head to nbcbayarea.com and you'll find the trending bar at the top of our home page. the debate over school closures hitting home in san francisco. we are breaking down the missteps that brought the district to a breaking point, and the outlook for financially strapped schools already facing staffing shortages. an unexpected new turn in a tour that never took off. the creator of the doom loop tour is now walking the unemployment line. the new fallout following word of his identity and his surprising ties to city hall. tracking hurricane idalia, the storm gaining strength overnight, heading right toward florida. we're tracking its path and the impact already being felt on the gulf coast. this is "today in the bay." this is also tuesday morning. 6:00 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to get you started with
6:01 am
a look at the forecast. cinthia pimentel is in for kari. >> we're looking at another warm day, but it will also be mixed in with hazy sunshine. we're getting used to this pattern. i'm not sure if i like it. let's start off overlooking san jose. a beautiful start, the sunrise there. a little chilly. might want to bring along a cardigan or something light, but this afternoon, a hat, sunscreen and lots of water. we'll warm things up. we'll keep our eyes on a potential fire weather watch that could also bring about a shift in the winds and more wildfire smoke into the bay area. i'll guide you through when the timing of that is expected. for now, mike is going to guide you through lane changes on the bay bridge. i'll guide you to the backup. we're looking at the bay bridge toll plaza. there's some avenues on the outer lanes that are a little less crowded.
6:02 am
the metering lights are on and we get backed up because of the metering lights, as well as losing about half the lanes. the buildup has been pretty gradual over the last 20 minutes, but we do see the berkeley curve with slowing. you can stay moving, but you're going into richmond with brake tapping there. there may be a new crash near the carquinez bridge. i'll check the chp reports. highway 4 does show slowing coming into concord and we now have 33 minutes from pittsburg to walnut creek. back to you. >> thanks, mike. this morning, breaking news out of san francisco, a police shooting in the tenderloin. this video is from citizen app showing the aftermath. it happened about 10:30 last night on jones street near golden gate theatre. police say a man armed with a knife was threatening people and officers fired when he ignored to drop the weapon. the suspect suffered life-threatening injuries. bob redell is following the

investigation and he's going to have a live report in about 30 minutes. the fate of some san francisco schools may hang in the balance today as district leaders introduce a possible plan to close campuses. teachers and community members argue the district needs to take a better look at how it's managing finances. >> kris sanchez is in the newsroom and this is being billed as a workshop. there's serious issues in play. >> reporter: right, school closures are not on the formal list of discussion items, but a number of proposals related to declining enrollment certainly are. san francisco unified superintendent matt wayne wants the board to allow him to take action to create a better staffing model and run schools and classrooms at full capacity. he wants to be able to restructure district-wide services and to find ways to leverage district properties, also create a criteria for mergers, school co-locations and closures based on current and projected enrollment. a coalition of teachers, staff and parents say the biggest problem is itself and how it
6:04 am
manages its finances. they say the district is too heavy on administrators and that they paid too much money for a botched payroll system, because of which, some maintenance workers are still waiting for $1.1 million in back pay. parents say their kids are getting caught in the middle. >> the insult to injury is our members are still owed money, not from last month, not from last week, but from october of 2021. >> because of the way the district has managed their schools, people don't want to send their kids there. >> falling enrollment is one point in the superintendent's 46-page presentation for the board, which will come up tonight. it will also cover projected deficits and staffing shortages, up to 15% in classrooms and 25% in nutrition services. the board's statement says the public will be included in the discussion along the way. we suspect it will be a loud discussion. >> no doubt. thanks for the details, kris.

