the new push from parents, students and teachers following a tense start to the new school year. and prepare for a new pg&e rate hike. the utility says new added revenues will help boost fire safety and what it means for your bottom line. this is "today in the bay." good morning to you on this tuesday. i'm marcus washington. >> i'm laura garcia. let's start with a look at the forecast. meteorologist kari hall is tracking what we can expect. >> we can start out with more humidity, it's been so muggy these past few days. this is the reason why, we still have this low spinning off of the coast. it's drawing in the remnants of what was hilary into the region, and we're still seeing the potential of some isolated showers and thunderstorms. this is a loop of the past 24 hours, so there was a lot of activity yesterday morning, especially in the north bay. and then for the afternoon we saw thunderstorms developing over the central valley into the sira, and now things are

quieting down this morning. but we're still feeling the mugginess and it's going to continue throughout today, eventually drying out, and then our temperatures warming up. we're headed for the upper 80s in parts of the tri-valley, into the south county. 81 in novato, and in san francisco it's going to reach 71 degrees. for tomorrow, it's going to continue to heat up. take a look at these highs. this will be the peak of the temperatures we'll see this week, with concord headed up for 98 degrees, while in oakland it's going to be in the mid-80s. so we'll talk more about what's ahead and also talk about a cooldown in our forecast coming up in a few minutes. >> thank you, kari. new overnight, transit police on the peninsula are investigating a deadly accident involving a caltrain. now, this happened a little after 11:00 last night when a train struck someone on the tracks near the belmont station. no passengers onboard the train were injured and the investigation continues, so no further details are being

released at this time. president biden this morning is back in lake tahoe, continuing his vacation following a brief visit to view the devastation in maui. >> "today in the bay"'s bob redell is live for us at oakland airport. bob, first responders are going the extra mile here. >> reporter: correct. good morning, marcus and laura. later this morning ten firefighters from the san francisco fire department will leave oakland international on a flight to maui to help with the wildfire relief efforts. it's not clear exactly what their role will be, but we've seen in the past where firefightersolunteer and head over to disaster areas and they try to help with finding people or providing food, shelter, that sort of thing. so what's remarkable about these firefighters is that they are volunteering their time to do this. yesterday president biden, first lady jill biden visited maui to survey the damage caused by the

wildfires. biden acknowledged the long road ahead but reiterated the federal government will continue to assist in recovery, shelter and rebuilding efforts. some have criticized the biden administration's response, including the initial $700 critical needs payments given to cover necessities like food and water. >> it's a huge slap in the face. >> people lost their homes, they lost their town, they lost family members, and so it's not for me to try to invalidate someone's frustration. i can tell you that i've never seen such a robust federal response. >> reporter: there are now at least 115 confirmed deaths from the maui wildfires and authorities continue to search for more than 800 people who remainsing. it's not clear if those people perished or if they just have not yet notified family and friends that they are okay. reporting live here at oakland international, bob redell, "today in the bay." >> cell phone communication remains really tough there.

let's hope they find more survivors. thank you so much, bob. happening today, disgraced crypto king sam bankman-fried due back in court for arraignment on a new indictment tied to fraud and conspiracy charges. it comes after a judge ruled the ftx founder can meet with his attorneys for five and a half hours today. his lawyers recently requested they be allowed to meet with him five days a week torepare for his october 2nd trial, and a judge has set a deadline of tomorrow for his legal team to provide more information on those meetings. this will be his first appearance in court since a judge revoked his bail 11 days ago for allegedly tampering with a witness. parents, students and staff at one south bay school are calling for more peace following recent violence on campus. the latest incident happened last thursday. police say several teenagers not associated with san jose's james lick high hool came on campus and two of those students were stabbed. both are expected to survive. one teacher later posted on

social media days before that stabbing a group of teens and adults came to the campus and attacked two students and two staff members. at a community gathering last night, organizers prepared an altar to pray and provide offering in exchange for peace. >> to know that we're together and that we're not alone. >> that's what tonight is about, is to show that connection that the kids have and how important it is for us that our kids are connected to their history, culture, and who they are. >> police have not made any arrests in connection with the stabbings, but the principal says the school is taking steps to improve security along the perimeter gates and they have also hired an additional campus guard. new this morning, if you're worried about your child's mental health as they head back to school, you're not alone. a new harris poll finds nearly eight in ten parents believe their kids will face some sort of challenges as they head back to school.

