. that made investors a bit uneasy as i listened to the earnings call yesterday. $1 billion is a lot of money. the computer will be called dojo. tesla prices continue to fall. they are already done as much

is 25%, depending on what model you buy pit for instance, a tesla that used to cost 56,000 is down to $45,000. netflix also briefed investors and analysts with its quarterly report. you would think it was good news. subscriptions are up. not many people quit after netflix started cracking down on passwords. the company even said it had extra money on hand because it has been buying fewer movies and tv shows, because of the writers strike. now, of course, there is another strike as well. it looks says it buys enough material ahead of line that it is not affected currently. but netflix shares is the market opened at 6:30. same as tesla. with both netflix and tesla on the nasdaq, we do expect it, we look at the bets that traders make, it could be a rough day on the nasdaq. because those two companies may be falling today. >> we have had some good days recently.

thank you, scott. even if president biden is successful in wiping away billions of dollars in student debt, the parents of incoming college students will still have plenty to juggle. the white house is now forging ahead with its student debt plans, even after the supreme court last month struck down the original effort. but it will not apply to new students. one local financial adviser says the best solution for current incoming students is to understand exactly where they are enrolling and in short a four year graduation as possible. >> parents also should look at graduation rate. because they may find that a private school is more expensive than a public school, but a public school may take 4 to 6 years to graduate, but a

private school, if they can guarantee graduation in four years, that could be a cheaper deal. >> he also checking the college board website to better understand the different types of colleges and their associated costs. >> that is the reason my dad sent me to a private school. make sure you get out in four years. >> a live look outside. take a look at that. the sons of arrival over san jose this morning. it looks like a nice morning. inching closer to the weekend. >> we are inching closer to hotter temperatures too. it will mix in with a little haze and smoke. fires burning north of the bay area, that smoke has been coming in. we can see just above the surface, there is a look at a smoke model that does show that we are going to see some more plumes of smoke as we go throughout the late morning and into the afternoon. especially this evening, where we can get a little bits and parts of the delta and then move into the east bay and try valleys. as we zoom into the south bay, we are going to see temperatures this afternoon reaching into the 80s, reaching 89 for today. and parts of the east bay heading for the upper 90s.

concord, antioch, livermore. 98 degrees today. while oakland will see a high of 77, that is 10 degrees above yesterday's high. we are seeing some warmer weather as well, as you head over to redwood city, reaching 84 today and 62 in daly city. and then you move up to san francisco, where we will high temperatures mostly in the upper 60s for today. the north bay high will be up to 93 and lovato in 102 degrees in kia. we will also start a heat advisory tomorrow at 11:00 in the morning. it continues until 11:00 p.m. on saturday. and all of these areas shaded in orange, we are looking at temperatures ranging from 90 to 104 degrees with an elevated fire danger. make sure this weekend, you are just drinking lots of water and you take care of those pets out there in the heat. but this is nothing compared to what we are seeing across parts of the southwest. a large heat dome that has not moved for 3 consecutive weeks has caused phoenix to at

temperatures above 110 degrees for an extended period of time. so, we are up to 118 degrees in that area. las vegas is 112. we will see those temperatures ramping up as the heat dome continues to develop across the region. livermore will reach a high of 102 degrees on friday. it is still pretty hot on saturday, but we will start to see some heat coming back with more seasonable weather for much of next week. take a look at our inland temperatures. we are headed for the triple digits in a few spots. for tomorrow as well as saturday, and then 90 on sunday. back to the 80s next week. but we will not see a big spike in temperatures in san francisco. it is pretty mild here for the weekend. really nice low 70s. we have alerts getting off of the san mateo bridge. the crash has cleared from the bridge. we will see no slowing.

studios and striking actors. the silicon valley giant expecting to see picketers in a matter of hours. this is "today in the bay". good morning, thank you so much for joining us. i am cara plaster. >> i get to enjoy watching her on the weekends, but it is great to have you here. let's start off with a look at that forecast, meteorologist carrie hall's tracking what we can expect with that warm-up on the way. >> it will be hotter on the inland valley. starting today and continuing through the weekend. let's get a look at the nice, cool start we had getting ready to walk out the door. all around the 50s in the bay area. it is 52 degrees in santa rosa. then we take a look at our high temperatures ranging from 78 in

the peninsula to 99 in the tri- valleys. in the south bay reaching 84 degrees. while the east bay will reach into the low 80s, san francisco keeps it cool with a high of 60 degrees. 93 in the north bay. tomorrow's heat advisory begins, we will talk more about that in a few minutes. >> folks, it is no surprise. more traffic here at the bay bridge. as we look at a map, you will see there is a little slowing at the bottom of the screen on the incline. we should see those lights turn on within the next 5 to 2 minutes. at the top, highway 307 and 104 showing signs of slowing as well and that commuter direction. we will follow that deadly crash enclosure on part of capital expressway. i will talk more about that with you coming up next. sure. the chief of police is stepping down after just nine months on the job. it comes before what many call a critical point in the ongoing federal investigation involving racist text messages.

today, ginger joins us live this morning. ginger, the timing is raising a lot of eyebrows. >> that is right. good morning laura and kira. specifically because it is happening just 48 hours before chief boards and other officers are expected to testify at a critical hearing on friday involving those racist text messages that were exchanged by antioch police officers. as mentioned, there is an ongoing fbi investigation looking into that. the announcement comes after another round of racist text messages and homophobic text messages were made public. some aimed at the chief himself. the first batch of racist text messages remain public back in april by the district attorney, involving some of the state antioch officers. the chief has not given a reason behind his decision, but says he is proud of what they have accomplished and firmly believes the groundwork has been laid for organizational

success. he adds that he sincerely hopes engagement with the community will continue and flourish. the announcement comes as a surprise to community leaders who were hoping for its leadership would signal a turning point for their city. even antioch mayor lamar thorpe said he had not spoken with the chief about his decision and was surprised by it. >> we will just have to continue to move forward. we've got a city manager just coming up, we got other leadership positions for the city coming up, so we will have to add those to the things we are working on. >> he was our only hope. and the fact that he has only been there for less than nine months, it shows that this police department is falling. it is in turmoil. and it needs urgent help. >> the chief has not responded yet to questions about his announcement and friday's hearing specifically.

