new layers of surveillance to fight crime in berkeley. plus, counting down to the 2024 olympics, just one year until athletes from all over the globe head to paris. we go one-on-one with a bay area coach trying to get his gymnasts to the world stage. this is "today in the bay." and this is wednesday morning, as we get you started. hump day, it is. that's what we call it. >> or your monday. >> your friday. we're playing with the days of the week today. i'm marcus washington. >> i'm laura garcia. we'll check the morning commute in just a bit. let's check the forecast with meteorologist kari hall. >> we're going to settle into a weather pattern and see it repeat day after day. just depending on where you are, we're going to have some very mild temperatures. take a look at palo alto, right now we start out at 59 degrees, we'll be partly cloudy throughout much of the morning. at 9:00 it's clearing out, the rest of the day is sunny. our temperatures start to warm

up. at lunchtime it's a very comfortable 71 degrees. might want to make plans to take that lunch outside, even just enjoy your lunch in the car. we're going to see temperatures very average for this time of year. as we take a look at our high temperature expected today and how that compares to our usual daily high temperature, in concord we'll reach 88 degrees. that is right on target. we're going to see that across many of our microclimates. partly thanks to the fog we're seeing in san francisco, that's going to keep those temperatures cool there. and that breeze coming off of the bay. mike, you're tracking a crash. we're still just off the castro valley y where volume is expected to build, but this is a problem. we have a crash reported, a semi may be blocking that slow lane. chp has to give us the update once they arrive. it sounds like we still have no one on scene. we are looking at a bigger backup. that will be a problem for folks coming off the dublin grade,

heading toward 580, to 880 where there may be a restriction. we track that. otherwise, nothing unusual for contra costa county or alameda counties. highway 37, typical slowing. highway 4, the build out of antioch, the metering lights were turned on at 5:33 this morning. a little early. it was a gradual build. there you go. the backup getting into san francisco this morning. back to you. well, developing this morning out of vallejo, leaders there are taking an unprecedented step to a police staffing crisis. "today in the bay"'s bob redell is live for us this morning. so, bob, listen to this story, it really sounds like the situation is getting dire. >> reporter: good morning to you, marcus. yes, late last night the vallejo city council declared a state of emergency for its police department because vallejo pd right now is down to just 34 patrol officers and they're still struggling to find new officers to fill the vacancies. right now pd has about 50

vacancies. the state of emergency declaration gives the interim police chief and the city manager the power to deal with the crisis. for instance, they can mandate 12-hour shifts to help make up for a lack of officers. the city can seek help from the outside, from agencies at the local, state and federal level. as i mentioned, there's only 34 patrol officers and that number is expected to shrink even more with three officers leaving within the next month. last night the chief said if there's no changes soon, he might have to eliminate the last four detective positions to get more officers on patrol. >> we have a lot of crime in our city that cannot be oftentimes solved by a patrol officer. my concern moving forward is if we get to the point where now all investigations have to be conducted at the patrol level, we're going to see very bad outcomes. >> my one and only son was

murdered recently here in vallejo in broad daylight. the police have not been able to focus on the investigation due to staffing issues. >> reporter: now, pd does say they have five new recruits who would be coming in, they're in the background check phase. even if they pass the background check, they still have to go through the academy and field training and that can take up to two years. it's important to note that the vallejo police department has been under scrutiny for years and has been under the supervision of the california department of justice following a number of police shootings since 2020. reporting live, bob redell, "today in the bay." >> and the thing is, we're seeing police departments across the country looking for more officers. thank you so much, bob. 6:04 right now. new details this morning. berkeley leaders are finally giving the green light to a controversial plan adding dozens of automated license plate

readers. council members approved the measure last night. it calls for the installation of 52 devices in a two-year pilot program at a cost of about $250,000. police say the cameras will help capture the license plate images of stolen vehicles and cars connected to other crimes. some members of the accountability board question the added value at the expense of personal privacy. >> we've already seen multiple letters come in, but most pertinently from the accountable board calling into question really the need and the usage for this type of technology that would represent a great expansion of surveillance with very little evidence of increase in public safety. >> supporters also argue license plate readers can provide legal evidence without the element of racial bias. not only that, they argue the cameras can help deter crime. happening today, bay area community leaders will join striking hollywood actors in a rally at san francisco city

