right now on nbc bay area, it has happened again, shots fired on the east bay freeway, sending two people to the hospital. the update we just got from the investigation. burning man closed. the muddy mess stranding tens of thousands of people in the nevada desert. a freeway closure cutting off local customers from businesses. why one business sense the work is the blame for lost revenue this labor day weekend. good evening. we want to begin with that breaking news. two people are recovering after a freeway shooting in oakland. the shots were fired on 580. it

is not clear what time the shooting happened. shortly after 4:00, officers found an abandoned vehicle blocking lanes on the westbound side of the freeway. two people arrived at the hospital with gunshot wounds. of the people are expected to be okay. another person traveling in the eastbound lane was also hit. all lanes are now back open. our team sent out a push alert as soon as we learned about that shooting. we will stay on top of that story as it develops, bringing updates on our app and website, nbcbayarea.com. instead of enjoying the grand finale of burning man, thousands of people are being told to shelter in place and conserve fuel, water, and other items. here is a live look right now. people are unsure when the roads will be dry enough to get home as they brace for more

rain. the sun never made an appearance on saturday, leaving burning man attendees stranded and surrounded by standing water. >> we are conserving food and water. if we don't have more coffee in the next three days, there was going to be a problem. >> this person planned to get home on saturday, but can't. the entrance to burning man was closed for the remainder of the event, which is supposed to wrap up on monday. more rain expected over the next few days may delay the trip back home even longer. >> all of the rain, it is clay. you cannot walk through it. it sticks. it is in saying how debilitating the mud is. >> you cannot drive on this stuff. >> josh keppel has been going to burning man for more than 20 years he helps run a bike repair shop.

>> normally, burning man is a lot of biking. but this stuff sticks to everything. everyone is walking around. we are calling it walking man. >> the ceremonial burning of art that takes place has been postponed. tonight would have been the grand finale, the burning of a man, when an eight foot wooden sculpture is set on fire. >> i am disappointed if i don't get to see it. but it is about the people, about what you go through, and about how everyone's generosity comes through, especially in bad circumstances. >> the gates and airport in and out of black rock city are close tonight. only emergency vehicles are allowed to drive into the event space. for a lot of people, it is a busy travel weekend. things are flowing pretty smoothly except for one trouble spot you can see there.

westbound 80 shut down from vallejo to rodeo. we were on 80. this major project is taking its toll on more than just drivers. >> reporter: it certainly is. we are in the project area right now. this is the sound of progress. the pavement is going to be great here when it is redone. this has been awful for businesses who depend on visitors coming all the way to sacramento. the general manager at one restaurant told us they should be swamped this weekend, but it has been absolutely dead. the on the at the bar inside this restaurant is not what it should be on labor day weekend. there is one customer at a table. >> this is normally our third or fourth best weekend of the year.

this will be our worst weekend of the year. >> reporter: since caltrans has closed all westbound lanes from i-780 to hercules for the repaving beginning thursday night, this has been the scene. empty tables everywhere as customers coming from the east say no to the 2 1/2 hour detour around the project and either cancel or just don't show up for reservations. >> we were down 75% yesterday. for brunch today, i would say we were about the same. >> reporter: he expects the final dinner receipts tonight to be 25% of a normal saturday. this is supposed to be a super saturday. so why do the work this weekend? westbound traffic is usually down over labor day weekend. >> the optimal time to do it is on a holiday weekend when people are out of town. we are trying to get all this work in during the four or five day labor day weekend and do it when there is less traffic going westbound.

our work is probably hitting the employees the hardest. most of those who live east of the bridge are staying home to avoid the long detour. some who come to work leave early because there are not enough customers and the business has lost a ton of money. >> we have lost thousands over the weekend, may be more. >> reporter: the dead fish is keeping track of its losses. they will likely apply to the state for relief. >> thank you for that. taking a live look at some of the other roadways across the bay, traffic is moving smoothly. there are dry roads right there. some areas so i little bit of rain today. let's get to our meteorologist. will we see anymore showers this weekend? >> around san jose, the santa cruz mountains are seeing some heavy drizzle to some slight rain at times, and you can see the view as we had to the south.

lines of right showers continue to pass by. we saw it more during the afternoon around the tri-valley and the inland east bay. off to the west, it is bringing the worst of the weather. it is bringing a to the east around the sierra and northwestern nevada near the black rock desert. you will see a chance of thunderstorms and heavy rain across the northern sierra into nevada. the bay area is dealing with a few more showers for one more day and some drizzle at times. for labor day monday, we get those clearing skies and a bit of warm-up. we will let you know how much warmer those temperatures could get as we head into a new week in about 10 minutes. our free nbc bay area app is always a great resource. we will send weather alerts straight to your phone. you can type in your zip code and get a forecast customized to your neighborhood. an oakland restaurant is beset with persistent car break- ins.

