rate rockets to 3.8%, way off the historic lows we've been seeing for months. ♪♪ ♪♪ celebrating lowrider culture. after being banned for years in the south bay city, drivers and riders gathering to honor the tradition that goes far beyond classic cars. this is "today in the bay." very good morning to you. good friday morning. first day of september, hard to believe. thanks for joining us. i'm laura garcia. >> and i'm ginger conejero saab. marcus washington has the morning off. as you mentioned, can you believe it, the first day of september. we have to play that september song. >> there you go. not until the 21st. >> that's right.

but september is also bringing a little crazy changes in the weather. >> i call it meteorological fall. we're entering a new season and it's definitely going to feel like it today, as we start out with clouds, fog and mist and drizzle. we're seeing that on the camera in san francisco. it is clear as you head inland in pleasant hill, and our temperatures will be much lower today, in some spots a big drop compared to yesterday afternoon, and we'll have some better air quality. but it's going to turn mostly cloudy, with only some peeks of sunshine. take a look at these highs, only reaching into the low to mid-70s in the interior east bay. north bay up to 73 degrees in santa rosa, and san francisco reaching 66 degrees. kind of cool there. we'll talk about the weekend and what's going on coming up in a few minutes. mike, some folks may have a longer drive this morning. >> despite the fact that it's a preholiday weekend, friday we see light traffic, some folks will be delayed at 24 just past

highway 13. a couple of crashes. one of them has a vehicle still in lanes, so that is causing a little bit of slowing there. we're causing a stoppage, not having anybody come across the carquinez bridge, so there's a slowdown at the detour toward 780 and then benicia bridge and highway 4 with slowing as it rejoins with highway 80. as i continue to remind you, that longer route means another 15 minutes just for that section, which would normally be about seven or eight miles across the carquinez bridge and past rodeo. we'll talk about this more coming up. back to you. 6:02 right now. today a tale of two car scenes in san jose. the city is celebrating one, while looking to shut down the other. >> "today in the bay"'s kris sanchez joins us with the inaugural lowrider day, which happens one day after the mayor talked about shutting down sideshows. >> reporter: both sideshows and lowrider cruising have been illegal at points, but after san

jose's ban on cruising was lifted last year, san jose police chief sent a training bulletin to the whole department writing in bold, cruising is not the same as a sideshow. san jose ditched its cruising ban last august after 36 years. if you're not familiar, san jose specifically was the capital of lowrider culture, and in fact lowrider magazine originated here. critics said it was a racist and discriminatory policy that targeted latinos and was so broad that it really allowed police to stop and search anyone driving a lowrider. councilman ortiz said that lowriders are about culture, about community and about family. >> fathers teach their sons how to work on cars, fathers teach them what cars they should buy, what cars are easier to work on, what cars are harder to renovate. it's very much a bonding

experience between our fathers, our grandfathers, uncles and our younger generation. it's something that we could pass on that's positive, something that we can celebrate as a community. it's a great way to showcase to the entire city and to the state that we're proud of our chicano culture. >> reporter: that celebration is happening one day after mayor matt mahan announced a new plan to shut down sideshows because they don't celebrate culture, they celebrate dangerous behavior. mayor mahan is calling on social media companies to do their part imposing penalties on people who organize or promote sideshows on platforms. meta confirms it will attend. >> whether you're promoting it on social media by liking it or you're looking the other way or coming out and attending or participating in some way, we have had far too many examples of these sideshows leading to injuries and deaths. >> reporter: these two car scenes clearly not the same. we've covered those sideshows,

we know they're super dangerous. but as kids we used to go to those lowrider shows. we felt perfectly safe as families. my cousin still does. i want to brag on her a little bit. that's my cousin kelly with her 1965 impala, donna. she and her husband worked together and restored it and they go to car shows and it really is a celebration of chicano culture. very different scenes in my opinion. that celebration of lowriders and cruising will happen right on the steps of san jose city hall from 1:00 to 5:00. >> such an acceptance, after not letting cruising happen for so long. >> also such a crackdown on getting the social media platforms to help out with cracking down on those sideshows. >> that's how they organize. it makes sense. seems like an interesting move. >> we'll see you on the steps of city hall. >> i hope so. they're so fun and cool.