hall. silicon valley streamers and hollywood studios locked in a bitter contract dispute with actors that escalated into strikes earlier this month. the big issues include the use of ai and streaming compensation. right now there are no talks scheduled, but the rally today begins at 5:00 p.m. this morning we're officially 365 days away from the opening ceremony of the 2024 summer games. a year from now the center of the gymnastics world will, of course, be in paris. but you can make the argument that the center of gymnastics in this country is right here in the bay area. >> just got to stick it. >> go like this. >> just winning their fourth conservative national championship, and now heading to the olympics. garvin thomas spent time with the team recently. joining us this morning live, good to see you. let's talk about the secret to their success. did they give you something? >> yes, they did. great to see you this morning. now, i've got to confess, as a sports fan, the reason dominance

of this team kind of flew under my radar, but when you're this good for this long in college sports, you've got to look at the coach. stanford's coach for the last two decades, they've always been good, but i asked him why the incredible success recently. he said in the past they had trouble finding enough top athletes who would get accepted at stanford. so he focused at working with high school prospects early to help them get academically ready for the school. he said he's gotten better at spotting good athletes who are still open to coaching, as opposed to those who think they've got it all figured out. it's a formula that is clearly working. >> must be doing it right. we've had a great run with the guys and we've got a great group. we've had as many as 11 on the national team at one time, which is really odd. i don't know of any olympic training center, a university, a club gym, i don't know any other place that's had that number of

national team members training in one place. >> there's no bad blood between any of us. we use it as encouragement, these guys are so good and i want to be that guy's teammate at the olympics. it's motivation every day. >> it's not just the athletes who are olympians. he was the u.s. men's coach in tokyo and has been an assistant a number of times. the big question, of course, how many of these athletes that are training at stanford are going to make the olympics. obviously we're not going to know until next year. you know the u.s. national team gymnastics is in san jose next month, so we're going to learn a lot about what these athletes are able to do in the big competition and figure out then how many of them have a real shot at going to paris. these are the top of the top, and they're all practicing and training right here. it was fun to be there. it was fun to be in the mix and realize, i'm standing among potential medal winners here. >> exactly.

>> i'm saying, i can't do that, i can't do that, i can't do any of that. >> tell folks what you said to us in our commercial break. >> i have never spent so much time around so many incredibly fit young men this year. it's very humbling to spend a day with them at the gym and see what they can do. >> they make it look so easy. >> that's the amazing thing. >> that's what i thought was interesting, you don't really think about it. he says to find these amazing athletes who are still able to be coached. >> he said a lot of times you get there and they're awesome athletes, but obviously they're at the top of the game and they figure that's because they figured it out. then they come and this is the way i've always done it and they're not opening to coaching. he really looks for those athletes who are open to training and coaching, because he says that's the only way they're going to get better. you got great at that level, but if you want to get great at this level, you've got to be open to learning. >> it's a good lesson, for all. you always have to be open to learn. that's really cool. thank you for getting up early.

>> oh, it's fun to see you. >> i'll do a few more crunches. >> they're really training in a great place in the bay area because our weather is very much like what we see in paris this time of year, where it starts out with temperatures in the upper 50s every morning and then throughout the day we see highs reaching into the upper 70s. so that's about what we usually see for the end of july into early august. also, there's about eight rain days per month, and this time of year they do get quite a bit of rain with constant cloud cover. every now and then you're lucky enough to see the sun coming out. that's more like san francisco kind of weather. so we're going to continue to watch that forecast, talk more and more about the olympics, one year out, and also tracking all aspects of that. let's bring it back home. we take a look at our temperatures today headed for the mid-70s on the peninsula. it's going to be really comfortable. in the south bay you'll notice