44% are concerned about their child's safety. one-third worry about bullying, about the same amount are concerned about ongoing issues related to the pandemic. but even if your child does not seem worried or scared, experts recommend you talk with them daily to encourage them to open up about their feelings and emotions. >> the difference between stress and kids and stress with adults is that stress with kids tends to be a lot about not knowing what's going to happen. with adults, we've had a lot of life experiences, so we kind of know what to expect. with children, sometimes it's their first time going to school, it's their first time being in a classroom because of covid, it's their first time doing a lot of things. a lot of it is not knowing what to expect and being afraid that they're going to mess up because they don't know what to expect. >> if your child is younger and apprehensive about going back to school, they say set expectations, print out a schedule of what their day will look like from wake-up to nighttime, and if you can, familiarize them with the

campus, walk them to their classrooms before the school year starts. happening today, a new push to get california to expand from three paid sick days to seven each year. now, supporters of senate bill 616 will hold a virtual rally later today. right now opponents like the california chamber of commerce argue most businesses can't afford seven days, especially after the pandemic. but supporters say the chamber has supported a similar bill proposing expanding to five days a year. also today, opponents will rally outside of san francisco city hall to halt the proposed expansion of parking meter hours. transit leaders last spring first approved a plan to expand monday through saturday enforcement until 10:00 p.m. instead of the current 6:00 p.m. it would also expand metering to sundays. city supervisors later voted to delay the plan, pending an economic impact study, the results of which are due next month. you may want to brace for

higher pg&e bills. the utility is awaiting state approval for a rate increase to help pay to bury lines across california. it is part of the effort to limit wildfires. regulators may issue a final decision in the coming days. opponents argue there are cheaper ways to boost fire safety, including insulating exposed power lines. let's take a live look outside on this tuesday morning before the sun's arrival. a nice, clear look at san jose. kari is keeping track of the temperatures. you mentioned it might be a little humid. >> it's going to be humid, and for parts of the bay area we're watching out for air quality as we see some drifts of smoke coming in, especially to the north bay, but all around the bay area some moderate air quality, as we also get the high humidity as well. and also we're seeing the low that's been off the coast, drawing in wildfire smoke from areas around oregon, there's several fires burning. and we'll see that moving in as we go throughout today.

so if you are sensitive to wildfire smoke you do want to limit your time outside. a lookt our temperatures, we're headed for the low 80s for much of the north bay, mid to upper 80s for the inland east bay with concord headed for 87 degrees. we'll also see a high of 87 in san martin. we'll talk about hotter temperatures tomorrow and what's ahead for the weekend coming up. as you're heading out on the roads, let's get a look at some of our live cameras. i was looking at the san mateo bridge because there was a backup and i can see those flashing lights have moved on along the span. so maybe no major issues there. looking at the bay bridge toll plaza where things are still flowing very well, and then around the bay area for the south bay in the commute direction, all of the sensors are green, meaning that everyone is flowing at speed. and hopefully we don't have any big issues, but after all, this is traffic tuesday. we'll see what happens. >> that we will. thanks, kari. going in reverse. coming up next on "today in the bay," after being given the

good tuesday morning. the time is 5:13, as we get started in hayward. it is a mostly cloudy morning and it's also a lot warmer than where we usually start. it's in the upper 60s right now. our temperatures hold steady here, eventually it's going to be clearing out. we'll be in the mid-70s at lunchtime. there will still be an isolated storm possible today. i'll talk about that and hotter temperatures ahead coming up in a few minutes. getting out on the roads this morning, looking at the tri-valley drive time, slowing just a little more on westbound 84 to 680, but the rest of the tri-valley is looking pretty good. we'll get a look at the rest of the bay area commute in a few minutes. good morning. very happy tuesday to you. the stock brokerage charles schwab warned investors it's going to spend a half a billion dollars cutting staff and dumping unneeded commercial real estate. but in the end, it will be a stronger company, they say.