you're going at a low speed versus those sideshows that are whipping around. >> they're just so dangerous. that's interesting. get in the driver's seat. 6:05 right now. a san francisco neighborhood looking for justice, after a store clerk died because of a brutal attack. the family and neighbors came together last night to remember yohannes tewolde, better known as john. in front of the richmond market, the scene of the attack. the surveillance video shows a person allegedly stealing items last thursday. we've blurred his face because police have not confirmed this is the suspect they're looking for. they say john tried to stop him by holding a bat and the suspect took the bat and brutally beat the 60-year-old. all of it was caught on camera. john died this week. the daughters say his death is being felt by many. >> my dad was an amazing person.

he was the greatest person i could ever, ever, ever -- >> i'm just happy that you guys felt the same love that we felt from my dad and i'm so happy to see this much love from all of you guys. >> so many people sharing in their sorrow. people in the neighborhood are putting up fliers based on surveillance video of that person they say is responsible. police have not yet announced any arrests. happening today, san francisco firefighters will be speaking about their experiences helping the recovery effort in maui. the team left for about two weeks and will be in chinatown around noon to talk about what they saw. contra costa county firefighters are also raising money for maui fire victims. yesterday they held a fill-the-boot fundraiser. >> the community response is very receptive, very supportive. we're here to serve the public

and i think that's just another way that they can say thank you to us for the service that we provide and helping other communities, even across the ocean in maui. >> the fires on maui marked one of the worst natural disasters in hawaii and in the country's history. the death toll stands at 115 and there are still hundreds of people reported missing. breaking news, espn is reporting that stanford and cal have been invited to join the acc. smu is also part of that invitation. the league will now feature 18 teams. the additions will start in the 2024 school year. the move leaves the pac-12 with two remaining programs, washington state and oregon state. oakland mayor sheng thao is firing back after failed talks to keep the a's in oakland. mayor thao is publicly calling out a's owner john fisher after our exclusive interview. last week our raj mathai talked to fisher, it was his first

interview since buying the a's in 2005. fisher says he wants out of oakland because of the money. john fisher says, quote, i felt the pressure from the collective bargaining agreement. we had been working with oakland for six years. we had to have a binding agreement on a new stadium by january 2024, or we would lose our revenue sharing. mayor thao did admit the ballpark deal was not approved and the a's kept changing the rules, the price and the timeline. >> we were so close to a deal, and i just feel like every single week, every single two weeks, there's a new story to tell, a new false narrative that the oakland a's is telling about why they had to leave the city of oakland. and, again, i continue to call bs on that, because at the end of the day, we went beyond what the a's had requested. >> fisher says he didn't want to wait any longer for the approval. we posted the full interview with mayor thao on

nbcbayarea.com. 6:09 now on this first day of september. you're taking a live look at san francisco, where it still looks very similar to how it looked when i stepped out of the house this morning. a little cloudy, a little rainy. meteorologist kari hall has what to expect as the day continues in san francisco and other parts of the bay area. >> i think that fog is going to linger throughout much of the day and also we're seeing a big change in the cooler temperatures coming in. yesterday it was so smoky, especially to start out the day, and now we do have much improved air quality. but i'm still watching the north bay with our near surface smoke models still showing that parts of lake and mendocino counties could still see smoke coming in as we go into the afternoon, while much of the rest of the bay area will have some good air quality and also watching out for rain chances. i'll have more on that coming up in a few minutes. if you're hitting the road, mike has a look at where you can fill up for a little less. >> we're trying the best we can. we're looking at santa clara

live look outside in dublin, where we have a beautiful sunrise. we're about 23 minutes away from sunrise right now, and it's going to be a cooler day. clouds will roll in and continue throughout the day. we'll stay in the 60s throughout much of the morning. much of the bay area cooling off. we'll talk about that and look ahead to the weekend forecast coming up. we're looking to the bay bridge toll plaza. it's 6:15, just changed on the clock there. still no metering lights. that's okay. we expect that for a preholiday friday traffic flow, but we do have slowing for westbound 80 and other ripple effect from the closure of westbound across the carquinez bridge. we'll show that to you coming up. good morning. happy september 1st to you. the first friday of the month means we have to start with jobs numbers, and the unemployment rate has jumped mightily all the way to 3.8%. that's the highest it's been since february of 2022. that's way up off the historic lows we've seen for months.

