one highway on-ramp remains closed. we have details from investigators on the scene. after the bay area's weekend heat wave, extreme heat threatening millions across america. we're tracking the record-breaking summer which shows no sign of cooling. this is "today in the bay." good monday morning to you. thanks so much for starting your day with us. hope you had a great weekend. i'm laura garcia. >> i'm scott mcgrew. marcus washington has this monday morning off. a lot going on in traffic, but let's start with weather and find out what the week holds. it's going to be a little cooler today and it will be nice to get relief and not having to blast the ac for many of the inland valleys. in mountain view, a pretty mild day, upper 50s to start. take a look at the trend. we're seeing a partly cloudy sky throughout the morning and temperatures headed for the mid-70s for early in the afternoon in mountain view. around the bay we're still going to have a wide range in temperatures. santa clara reaching into the upper 70s, pacifica back to the

high of about 65 degrees, and in danville, the upper 80s today. we'll see a few spots reaching into the low 90s, but not as widespread as it was over the weekend. looking a little better here. we'll talk more about the changes ahead for the rest of the week. we're getting a look over here because there are low clouds but visibility has maintained and it's a smooth drive across the bay bridge all morning. i-80, the weekend work reopened gr n for east 80., sot's now it's the morning commute, so ithe westbound direction we look at for the b 24aching mot of activity on west near the interchange.ng on we're tracking that. otherwise it's a standard build for the east bay. in the south bay we had a complete closure for a crash. major injuries reported south 101 south of tully. we still have slowing counter-commute but that will continue to recover as we have

all lanes reopening and a major investigation and the deadly crash on camden avenue that affects the on-ramp to north 85. back to you. >> thank you very much. breaking news we're following this morning, police have surrounded a san jose home after responding to reports of gunfire. the standoff is happening near renaissance drive and grove street. this is close to highway 237. police say the call came in at 4:00 this morning. they are asking people to avoid the area as negotiations continue. at this point, it's not clear if there is anyone else inside that home. also breaking, ceo elon musk wasting no time in rebranding twitter. check out the headquarters in san francisco. this video was shot overnight. people this morning will see the familiar bird logo has been changed to an x to go along with the app's new name. as of this morning, the bird has been replaced online with that new x look. ginger conejero saab will have

reaction ahead in a live report in our next half hour. 6:02 on your monday morning. developing right now, a political showdown heating up at the southern border. it follows a move by texas governor greg abbott to install a series of large buoys in the rio grande to deter migrants. the justice department says it's inhumane and those buoys have got to be removed. "today in the bay"'s brie jackson is live in washington. the justice department has a deadline for them, right, brie? >> reporter: that's right. good morning, scott. so the justice department says that texas has until later this afternoon, 2:00 p.m. eastern, to commit to removing the buoy wall or get sued. a political battle at the u.s.-mexico border, the justice department says texas governor greg abbott has until this afternoon to have a plan to remove the 1,000 foot buoy wall installed in the rio grande or face legal consequences.

abbott's latest tactic to stop migrants has drawn major backlash. >> barbaric behavior and texans are shocked, they're outraged. it's not just these buoys or barrels, they've got this netting, this wire netting underneath them which can trap them. >> reporter: in a letter since last week, the justice department states the buoys violate federal law, raise humanitarian concerns, present serious risks to public safety and the environment. >> if a court determines these floating buoys fall within the rivers and harbors act and they're the kinds of things the state needed permission from the federal government in order to place, then the state of texas will likely be forced to remove these buoys. >> reporter: some republicans insist congress and the biden administration need to do more to secure the border. >> the governor no doubt is doing everything he can to secure the border, but there is a disconnect between what is happening at the top and the person at the ground that is delivering -- that is doing the