we gave you a heads up. look at that, w gave you a heads up on nvidia before the bell yesterday. the company reports profits on wednesday. monday's performance was so good, nvidia helped lift the entire nasdaq to its best day of the month. the owners of the subway sandwich corporation are putting it up for sale. it's still owned by the extended family that created it, though it brought in an outside ceo about four years ago. the asking price, $9.6 billion. the chip company called arm filed paperwork to go public, to have an ipo. arm is an interesting company, i interviewed the then-ceo on our program quite a few years ago. i'll post that to my social media if you would like to know more. the thing to know right now, is this is going to be a big ipo. we don't know prices yet, but big. and it's been a long time since we've said big ipo. this should come in september. new data from the new york

fed shows americans are demanding more money to take a job. on average, almost $79,000 minimum. what economists call the reservation wage. the lowest pay on average to take a job is $78,645, up from $73,000 a year ago, $69,000 two years ago. you can see workers reacting to inflation. when you break that latest average apart, you find that men demand far more money than women. the new york fed says the average reservation wage for an american man was $91,000, $66,000 for women. so this is the average of the average. it's higher in high-cost living areas, lower in low-cost living areas, lower for non-college graduates. but, again, men will demand more money from a new boss than women to according to the new york fed. >> so is it opening the conversation about their

popcorn at that point. i was in tahoe this weekend, and, boy, did we have rain. we stayed inside and watched movies. >> yeah, that was basically where a lot of the remnants from hilary went. >> it was crazy, downpour, lightning, the works. >> so hopefully things quiet down now. but you're home, so you don't get a chance to really enjoy it. >> it followed us a little yesterday. >> we had a little rain yesterday in oakland. >> it's been kind of on and off and it just depends on where you are. we've picked up on activity, especially in the north bay yesterday, and we're all still feeling that humidity as the low spins off the coast. it's basically just drawing all of that moisture in. so it's still in place today and we're still feeling the mugginess as you step out the door. yes, there's still some showers occurring over the central sierra this morning. then we take a look at our temperatures and where wree' headed for today, in san francisco low 70s. now, these temperatures are

slightly cooler than normal, but it doesn't really feel like it because it'so muggy out there. so in dublin we're headed for 86 degrees, napa expect a high of 78 degrees. tomorrow in some spots it will be 10 degrees hotter, the humidity will be dropping, we'll get a lot more sunshine and the valleys will see a ramp up in temperatures. by thursday it's just coming down slightly, but not a huge change here. we have this low that's, once again, off the coast, and as it kind of drifts back and forth, it's not really moving too much. at times it does give us a stronger ocean breeze, but as it moves farther to the north and affects more of the pacific northwest, then we get the hotter temperatures. so looking at the next seven days, we're going to see our mperatures reaching into the upper 80s today, mid-90s tomorrow and thursday, and then for the weekend we're headed for the upper 80s. so it doesn't look like a bad weekend ahead. we can make plans to get

outside. a big range in temperatures from the coastal areas to the interior valleys, a spread of about 20 to 25 degrees. so san francisco will see highs in the upper 60s saturday and sunday. and now let's get a look at our live camera looking at the bay bridge. so far, things are looking great. the traffic is slowing across the span of the bay bridge. then looking at palo alto in the usual 101 northbound commute direction, we are seeing still some cones, they're picking up some construction, so you may run into a few slow spots. across the south bay we're not seeing any issues as well, things are looking good. no accidents and our south bay drive times right now are taking you about the normal time as you ride at the speed limit. we'll keep checking on that. hopefully it doesn't get too crowded out there. we'll talk more about that, as well as another weather update in a few minutes. >> we'll look forward to it. a warning for grocery store