it's going to be a little cooler today compared to yesterday, with lots of sunshine. and then for the tri-valley, we are going to see temperatures come down a little more, upper 80s in the forecast and the north bay is going to head for the low 80s for this afternoon. we're staying foggy in san francisco and just a few breaks in the clouds for the afternoon, and a nice ocean breeze keeps those temperatures in the east bay very mild. mike, you're tracking a crash in the east bay. >> got a little more information from chp. that's the one on 238. it's closer and i was worried about all the folks changing lanes as you get to the scene. unfortunately, they did confirm the slow lane is blocked. there are three lanes getting by. this is just before folks are adjusting for the transition to 880, but it is restricting traffic flow as folks are making the transition at east 14th and getting over. those are all major activity spots, westbound 580 heading

good wednesday morning. right now at 6:14, we head to the north bay with a live look outside in san rafael. you can see the low clouds. as we're starting out this morning, not much sunshine yet. we will clear out by 9:00. the rest of the day is sunny and we're keeping it mild here today, with highs reaching into the mid-70s. we'll get a look at all of our microclimates and talk about a nice, steady weather pattern in

a few minutes. the nimitz, we're looking at traffic flowing well. over here by the coliseum. if you're trying to get to the nimitz, the problem is on north 238, coming off the castro valley y. we have a semi blocking at least one lane. we'll show you the build coming up. good morning. very happy wednesday to you. today is the day for interest rates. we'll get to that in a second. first, cnbc says the federal trade commission is inching closer to a major action against amazon. that could include a lawsuit asking for the company's breakup. if you're old remember the breakup of microsoft. if you're really old enough, you remember the breakup of ma bell. pacwest is the latest regional bank to be taken over. it's been purchased by banc of california. we've been worried about the stability of local banks. pacwest has branches in campbell, menlo park and san francisco. today is the end of the two-day

meeting of the federal open markets committee. we expect the decision on interest rates to be announced at 11:00 a.m. our time. everybody seems to think the fed is going to raise rates another quarter point. you'll hear reporters saying 25 basis points. it means the same thing. with the quarter point almost certain, the thing we're going to be watching for is what they say afterwards, does jay powell hint there's more to come. he hints at it. oh, he hints. remember, last time they didn't raise rates at all, so they could be close to being done. if they raise rates today, it will be a 22-year high. >> thank you. >> you bet. well, something else to be sad about, no one had the lucky numbers. >> you've got to be happy because then you can get a ticket. maybe you'll win. >> let's hope so. like scott says, one in a gazillion chance. so the jackpot now $910 million.

it's 58 degrees. you can see the trend, it warms up slowly today, a nice and mild morning. we will continue with sunshine into the afternoon. let's zoom into the south bay, the seven-day forecast comes up at the bottom of the screen. in los gatos today expect it to reach 87 degrees. that's not 90. we were a little bit warmer yesterday. and we were in the mid-90s in morgan hill yesterday. so today we're looking at 89 degrees. now, as we move over toward the east bay, upper 80s and that's going to also be a cooldown compared to what we've had recently, with oakland reaching a comfortable 73 degrees. it's going to be cool near the coast. i don't think we're going to see this clearing out very much today. so half moon bay is going to stay foggy, but away from that fog, san mateo, redwood city, mid to upper 70s and 82 in palo alto. for san francisco, downtown will reach up to 64 degrees and in mill valley 76 degrees, with santa rosa reaching 84 and even hotter up toward clear lake,

about 10 degrees warmer. tonight we're going to be packing oracle park and maybe the last of this matchup for the bay bridge series. it's going to be cool, though. make sure you're wearing lots of layers, because it's only going to be 61 degrees and it's going to be windy and temperatures will drop throughout the game into the mid-50s. it's going to be very cool out there. our mornings will be cool over the next several days. then we see inland temperatures reaching into the upper 80s. we're not seeing a major change in this weather pattern. i'm going to keep those numbers the same and also the same in san francisco, as we start out with clouds every day. we'll see some peeks of sunshine for the afternoon. mike, you're tracking a crash. >> we've got more detail. there's a tow truck finally heading to the scene. looks like there was a hang-up during shift change. there should be some help arriving. a tow truck is about a half mile away. that's a tough half mile. look at that backup. state route 185, east 14, and

