much fun for so many people. and the niners reel in their star-holdout with a record-breaking deal. the question is will he be ready for sunday's kickoff? this is "today in the bay." a very good thursday morning to you. it's 6:00. thanks for starting your morning with us. i am laura garcia. >> i am marcus washington. we will get a look at your forecast with kari in just a bit, but first, mike, you are following an hours' long closure in the northbound. >> a lot of folks went to bed last night and didn't know it was resolved. let's show what you was going on. yesterday, since the midday we covered this, the closure of 780, and it was an asphalt slurrey or sludge, and after we completed our 11:00 p.m. news, it reopened overnight.

westbound 780 reopened, and a couple tanks of that junk they had to clean up. no environmental impact, which is the good news. 780 is just fine getting over from 680, the benicia bridge here, and the commute is this way so we are good. we are good coming out of the north bay. there's a build at richmond, and the slowing from 24 also cleared. that's good news. kari, we never want to hear about an issue out of the caldicot. no problem out of the caldicot. the backup is right there at the toll plaza. yeah, in richmond, a mostly cloudy morning and temperatures nice and cool in the upper 50s. it will gradually start to warm up as the sky clears. it will shape up to be a nice day, very much like the days we have had recently, with highs in the low 70s. low 80s for martinies. low 80s for the try county and south county. much of the north bay in the low

80s this afternoon. we will get a look at the complete forecast in a few minutes. >> thank you, kari. students recently rocked by gunfire in oakland, while the case seems closed the concerns are still front and center. >> bob redell is outside of skyline high school. i would imagine the parents are demanding the district do something about increasing security? >> reporter: correct, marcus and laura. some of the parents are asking oakland unified to install metal detectors on campus after what happened last week. this was the scene tuesday morning here at the school, and there was a large police response. the school was put on lockdown after somebody fired a gun on campus. students tell us the shooting happened near the school's theater in between classes and they say the shooter was at least one fellow teenager. nobody was hurt, and opd did

arrest two teenagers. parents say there has been too much violence on campus, including a stabbing last year and one report of a gun on campus. there has also been several fights, hence their demand for metal detectors. oakland unified said they are reviewing the security measures, including metal detectors. today the district will provide counsellors to students or staff who might have to talk to somebody when classes resume here today. reporting outside skyline high school for "today in the bay." >> thank you. in the south bay today, a plan to boost campus safety after there was a string of incidents on the east side union

school district. last month two students were stabbed on the campus of james lick high school, and they survived but police later determined several of the teens involved were not students of the school, and since then a new coalition has been formed and that group meets today where the coalition leaders plan to address the board members. and then a sting in a surprise closure, and raging waters is saying good-bye. >> kris sanchez is here to talk about that. feeling left high and dry, and the kids of all ages wanted to know what happened here. >> yeah, we were surprised as a family, and we have a tv in the kitchen and i watch it when i make dinner, you know, nbc bay area news at 5:00, and the workers at the raging waters was surprised, too. in a single post, they announced

they are closed for the summer and won't reopen next summer, and that's how some employees found out as well. the owners of raging waters, palace entertainment, they said it was a business decision, and the city that owns the land said they only had a year left on the lease, so the city knew it was coming but didn't know it was coming so fast. >> i think it's an opportunity for us as a city to be able to explore an amenity for the residents of our city that could provide entertainment, a place for community gathering, and also, you know, a place for youth, especially in the area to have jobs. >> sad for the community, if anything. i grew up right across the street. it's like a lot of jobs for the teenagers around here. it's just nice summertime money and a lot of memories. >> aattendance had been