5:24 right now. new this morning, a warning to anyone heading to costco in redwood city. police say that there are people receiving multiple reports of thefts in the parking lot. now, police say last week a man was approached by a woman who gave him a kiss on the cheek. soon after, the victim realized that suspect had stolen his necklace earlier, and a woman had approached a lady selling fake jewelry. while doing so, the suspect actually stole her real gold necklace. police are investigating both cases. police emphasize this is a common type of robbery, often directed at elderly. the public is encouraged to be mindful of your belongings when being approached by strangers. happening tonight, "america's got talent" live shows return to abc.

the weather. this may be enough to change the outlook for fire season. this is "today in the bay." it is tuesday morning. good morning to you all. thank you for joining us. i'm excited. >> i thought you were blowing kisses there. >> i had a little come out. >> i'm laura garcia. let's turn it over to kari with a look at the forecast. what can we expect? >> it's starting out humid again this morning. we're still feeling the remnants of that subtropical moisture coming in and we're starting out also with temperatures a little warmer. we're in the upper 60s right now in san jose. it is 66 in livermore and in the low 60s for much of the north bay. usually we're about 10 degrees cooler than this. this is a fairly mild start to the day. in gilroy we have a lot of sunshine in our forecast, going from low 60s to 70 degrees at 10:00, and reaching into the upper 70s. overall it's fairly mild compared to what we sometimes see this time of year. we're headed for 85 in martinez,

and in san mateo expect it to reach 78 degrees. a little hotter tomorrow. we'll talk more about that coming up in a few minutes. well, developments in san francisco, this is after the death of a 4-year-old girl struck by a car. leaders of the city are calling for more change. >> "today in the bay"'s ginger conejero saab is in our newsroom this morning. ginger, this is such a tragic story, and of course, you know, it brought attention to the fact that leaders just don't want this to ever happen again. >> reporter: that's right, marcus and laura. it's been one week since the death of the 4-year-old girl involved in a fatal crash just blocks away from oracle park in san fraisco. at family, as you can imagine, still coping with unbearable loss, while sympathizers and advocates have brought attention to the safety of that particular intersection and other high-injury streets in the city. this is the intersection of 4th and king where the crash took plac sfpd has not given many details

about this crash, but a witness told nbc bay area last week that a family was crossing the street when a gray mercedes suv hit the dad and the 4-year-old girl he was pushing in the stroller. the girl was brought to the hospital where she succumbed to her injuries. since then, advocacy groups have made a push for changes to this intersection, as well as others, that are part of a high-injury network. the mayor's office and city agencies have taken notice. yesterday the mayor released a statement outlining possible changes to that intersection, including the removal of one southbound right turn lane, leaving only one lane for vehicles to turn across the crosswalk instead of two. also, a change to the traffic signals, so that drivers see a yellow arrow instead of just a green light. that arrow would reinforce the requirement for drivers to yield to pedestrians. sfpd says the driver in that crash, 71-year-old, was arrested and charged on three counts of

failure to yield to pedestrians and a charge of vehicular manslaughter. tonight a memorial and rally is scheduled at the plaza next to the caltrain station at 4th and king. organizers there will create a memorial and will rally for this change, really make a push for this to come to fruition. those who attend are being asked to bring stuffed animals and a stroller for solidarity. guys, back to you. >> that's going to be tough to see. thank you very much. it is 5:33 right now. alameda county authorities are asking the public for help in the wake of a recent port of oakland fire that spread smoke across the bay area. this happened about two weeks ago, this was at the metal recycling plant. it took firefighters nearly a full day to clear the fire. prosecutors are asking anyone who may have evidence or leads regarding the fire to come form. in the days after that fire, bay area air regulators issued two violations against the metal company.

and the cleanup only just beginning in southern california. this is following record rainfall from the tropical storm hilary. >> we're getting a new look at some of the damage. we have drone video over cathedral city in riverside county. flooded, muddy neighborhoods there. so far, there are no reports of deaths or serious injuries tied to the storm, but some people will face a long cleanup. one person who lives east of los angeles says a mudslide narrowly missed her home. >> last year was hard, this year is really tough. so now i wonder what is heck is going to happen next. so hopefully we don't have this much weather and we can all get back on our feet. >> this is new las vegas, another place with widespread flooding. . the storm set some bay area firefighters south to help with water rescue and other flooding emergency, and part of the bay area received some rare august rain. so you may be wondering, is fire

