we're starting out cool, our usual bay area start with temperatures in the 50s and low 60s. it is already busy as we take a live look outside in dublin. you can see a lot of cars coming through the tri-valley. and our temperatures at 60 degrees, we're going to see temperatures going from 60 degrees to upper 60s, clearing out quickly. overall it's going to be a nice day. at noon in the mid-70s and headed for the low 80s. we'll see mid-80s today in santa rosa. cooler for the inland valleys. we'll talk about changes ahead in the forecast in just a few minutes. mike, you've got some breaking news for the south bay. >> we do have what was reported as two crashes in mountain view. now consolidated, i believe, to the location just north of shoreline. there is an alert issued by chp. again, one crash just north of shoreline, two left lanes are blocked right now. overturned vehicle.

no major injuries reported, but we're still getting details. we have seen the last five minutes with no sensor delays. a couple more crashes pop up around the bay so we'll check fremont and the peninsula as well. so far, things are moving smoothly. the crews that were blocking lanes with cones on the golden gate bridge are clearing now, they're in the process of clearing toward the north tower. we'll track both scenes. back to you. >> thank you very much. developing this morning in vallejo, leaders are taking an unprecedented step due to a police staffing crisis. >> "today in the bay"'s bob redell is live this morning, and, bob, it sounds like the situation really is getting dire. >> reporter: correct. good morning to you, marcus and laura. late last night vallejo city council declared a state of emergency for the police department because the police department right now is severely understaffed down to just 34 patrol officers, and they're still struggling to find new recruits. right now vallejo pd has about

50 vacancies, so the state of emergency declaration gives the interim police chief and the city manager the power to deal with the crisis. for instance, they can mandate 12-hour shifts to help make up for a lack of officers, the city can seek help from outside agencies at the local, state and federal level. so as i mentioned, there's only 34 patrol officers on staff and that number is expected to shrink even more with three officers leaving within the next month. last night the chief said if there's no changes soon, he may have to eliminate the last four detective positions to get more officers on patrol. >> we have a lot of crime in our city that cannot be oftentimes solved by a patrol officer. my concern moving forward is if we get to the point where now all investigations have to be conducted at the patrol level, we're going to see very bad outcomes. >> my one and only son was murdered recently here in

vallejo, in broad daylight. the police have not been able to focus on the investigation due to staffing issues. >> reporter: vallejo police say that five candidates are in the background check phase, but even if they were to pass those background checks, they still have to go through the academy and field training. that's a process that can take up to two years. it's important to note the vallejo police department has been under scrutiny for years and it's under supervision by the california department of justice, this is following a number of police shootings since 2020. reporting live, bob redell, "today in the bay." >> police staffing, sadly, i issue across many cities in america. thanks, bob. new details this morning, berkeley leaders giving the green light to a controversial plan adding dozens of automated license plate readers. it calls for the installation of

52 devices in a two-year pilot program at a cost of about $250,000. police say the cameras will help capture the license plate images of stolen vehicles and cars connected to other crimes. some members of the accountability board question the added value at the expense of personal privacy. supporters also argue license plate readers can provide legal evidence without the element of racial bias. they argue the cameras can help deter crime. the nbc family buzzing a little more than usual this morning. one year from today the 2024 summer olympic games get under way. now, the rush is on to make sure all the venues are ready. >> "today in the bay" veteran jay gray, he's a veteran, of course, when it comes to covering the olympic games. he joined us from the eiffel tower in paris. it looks a little different from the paris i'm used to.