football. jay gray will join us in the next half hour for a preview. coverage starts at 4:00 with kickoff at 5:20. we will have a special postgame newscast at 9:00 p.m. and making good progress containing the grass fire. as of last night it was 50% contained. the so-called creek fire burned a little under 30 acres. authorities downgraded evacuation orders within two hours, but teams are still putting out hot spots. the cause is under investigation. closer to here at home, meteorologist, kari hall, has been monitoring our forecast here, and it's looking good. >> it looks good. nice and sunny, and mild weather. we have not seen extreme heat lately here. we are starting out with the marine layer, and clearing out by 8:00 and then the rest of the

day sunrise and cooler temperatures. cooler than what we usually see for september. highs today expected to reach 74 in oakland. we are back to some of the same temperatures we saw yesterday with mainly low to mid-80s for the interior valleys, with 60s near the coast and parts of the peninsula in between. we are seeing more weather like this. we will talk about slight changes ahead for the weekend forecast coming up. mike is looking at the lower gas prices. >> yeah, the best prices in san josé, 4.75 at express gas on redman avenue. similar price points in alameda county. hayward's costco, that's $4.77 a gallon. marin county, $5.25, and that's the price jump, and there are cheaper prices in that county. as we look at the roadways,

in willow glen, it's going to be nice and cool. they may not have the jackets on at pick up time because it will be 80 and sunny. be prepared for the day. we will talk about the weekend forecast, coming up. we are prepared in san josé where the first slowing is clearing up a little here on 101. we have another crash in the south bay, and that may affect folks watching if you are leaving the house in a few. stick with me. happy thursday to you. we are seven days out from what could be a major strike with the auto workers. auto workers have seen the big wins by unions around the united states and said we would like better pay and better hours, too. this is not a stock. we have shown this to you before. it's oil. oil prices fell a little even after two big announcements this week. the saudis said they would continue to limit their production throughout the end of the year, and president biden

made two big announcements on wednesday, first that he was canceling the oil leases in the wildlife refuge in alaska, and those are permits trump allowed to go forward in his last few weeks of the presidency, and then president biden set aside half of the national petroleum reserve as well. the national petroleum reserve is staggeringly big, even if it doesn't look like it on this map. that yellow area, 23 million acres, is the size of indiana. it's land with oil underneath set aside by the federal government for emergencies, and president harding set aside that land and oil in case the navy needs it in the future. it's also home to a lot of wildlife. what does it mean for gas

prices? we never pulled oil out of the national reserve, so that doesn't change anything. the antarctica wildlife refuge drilling did not start in any way, and the oil supply remains unchanged. that said gas prices are going up worldwide. in japan, their gas prices just set a new record, at least since they started recording them in the modern era. 186 yen, a liter, and in america that's $4.79 in america. you say, hold on, japanese record prices are 4.79? i will pay that. but japan pumps no oil, and california, we get one-third from california, and why aren't our prices lower? well, in japan, the government subsidizes the price of gas. if you want your tax money going to gas prices, we could do it

that way but a lot of people would not like that. >> thanks, scott. and then talking about a roller coaster ride for san francisco's convention business, and the city is getting a nice boost from the world's hottest technology. new word the a.i. creator, chatgpt, will hold its first conference on november 6th. the one-day event will bring hundreds of developers from around the world. also this week google announces plans to move its cloud conference to las vegas. according to san francisco's travel association, the bookings right now are down 20% for next year, and that's before rumors began to swirl about the massive dreamforce convention looking for another venue for next year. and new words are out this

>> i will take a coffee nap. it's nice and cool weather for a nap, working, whatever you have to do today. we are starting out with temperatures in the low 50s in the northbound. as you step out the door in napa, it's only 52 degrees. compare that to the 63 we have in san josé. in palo alto, a little milder there for the start of the day. here's where we are headed. high temperatures in the mid-80s in morgan hill. it's about the same as yesterday, east san josé reaching 87, and 83 in san josé. moving towards the east bay, our temperatures are going to be in the mid to upper 80s. we have had mild temperatures here recently. this is right on target for what we typically see for this time of year, and we will continue to see that for today as we start out with this morning temperature, mainly in the low to mid-60s and headed for the upper 80s for antioch today. walnut creek reaching 85 degrees. oakland today reaching 74.