season over before it starts? >> "today in the bay"'s kris sanchez joins us with what experts are saying. >> reporter: so overall the consensus seems to be that hilary just put a pause on the fire season, not just in southern california, but up and down the state. these san jose firefighters deployed to southern california with the urban search and rescue operations for boat operations and damage assessment as well, at a time they're usually on fire watch. same for some marin county firefighters, who found themselves in bakersfield in this weather. when they get back, they will switch back to their fire gear, because as the marin county fire chief and the cal fire division chief say, fire season is still very much on. >> southern california, as you know, is notorious for having santa ana wind late in the year and those winds can dry out and find fuels, bind to green vegetation rather quickly. >> reporter: consider even

farther north, toward the california/oregon border, there's been little to no rain and things are very dry. there have been 27 lightning-sparked fires burning 28,000 acres. meteorologist kari hall knows all too well, the rare summer storms can coexist with fire weather. >> yes, because not everyone is getting the same amount of rainfall, and then you have other areas that are extremely dry and then you have some areas that are getting all of this heavy rainfall. when we compare how much rain -- how much fires we've had, how many acres have burned in comparison to last year, we're actually a little ahead. remember, last year we were in a drought, and at this point we had less acres burned than this year with all of the rainfall we had in the winter. and the average for this date is 794, so we're still well below average. so when we look across the region, we are no longer in a drought today for much of

california, and so things have improved significantly in terms of rainfall. but we are still getting fires, and part of that, too, is because we've had so many lightning storms, so that's sparking fires as well. >> we know that was a disaster for us just a couple years ago. we were so optimistic after the wet weather all through the winter and even with this little bit of rain now. but the bit of moisture can sometimes just make the fire season worse because all that grass starts growing. >> what happens this time of year is most people don't realize, when we don't get a lot of rainfall, the ground just hardens, the plants become dormant. so they're not readily available to soak up this moisture at this time of the year. they're used to it being dry, so they don't grow any new leaves, we don't see a lot of new grass. what happens and what we're seeing now is that water just flows off of that solid ground that has hardened and the plants aren't readily available to soak that up like in the winter.

>> we'll still be on fire watch, and if you need to do your fire mitigation, do that. >> absolutely. and we've been watching all of those fires to the north, which has an impact on the bay area. it's affecting us in terms of our air quality today. so we are seeing some smoke drifting in, it's being drawn mostly into the north bay, and we're going to see moderate air quality as we go throughout the day, as those fires burn across the region. across the pacific northwest they haven't had as much rainfall, so it's been pretty dry there and the fires continue. today we're looking at moderate air quality across the bay area. if you have breathing problems or you are really sensitive to a high amount of particulate matter, you can definitely limit your time outside today. taking a look at our temperatures, it's in the upper 70s for highs in napa, it's still going to feel muggy this afternoon, as the humidity continues, and in livermore 87, also still watching out for a slight chance of an isolated thunderstorm inland. as we get a live look outside

for the commute this morning, we're taking a look at oakland. we're seeing things flowing pretty well. we can see the headlights traveling on 580 coming through dublin. just watching it slow down just a little bit, moving through parts of the tri-valley on 84, on isabelle we're seeing it slow down and not seeing any major problems. but i am getting a report that on the bay bridge there is an accident as you move to the treasure island area, so that is starting to cause things to slow down just a by. they've also just turned on the metering lights. so if you can, maybe try to find an alternate route than the bay bridge. in the south bay, we're seeing everything is flowing well. no major issues as of now. i'll keep an eye on it as we are in our traffic tuesday. back to you. coming up on "today in the bay," president biden promises hawaii whatever it takes to get back to normal. plus, an incredible race for a u.s. olympic hopeful, sha'carri richardson. ahead, the moment she set a

authorities on thursday. that's the state elections interference case. he'll have to post $200,000 bond and agree not to harass witnesses or speak to fellow alleged co-conspirators. trump's former legal adviser, john eastman, says he'll surrender tomorrow. in all, there are 19 co-defendants. eastman also facing disbarment in the state of california, but the state bar has agreed to put off that trial so eastman can face charges in georgia. they'll resume, according to this document, at the end of the week after he's back from georgia. a reminder, the republican presidential debate is tomorrow. these are the candidates we expect to see. they're in alphabetical order on your screen. governor hutchinson just qualified. we expect a lot out of chris christie and ron desantis, florida governor ron desantis has the most to gain and the most to lose. he is the leading candidate behind trump. chris christie is the most vocal candidate criticizing trump. he knows trump well.