it acquired the parking lot across the street from the restaurant. now the restaurant is telling customers to park their instead of on the street. nido's backyard is saying they are paying security to watch the back lot. this comes after car windows were smashed. >> we lost a lot of business because of it. a lot of people do not want to come back. they had a great experience with their dining and drinking, but there was disaster at the end. we want to encourage people to come back to a restaurant that they love. >> that is the worst feeling when you go out of a restaurant to a car window broken. there are 100 parking lot spots in that lot. parking is free for now, but they plan to start charging in the future to pay for security. there was a deadly overnight crash in the north bay that happened around 3:00 this morning on eastbound 80 and vallejo. three cars were involved, one a pickup truck that flipped

over. one person died, two others were hurt. is not clear if they were drivers or passengers. all eastbound lanes were shut down for about two hours while crews cleared the crash. details about a crash that shut down the street for several hours. alcohol was likely a factor. the crash happened this morning at lafayette street near santa clara university. this car here smashed into something. it is not clear what the car hits. two of the three passengers in the car went to the hospital. lafayette street was shut down until about noon until the investigated. a big change to stanford's fraternity community. they have ended a lease with a fraternity that is known for pushing for racial inclusivity in the '60s. recently, it fell under scrutiny as seven students were

allegedly drugged at a party in 2018. the alumni association that manages on-campus residents is calling the end of the lease of this as an ungrateful seizure. the university saw the termination of the lease as an opportunity to offer the other 24 greek organizations on campus more housing. taken down by a tackle. you have to see this. trespassers wrestled to the ground and arrested during the harrison high school home game against granada high. a former staff member who had been banned from events for causing problems took off running. an assistant coach tackled him on the sidelines. that is where officers stepped in and arrested him. a live look at san francisco now. there is a beautiful sunset there. chinatown was packed today for the car show and the parade.

a daring rescue at high tide. take a look at this new video tonight. it happened this afternoon in santa cruz. it was very busy today because of the long weekend. you can see that the tide came in quickly and violently. surfers wrist being smashed against the cliff space. they had at least six rescues, using jetskis to bring people in safely. a soccer legend is standing

in solidarity with striking workers tonight. a hotel in santa monica has had workers striking since july. they are asking for better conditions and higher wages. lionel messi and the inter miami team were supposed to check into the hotel. they are union members who did not want to cross the picket line. the canceled their reservations and found it different place to stay. hotel union workers appreciate the solidarity. >> it is cool to see that they are standing up for our workers. it does not matter how much we have to fight. >> the major league soccer players association also supports the decision of the team to change hotels. it urges the hotels to reach their contracts with their workers as soon as possible. this weekend, a solidarity ale was released in honor of

if you have plans, things are looking warmer with more sunshine. look how much cooler than average the start of the holiday weekend was. it should be 87 degrees in livermore this time of year. 70 today. it is kind of muggy outside, too, with the cloudy skies. 64 degrees in san francisco. we had a pretty sunset a little while ago. 70 still in little livermore. in san jose, some light showers passing by. mostly 60s and 70s outside right now. not a lot of wind. tomorrow, we should see more seabreezes towards the afternoon. here is san jose you see some sprinkles coming up from the south, near morgan hill, the santa cruz mountains. this line of showers is lifting from south to north. we have had a few here in the diablo range and near dublin, too. the main action with this storm continues to be out towards the

sierra. more thunderstorms will be near burning man in the black rock desert. as we head towards monday, notice that clearing trend that will move us forward to some warmer temperatures. tomorrow morning, cloudy start, some areas of drizzle. when area to watch maybe napa county. you may see some mid afternoon showers developed during the day. the fog comes back in for labor day monday morning. clearing skies and the sun returns. you will see a jump in temperatures by monday. tomorrow, mostly 50s and 60s with some cloudy skies and some isolated showers towards the afternoon. highs in the 70s for sunday. monday, more sunshine, highs in the 80s inland. a slow warming trend will take us into tuesday and wednesday. so we are getting closer to the inland averages in the mid to upper 80s.

thank you for joining us on this special edition of nbc bay area news. i am gia vang. >> i am terry mcsweeney. it has been almost a week since hurricane idalia made landfall. president biden traveled to florida the survey some of the damage left behind. emergency response leaders briefed him about the recovery efforts going on. florida governor and republican presidential candidate ron desantis was at another area hard-hit by the hurricane. he said security operations for a meeting with the president could hinder disaster response efforts. the president promised something for everyone affected. >> i am here to deliver a

message. as i told your governor, if there is anything your state needs, i am ready to mobilize that support. anything they need related to these storms. your nation has your back. we will be with you until the job is done. >> the president said he was not disappointed that governor desantis was not with them today and that governor desantis planned the tour of the aftermath. a bill aimed at holding social media companies liable for social media addiction has failed for the second year in a row. the measure would have left the attorney general and attorneys file civil suits against social media companies for knowingly putting addictive or harmful material in front of children. companies would have faced a 250,000 penalty for violation. the bill was killed by a key committee yesterday. staffing shortages are the norm these days in local businesses and city businesses, too.