>> reporter: yeah, marcus, laura, you know, i'm not great with directions or working a gps. something happened on this trip. i took a wrong turn or something. anyway, welcome to paris, texas, y'all. just off the left bank of pine creek, you'll find paris, the city of lights, with at least a dozen downtown alone. >> every day, i mean, the visitors that come through our community, through our hotels, we hear it every day. they're wanting to see the eiffel tower, they're wanting to go downtown, get the french pastries, and we get a lot of ties to the paris, france. >> reporter: in fact, you may have a tough time telling paris, texas, and that other paris apart. fountains, sidewalk cafes, beautiful flowers along the square, the metro that will take you to visit quaint shops and boutiques, the theatre and cinema, the 1984 film "paris

no berets there, but a cowboy hat. you didn't make it to france, but of course you follow the games so closely. anything you can share about the preparations there in paris, france? >> reporter: yeah, look, the international olympic committee says that they are very pleased with the way things are going, that they're either on or maybe a little ahead of schedule as far as preparations are concerned. in fact, i'm quoting, they say they have a very, very high level of confidence these games will go off without a hitch. if there is anything that's lagging, it's on the financial side, and that has nothing to do with preparations or the competition, but they're trying to get a lot of private money to fund these games. they're not where they want to be on that. and then security, not with the plan -- they feel very good that everyone will be safe once the party starts in about a year. they just don't have enough actual physical boots on the ground at this point for the games. they've got a year, though.

they feel confident they can make that happen as well. so the same growing pains you often see with a lot of countries as they get closer to the opening ceremony. >> well, i had plans for you, but i'm going to say, bye, y'all. >> different boots on the ground there. thanks, jay. >> so next year's summer games runs from july 26th to august 11th, and where else can you find it? right here on nbc bay area. we're airing it exclusively. >> that will be beautiful. turning to meteorologist kari hall, one year away from the summer olympics, so obviously you can't predict weather-wise that far out, but we kind of know what the seasons are like. >> we know what it's usually like this time of year, and even looking at what the weather is like right now. at this time of year the temperatures start out in the upper 50s and usually reach into the upper 70s, so that's the normal range in temperatures. usually they get about eight days during that time period of

good friday morning. the time is 5:13. as you get ready to head out in hayward, temperatures are in the upper 50s. as we go throughout the day, it's going to be mostly sunny. it's going to be mild this afternoon and this weather sticks around for a while. we'll talk about it in the full microclimate forecast. we're looking at a clear drive through walnut creek, folks going from right to left heading down toward the split with 24. you can see some of those

tapping their brakes as they make that transition. 680 and 24 moving smoothly. we'll show you where things are shaping up with a slower drive. good morning. very happy wednesday to you. today is the day for interest rates. we'll get to that in a second. but, first, cnbc says the federal trade commission is inching closer to major action against amazon. that could include a lawsuit asking for the company's breakup. if you're old enough, you remember the breakup of microsoft. if you're really old enough, you remember the breakup of mabel. shares in spotify plunged after the company said it lost a ton of money. now, spotify's losses are your losses. the company is going to raise prices on subscriptions. pacwest is the latest regional bank to be taken over. it's been purchased by banc of california. it's been worried about the

stability of local banks. they have branches in campbell, menlo park and san francisco. today is the meeting of the federal open markets committee. we expect the decision on interest rates to be announced at 11:00 our time. everyone seems to expect the federal to raise rates another quarter point. you'll hear 25 basis points. it's the same thing. a rate hike today would bring interest rates to their highest in 22 years, but still the economy keeps chugging along. there are more openings than workers, unemployment at a multi-generational low. the only thing to pay attention to today is what the fed chair says afterwards, does he hint there are more hikes to come or will the fed stand still? the company formerly known as twitter is telling major companies they better advertise or risk losing their verification status, companies like coca-cola or united airlines have gold checks next to their user names so you can

tell they're real. the "wall street journal" says companies like united have to spend at least $1,000 a month in ads, otherwise you lose the gold check and nobody can figure out what united really is. you saw this before. some account tweets out the plane to new york is canceled or whatever, it wasn't really united. it's the equivalent of nice brand you've got there, be a shame if anything happened. >> exactly, the pressure there to pay. >> monthly. >> monthly. >> thanks, scott. 5:16 right now. one major question already answered for the 49ers, even before they suit up today for their first training camp practice. they've identified their starting quarterback because the team says doctors have cleared brock purdy to suit up for practice following offseason surgery on his throwing elbow. purdy suffered the injury in the nfc championship game and the faithful feared he may be out well past the season opener.

