focusing their search for cavalcante on a garden in clefter county where he was spotted last night. you can see officers swarming the area with long guns and tactical gear. >> longwood gardens is the same location where the fugitive responded on a trail camera, was spotted on a trail camera earlier this week. we understand there are police activity near you. what is happening there right now? >> reporter: yes, i can tell you what we're seeing, what you can probably see behind me, there is obviously heavy police presence. this is pennsylvania state police over my shoulder, but a trooper car, and if you were to drive down any direction, we're along the baltimore pike, you will see that the roads are blocked off, and many different directions, especially when you try to go in the direction behind me, you can see that barricade there. this is longwood gardens. if you have been following, this you have been staying up to date, you know that is where many of these sightings have been happening. this is where they're really intensifying their search. we understand it is about eight to 10-mile search zone, roughly

350 officers at last check. we're talking about not just pennsylvania state police troopers, cdp, fbi, people taking not just to the ground but also by air. and what you cannot say that i will try to paint a picture for you of is over my shoulder, there are two helicopters that have been, when we first got here, about an hour ago, we saw them circling the area, and there is one helicopter that has remained relatively stationary, it has been focused on this one spot, for about the last i would say maybe 20 minutes, and it has been intensely hovering in that one spot. we saw about six different law enforcement cars speeding down this way, so nothing reportable that i can say beyond that, beyond that observation. obviously, this is the talk of the town. i have only been here for a short time, but walking around here, it is all anyone here can talk about. we went to a deli and people were talking about how they're afraid in their own homes, they're looking their doors, which some of them have said, this is a relatively safe area.

i asked if they had to do that before and they said they never felt the need until nine days ago when we had cavalcante on the run here and hasn't been, to our knowledge, caught yet. so this is something that has a lot of people concerned, and has a lot of people talking about there, and a lot of people intensely interested, even just staying here, guys, i've seen a lot of people, you know, hop out on the side of the road, honking, looking, and trying to figure out what is going on, of course, everyone wondering when he will be caught. >> marissa parra in pennsylvania, thank you. rescue teams in turkey are working quickly to save an american scientist trapped in one of the country's deepest caves. mark zickey began suffering from internal bleeding last week while he was 3,000 feet under ground. he is doing better now than he was doing a couple of days ago but willstead still need a lot of help to make it back to the surface. nbc news foreign correspondent matt bradley is in turkey tracking the rescue. >> reporter: so we're in southern turkey just outside of

the mouth of the cave and you can see there is something of a tent city that has been growing just behind me. we're seeing rescue workers and experts flown in from around the world, and most of the teams that we're seeing here are hungarian, greek, and italian. all of them coming here, trying their best to rescue this american explorer mark dickey, trapped underground with a very serious medical condition for most of the last week. has had gastrointestinal bleeding and that is not necessarily a serious condition if you're at a hospital in a major city, it is almost routine, but when you're trapped more than 3,000 feet under ground, it is a very serious situation and as you can see, a logistical nightmare, getting equipment down there is a real problem, because of all of these rescue workers, they have to be expert climbers, they have to be basically drop themselves down, a very steep cliff, into the cave, and if they try to come back up, they have to climb up, using ropes and according to the rescue workers that i've been speaking to, that is the easy

part. this is a very difficult cave. i spoke with one of the people who was with mark, down under ground, who developed this illness, and while they were on this original expedition, here is what he had to say. >> there's some squeezes, which the international cave rescue team, all of us are working to get through some small passages, some small squeezes. after we have done that, i'm sure we will take him up. >> reporter: so this is an important moment at this camp. everybody here is waiting for the all clear from the doctors to say that mark dickey can be extracted, he hasn't had to have a blood transfusion the last two days which is a very good soon and looking for the all clear from the rescue workers who say they cleared some of the tighter passages sometimes using small sploefs. we're told that this exhaustive journey which could take several days could begin as early as tomorrow morning. president biden is now in india for the g-20 summit.

the president met with india's prime minister after landing in new delhi earlier today. the summit with world leaders will begin tomorrow. china and the war in ukraine are expected to be among the major topics of discussion. chinese president xi jinping and russian president vladimir putin will not be at the summit. spanish soccer president luis rubiales is closer to facing criminal charges after the controversial kiss at the women's world cup. spanish prosecutors are officially accusing him of sexual assault and coercion and last month rubiales kissed jenni hermoso after the world cup and hermoso says it was not consensual. rubiales was suspended from his role by fifa after the kiss for 90 days. there are ongoing probes into his behavior. nbc news foreign correspondent kelly cobiella joins us now. kelly, rubiales has not officially been charged with any crimes here. in spain, it is up to a court to decide on possible charges. what are the next steps here?