actual function. >> reporter: illegal border crossings are down from record highs, but remain a hot button issue. and the buoy wall is part of operation lone star, that's texas' multibillion dollar plan to counter migration, which also includes busing migrants from texas to democratic-led cities, including here in washington, d.c. >> brie, we were talking about this in the 5:00 hour. the governor of texas hasn't officially responded to the doj, but he did tweet or x about it. >> reporter: yeah, so he did tweet or now we're calling it x, when the justice department first released their statement last week. so in it greg abbott said that texas has the sovereign authority to protect its border, so he basically doubled down on his stance back then. but he does have until 2:00 p.m. today to give a more official

response, so we'll see if that changes. >> thank you very much. happening today, jury selection begins in a three-day hearing to determine if a suspected serial stabber in davis should stand trial. authorities in may arrest fd oakland native and uc davis dropout carlos dominguez. it followed a string of stabbings that left two people today and another injured. last month a court-appointed doctor said dominguez was not competent to stand trial. now jurors will make the final call and experts say prosecutors will face a big challenge. >> you have to have a complete jury, they have to 100%, all 12 have to be unanimous that they find the person not competent or competent. if they don't, it's a hung jury and you do it again. >> if dominguez is found competent, his case then goes to trial. if not, he would be sent to a hospital to receive treatment with the hopes of restoring competence until he can stand

trial. oakland police are investigating a chaotic sideshow near the coliseum. that was the scene early yesterday, drawing a big crowd around 66th avenue on the north side of the coliseum. witnesses say it started around 4:00 a.m., later moved to the south side on hegenberger road. responding officers broke it up after about 20 minutes. police so far are not able to talk about the arrests tied to the sideshow, but the city had promised a crackdown on sideshows, including steeper fines and seizing cars, holding them for 30 days. new video to show you of a dramatic rescue in southern texas. the video posted to tiktok shows bystanders smashing the front window of a car to save a baby inside. this, after parents reportedly locked the keys and the baby inside on a hot summer day.

witnesses say the woman eventually climbed through the broken glass to get to that child. there is no update on that baby's condition. >> scary. 6:07 right now. it's so hot and many parts of the southwestern united states are now just roasting in this record heat out there. temperatures today in phoenix are set to surpass 110 degrees for the 25th straight day. over the weekend temperatures in death valley reached 121 degrees. >> so park rangers are warning people to take extra care. over the weekend a death valley hiker collapsed and died, no hikers in a nevada state park. we get more now from "today's" miguel almaguer. >> reporter: good morning. it's going to be another dangerous day when it comes to the heat in so many parts of the country, more than 30 million people are facing heat alerts. here in the southwest in the city of phoenix, it's going to be over 110 degrees today, shattering anoth record. miami also shattering records there. so really from coast to coast you have this dangerous and

deadly weather. coming up on the "today" show, we'll take you to national parks where there's been some deaths and on popular hiking trails across the los angeles area. it's going to be another dangerous and deadly day. back to you. >> hope everyone hydrates. >> look at that, 114 in phoenix. no, thank you. >> i lived in phoenix for a short time and i don't think anyone is supposed to live there. then when you deal with the effects of climate change, it's making it worse. we're seeing prolonged periods of extreme heat and today is another day. now the heat is starting to expand off to the east as well so we're starting to see more cities reaching the record high temperatures and we are going to have some of our temperatures coming down from some really extreme temperatures like we had over the weekend, feeling a little bit better today. but we're still up to about 92 in santa rosa, we usually are seeing temperatures up to about

83. and concord reaching 90, average is about 88 degrees. so we are seeing in many spots some near normal high temperatures for today all around the bay area. still a wide range, anywhere from 64 at half moon bay to 92 in santa rosa, fairfield, and in san martin. we'll be a little hotter in some of those inland valleys tomorrow, while the coastal areas will stay nice and mild, parts of the peninsula in the '70s and low 80s, martinez reaching 91. by wednesday, a stronger ocean breeze will help bring temperatures back down once again and that's where we'll stay for the rest of the week. we'll talk more about the changes in a few minutes. mike has a look at hopefully numbers that are dropping in your department, too. >> i don't favor this trend so much. contra costa county, $4.29 at a few spots in concord like national on clayton road. then san jose's best is also $4.29, excel gas and mart on north 1st street.

