suspect in front of dozens of people. the new response from police. can artificial intelligence save san francisco? some think the technology could help turn the side for the struggling city. it's 5:00 on your thursday morning. thanks for starting your morning with "today in the bay." i'm laura garcia. >> and i am marcus washington. we will get a look at the commute with mike in just a minute, and cinthia in for kari. >> i know we are all looking forward to the weekend, but as those headlines were saying other parts of the country were dealing with the record heat, and there are weekends where we are gearing up with the heat, and so four we are starting out chilly in san rafael. we have high clouds moving in over the area, and then slowly

and gradually warming up to comfortable temperatures out there in the 70s for your lunchtime hour. where are the rest of us heading for on this thursday? comfortable weather in a light cooling pattern. some of us in the mid to upper 80s as we go through the rest of the day. we will talk about where this weekend is heading in a bit, but mike you are looking at a few crashes already? >> well, southbound 680, look how quickly the sensors share -- well, you don't know because i had not shown you yet. the lanes have just been cleared. it took about 45 minutes in total, but no major injuries and that's full recovery heading down the dublin interchange. we have a little slowing through the altamont pass. nothing severe. that's a good start for your commute coming off the 580 west.

a rude awakening in one east bay home overnight after a car slammed into the living room. it happened at 1:00 in the morning on 148th avenue near bancroft. the driver was taken to the hospital expected to be okay, and after that crash utility crews stabilized the gas line. police are not saying if that driver was impaired or if they know the cause of the crash. an officer-involved shooting leaves tense questions and a community is weighing in. >> ginger conejero saab, i know a lot of people are talking about this. when are the police and those there at the seen saying about this? >> reporter: a number of agencies are taking a closer look into the shooting and investigation, and they have not said much about this.

the shooting happened yesterday, wednesday afternoon, in san francisco's bay view district. nbc bay area sky ranger shows what the view was like above that scene. you can see several police markings, but investigators have not confirmed if a firearm has been recovered. officers in plain clothes were making an arrest at fairfax avenue and catalina street when a second man, who had nothing to do with the arrest engaged with officers. that's when uniformed officers in marked patrol cars showed up. police are not detailing the moments that led up to the shooting, only that they believe the man was possibly armed. he was taken to the hospital where he later died. >> the second male appeared to be armed with a firearm.

>> reporter: several law enforcement agencies, as mentioned, including sfp's internal affairs office, and it will update the public with the details from the investigations going on and more details on the shooting within the next ten days. >> that will be good to hear more info. thank you, ginger. a deadly stabbing on the peninsula has a community in shock and police investigating what happened. san mateo police posted these photos of officers investigating that scene yesterday afternoon. they discovered that victim in an apartment unit on 36th

avenue, and this is west of el camino real. right now they are not revealing many details. alo thi morning the wild crash near delores park over the weekend. their sitting car plungedn thechez street stairs landing on 19th street. video shows five people getting out of the and all of whom thene beforlice arrived. police are still searching for three additional people. there's new hope that artificial intelligence could be the kind of industry that could help save san francisco. we're talking about empty storefronts and overwhelming homelessness and theft. city leaders tell nbc they are hopeful a.i. could help spark a comeback.

mayor london breed doubling down rebranding san francisco as the a.i. capital of the world. >> what makes it the a.i. capital of the world? >> 20 largest companies in the world -- in the world, 13 are in the bay area and 8 are in san francisco. >> why do you think they are here? >> because this is where the talent is. >> many in a.i. agree that san francisco has the right infrastructure in place to lead the industry forward. right now more than a third of the u.s. population is living under an excessive heat warning. the blistering heat is impacting other parts of california and city and towns all the way east to maine. it adds up to about 125 million americans dealing with dangerous temperatures at least through tomorrow. impact is being felt on some of our nation's crops as well. one minnesota corn former says this year he may only see