>> reporter: that's right, ellison. it is kind of a long process here. the complaint first goes to a lie court judge who will take a look, decide whether or not it should move forward. if it does move forward, it then goes to a magistrate who will be assigned to lead the investigation, and then recommend whether or not there case goes to trial, or is dismissed. now, the spanish prosecutor, in their statement, said that formal statements should now be taken from rubiales, as the accused in the statement's phrasing, and from from hermoso as the victim, and that an investigation should also take place as to whether these events would constitute a crime in australia, where of course all of this happened on that world cup stage after the big win on live television. now, the spanish prosecutor, it is interesting, said this complaint was filed after the player jenni hermoso with her

lawyer met with the prosecutor's office earlier this week, that happened on tuesday, and hermoso also accused rubiales of essentially pressuring, not just her but also the people around her, and accused his professional entourage of putting repeated and constant pressure on her, and that that could constitute a crime of coercion. that's a potential charge that we didn't see coming. ellison? >> so kelly, how is rubiales responding to this filing from prosecutors? >> reporter: well, joe, no immediate response from rubiales just yet. or from herm democrats oso after this filing. rubiales has been defiant. he has said that he is a victim of false feminism. that he is the target of social assassination, and he has repeatedly refused to resign. and he's even said that he will use this investigation by fifa to prove his innocence. but this is a really serious

potential charge for him, a criminal charge, if it does go in that direction, that carries with it a possible one to four-year prison sentence. ellison, joe? >> kelly cobiella, thank you. time for today's cnbc money minute. kroger will pay more than a billion dollars to settle opioid lawsuits and a seven-year-old vitting a state park left with a pretty special surprise. morgan brennan joins us now. >> kroger says it will pay $1.2 billion to settle a majority of nationwide claims for fueling the opposed epidemic and accused of lax oversight of the pills through pharmacies and following cvs and walgreen's as the latest pharmacy chain for a settlement. walmart is changing starting pay for entry level workers, cashiers and stockers and associates in departments like electronics will all get the same starting hourly wages. a walmart spokesperson says the change will not impact the

we're back with some new revelations today in the georgia election interference case involving former president trump. the special grand jury report that was kept mostly secret for nine months has just been made public. the report, only nine pages long, but it explains who the grand jury reported for indictments and why. and that list includes 21 people who were not ultimately charged, including some well-known politicians. nbc's garrett haake covers the trump campaign for us and joins us now from washington.

some pretty notable names standing out on the list. break it down for us. >> yes, joe, this special grand jury report went much further in recommending charges than the second grand jury ultimately did in filing them. it has on that list people like michael flynn, the former national security adviser to the former president, boris epstein who is still a current attorney for donald trump and three senators, david perdue and kelly laufler of georgia and lindsey graham the south carolina senator who is the chairman of the judiciary committee whose involvement focused on his efforts in november 20620 to figure out what was going on with georgia's vote count and insisted he defended his role in this whole story today, and why he wasn't charged. listen to what he said to reporters in south carolina today. >> so at the end of the day, nothing happened. what i did was consistent with my job as being a united states senator, chairman of the judiciary committee. we're opening up pandora's box.