degrees. it's going to warm up again. we're going from 50 to 92 today. we're going to see a big range in temperatures, not only across that one microclimate, but all of them. we'll get a look at all of our microclimates in the forecast coming up. and we knew there was something going on as you approached the maze there. west 24, there is a disabled vehicle blocking your slow lane. that's why we've seen the slowing as you're approaching 580. at the toll plaza, not far from there, we are also seeing the volume build and the backup build as well. so we have more congestion throughout the east bay. we'll show you more coming up. wall street set for a slightly higher open. the dow on a ten-day winning streak, the longest rally since 2017. the fed meets tomorrow for a two-day meeting to talk interest rates. investors expect the fed will hike rates by a quarter percent on wednesday. but probably will quit after that. we have a live look at sfo. new signs of a possible labor die involving american airlines

pilots. the union just postponed a contract vote after the airline added more benefits to a previous deal. last week the airline raised its offer to pilots, which would include 21% paid bonuses. that would make american competitive in salaries to those offered by united and delta. and apple making the jump to ai. bloomberg reports the company is testing out a new chatbot. they're hoping to use it for employees for features and answer questions based on data it's been trained on. apple still reportedly is stopping an ai rival to chatgpt but the company is not saying much about it. analysts speculate the use of ai may first help apple care support staff better assist customers with tech issues. trending this morning, the movie's "barbie" and "oppenheimer" may be the summer blockbusters the industry was waiting for. both films opened to really strong numbers. could get the studios closer to making deals. >> that's interesting to hear. i took the trip. we were all dressed in pink. we had to balance it out for my son and see spiderman the day before. fair is fair. >> there's no ken movie. >> i don't know that he would want to see that, either. >> you and i are the only ones who have not seen the movie. >> i haven't either. i just pretended. look, here's the movie. >> i am looking forward to seeing it at some point. >> i'll see it when it comes out on tv. i'm not going to the theatres to see it. let's get started this morning. we've been trying to find some cool places to hang out in this heat. now we get back our natural air-conditioning for a lot of our microclimates, as we get a live look outside in dublin. and it's still a little bit hazy this morning, but not as bad as it was over the weekend when we had a lot more wildfire smoke coming in. we had the spare the air alerts.

now as we take a look at what caused all of that smoke, the flat fire in southwestern oregon on our near surface smoke model it shows that it's going to be moving off to the east, so not into the bay area like it was over the last couple of days. our air quality continues to improve. our temperatures improving, too, all thanks to an ocean breeze, that westerly wind that's going to bring in some of those temperatures in the 60s to some 70s for the peninsula, and then some mid-70s across the bay to hayward, 82 for a high today in dublin and 87 degrees for livermore, with some low 90s in concord. and tomorrow we'll see those temperatures coming up just a few degrees for some of those valleys. we're back to the mid-90s for morgan hill, while mountain view will see a high of 80 degrees and we'll be in the low 90s for martinez. then take a look at wednesday. significantly cooler for everyone as we are going to have a nice little cooldown as high

pressure moves away, and we'll see this trough moving into the pacific northwest. for us, we'll get a stronger ocean breeze and cooler temperatures. a look at our ten-day forecast for san jose, we're going from low 80s today to mid-80s tomorrow and then we'll bring it back down for the rest of the week. check out the weekend. if it was too hot over the past weekend to spend a lot of time outside, it's going to be perfect this upcoming weekend. we don't often see spots like this get upper 70s in the middle of the summer. we're going to have a mild week ahead with the exception of tomorrow where temperatures do go up just slightly. san francisco reaching 70 degrees. then we're back to the 60s the rest of the week. mike, so far it looks like the problems that we had earlier are starting to calm down. >> absolutely. so those problems, the surprises are mostly gone and the regular problems like the bay bridge backup are here. no one says, all right, the bay bridge backup!