you know. you've got to get a big pen out. >> take it to the bank. here you go. we don't have to pay for this forecast. >> we're all winners. >> yes, we are. it's going to be nice the next few days. especially when you go visit other places or talk to your family in other parts of the country and they're like, oh, it's so hot! so we've been complaining but it's nowhere near what they've been having to deal with in other parts of the u.s. now, we are starting out all clear, our temperatures are nice and mild. it's going to be sunny today. as you're stepping out the door in gilroy, temperatures in the upper 50s right now. we're going to see temperatures in the mid-60s at 9:00, that's when a lot more people will be up and out the door, feeling pretty nice and also warming up again for this afternoon. it just won't be as hot as it was yesterday. we're still looking at upper 80s in the south bay, which is about normal for this time of year with cupertino reaching 86

degrees. we'll see mid to upper 80s for much of the east bay, walnut creek headed for 86 degrees and 76 in hayward. along the coastline, a cool 60 degrees in daly city and 61 in half moon bay. but definitely warmer for redwood city, reaching up to 79 degrees. we take a look at san francisco, with some upper 50s and low 60s, about where we were yesterday, but just slightly lower. jacket on all day, mid-60s there. for the north bay we'll reach 84 in santa rosa and 85 in novato. this evening, possibly the last of this kind of matchup, we're seeing temperatures for oracle park this evening for the bay bridge series in the low 60s at first pitch. it's going to be chilly and windy out there this evening. and then for the inland areas, we'll put our weather pattern on repeat. so might as well take a vacation, i'm just going to set this on the same weather every day, and then san francisco will see temperatures in the mid-60s. mike, you still tracking

that alert? >> yeah, thanks for putting the weather on autopilot. this was not an autopilot thing, a crash earlier and it looks like they used thermal cameras to determine that perhaps this crash and the vehicle that was left there might have been there for a little bit of time before it was called, enough time to cool down a bit. north 101 at shoreline, left lanes blocked by an overturned vehicle, but no injuries reported. i don't think they know who was driving that vehicle. no slowing shows up as you head toward shoreline. other side of the bay, northbound 880 at the mallorie on-ramp, it may be affected, but i don't think any lanes are affected. the nimitz moving at speed, smooth drive toward the bay bridge. the only slowing we see is highway 37 and on the incline for west 80. next on "today in the bay," we have nbc bay area responds.

>> and good morning to you on this wednesday. >> it's your monday, i know. >> i had to think about it for a second. >> we missed you. we're glad you're back. >> i'm marcus washington and i'm back. >> and i'm laura garcia. let's start out with a look at the forecast. let's check in with meteorologist kari hall. she's been here tracking what we can expect. >> and today is my friday. >> wait, what? what's going on here? >> what's going on? let's head to the north bay, in santa rosa, cool start, we're at 53 degrees and we're going to see it clearing out throughout the morning. it looks like it will be a beautiful day. take a look at the range in temperatures, with san jose reaching 85 degrees, that's about normal for this time of year, with mid-70s on the peninsula and upper 80s for the tri-valley. warm afternoon, but it's going to be chilly in san francisco, with mid-60s, and in the east bay expect that to reach up to about 80 degrees with the north bay reaching into the low 80s. and we'll talk more about what's

ahead coming up. mike has a crash he's been tracking. >> it just got the clear, all clear, the alert is canceled by chp. that's the last time i'm going to talk about this, north 101 clear from the left lanes having had a crash at shoreline boulevard. the south bay is clear. the other crash i was tracking in fremont, north 880, that's also cleared from the chp grid. i don't know why there's a little slowing south 280. live cameras don't show any problem for traffic flow. toward the bay bridge there's a hit of slowing on the incline and we should see the metering lights on over the next six or seven minutes and things may slow just a bit as you're approaching the span. >> thanks, mike. giants and a's will be back at it tonight in game two of this year's bay bridge series. if it's anything like last night, it won't be your typical ball game. >> fans from both sides united to push to keep the a's in oakland. ginger, even watching from home, you really could feel last night's energy there. >> reporter: someone stayed up last night. well, alex cobb, who pitched, said in a post-game interview it was so loud, he couldn't hear their communication during the game. he said he ended up throwing a pitch that he didn't want to, and he says it was energy, for sure. [ crowd chanting ] >> reporter: well, you can hear that energy right there. that was the "sell the team" chant that broke out at the top of the fifth inning in honor of the 55 years of oakland's baseball history. it wasn't just a's fans who took part, as you can see, giants fans did as well. >> the a's leaving breaks my heart. it really breaks everybody's heart. >> it's sad to see them leave. at the same time, i'm excited to