job growth, 187,000 jobs added in the month of august. that's the third month in a row we've been under 200,000. past month showed significant revisions downwards as well. now, is this bad news? well, if you're unemployed and you don't want to be, of course it is. but this is exactly what the high interest rates are designed to do, slow the economy down, which fights inflation. now, at the same time, some good news for san francisco. the head of salesforce spoke with analysts and reporters the other day and said that an ai company is going to rent a big new office on salesforce property that used to be occupied by slack. marc benioff says he wished i could tell everyone who it is, but it's still a secret. we're pretty sure it's not adobe. but adobe is one of the latest to add artificial intelligence to its products. adobe makes software, photoshop illustrator. until now, you had to have good

skills to photoshop something. with ai, you just type in what you want. a picture of a guy on a bike on a lonely road. you just ask the computer to photoshop out the tire tracks. or type in add yellow lines, and there you go. this deer in a forest, you could put him in a city by just asking to put him in a city. >> it's actually built into photoshop, so when you select an object, you select part of your content, you're directing the ai to how you add or remove or just make things look better. >> i go through the software and what it means with adobe's ashley still this weekend on "press here" at 9:00 a.m. on sunday morning at nbc bay area. there are a lot of talented people that have been doing it for years. we don't know how to do it. if we can just say change that,

cooldown across the bay area as we now on the calendar are not yet welcoming in fall, but meteorologically speaking we can. in richmond, you don't need the windshield wipers, but probably as you cross the bridge and head into parts of the north bay and san francisco, we're seeing some mist and drizzle. take a look at these high temperatures for this afternoon. only reaching into the low to mid-70s, how long has it been since we've had weather like this? mid-70s for east san jose and also some mid-70s for the east bay. remember yesterday it was in the mid to upper 90s? this is a huge change, and you want to make sure the kids are dressed appropriately for this because it won't be as hot as it was yesterday. and looking at oakland today, in the upper 60s and it's going to continue to be cloudy, some peeks of sunshine in palo alto,

73 degrees. san francisco, for the most part, in the 60s today. i do think those clouds will linger throughout much of the day. for the north bay, we're going to see highs in the low 70s. not only will it be cooler, but some of us will get a little bit of light rain. we're going to watch for chances as it stays mostly cloudy today, parts of the north bay and peninsula may be showers. take a look at tomorrow morning. you may hear some rain hitting the roof as you're waking up, even heading out throughout the day with off and on light showers passing by, as we can possibly measure some rain here. take a look at what one computer model is showing. most of us, a few hundredths of an inch, but then there may be a few brief, heavy downpours. livermore could get a quarter inch of rainfall. that would be very significant for this time of year. and then looking at santa rosa, we're seeing a big cooldown for the next ten days. of course it's going to warm up after we go through labor day, then it goes back to summer. so we're going to have a little taste of fall this weekend, mid

to upper 70s, by sunday it's really nice, 81 degrees, warming up as you're maybe enjoying that day off. then we're going to see temperatures in san francisco in the 60s. mike, you've been tracking a crash. what's going on? >> we still have slowing and chp just updated saying this was a few crashes and there are as many as five vehicles total for the crashes for westbound 24. that's why it's taking a while to clear this lane. there may be two lanes that are blocked right now as crews are on scene. it's slow out of orinda. it's also being fed by more traffic coming down through walnut creek and slowing off the benicia bridge. why? because of this closure, i believe, that's part of the re-route, the 15-mile re-route that's in place. back to you. >> thanks a lot, mike. next on "today in the bay," nbc bay area responds. >> a couple of viewers are fighting a couple of companies over a couple grand, but they aren't raising a white flag. they're betting we can help. i'm consumer investigator chris