speaking of that hearing, five of the 15 officers subpoenaed have been excused because of, quote, industrial injuries. that is also something that has puzzled attorneys that are working on that case. now we are expecting to hear from chief ford himself later today. the naacp is also working closely with the chief as having a press conference to announce his retirement as well. a lot more happening today. we will be keeping a close eye on that in this developing story. back to you, lauren. >> a lot going on. thank you so much, ginger. outraged parents are demanding san francisco authorities drop all charges tied to a recent chaotic clash involving police and skateboarders. it happened july 8th when officers broke up the annual dolores park hill bomb event, which police considered an unlawful gathering. it led to more than 100 arrests. many of them were juveniles. last night, police commissioners discussed the response from officers and released new body cam video.

police have been criticized for their aggressive response. something chief bill scott has defended. the chief was there last night as event participants gave him an ear full. >> i do not understand why the police treated us the way they did. for not knowing who did what and when it happened. >> some of the parents who attended claimed their children were treated like animals. chief scott says many were detained with force over concerns there may have been weapons. the investigation is ongoing. happening today, the suspect in a freeway shooting killed a five-year-old girl are set to appear in court today. five-year-old eliana kristof died april 8th after she was hit by gunfire on interstate 880 in fremont. her family was on their way to a birthday party. investigators later determined the shooting was gang -related, and they mistook the families car for someone else. the three defendants are

scheduled to appear today for a pretrial hearing. also today, u.p.s. workers will hold a rally for what organizers called practice picketing near the east bay headquarters in richmond. negotiations are now at a standstill with the clock ticking until the july 31st deadline. if the new contract cannot be reached by then, u.p.s. workers across the nation are promising to go on strike. this would be the shipping company's first labor action since 1997. an ongoing strike involving hollywood actors. strikers plan to picket outside netflix headquarters. the strike has big issues including pay and benefits. in the use of ai. the silicon valley streamers are at odds with the union over compensation deals. hollywood productions remain shut down and may stay that way for a while. right now, there are no negotiations scheduled.

not only that, but hollywood is also in the midst of a better writer's strike. picketing at netflix is expected to start at noon. the actors strike creating trouble for comic-con in san diego. most hollywood studios are downsizing their presence at this year's convention, which kicks off today. but that is not stopping crowds from returning. take a look at the line. it was already forming out there ahead of tonight's preview event. organizers say even if the event is lacking, it's usual a- list attendees and blockbuster project, they still expect to see plenty of comic and cosplay panels, along with a jampacked schedule. a unique chance to about cave creek's natural environment. the santa clara county parks department is hosting a pop up today to help families explore nature, wildlife, and even do crafts. it is called i will

superpowers. it starts at 4:00 p.m. at the visitors center in morgan hill. >> i think people will be chasing the cooler weather, trying to escape the inland heat. one thing you may want to do this weekend is checking out a baseball game. today and tomorrow, you got the astros in town. it will be in the upper 70s there, first pitch at 7:40. do not forget that sunscreen. as we go into the evening, we drop into the mid-60s. it will be really nice and comfortable there. this weekend can reach into the low 90s. it will be hot in the middle of the day, but we have this cool mornings were restarted in the upper 50s, and a just a tad cooler on sunday with a high of 87 degrees. if you are hitting the road heading to l.a. this weekend, it will be pretty warm there. especially hot for the inland empire. we will see temperatures in the upper 80s and low 90s throughout the weekend.

yes, finding the cooler temperatures along the coastline, this is what we are looking at. highs in the low 60s in the mornings will start out in the low 50s. we will see the marine layer and clouds linger throughout much of the day. if suffolk tahoe is in your weekend plans, it will be very warm there. highs in the upper 80s from friday to saturday. and reaching 84 degrees. we will talk about what is going on here in the bay area other temperatures heat up in just a few minutes. right now, major issues for the freeways. there is a fire that popped up in oakland. we will research this all. we are looking at here toward the south bay off of the freeway. this is a major roadway. capital expressway is still closed between now and vista parkway. very important, if you are

heading towards 87, you can reroute up and jump back on it vista park. but if you're heading away from 87, you have to take pearl down to branam, and that will bridge the gap there. or if you can't stake north of the incident, you steer clear of 87. meanwhile, as we look ahead , tonight, a game of the oakland coliseum, the capital a's begin another game series here. there could be some afterword traffic. this is not happening until tomorrow night, but if you're heading toward the beautiful weather station over there in tahoe, it is east 80 that will be closed starting at 9 p.m. tomorrow. from highway 4 up to the skyway. so you have to make this long reroute. some folks do wait until later

it is friday eve. as you head out in mountain view , it is starting out cloudy. temperatures in the upper 50s. it will clear up fairly quickly and shape up to be a little bit warmer for this afternoon. valleys are really going to feel the heat. we will take a look at that and weekend forecast coming up in a few minutes. backed up at the bay bridge, was reactivated just after 5:31 crash was reported. they turned those median lights on to low speed. we will check on the status of the bridge and the backup coming up. it is a quarter to 6:00 right now. more data showing the economy may indeed be headed for the soft landing we all hoped for. >> yes. resident biden not shy about --