see them get a new environment. i feel like the a's has always been good and, you know, somebody is going to take care of them. >> reporter: e-40 there, the embodiment of the bay area pride. what's next? after securing public funding for a new stadium in legislation passed by the nevada state legislature, the a's have reported by began the process with the relocation committee to move. in the application, the a's needed to detail why las vegas would be a better market for them. the mlb will review the application, which could still take several months, and eventually a vote would need to happen from mlb owners. so there are still steps to this process that fans from last night and from both teams last night hope they can curtail at any point. they're still clinging onto that chance that something can happen and the a's will eventually stay in oakland. so far, if the energy were to be

the judge, maybe they've made some progress there. but a lot of people saying the move is poised to happen. the series, game two, happens tonight after the giants won last night. of course there are still two games in august as well, and whoever wins the most games in the series will take home the bridge trophy. so still a lot to watch out for, of course a lot of focus still on that move to las vegas, the potential move. >> and you can catch all that action right here on nbc bay area. coverage starts at 6:30, game two of the bay bridge series. it's 5:34 this morning. today officially marking one year out. this is until the start of the summer olympic games in paris. and the city of lights right now is a city at work, really preparing to have everything in place in time for the opening ceremony. >> keir simmons is live in paris to show us unique ways fans will be able to soak in the olympic

spirit. >> reporter: good morning. we're on board one of the boats that will carry athletes for an opening ceremony in a year's time like no other. just imagine olympians on board as the sides of the river are lined with people cheering for the opening ceremony, six times as many people will be able to witness the opening ceremony as would be in an olympic stadium. it is going to be unique. there are so many more numbers. they're trying to cut the carbon burning by half. they say they're going to spend more than a billion dollars on transportation. but just being here gives you a feeling for what it's going to be like. i'll have all the latest coming up on "today." >> thank you, keir. 5:36 right now. happening today, workers at three east bay peet's coffee stores continue their vote on a plan to unionize. locations include one in north

oakland and a store on telegraph near uc berkeley. voting started yesterday and will concl the issues echo those that have prompted some starbucks stores to become unionized. in a statement, the company says in part the vote won't change its commitment to workers. this is my type of story here. so happening today, santa clara county fair opens at the fairgrounds in san jose. for the first time in 25 years, that fair will run over two weekends instead of just one. that means ten days of all of that fun. today's big events include a parade that's going to start at 7:00 p.m. and the fair will be packed with the usual live music, livestock, exhibits, and of course that food. oh, the food. >> yeah, it's really nice to see it all come back. it was a huge tradition here in santa clara. >> ten whole days. >> that's a lot of funnel cake. >> absolutely. a lot of fun, period. we're going to have some great weather as we take a look at what to expect.

the parade will be happening later this evening at 7:00, and i don't know if it gets any better than this. we have upper 70s, sunshine for the middle of the afternoon, just make sure you're staying hydrated and bring that sunscreen. it's going to be all clear out there. our temperatures will be at about 71 degrees at the start of the parade, nice and comfortable. but once that wind picks up, it will start to feel a little cooler out there. as we take a look at our high temperatures for this afternoon and compare that to what we typically see, we are right on target all across the bay area, with santa rosa hitting a forecast high today of 84. average is about 83 degrees. concord reaching right where we should for this time of the year, with some upper 80s. san francisco mid-60s. livermore is headed for 87 degrees and san jose reaching 85. we'll talk more about any changes ahead in a few minutes. mike, you were checking on the wednesday commute. >> wednesday tends to be our heaviest volume day.