breathable, just uncomfortable to be in as we go on into the middle and second half of the country. dealing with some unsettled weather, too, as you look right there on the upper right of your screen, new england is dealing with some rainy weather, some heat. overall, just very uncomfortable. as far as what we can see here at home, the forecast for the weekend is seasonable and no triple-digit heat. we have triple-digit gas prices if you count the cents and the dollars. we have three of the top ten prices in the state listed in the bay area. hayward has $4.09, and vallejo is at 4.11, and that's royal gas

one local financial adviser shows tips are a big part of some paychecks, like hairstylists, and he said tipping needs a no-tip budget. >> if we are going to go out and enjoy a service experience like dining out or some type of personal care, considering a 15 to 20% tip within the bud and how much w going to spend needo be part ofur planning. >> as you budget, here are some tips for tipping. leave 15 to 20% for servers or rideshare drivers. 20% for your barber or stylist, and 2 to $5 per drink for your bartender or barista. and at the airport, you should tip $5 per bag if you are checking curbside.

because everybody is watching. >> yeah, everybody is watching. maybe a little exercise before the pizza and maybe you're heading out the door, and good morning in the east bay. let's start with an outdoor workout in brentwood, and you will want to work out as early as possible because by 9:00 in the 70s and 83 degrees for your lunchtime temperature. we are looking at a little battle between high pressure and low pressure here. we have talked about the heat pushing on east and now what is happening here in the bay area is we are going to have a little more of that influence from the marine layer and the winds picking up this afternoon. that will help to cool the temperatures just a little bit compared to what we are looking at yesterday. as far as the coasts go, we will start with the morning fog. it will push back from san francisco today. in the valleys, 86 in fairfield.

78 down here in san josé. as we go into tomorrow, not much of a change. some spots could hit the 90s. i am looking at fairfield possibly hitting 90, but morgan hill and san martin feeling a little of the warm-up even as we go into the further half of the weekend. as far as our 10-day outlook looks, we are definitely on a cooling trend for the first half of the weekend. temperatures might go up on sunday, so nothing too wild. low 90s out there, and walnut creek you can enjoy sunday plans. next week we are looking at the temperatures dipping by around tuesday, and then holding steady in the 80s. overall a comfortable trend even as we go into san francisco, aside from the breeze the temperatures will stay cool in the 60s. inland valleys, maybe looking at a little warm-up coming into our weekend, but overall nothing that we can't handle and we will start the week in the 80s. i would say comfortable weather, and maybe pool weather if you

have friends that live in the valleys, might be a good time to call them up and see if can you come over this weekend. i will send it over to mike who is tracking a new crash on 580. >> a new crash, but not a major alert. i was concerned because anytime vasco shows up and 580, that's a big concern. but that crash, no injuries reported and it's on the shoulder and a lighter build is giving us time to clear it before it causes a distraction in the morning commute. traffic standard through livermore, and across the san mateo bridge. an earlier report of a crash 101 at 92, looked like everything is cleared from the roadway but not cleared from the grid, so we will leave that one, and we will keep monitoring that. no problem at the bay bridge, but we monitor the metering

welcome back. nbc bay area responds to a consumer complaint. good morning. gayle in campbell says her son gave her two $125 gift cards to an italian restaurant. she had dinner and pulled out one of the cards to pay but the staff told her that card had nothing on it. luckily gayle had the other card and it worked. the restaurant told her somebody would contact her about the missing card and the missing $125, but that didn't happen.

live cameras show the cloud layer. we will track the build over at the bay bridge. it's just starting to show more traffic and a little slowing. things kind of smoothed out along the east shore freeway. the south bay, we will track that build coming up over the next ten. back to you. >> thank you, mike. overnight police are investigating the shooting of a pregnant woman in oakland. officers responding at international boulevard and 77th avenue last night, and that's when they found the woman in a car. you can see bullet holes in the cars. the victim should fully recover, and it's not yet clear what led to that shooting. a string of recent violent thefts like carjackings raising