from this point on, usually temperatures start to cool down a little bit. we're really going to have a big cooldown today, all thanks to the return of fog and drizzle. we can see there's mist on the camera lens there and you may have to use the windshield wipers as you're driving to work this morning. looks good on the san mateo bridge, and for that commute we're going to see clouds rolling in, temperatures will be much cooler, as we only make it into the 60s today. some parts of the bay area may have to deal with some rain off and on throughout the day today and into the day tomorrow. but it's also going to be a nice cooldown with better air quality. and speaking of air, i wanted to show you the airport delays. i know a lot of people will be traveling. look at san francisco. we are now averaging about 27-minute delays, most likely due to the fog. we'll be watching out for that weather throughout the weekend. for more, back to you guys. >> thanks a lot, kari. a live look at the roads and airports, as you were just

mentioning, this morning the labor day weekend travel usual is under way. millions are expected to travel this three-day holiday. we have live team coverage to help you stay prepared. >> our bob redell is live from san jose mineta airport with what you need to know if you're hitting the skies. let's check in with mike inouye, who is tracking a closer look at the traffic advisories that we need to know about and the best and worst times to head out the door. let's use data from aaa, because they talked about the best and the worst travel times to get out there. aaa did publish some data talking about when it would be best to hit the roadway because this is a big driving holiday. they say friday it's best to leave before 11:00 a.m. i would add after our shows are over, so you have a good window. the early commute on friday is light for the traffic flow because folks have already gotten away yesterday. from 11:00 a.m. to 9:00 p.m., that's the worst time to leave town because everybody is doing

that. monday, the worst time to return is after 7:00 p.m. that's the best time to come back because most folks will be traveling during the middle part of the day between 10:00 a.m. and 6:00 p.m. one area disturbing the flow is the closure for the carquinez bridge, remember, westbound coming out of vallejo and in toward the east bay, toward berkeley, that is closed right now. it will remain closed all holiday weekend. and right now we're seeing folks use the alternate, across 780, across the benicia bridge. some folks will have to take highway 4 if you're traveling past hercules. we see the slowdown already kicking in and that will have an effect on this morning's commute and likely for folks coming back from sacramento, tahoe, remember, out of the north bay use the benicia bridge, not the carquinez bridge. we talked about the roads. i'll talk about the rails in just a couple of minutes. right now, let's head over to "today in the bay"'s bob redell at san jose mineta international airport checking on the skies.

good morning. >> reporter: good morning to you, mike. first of all, more than 95 million americans are expected to travel by car, as you mentioned, by rail or by airplane. this is according to the federal government, making this the third busiest holiday weekend this year. as far as air travel is concerned, for the people behind me here, the tsa predicts 14 million americans will fly out of these airports going to and from places over the next three days. that is an 11% increase over last year's numbers. aaa is also seeing the same thing. bookings for domestic and international trips are up according to the travel agency, but fewer families are using this weekend for that big, quote, end of summer last hurrah trip with the kids. >> so labor day weekend may just be kind of like a little three-day getaway, if at all. they may stay closer to home, go visit family or go to a nearby

beach or nearby theme park. it probably has definitely changed over the past few years as schools have started so much earlier. the labor day of old is not the labor day of now. >> reporter: in the east bay, oakland international is expecting 210,000 people to fly in and out of its airport between yesterday and this upcoming tuesday. for some perspective, it's not quite the levels they saw pre-pandemic, but it is close. the 210,000 number is about 88% the number of people who use oakland international during the 2019 labor day holiday weekend, which of course was the last holiday weekend before covid hit. airports are reminding you, if you're traveling domestic, arrive two hours before your flight, three hours if you're heading overseas. reporting live, bob redell, "today in the bay." >> thank you very much, bob. 6:35 right now. an arrest warrant is issued in