looks all right here, but as the folks approach this edge of the screen, they slow a bit, because the metering lights have been activated and there's already a build just past the toll plaza. so that is wednesday's schedule. a smooth flow down the eastshore freeway, but the only slowing we see on the sensors, highway 37 and 4, there's a little more coming into bay point and pittsburgh out of antioch. that's the morning build. a little heavier on a wednesday. we knew what was going to happen in the commute, we know what's going to happen this evening, just like yesterday, same time, same place, oracle park will be host for the series. if you happen to live on treasure island, this is important, if you're going to exit the bridge after the game toward treasure island, there will be a closure starting tonight, overnight for the next two nights like there was a few weeks ago. you're going to have to loop back around and exit from the westbound side if treasure island is your exit from the bay bridge. it will not be accessible from

this marks the end of a five-year investigation? >> into those specific charges, five years. there's a lot of political pressure on the federal prosecutor from republicans to keep investigating hunter biden, but, yes, the two charges that came from the department of justice against the president's son, one involving taxes, the other involving a failure to correctly and honestly fill out a form for a handgun, are both misdemeanors. hunter biden agreed to a plea deal and will not serve time. unrelated to those charges, there's a lot of evidence that hunter biden tried to use his connections to his father to make money in business deals that even his strongest supporters would call questionable and his critics would say were shady. there's no direct evidence joe biden actually participated in any of that, not while he was in office, nor when he was out of office. but congress continues to investigate. some are calling for biden's impeachment, though offering no specific crime. here is the speaker of the house, both quashing his

colleagues' call for impeachment, but trying to mollify them at the same time. >> impeachment inquiry is not impeachment. it's allowing congress to get the information. i don't know why anybody else wouldn't want that. >> president biden's dog also giving him problems. commander has bitten at least six people, badly enough to require medical attention. according to government documents. one secret service agent was taken to the hospital and he's threatened others. commander was a gift from the president's brother a few years ago, replacing major, who was sent to friends because it was too aggressive. the bidens also have a cat who has done nothing. ufos are more properly uaps, that's what the government calls them. they'll be the focus of a congressional hearing today. there is solid video evidence and eyewitness evidence of dependable people seeing these sorts of things, you know, military pilots, that kind of thing, but nobody is quite sure

temperature trend throughout the morning into late in the afternoon. it will be lower for the south bay, so we briefly hit the mid-80s in san jose and then start to see those numbers coming back down for the evening. morgan hill will reach up to 89 today and that's better than the 90s we've had for the past few days. as the seven-day forecast comes up at the bottom of the screen, we're going to just settle into this weather pattern, with all of our microclimates kind of having the same weather day after day, reaching up to 73 in oakland and 86 in walnut creek, in antioch upper 80s. we'll see mid-70s for san mateo, daly city reaching 60 degrees and 60 in the outer sunset, mill valley 76. it's still going to be hot in farther areas to the north and inland valleys, reaching into the low 90s for ukiah and clear lake. as we take a look at gilroy, we are not seeing any major shifts in our temperatures. we are going to warm up just

slightly for the weekend but not by too much. only 90 degrees. i say only 90 degrees, but we are not going to have triple digits here or anything really extreme. and then we may even have cooler temperatures by the middle of next week, so we're enjoying this, upper 80s, very seasonable weather for the inland valleys, and san francisco will see highs in the mid to upper 60s, even into the weekend with sunday's high 67 degrees. mike, you have a new trouble spot? >> i do. we have slowing typical for san jose in the south bay, no problems on the peninsula. we may have two. there's one that just popped up west 84 as you're cutting toward 680 out of pleasanton and livermore, and this is an issue for the transition, off the castro valley y, you see the buildup happening quickly, north 238, just before you make your transition onto 880. it sounds like there's a semi truck that might be stuck blocking at least one lane. chp should be getting to the scene shortly.