we're looking at no problems for the hov lanes, a smooth flow of traffic down the eastshore freeway. this is the problem in the area. unexpectedly slow, a crash still blocks just the slow lane, critical portion, though, of west 24 just before you get to the 580 interchange. no problems for the caldecott. it's after the warren freeway that is slow. highway 37 in the north bay and also highway 4 coming into concord, typical slower spots and it's monday. they're easing into the week over there. in the south bay we had a problem, the southbound inside had a closure after a major injury crash that did clear about a half hour ago. north 101 everything is slow, tully is clear but we have a crash on the shoulder, enough to cause a distraction. this is a sensitive part of the south bay. another major crash, a deadly crash, an investigation on surface streets that will affect camden avenue getting onto north 85. the investigation is continuing

on surface streets. 85 itself moves clear through the area and no delays. farther up the peninsula, no problems for 101. look how light is traffic is through palo alto. the biggest issue is for folks heading sought. you're going to get the sun in your eyes and that is a big factor. the rest of the bay in general, we're looking at a smooth drive coming out of the north bay. no delays santa rosa down to the golden gate bridge. back to you. >> take the shades as you head out the door. next on "today in the bay," nbc bay area responds. >> our supporting our schools campaign is in full swing this week and you can help.

high of 77. we'll talk about more changes ahead for the rest of the week. mike, you've been watching several issues for the roads. >> the latest is on the richmond side, and i just saw a tow truck go through the area. that's probably why all of these lanes are backed up. typically it's only these lanes because everything funnels toward the left lanes as you pass through the toll plaza. we're looking at hopefully clearing where the circle is. right now we're looking at the backup that's formed over the last ten minutes. we're looking at this backup, highway 24 that's recovering. i believe they've cleared the vehicle to the shoulder but there were a couple of vehicles involved in a crash and one of them couldn't be moved until a tow truck got there. 101 at mckee, there was an earlier crash on the shoulder and there's still slowing past the scene. south of there we're looking at not on 85, but just off 85, affecting the on-ramp, police activity there. laura, you have more on that

scene. >> breaking news we're covering in san jose, police investigating a deadly overnight accident. it happened when a car struck and killed a man walking on the on-ramp of highway 85 and camden avenue. police say the driver stayed at the scene and is cooperating. the investigation has closed the northbound 85 on-ramp right there at camden. it is not clear when it will reopen. this is the 28th deadliest crash and 29th traffic death in 2023 in san jose. fewer than last year at the same time, but one too many. also breaking this morning, another big step in the rebranding of twitter, perhaps the final signal in the end of twitter's past life. the bird is no more. >> everyone is waking up this morning with the surest sign yet that x is the future. the bird has flown the coop. let's go live to "today in the

bay"'s ginger conejero saab. x has really taken over online as well at san francisco headquarters. >> reporter: that's right. well, scott and laura, twitter ceo linda yaccarino posting over the weekend that it's a rare opportunity to get a second chance at making a big impression, an impression they have made over the weekend and into this morning. x marks the spot over at twitter headquarters, where as you mentioned, there was a large x projected onto the sides of the building. here is a picture of what elon musk posted just after midnight, showing that giant x projected on headquarters. here is, also, some video of what the setup was like just before midnight. two workers confirmed they work for an audiovisual company hired by twitter to project their new logo, the x was projected on different sides of the building and it lasted for about an hour. but as we're still talking about

it this morning, the conversation about the rebranding continues and lasting much longer from this weekend into this morning. this is what you will see on twitter's landing page this morning. it still says join twitter today, but there is no bluebird in sight. the url x.com is redirecting people to twitter.com. elon musk tweeting -- or i should say posting on saturday night that the idea of changing the logo to x was to, quote, embody the imperfections in us all that make us unique. he also wrote, and soon we shall bid adieu to the bird and gradually all birds. this seems to be a bigger vision for the platform. >> he's executing a plan, he talked about it at the beginning which is having something called a super app. >> reporter: now, the super app concept was echoed by twitter's