we have found a different type of fallout in the public sector, millions of dollars in overtime pay to employees filling the gaps. >> we analyzed city records and we will break down we found. >> reporter: understaffing has created huge spikes in overtime pay into bay area cities, resulting in dozens of workers getting paid hundreds of thousands of dollars just on overtime each year. when looking at our three largest bay area cities, base pay for city employees has gone up 5% and 6% year-over-year. we look at the overtime payroll, there is a distinct difference. the most recent data from transparent california shows overtime pay between 2021 and 2022 went up 23% in san jose and a whopping 45% in san francisco. in 2021, oakland's latest

available year, payroll decreased. base pay was down 2%. overtime pay went down 3%. both grew by 5% cents. looking closer at san francisco, their top overtime earners are in public safety. 16 of the top 20 worked at the sheriffs department or police department, and then there were three of the fire department and one registered nurse. while everyone is required to work and these two overtime shifts per week, some people apply for much more and earn four times as much as their salary in overtime pay. a monitor at city hall had a base pay of $127,000, but took home an extra $361,000 in overtime last year. he has collected more than $2 million in overtime pay since 2016 according to city records. as the police previously said, they need officers to work overtime because they are grappling with the lowest

number of officers in year. they are struggling to retain and recruit fast enough to fill vacancies. the number of full-time officers in san francisco not on leave is about 1500. they are budgeted for around 2000 officers. the department is currently short 176 full-time positions. san jose city manager's office told us their overtime spike is due to higher pay rates and a higher level of vacancies post- covid. we have not heard back from the other two cities. last year, mayor breed acquired some emergency spending to cover police over time. i am hilda gutierrez. >> if you have a story, call the number on your screen or visit nbcbayarea.com. after years of silence, it will be hard to ignore the

noise. the city of berkeley announced a new emergency warning system. 10 sirens have been installed across the city. five more will be installed early next year. the sirens will provide a verbal message to alert residents of dangers such as typhoons or synonymy's. they will encourage people to seek more information from the map of the city. the south bay labor council hosted their annual labor day barbecue today in san jose. a state senator and local city council people showed up for festivities. they wanted to remind people the goal of the organization, to advance candidates and policies that benefit working families. >> this summer and beyond, we will fight to make sure that we do the right thing by working men and women, starting with making sure that unemployment compensation is improved.

we are seeing a little bit of light rain around the south basin tonight. let's take you down to san jose, where it is a muggy 70 degrees tonight. the cloud cover is being lit up by some of the city lights. there is some drizzle and light showers east of san jose. it is 70 in livermore. cloud cover will keep our low temperatures in the 60s. it is 67 at sfo airport. san francisco is 64 degrees currently. as you take a look at the air quality, this changed a lot over the last 48 hours. we had unhealthy air and wildfire smoke in the bay area. a change in the air happened yesterday and it is maintaining your outdoor plans for the weekend. notice how much rain to put on those fires towards portland, oregon. it dropped an inch or two of rain in the north sierra. we will add a little more to those totals, but just enough to wet the ground at times, like what we saw today.

we will see things close to san jose, some light showers passing by. towards the santa cruz mountains, if you storms over here. we saw some rain around the diablo range and the tri-valley and pleasanton today. we have this area of low pressure off to the west. for another day, it will pull up more moisture from the south. notice the bay area, not as much activity. as we drop down and take a closer look at things, we have a few areas of drizzle for the morning. in napa county, we could see a few showers building up. it should decrease as we had into the evening. that part of the forecast looks familiar. we will get more sunshine and as we head into monday. that will be a much warmer afternoon with those outdoor plans. for the afternoon, you can see the temperatures here. clouds will stick around

through the day. we will have 60s and low 70s for highs tomorrow. after the morning clouds clear, we are back into the 80s for monday afternoon in the valleys. 70 san francisco, mid-70s in oakland, upper 70s into san jose if you look closely, temperatures will climb up a little bit closer to the averages, mid to upper 80s inland. towards the end of the seven- day forecast, approaching next weekend, you may feel more like september for the valleys. san francisco will see temperatures rebound slightly towards the end of the week. that will be nice as we get into monday. comfortable weather. we should see better air quality this week. temperatures may try to make a run towards the 90s by next weekend. so it should be a very warm end of the week. the giants are fighting for a wildcard spot,