here is a live look in san francisco. there's a new twist in the firestorm of controversy set off by what had been billed as a doom loop walking tour. the creator of the tour has resigned from his job at city hall. the canceled tour had been promised as a way to show the city's not so glamorous side. until yesterday, the creator's identity was unknown, but it turns out it was offered by alex ludlum and he stepped down from the city's commission on community investment and infrastructure. in his resignation announcement, ludlum called the whole thing satire. mayor london breed called it an error in judgment. we spoke with someone who actually owns a company called tenderloin walking tours, who says satire is not needed right now. >> we're in a very serious epidemic, we're in a very serious crisis. we don't need this political football going back and forth across the field while we're dealing with tyrone and sheila laying on the damn ground.
6:06 am
>> the identity of the poster became known when people demanded refunds for the canceled tour and ludlum's email address was included in the refund notice. a former police officer fired following a deadly shooting may soon be back on the job. the vallejo police officer was fired for shooting sean monterrosa outside of a walgreens on june 2020 during the george floyd protests. officers were responding to reports of looting when police claim the officer mistook a hammer in monterrosa's sweatshirt for a gun. a formal investigation was never conducted, but a third-party review did lead to his termination. that reportedly has been overturned in arbitration. vallejo police have not issued a comment. happening today, a hearing is set to take place surrounding a cold case in mountain view. in 1992, the 25-year-old was found dead in her car. the hope used to kill her still around her neck. new forensic technology has allowed prosecutors to bring charges against a bay area tech

executive named john woodward. last week a judge ruled to dismiss the case. the motion to stay hearing gets under way at 9:00 this morning. a live look in orlando, florida, this morning, where people are bracing for the arrival of hurricane idalia. right now it's churning north of cuba with a potential to become a category 3 when it makes landfall tomorrow. some 13 million people across florida now are under tropical storm or hurricane alerts. governor ron desantis declared emergency executive orders in 46 counties, with mandatory evacuation orders and school closures already issued. tampa international airport closed overnight ahead of the storm to give those workers time to secure jet bridges and equipment. right now the airport is set to reopen thursday, but that could all change depending on that storm. we want to bring in cinthia pimentel. we know it could change direction at any moment. >> at any moment, with the waters, the winds, anything is fair game.
6:08 am
and really the key message is that people heed these warnings and get out on time. right now it's seeing a lot of heavy rain over havana, key west, as it inches closer. as we go into the next couple of hours, strong, sustained winds at around 100 miles an hour. category 3 by the time it makes landfall, later overnight into wednesday, right around cedar key is looking like most of that area where the storm will be concentrated. here is what we can expect as we go through this storm. the early wednesday landfall, overnight hours, makes it very difficult for people to see what's coming with the storm. but i can tell you the gulf waters are very warm, upwards of 80, 90 degrees. that makes a lot of energy for the storm. that's going to bring about life-threatening storm surge, possibly 8 to 12 feet, and that seems to be the deadliest when we do have hurricanes that we're watching. heavy rain is also possible around the big bend area of florida, 6 to 10 inches,
6:09 am
possibly even higher, if they see thunderstorms or tornadoes. we're going to keep an eye not only on the high amounts of rain in florida, but what's happening here, lack of rain and a potential for some fire weather concerns. for now, mike is helping you get around with some cheaper gas prices. before you fill up, check these prices. the lows are rising, unfortunately. santa clara county's low is now $4.59. we'll point out great gas on grant road in mountain view. $4.69 is the low for alameda county. livermore star gas and mart on portola avenue. $4.79 is the best for san francisco, the 76 on ocean avenue across from city college of san francisco. thank you all for reporting through gasbuddy.com. on the roadways we have a pretty smooth drive, we are looking at the build, traditional on the eastshore freeway through richmond and also berkeley. i've circled the crash that i talked about just before you get to the carquinez bridge.
6:10 am
we do have a crash. it sounds like things are getting to the right shoulder without a major issue. still more slowing for 37, highway 4, the bay bridge toll plaza. the roads to the toll plaza are moving smoothly. we have almost 20 minutes from highway 4 to the bay bridge, including the berkeley curve. the golden gate bridge, a smooth drive, more company heading south across to the city. an ongoing battle coming to a close. military service members say faulty ear plugs caused them to lose their hearing. this morning we're going to talk about the details on a long-awaited settlement. does it make more sense to rent or buy? a lot of renters do wonder. we'll have the numbers. speaking of numbers, after a big win on wall street yesterday, it looks like some money coming off the table. have you ever sat next to a crying baby on a long flight or maybe have a kid kicking at your seat? one airline now brainstorming a change. the new adult-only feature they're testing that's getting a