ceo, who posted to the platform yesterday they are planning for x to have capabilities for audio, video, messaging and banking, as well as payments. super apps have had success in other countries, but the professor says that he believes it will take time for the concept to pick up traction here in the u.s. he says it depends all on trust, which is, you know, something that's been debatable for the twitter brand in recent months. but as the ceo said in that post, this is another opportunity to make a big impression and we'll have to follow to see how the impression carries out. are people liking the x, are people rejecting it? we'll see, scott and laura. >> we will see. i guess we're not tweeting anymore. we're x-ing these days. thank you very much. 6:37 right now. still a lot of unanswered questions this morning after a wild crash caught on camera stunned neighbors over the weekend in san francisco. take a look.

it happened a little after 7:00 p.m. on saturday when a car went flying over the sanchez street stairs near mission delores park. video showed the car speeding before it broke through a railing and barrelled down the steps. the crash brought down a tree and the car landed upside down on 19th and sanchez streets. after neighbors helped free five people from the car, surveillance video shows three of them leaving the scene. police say those people have not been found. the whole thing has left neighbors stunned. >> i was reading bedtime stories to my 2-year-old and i heard a sound that i could not place that was extremely loud. my family goes up and down these steps all the time. my daughter and i have a project to try to plant in the planters here and we could have easily been standing there at that moment. >> fortunately, no bystanders were injured. anyone who may know something should call sfpd. new this morning, a push in

sacramento to stop public schools are banning textbooks. it comes in the wake of a long and heated summer involving one southern california school district and the controversy surrounding a bay area icon. >> excuse me, where is my yellow card? where is my yellow card? you said i would get a warning. >> you are well within your authority to exclude this curriculum. >> the anger came to a breaking point last week in the temecula school district after school board members this summer rejected state curriculum for grade school students mentioning gay rights harvey milk. governor newsom talked about a fine and the school members reversed course. these are the types of actions corey jackson seeks to eliminate with assembly bill 1078. it would require school boards

to reach a two-thirds approval to remove any textbooks from the classroom and it would allow the state to fine school districts that do not provide material with, quote, inclusive and diverse perspectives. >> and now we are working together to continue to strengthen the bill as we see things happen on the ground. we have to get through this political turmoil before school traditionally begins so that all of our young people need to do is learn. >> the bill has already passed the state assembly. now it's moving through the senate committee phase. state school's superintendent tony thurman backs the measure, calling it important for students to learn about all parts of history, the good and the bad. >> that's all we're trying to do, take care of our students, get support for them. we're not trying to trample on local control. >> thurman says while other states are trying to strip away representation in student

textbooks, he wants to make sure california is going the opposite direction. he's created a task force in hopes of elevating the conversation and getting more californians involved. >> and maybe california will be at the forefront. >> i wouldn't be surprised if there's a proposition. in the north bay people in novato are being warned about a family of black bears spotted yesterday afternoon in the park. police were called about a mother bear seen with her two cubs in one of the busiest areas. the bears were gone by the time officers arrived but there were clear signs they had been there. police are telling everyone to be cautious. >> they're wild animals. stay away from the wild animals. give them the opportunity to enjoy themselves. there shouldn't be any interaction and interactions are fairly rare. >> state fish and wildlife experts say in general bears are afraid of humans and aggressive behavior is rare. but bears will be defensive when protecting their young or if

they're startled. >> don't mess with a mama bear. 6:41. the sun is starting to come out. let's check in with kari. >> it's such a nice start this morning. it's monday, i know it's time to get up and get moving. we are going to have cooler temperatures today as we take a live look outside in fremont. we can see the marine layer there in the distance kind of peeling back from the east bay. but we are going to still have that as an influence in keeping temperatures down. we're in the upper 50s right now and we'll see it warming up very slowly today. not as quickly as over the wrend weekend and that means we won't be as hot as the last few days. as we head to santa rosa, we're going to see a high of 92 degrees. we're usually at about 83 degrees. so some of these temperatures still above normal. and then san francisco right where we should be in some mid-60s, with some upper 80s in livermore. mike takes us back to richmond. >> remember we saw the tow truck