6:24 this morning. and today we are marking one year to the start of the 2024 summer olympic games. and this morning we're going to take you to the city of lights for a preview. >> olympic host mike tirico is in paris. mike, all morning long we're shining the spotlight on athletes hoping to make it to paris to compete. we understand there are a few that you've got your eyes on as well. >> reporter: we've got some of the biggest names we'll be following. it's great to be with you this morning. think of katie ledecky and what she's done in the pool over the years, theswimmer, she's still competing at a high level. won another championship gold medal this week in japan. gymnastics, one of the lig headlines is that simone biles may be coming back to the olympics not this weekend, but next weekend, she competes in her first elite competition since the tokyo games. we have athletes in track and

field and gymnastics and swimming. team usa stars that we've seen, including maybe steph curry. i didn't catch as we were doing our research, steph curry has never competed in the olympics. mvp, gold medals, not an olympian. so, steph, mr. celebrity golf champion and hole-in-one maker, maybe we'll see him as part of the equation as well. >> that will be nice. you know we'll be rooting for him here in the bay area. mike, i want to talk to you about something else because it's always great to see the olympics continue to grow. we're going to see something we haven't seen in years past. one of them break dancing. talk to us about that, because i know the moves are something that the city of lights probably weren't expecting, but it is great to see it coming. >> reporter: i can talk about it, i can't show you. when i heard that break dancing was going to be in the olympics, i said, no way, what do you mean? it's called breaking in the

international world. and there is a world championships for it. it's a very interesting sport, when we watch -- we've seen some of the test events and if you watch the "today" show after the morning news, you're seeing some of the athletes have been on the plaza with savannah and hoda and craig. they're amazing. and it really does have a little bit of art, a little bit of interpretation to it, but a lot of athleticism and skill. and it's one thing the olympics has done over time, the olympics has found a way to continue to stay modern, and that's attractive to young athletes like the bmx cycling. that wasn't an olympic sport when we were growing up. you see skateboarding. that is also an olympic sport now. so those types of events continue to keep this thing that's been going since the late 1890s very relevant in the 2020s. breaking will be one of them. i would love to show you my moves but we don't have enough time and space this morning. >> next time. we know we'll be watching, a year out from the olympics in paris where mike tirico is right

right now at 6:30, giants fans add their voice to a familiar chant from a's fans. we're live this morning with the emotional new twist this year in the always heated bay bridge series rivalry. a new push by baristas to unionize. the bay area coffee shops where change may be brewing in a matter of days and a response from the chain. no confidence. one bay area fire chief facing serious heat from his own department. the new accusations made by firefighters and what may happen next for an embattled leader. this is "today in the bay." a very good wednesday morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we're continuing to count down to the 2024 paris olympics.

we're one year away from the games, from today, one year away. ahead at 6:45, we'll introduce you to one bay area gymnast aiming to make it overseas. right now we're in the bay area and we want to know what the forecast is. how are we looking? >> it looks nice and cool to start out. we're seeing a lot more low clouds and fog in san francisco and along the coastline and that's going to help cool us off for today. as we get a look at our current temperatures right now, we're at 57 in scotts valley and we're seeing some low to mid-60s for the inland east bay, concord 65 degrees. it's 52 in sonoma. so much cooler there. we don't necessarily have to head outside during the coolest times of the day. in fact, it's going to stay pretty mild. in walnut creek we're going from 60 degrees this morning to about 78 degrees at 1:00 today, with lots of sunshine all around the bay area, except for the immediate coastline. that's why san francisco is only going to reach 65 degrees for today, while the north bay

reaches 81. mike is still tracking that crash. >> we have more backup. same situation, more chp cruisers have arrived, north 237 at hesperian just shy of the transition from 238 and off the castro valley y heading onto the nimitz freeway. that is keeping the nimitz moving smoothly but the backup is growing. the dublin grade is all right. as you get toward redwood road, that's where things really jam up toward 580 and 880. it's keeping some traffic from the san mateo bridge, so that's better news there. not a lot has shifted to 680, but that might happen over the next few minutes. we're looking at two more crashes, 101 at tully and the other just north of shoreline. we'll track those, but i do see slowing. back to you. 6:33 right now. the giants and a's will be back at it tonight in game two of this year's bay bridge series. and if it's anything like last night, it won't be your typical ball game. >> fans from both sides uniting to push to keep the a's in