fears for people in oakland. >> there's concerning video out there where you see the carjackings happen. >> reporter: yes, it's very frightening. good morning, marcus and laura. tonight pamela price, oakland city council member, and a police captain with opd will hold an informational meeting in the montclaire neighborhood of oakland to address these concerns. it's frightening what is going on in that city and throughout the bay area. this was the scene yesterday at west and 32nd street where carjacking suspects in a white fan crashed during a chase with police. police did take several people in custody and they have recovered a gun. then there was this attempted carjacking friday morning, and this was captured on a dashcam and posted on next door. can you see the suspect use

their white car to block the road and jumped out with guns. fortunately the driver was able to swerve around them and escape unharmed. police tell us an arrest is imminent in that case. sometimes suspects will work together in two different cars, like on sunday when four suspects carjacked somebody near skyline high school. >> they are using a method where they are grabbing the victim's vehicle from the rear and then cutting it off from the front. >> reporter: so what can you do to reduce your risk of becoming a victim of carjacking. keep your doors locked, windows rolled up, and call 911, and if you think you are being followed drive to the police department and call 911. be vigilant on your

surroundings. the public meeting is at 6:00. pamela price is facing criticism because many say she's soft on crime. >> thank you. kaiser health workers are continuing their picketing, and oakland, fremont and san rafael. they are protesting what they call unsafe staffing levels and patient care, and the medical services will not be impacted by the protests. in response to this week's actions, kaiser issued a statement saying in part, we are currently bargaining with kaiser unions given where we are in the bargaining process it's clear the picketing by the coalition

with the minority leader later in the day where he said the president called him to make sure he was okay, and the 80-year-old mcconnell teased the 80-year-old biden about tripping over a sandbag. >> when he checked on me, i told him i got sandbagged. the judge in the hunter biden deal rejected the deal when she realized the two sides had big misunderstandings of what the deal was. the problem was straightforward. hunter biden's attorneys thought the deal protected hunter biden from further prosecution, and when they heard that they were the first to drop out of the deal. the judge pointed out some of the conditions called for her to

get involved in way judges normally do not not. legal experts point out it has been more than a week since former president trump was informed he is a target of a grand jury investigation. the step taken towards the very end before a suspect is indicted. trump's legal team said it's preparing for a possible indictment as early as today. president trump has been charged in manhattan in the business records department by the special counsel in the classified documents paper case. if this next indictment comes, it will also be from the special counsel in an attempt to overturn the election and then the election interference case brought by the state of georgia. >> thank you, scott. there's nothing like playing a struggling team to turn things around, and we are talking about the struggling a's. the bay bridge series last night

goes on. overall we are in for a little cool trend as we go into the next couple of days. spots far inland will reach possibly into the upper 80s and maybe low 90s. as we look at what to expect over the next couple of days, san francisco will hold steady in the 60s and breezy conditions today and tomorrow. inland valleys also feeling the breeze helping to cool the temperatures off, otherwise a nice weekend in store. mike, you are tracking a crash? >> i am. 280 was moving smoothly under 883, but there's slowing this direction around bird. looks like a distraction in both directions. not sure how many lanes will remain blocked for the next few minutes, and it's critical timing because we are seeing the first buildup for 101.

welcome back. let's talk about our climate in crisis. many of us here in the bay area could be living in an urban heat island and feeling temperatures eight to ten degrees hotter than people in a neighborhood ten to 20 minutes away. the heat affect is most noticeable right now during the summertime and urban heat islands stay warm all year-round. even if you don't feel it or live in one, standing in a hot parking lot without any shade might give you a little idea of what we are talking about here. what are urban heat islands here at home? let's look in the south bay. the analysis was done by a nonprofit research group called climate central. they say 40,000 people here in

the south bay are feeling temperatures nine to ten degrees hotter through east palo alto, santa clara and south san josé. temperatures are also nine or more degrees hotter for hundreds of thousands of people living in downtown san francisco. we're looking at these areas shaded in the dark red/orange color to give you more guidance. parts of treasure island and daly city and alameda are some of the areas shaded in the dark red and orange area. the heat has important implications for our health and so what can we do to try and help this problem? maybe cool down the heat islands by planting trees and possibly finding an alternative material when we put in new pavement and sidewalks. in the long-term it's really about lowering and eliminating our emissions from oil and gas.