degrees. it's pretty windy, those winds coming through at 17 miles per hour. it's going to be breezy and a little bit cooler today here, as well as many of our microclimates around the bay area. we'll talk about that range in temperatures and what's ahead coming up in a few minutes. what's ahead if you're on 237, away from milpitas, you have a big backup. a crash around north 1st, may have a couple of lanes blocked right now. we're looking at traffic in the south bay and the build at the bay bridge. president biden tomorrow will declare a new national monument honoring emmet till and his mother. tomorrow marks till's birthday in 1941. the monument will include three separate sites in mississippi and illinois. till was abducted while visiting relatives in mississippi when a white woman accused the 14-year-old of making sexual advances. days later his body was pulled from a river.

in palo alto this morning, our air quality is improving. we've had a lot of smoke due to some of the wildfire smoke coming in from this fire still burning in oregon. now the direction of the smoke is moving away from us and we are going to continue with also cooler temperatures as we get a stronger ocean breeze now that the wind is coming in from the west. that's going to help bring temperatures down several degrees today. so in hayward, oakland, expect it to reach 75 degrees, in dublin headed for 82 degrees, and 92 in fairfield. you can still see there's a big range in temperatures across the bay area and we're going to see slightly hotter temperatures in the inland east bay as well as the south county for tomorrow. but we'll bring it back down for wednesday, and this is what we'll see through much of the rest of the week. half moon bay reaching 62 degrees, 81 in novato, and we'll

see some mid-80s for livermore. and the high pressure that's caused this long stretch of record heat across the southwest is starting to move away from us. we're going to see this low dipping down into the pacific northwest. you can see with its counterclockwise wind flow it will bring in a stronger ocean breeze and nice temperatures. take a look at san jose. over the next ten days we're going from mid-80s to upper 70s for the weekend. what are you planning to do this weekend? it's going to be much nicer, much cooler, and also still come near normal temperatures, but maybe even dip below what we are usually seeing for late july into early august. san francisco is going to be in the mid-60s. we'll see that continue throughout much of the week. mike, you're tracking a crash? >> i am. this is in the south bay where we're looking at westbound 237 at north 1st street. this crash still reportedly in the lane involving a motorcycle

and someone who is still in the lanes. that will be a spectacle at the very least. we do see traffic starting to continue to build off of 880 off of the flyover, as well as coming off of surface streets. once you've passed north 1st street, things continue to improve. you jump on westbound 237 on or after lafayette, great america parkway, all fine moving toward sunnyvale and mountain view. the rest of the south bay, it's only 237 right now that's impacted. 101 shows a smooth drive. the build for 87 as well. the on-ramp for camden has the police investigation. typical slowing for the tri-valley as well as 880 south. happening now, a new proposal would require law enforcement officers in california to tell drivers and pedestrians the reason they're being stopped. the "chronicle" reports the state racial and identity profiling advisory board is pushing to expand the data law

investigating a deadly accident that left a freeway on-ramp closed. this happened at about 4:00 a.m. a car struck and killed a man walking on northbound camden avenue on the on-ramp near highway 85 in san jose. that's closed. police say the driver stayed at the scene and is cooperating. but we do not know when this on-ramp is going to reopen. also in san jose, right now there's a three-hour police standoff that has just ended with the suspect surrendering to police. it started about 4:00 in the morning when officers responded to reports of gunfire near renaissance drive and grove street. people were told to avoid the area. we're now told no one else was inside that home at the time. elon musk officially x-ing out all signs of the twitter bird. check out the video overnight over the san francisco headquarters of x. musk announced the rebranding of twitter over the weekend. as a result, the familiar bird logo is being shown the door.