heading over towards the coastline, it's going to be in the mid-60s while san mateo heads for 74 degrees, and san francisco mid to upper 60s for today. back to where we were yesterday, and looking at low 80s for the northbound with santa rosa and napa reaching up to 80 degrees. in fact, as we take a look at napa, it will be slightly warmer going into the weekend. temperatures reach a peak on monday. notice it's not a huge difference compared to what we have had throughout much of the week. and an update on hurricane jova, it's a category 5 hurricane with winds over 160 miles per hour. the good news is this will stay out over the pacific, and continue to weaken and have no impact on land but it's something we will still follow.

and this is hurricane lee out in the atlantic, and this will make big headlines because the areas of the caribbean, and the dominican republic, they are watching this and it may curve back out towards bermuda. it's something we will watch as the atlantic coast remains on high alert as we go into the middle of next week. and then here our temperatures warm up slightly go into the weekend and early next week. highs in the low 90s, and san francisco will see temperatures in the 60s and low 70s, as it warms up for the inland valleys. mike, there's a crash in the south bay? >> it was originally a crash -- first, i guess we should show you. 101 shows just as the first slowing ended, the second build is building. now, a disabled vehicle is very close to the slow lane. there's only a couple lanes

heading southbound or northbound for that matter, and this is heading towards the summit, so it could affect some folks. over at the bay bridge, we had an early and quick backup, and they sped up the metering lights. the deal is we had an early slowing and backup over here in richmond and then things calmed down. we held steady for about half an hour. now we are seeing more traffic coming down through richmond and berkeley. the build is on and they may slow the metering lights again. we are at 21 minutes from marsh creek to 580. >> thanks, mike. we are celebrating the return of football, and not just the nfl, but how about some bay area history made just last night in the south bay. if you are racking your brain on what to have for lunch? how about this? kris made one of her sanchez

>> ginger conejero saab is in the news room. a girl and her father were out enjoying a bike ride with a tragic ending. >> yeah, the family, as you mentioned earlier, still in mourning, and the city of oakland department of transportation says it will soon try to add signage around lake merritt to remind drivers to be mindful of bicyclists, specifically when opening doors because that's how this tragedy began a month ago. the grief and pain seen last night at the memorial for the 4-year-old girl that was riding on the back of her dad's bicycle around lake merritt on august 6th. a driver who was sitting in a parked car then opened his door and knocked her and her dad into oncoming traffic. they were not hit by any cars, and when she was initially examined by paramedics, her

vitals looked okay, and then that night things took a turn and she became unresponsive and was vomiting, and then she went into a coma. days later her family took her off life support. >> we were told by the doctors that they had confirmed, um, that maya was never going to wake up again, and that we could keep her body alive but she would never know us. >> i am hoping that maya's legacy would be the city doing something about bike safety. >> extremely sad hearing from the family. the city at this point saying they will put up the signage reminding drivers of bikers, and that will happen soon. the city's department of transportation also saying their goal is to repave the entire

street by 2027. as for maya's family, they are not pressing charges against the man that opened his car door. change in improved safety is how they want to honor maya. >> sweet little face. thank you, ginger. new at 6:00 a.m., solano county leaders delivering a wake-up call to a group of investors trying to bring plans for a new city near travis air force base. the group owns 50,000 acres, but not the rights to build there. >> kris, it sounds like california forever will have to wait a while. >> yeah, california forever is what the investors are calling their dream city in the southeastern part of solano county. it's described on their website. the group now owns more than 50,000 acres of land that they purchased between now and 2018.