"today in the bay"'s ginger conejero saab is live for us in san francisco this morning, and ginger, for those who are watching at home, they really could feel the energy last night. >> reporter: that's right, marcus and laura. those who were watching at home, those watching at the game, even alex cobb who pitched at the game said that at some point he couldn't hear pitch comm during the fifth inning, during the fan organized chant. he ended up throwing a pitch that he didn't want to because it was so loud. he says the energy was there, for sure. [ crowd chanting ] >> reporter: and there's the energy there. that was the "sell the team" chant that broke out at the top of the fifth inning to honor 55 years of oakland baseball history. and it wasn't just fans or a's fans who took part passionately. giants fans did as well. >> the a's leaving breaks my

heart. >> it's sad to see them leave. it looks like they're going to leave. at the same time, i'm excited to see them get a new environment, like i feel like the a's has always been good and somebody is going to take care of them. >> reporter: the big question is, will those chants have a chance to make a difference? what's next? well, after securing public funding for a new stadium in las vegas through legislation that was passed by the nevada state legislature, the a's have reportedly begun the application process with the mlb's relocation committee. the a's needed to detail why las vegas would be a better market for them. the mlb will review the application, which could still takeer then eventually a vote would happen from mlb owners. so there are still steps to the process. again, that could take several months. any time within that period fans from both the giants and the

a's, as seen last night, would hope to curtail that process. back here at home, as you mentioned, last night was game one. tonight is game two of the series. it's the bay bridge series. whoever takes home the most wins after this series and the one in august will take home that coveted bridge trophy. so there is still a little of the friendly rivalry. but as far as last night is concerned, a lot of fans united to try and keep the a's here at home. marcus and laura? >> i'm sure those teams can't necessarily agree on who they think should win, but at least they did agree on something, trying to keep the team here in the bay area. thanks, ginger. >> we can all take part as well in watching tonight's action. the game will be on nbc bay area. game two coverage starts at 6:30. new at 6:00, new questions about the future of richmond's fire chief after a no confidence vote. richmond firefighters are calling for chief montoya to

step down. in a letter to the union, it sats its members have recently filed several complaints and some claiming that he's not addressing critical safety issues. they claim that the chief has not shown up for key local meetings. the east bay times is reporting the city manager does not support the no confidence vote and the chief is not commenting. workers at three east bay peet's coffee stores will continue to vote on a plan to unionize. it includes three locations. voting started yesterday and will finish today. the issues echo those that have prompted some bay area starbucks stores to become unionized. the company says it will not change its commitment to workers. in santa clara, the county fair opens at the fairgrounds in san jose. for the first time in 25 years, the fair will run over two weekends instead of just one, meaning ten days of fun. today's big event includes a

afternoon, 79 degrees. i don't know if it gets any more perfect than that. it's going to be beautiful out there. at 7:00 when the parade begins, it will be 71 degrees, so very comfortable. then cooling down quickly as we go into the evening, into the mid-60s. when we compare our temperatures versus what's normal for this time of year, we are right on target for many of our microclimates, with santa rosa reaching 84 today, average is about 83. santa rosa is also going to see some of the same temperatures like what we were seeing around the bay area for the inland areas, while san francisco will be in the mid-60s. mike, you've been tracking that crash in the east bay, and it's clear. what else is going on? >> we've got another crash in the south bay. we're looking at northbound 101. this is an issue for tully road. there's a crash, you talk about three semis involved, but they're on the shoulder. they're not in the roadway, that's good news. one is, though, blocking the fast lane. so north 101, fast lane blocked at tully by a semi.

good wednesday morning to you. the time is 6:43. let's head over to antioch, with our temperatures starting out at 72 degrees. it's all clear and sunny, a light wind, and temperatures will warm up today. but it won't be as hot as it has been. so you'll enjoy milder weather. we'll get a look at the microclimates and the temperatures in a few minutes. despite folks on the san mateo bridge having a lighter volume because everybody is held back at 238 coming out of castro valley, look at this. we have something going on in the service lane as well that's causing a distraction and possibly affecting the fast lane of the westbound 92 san mateo bridge commute. president biden's son hunter will be in court today where he's expected to confirm he's agreed to a plea deal. >> scott mcgrew joins us. this marks the end of a five-year investigation.