any deal, with more talks scheduled for this week. striking actors are at an impasse. representatives from both unions have organized a picket at noon today outside of netflix headquarters in los gatos. moving you forward on a first of its kind treatment to protect newborns from the virus known as rsv. the new maternal vaccine was just approved by fda regulators. it's administered to mothers in their third trimester. it's the only vaccine providing protection to infants for their first six months of life. pfizer says it may prevent up to 16,000 hospitalizations and more than 300,000 doctor visits due to rsv every year. the cdc still has to sign off on that approval. trending this morning, american sprinter sha'carri richardson, whose tokyo olympic dreams were dashed, just won the 100 meter world title. >> that's not all.

[ laughter ] >> who, you two? >> i think we could beat you now. come on! >> i don't know if you could beat me. >> your legs are much longer than mine. >> i'm competitive. hold up, let's do this, then. we'>> set up the markers here in a little bit. let's get started with a look at the weather for today. it feels muggy, so as soon as we step outside, we don't have to run, we're just going to break out in a sweat because it's so humid out there. as we take a look at the radar satellite, this is looping the past 24 hours, so there was quite a bit of rain that moved through the bay area, most of it light and, thank goodness, we didn't see a lot of lightning strikes. there's still some moisture moving across the region, being drawn in by an area of low

pressure that remains off the coastline. so that hasn't budged and neither has the humidity. we're headed for 82 degrees in novato for today, and also 82 in fremont, in san mateo expect it to reach 78 degrees. now, let's take a look at what happens tomorrow once the humidity drops. temperatures go up. it is going to be hot in the valleys tomorrow afternoon, reaching the upper 90s in concord, 94 in los gatos, and in oakland 84 degrees. but it doesn't last that long. we do start to see temperatures coming down by thursday, into the weekend. so this persistent low that's remained off the coast and kind of just drifting back and forth across the pacific northwest, when it moves a little closer with its counterclockwise wind flow, that increases our ocean breeze. once it moves farther to the north, we have less of an influence of the coastal breeze and then our temperatures in the valleys jump up. we're looking at that over the next few days with mid to upper 90s. by friday it's in the upper 80s, and not a bad weekend ahead.

we can make plans to get outside as we're looking at highs in the upper 80s, while san francisco will go from 70s to upper 60s as we get more fog for the weekend. let's get you ready for the commute, because we've seen it really backing up on the bay bridge, and look at the lights here going across the span. it's really not moving very much. it's getting even worse because there was an accident near treasure island at the off-ramp. so we are seeing things really starting to stack up there. the san mateo bridge is flowing well, and we haven't seen any issues there. hopefully that continues. elsewhere, haven't seen any major problems, but once again, a lot of red sensors here because of that accident at the treasure island off-ramp. the rest of the bay area has been, so far, looking good. but i am watching for an incident in the south bay. we'll see if that causes any delays on 101. yeah, it's red for the bay bridge. that means it takes at least 20 minutes to get acrs. and this has been adding up minute by minute.

welcome back. you're watching "today in the bay." turning to our climate in crisis, we just had the first tropical storm to make landfall in california in 84 years. we normally see tropical systems fall apart quickly as they move from the warm water near the equator to the cold currents of the california coast, which flows from alaska. these storms need water temperatures of about 70 degrees or warmer to sustain energy, and our coastal water temperatures run usually about 55 to 60 degrees. so what are experts saying about the chance that more storms like hilary could happen again? >> the warmer temperatures provide conditions that we can have storms, and so as el nino develops, you have that warmer water moving up the coastline.