the case of a missing fairfield woman now believed to be dead. fairfield police are searching for 45-year-old mark randle, who was living with erica brown when she went missing. randle has strong ties to both airfield and vallejo. a memorial sits in the front yard of their home where 36-year-old erica brown was last seen on august 20th. police believe brown is dead. one of erica's closest friends says she's heartbroken and the family is trying to stay strong, but the latest developments are devastating. >> it breaks my heart. it's really heartbreaking that her daughter and the rest of the family and the rest of the friends, myself, we will never get to see her smile. >> fairfield police say if you see randle, do not approach him. instead, call 911. happening today, the man accused of a deadly crime spree in the south bay will face a judge again this morning. kevin parkourana is set to have a plea hearing after being

charged with murder and attempted murder. parkourana is accused of multiple stabbings and hit-and-run attacks back in june. three people died and seven others were hurt. the crime spree spanned 20 miles before ending in milpitas. recently parkourana has refused to go to court for a probation hearing. today's plea hearing is set for 9:00 a.m. we have a clearer picture of the new city that some silicon valley billionaires want to build in solano county. california forever, which is the parent company of flannery associates, unfailed the renderings so its brand new website yesterday. these are the plans for a billion dollars worth of land near travis air force base that was recently purchased. the company says it is a chance for a new community, good paying local jobs, solar farms and open space. congressman john garamendi, who represents parts of solano and contra costa county, says he is not happy with the project. >> these characters own all of

the land on three sides of travis, and that is one of our most important air bases in the continental united states. more material and personnel pass through that base than any other base, and right now c5-as and 17s are being loaded with munitions destined for ukraine. these characters have been engaged in despicable, secretive, terrible practices. they are actually suing farmers who refuse to sell their family heritage. >> a lot of big names are funding the project, including steve jobs' widow and linkedin's co found. the giants are barely hanging on to a playoff spot with 28 games remaining in the regular season. >> let's take a live look in san diego, still early, but that's where the giants took the padres last night. the orange and black showed why

they should be in the postseason. top of the third, rookie wade mechler with a bunt single that scores a run. then mike yastr ems ki with a solo home run and the giants beat the padres 7-2. tonight you can watch the giants right here on nbc bay area. coverage begins at 6:30. let's check in with meteorologist kari hall. the game in san diego, what will the weather be like? >> it's going to be nice. cloudy but usual san diego weather. we're talking about temperatures at first pitch in the low 70s there, and it's going to be cool as we go throughout the evening, but i would watch it from the couch right here on nbc bay area. we're going to also show that game as well. now, we also here locally have music on the square, if you're looking for things to do around redwood city. live music out there starts at 6:00, and the weather is going to be perfect. right at about 70 degrees. i would bring a jacket because

temperatures drop into the mid-60s fairly quickly. there will also be the weekend of wonder festival happening in san jose, and today it's going to be in the low 70s and mostly cloudy. we'll see a little bit more sunshine tomorrow, slightly warmer temperatures. but we don't always get weather like this for labor day weekend. so we're enjoying the lower temperatures. the millbrae art and wine festival will be another way you can enjoy the nice and mild weather, with our temperatures in millbrae tomorrow starting out in the morning in the upper 60s, and only peaking at 73 degrees, with partly cloudy skies. then there also about will be the scottish highland games saturday and sunday at the alameda county fairgrounds. throughout the weekend it's going to be mild, in the upper 60s in the morning, then only reaching into the upper 70s for highs. if you're taking your weekend plans to your family, maybe going to tahoe, look at this live picture at palisades. that is beautiful. we're also going to be watching

was most recently head of government in mexico city. before politics, she was a world renowned environmental engineer with her doctorate from cal. she's up against galvez, who have vowed to work with the u.s. to help daca residents get permanent citizenship. the election is june of next year. president biden wants to close a gun show loophole many americans thought was already closed. >> scott, a recent law passed by democrats requires new background checks at gun shows. >> that's exactly right. so for many who sell at gun shows, they now have to check the background of the buyer according to this new law. but only those who essentially make a living selling guns. people for whom a majority of their income comes from firearms. there are plenty of people who make a little money, but it's hardly their livelihood. president biden wants to change the rule so that anyone who makes any profit at all from