solano county's administrator says not so fast. in a statement he writes the voter approved general plan an ordinance allows only for agriculture uses on the majority of land california forever has acquired. the administrator also points out the only way to change the zoning is to put it before the voters, and then there's entitlement and permitting processes, not only with just the county but with state and federal agencies. then there's the issue of protecting the area around travis air force base. they were informed of all of this when they started to buy the land in 2018. we will have to see how it plays out. if you thought the renderings looked odd, it's because the company confirmed, they were generated by a.i. >> no surprise there. kris, thank you. football fans, it is time.

right now at 6:45, let's head over to antioch where it's already clear and temperatures are in the upper 50s and a light wind as we go throughout the day it will warm up quickly. it will be very much like it was yesterday, headed for the upper 80s. we will get a look at our microclimates and talk about the weekend forecast, coming up. palo alto is still clear for the morning commute, but things are building as you come through san josé. we will see what is coming into san josé and the rest of your commute, coming up. well, the town of atherton are talking about doubling down on property owners to keep the streets safe for pedestrians and drivers. last night the council discussed a new ordinance that state property owners are responsible for maintenance of their trees, shrubs and pathways by their streets. atherton leaders say it's already state law but want to make it clear for the

case had been settled? >> yeah, i think the prosecution and the defense, but then the deal fell apart. the prosecutor has been elevated by the justice department to special counsel, and he has indicated in court papers he will charge hunter biden with falsely filling out a form when buying a handgun. he claimed he was free of illegal drug use when he very much was not free of it. hunter biden has already acknowledged it happened as a collapsed plea deal. biden's lawyers says because biden has continued to follow the rules set in the plea deal, the deal should still stand. we should expect the federal indictment later this fall. pence warned his fellow republican the future of the

party and the future of american democracy rests on republican voters, and who they vote for, the fate of american freedom, he called it. he said the gap between traditional republicans and populists is unbridgeable. i will play a sound bite. it's long, and, of course, while pence is trying to make a historic critical point, somebody's cell phone rings. >> the republican voters face a choice. in this state and in every state around the nation, as these primaries unfold. i believe that choice will determine the fate of our party and the course of our nation for years to come. so today i ask my fellow republicans this, in the days to come will we be the party of conservatism or will we following the siren and song of

temperatures. very much like yesterday, los gatos reaching 85. reaching 85 in walnut creek. hayward hitting a high of 78 degrees. upper 70s as well for redwood city, and palo alto reaching 88 degrees. the 7-day forecast is coming up at the bottom of the screen with no major changes over the next few days. we are settling into the weather pattern day after day starting with clouds and seeing it turn to mostly sunny skies for the afternoon. as we take a look at brentwood, there will be slightly warmer temperatures for the end of the weekend into early next week, but it's only going up by about five degrees. it will be hotter for sunday into monday for the outdoor plans, and then cooling down for much of next week. here's an update on hurricane jova that was going above and beyond what was expected now a category 5 hurricane off the pacific. the good thing is that this is not expected to have a major

impact on land. it will be weakening over the next few days. we will continue to monitor that as it drifts out there off towards the west. looking at hurricane lee. this is one that will be causing some major national attention because it's now a category 1, but it's expected to rapidly intensify and become a category 4 hurricane as it moves closer to the caribbean just to the north of the dominican republic. it will start to make a turn out over the atlantic, but it may affect the bermuda area and cause big waves for the east coast. the good thing is we are not expecting this to have a direct impact, and that important turn is expected to happen next wednesday or thursday as the east coast is watching that. looking at our 7-day forecast here at home, nice and mild and just slightly warmer for the end of the weekend, while san francisco stays cool with 60s and 70s. mike, it has been fairly

quiet on the roads? >> it has. no surprises, but that doesn't mean no slowing. now that's kicking in for 85 at the bottom here. that's feeding off morgan hill, and the typical pattern at the bay bridge. and then large portions of san josé, milpitas and cupertino and sunnyvale as well. there's a similar quarantine in east contra costa county. people there cannot transport homegrown fruit, and also expect changes at farmer's markets and local farms. the new rules will remain in effect until june of next year. a quick look at the top stories we have for you,