i think the system in this country is getting off the rails. and we have to be careful not to use a legal system as a political tool. >> reporter: that sort of closing thought there from graham, a genter commentary on the same vein as the way donald trump has been describing this case as a political attack against he and his supporters, joe. >> garrett, this report also gives insight into how the grand jury voted on charges for former president trump. walk us through those details. >> reporter: yes, it is interesting, you can see count by count how this first grand jury recommended, voted on their recommendations for charges or who not to charge. in this case, you see folks like graham, for example, as a majority voted to charge him, it was a much narrower majority, six or search votes against him, 13-4, with donald trump with each of the counts laid out on the report, it was an overwhelming majority who suggested charging him, 21-0, with one abstention or one no vote here and there. and you can see the kind of ways in which the first grand jury

was thinking and the no votes on the sitting lawmakers like graham, lefler and pur deare kind of the things that told the prosecutors attorneys and the second grand jury, we're moo this and maybe not enough to risk pursuing it and risk the broader case and all useful information from the indictments and the start of court proceedings down in fultge county. >> bottom line, legal experts say it is not unusual here that the grand jury wouldn't indict everyone who was recommended by the special grand jury, right? >> yes, that's exactly right. i mean you have two separate bodies here, and in some cases, a little bit of separate evidence, and ultimately having to make a decision about what kind of case is the strongest and who should be included in it. the second grand jury, joe, actually added another defendant who is actually charged in this case, who wasn't even mentioned in the first grand jury report. so one work product, a second group making a final decision here, normal in georgia, although not the way that a lot of other state does it. >> garrett haake, thank you so much. we are following breaking

news right now, the company that makes the abortion pill mifepristone has officially asked the supreme court to take up the case limiting access to the drug. this comes after a judge in texas ruled to invalidate the fda's approval of the drug. mifepristone is still available right now, the justices are expected to take up the case in their new term which begins next month. for decades the battle over abortion rights has been framed by two key phrases. supporters of abortion rights have used the term pro choice. opponents of abortion rights have used the term pro life. according to gallup, 76% of republicans consider themselves pro life, and now, it appears some in the gop want to move away from the term all together. nbc news congressional correspondent julia sirkin joins us now. what is sparking concerns about the term pro life among people in the republican party when they seem to have embraced it for so long. >> yes, for more than five decades they have embraced this term, to be the sort of the

front of the movement, certainly anti-abortion groups have, and what my colleagues and i have learned in speaking with nearly a dozen senators who attended this lunch this week behind closed doors with republican strategists, senate republicans have said that basically, these pollsters are concerned that the term pro-life does not resonate with voters the way it used to, let's say before the supreme court overturned roe v. wade. so in our conversations, they urged these senators to be more specific in the language they're using, which is so interesting, i will give you an example in the case of josh hauly from missouri for example that told me that pro life could mean to voters there are no exceptions for abortions ever. his own state missouri ruled out abortions, and some of the most restrictive in the country, no exceptions for rape or incest, and something that republicans support. >> what are some of the terms that republicans consider using instead. >> we heard pro-baby who later clarified to us this is a term of his own creation, but that is kind the way the conversation

exchanged by police officers. a recent admission that there was a violation of the racial justice act is also another reason why this murder case has taken several twists and turns. if you look at the courthouse behind me, it's very quiet. not much is going on. it looks different from how it did the last month at the last hearing when protesters against the police department and the scandal that is happening were present. emotions ran high as family members of the victim and their supporters also showed force to say that charges should not be dropped because of a violation of the racial justice act. i have been upstairs in court where cameras are not allowed. the judge has been hearing arguments from both sides about the scope of his jurisdiction to drop or reduce charges. the main takeaway, there is no outright dismissal of the murder case. the judge saying it's in the interest of justice to proceed despite racist text messages.

for the launching and said the saab marine is a crucial step in building a nuclear armed navy to counter the united states and its allies. the country is also working to remodel its other navy vessels so they can carry nuclear weapons. south korea's military downplayed the new submarine saying there are signs of deception or exaggeration. a federal appeals court has ruled that preventing migrants from crossing the rio grande movie in texas, that buoy can stay for now. the court stopped the u.s. district's ruling to remove the barrier by the end of next week. lawyers for state say the buoys are necessary to stop what they call illegal border crossings. the justice department says texas does not have the jurisdiction to block the waterway. immigration advocates have raised safety concerns calling those buoys inhumane traps. cincinnati bengals quarterback joe burrow became the highest-paid player in nfl history. reports say burrow agreed to a