selling guns will also have to register as a firearms dealer and, therefore, have to do the background check as well. that would move the u.s. closer to universal background checks. republicans argue that's not what the law says and not what congress intended to do when it wrote the law. we see a lot of this. presidents of both parties stepping in and making changes congress didn't authorize. ginger, you were talking about daca. in the case of president obama, that was something congress specifically did not do. obama created daca after song failed to act to protect the dreamers. kids who weren't american citizens, who in many cases had no idea they weren't american citizens. congress did nothing. president obama stepped in and took that power. there's a lot of concern in washington over presidents using executive power and other things to upset the delicate system of checks and balances. it's september 1st, the

money for the government runs out september 30th. this would affect everything from government offices to food stamps and fema emergency relief. >> every american expects fema will show up when they're in the middle of a disaster, and i'm calling on congress to make sure you have the funds to continue to show up. the judge in the georgia elections interference case says the trial of donald trump and 18 other defendants will be live streamed. we used to call that televised. we don't know when that trial will take place, but if it gets moved to federal court, and it might, it will not be televised or live streamed. and the republican governor of georgia telling his fellow republicans in the state he's not going to hold a special legislative session to investigate the prosecutor in the georgia investigation because, he says, one, she hasn't done anything illegal. two, interfering with the case about interference is probably

itself illegal. >> the bottom line is that in the state of georgia, as long as i'm governor, we're going to follow the law and the constitution, regardless of who it helps or harms politically. >> governor kemp has strongly denied election fraud that was advanced by former president donald trump. >> thank you very much, scott. tahoe traffic horror stories are practically a rite of passage for drivers. but caltrans is trying to help. it's installing new overhead electronic message boards on roads leading through sacramento and up to tahoe. the goal is to give drivers a better idea of road conditions and improved traffic flow and safety. the new signs will have photos to help drivers who don't speak english. you can expect to see the signs this month along highway 50 leading up to tahoe. drivers will also see some signs on i-5. trending this morning, there's something glowing in the waters in santa cruz county.

this looks like the background on my computer. it's those little droplets there, and that's a live camera in san francisco. so it's drizzling, you do need the windshield wipers as you head out. and we are also going to have much cooler temperatures and fresher breezes. i know it was so smoky yesterday. but this is a look at our near surface smoke model and this shows that still parts of lake and mendocino counties will have to deal with that smoke again today going into the afternoon, while much of the rest of the bay area will have some better air quality, much improved over what we've seen as the smoke from those fires in oregon and far northern california stay farther to the north, as we get a westerly wind. that's also going to cool off our temperatures. take a look at our highs, in the low to mid-70s, yes, that's all we'll see today. mostly cloudy, but also some spots getting in on some light showers here and there. in oakland, expect it to reach 69 degrees and some low 70s in san mateo. 64 in half moon bay and some

upper 60s in the mission district. i don't think we're going to see a lot of sunshine there. it's going to stay mostly cloudy and drizly for the next several hours. and that's also bringing in the cooler temperatures for napa today, in the upper 60s and low 70s for santa rosa. in fact, some of us may get enough to measure some rain, but this is what our hour-by-hour outlook shows. mostly cloudy throughout the day and then we see some green here starting to pop up tomorrow morning, with some spotty light showers. most of it staying to the east of us, but i wouldn't be surprised if we do see some rain moving through. if you have the nbc bay area app, it will give you an alert before the rain gets to your location. whatever you have planned this weekend, you can still get out and enjoy it and get inside before the rain comes through. the models do show that most of us could get a few hundredths of an inch of rain, but it could be as much as a quarter inch of rain around livermore. then the spotty showers come along with cooler temperatures, mostly in the mid to upper 70s inland.