>> good morning to you. five-year investigation at least into those charges. there's a lot of political pressure on the prosecutor from republicans to keep investigating hunter biden. yes, there are two charges that came from the department of justice against the president's son involving taxes, the other involving a failure to correctly and honestly fill out a form for a handgun. both are misdemeanors on the taxes, a felony on the gun charge, but hunter biden agreed to a plea deal, won't serve time, and the document charge can be dismissed if he abides by certain conditions. that's our understanding. now, unrelated to the charges there's also a lot of evidence that hunter biden tried to use his connections to his father to make money in business deals that even his strongest supporters would call questionable, his critics would call shady. but there's no current evidence of joe biden actually participating in any of that, not while he was in office, nor while he was out of office. but congress continues to investigate. some calling for biden's

impeachment, though offering no specific crime. here is the speaker of the house quashing his colleagues' calls for impeachment, trying to mollify them at the same time. >> impeachment inquiry is not impeachment. impeachment inquiry is allowing congress to get the information. i wouldn't know why anybody else wouldn't want that information. >> biden's dog also giving him problems. commander has bitten at least six people badly enough to require medical attention according to government documents. one secret service agent was taken to the hospital. commander was a gift from the president's brother a few years ago. he replaced major, who was sent to friends because it was too aggressive. the bidens have a cat who has done nothing. and the interesting development in ohio this morning, voters there have enough signatures to add the abortion question to the ballot in november, to make it legal in their constitution the way we did here in california. so logically that will drive

"today in the bay"'s garvin thomas is here to show us one such athlete, highly regarded stanford gymnast. there are so many olympians churned out of the bay area. >> there really are. good morning. i should add this athlete is young, too, just 19 years old. grew up in texas, was the number one ranked junior gymnast in the country and then he chose stanford. asher made the worlds last year and this year he won two golds and a silver at the national collegiate championships. asher says he prepares for the big competitions by pretending to be in them every day at practice. >> when i'm in the gym, i go 110% all in. today during practice, each routine, putting myself in that position, all right, i'm at the olympic games, i'm the first guy up, the second guy up, whatever. or my teammate just fell in front of me and i have to pick the team back up.

11:00, and then we head for the upper 70s and low 80s today. it will be a little cooler as we zoom into the south bay compared to yesterday. this is about what's normal for the middle to end of july with los gatos reaching 87 degrees. and in morgan hill expect a high of 89 degrees. the seven-day forecast is at the bottom of the screen. we're going to settle into this weather pattern, the weather that you see today will be what we'll see into the weekend and early next week. danville, expect a high of 87 today and 76 in hayward. it's going to be cool and foggy along the coastline, so we're only going to make it up to about 61 in half moon bay. where it's clear in palo alto, 82 degrees. so nice and warm there. mostly 60s in san francisco. for the north bay, ranging from 60 near the coast to 94 in clear lake. so a big spread in temperatures with our microclimates. in gilroy, that is usually warmer, it's going to be mild the next few days with mid-80s. it will warm up slightly on

saturday, up to 90 degrees, but then take a look at what's ahead. it's going to cool down quickly and maybe below what we usually see for this time of year. so big changes ahead as we take a look at our seven-day forecast. for many spots we are just going to see the weather pattern repeat starting out with clouds, seeing the sun in the afternoon, and you may not see as much sunshine in san francisco as the highs continue to reach into the mid to upper 60s. mike, you're hearing about a crash and maybe some injuries? >> it's not quite clear the extent of the injuries but someone was reportedly taken from the scene north 238 where the semi blocks the slow lane as you're traveling north toward the transition around hesperian. the sensors got better but then slowed down once again. the tow truck may have arrived and that may be why we had traffic held up for a bit.
