federal consequences we go to brie jackson in washington tell us more about what's leading up to this potential legal battle. >> reporter: good morning, frances. this action stems -- or this stems from actions taken by texas governor greg abbott at the u.s./mexico border as part of operation lone star the state's $4 billion effort to counter migration. texas has constructed a series of large buoys in the rio grande river aimed at preventing migrants from crossing the buoys are said to be roughly 4 feet in diameter and spin if someone tries to climb over them this development led to outcry from migrant advocates who said that the buoys could cause people to drown. on thursday the department of justice threatened potential action against the state the doj informed texas that unless the buoys are removed from the river by 2:00 p.m. on monday, today, the u.s. will file legal action. the offenses cited by the letter