five-year $275 million contract. the first overall pick in the 2020 nfl draft, and led the bengals to the afc championship game last year, and to the super bowl the year before. breaking news. the former philadelphia police officer who fatally shot eddie irizarry during a traffic stop last month is now facing murder charges. the philadelphia district attorney announced the charges earlier today. he also released body cam video showing the officer mark dial firing the fatal shot drew the drivers side window of irizarry's car. the video was released unedited but nbc news has edited certain portions and we want to warn you the video may be disturbing. >> nbc news correspondent ron allen is following the latest. ron, what is the back grounds on this case that led to the charges? >> well, some of the background is that the police at the time back on august 14th, when this

happened, had said that the car had fled, that officers had to pursue it, that the plan got out of the car and lunged at the officers with a knife. all of that turned out to be, as the d.a. put it, a fabrication. based on this body cam video that was shown today. the family had demanded, they had seen this video, and they wanted it released unedited, officer dial's camera, and his partner at the time, so the public could see what really happened, and what it appears to show, is that he was stopped for erratic driving, irizarry, and then he was, as the officers approached, they got out of the car in seconds and officer dial apparently, allegedly opened fire, through the window. the family says that irizarry was only armed, only had a small little pen knife that they described as a tool, not a weapon. and that had been what they were saying all along. so the video apparently shows what really happened.

the d.a. says the video speaks for itself and that's the reason that the officer, the former officer was charged with murder. he turned himself in this morning. he's being held on $500,000 bond. the union that represents officers there says that they will vigorously defend him, as has his attorney. they say that he was in fear of his life, based on what was happening in the situation, and again, it is a stunning turn of events, because it is very rare for a police officer to be charged with any crime let alone murder, and this video appears to show what really happened. ellison? >> ron, has officer dial, or the other officer involved responded to the charges? >> no, again, the union and his defense attorney have basically said that they believe that officer dial was protecting himself, was in fear of his life. he said that they believe that the suspect was armed and dangerous, and that's why he acted as he did. the family points out that the car window was rolled up, and

meetings. many of the new features will of course remain top secret but nbc's monica alba has a look at what the white house is sharing with the public. >> reporter: the situation room is one of the most iconic spaces on the planet, often featured in movies and on tv shows, wut but the real one here at the white house was in desperate need of a facelift, the first in more than 15 years, to upgrade security and technology, to stay competitive with foreign adversaries. and we were lucky enough to tour the new space and get a sneak peek at the room where history happens. it's considered the most secure space in washington. and it just got a major makeover. the white house situation room underwent a year-long $50 million gut renovation. to enhance security systems, and give a much-needed refresh to a facility that hosts the most sensitive and secretive meetings in any presidential administration. despite its name, the situation room is not a singular space.

but instead, a sprawling 5500 square foot complex, in a window less basement underneath the west wing. president biden recently toured the site which hant been revamped since 2007, calling it very impressive. the main conference room named after jfk whose administration built the secure suite after the bay of pigs invasion, was demolished and rebuilt with sustainable mahogany wood, marrying some of the aesthetics of the 1960s original while adding modern teachers, like magnetic seals to replace whatever chair of the meeting, from the president and vice president and the national security adviser and beyond. and some of the most famous images to come out of the space featuring former president obama and the top officials monitoring the raid that killed osama bin laden, huddled together in a smaller conference room, which was entirely preserved and sent to the obama presidential center

for future historical use. the nerve center of the situation room is known as the watch floor, where officials from key military and intelligence agencies are stationed around the clock, to monitor any potential crises bubbling up around the country and the world. surrounded by giant screens displaying realtime reports, videos, and maps. while it was under construction national security officials set up other secure areas on the campus to conduct the most classified meetings and calls with world leaders, and he had designed the new situation room to be modular, so panels can be swapped out and replaced in the future, piece by piece, ensuring a full renovation like this one won't be needed for decades to come. now, access to the whole situation room complex is very tightly controlled, even the contractors who worked on the construction project had to get varying degrees of security clearances, just to do their jobs, and one more item that was preserved in the process, an old phone booth that was packed up

and sent to storage for mr. biden's eventual presidential library. back to you. >> thanks, monica alba. the u.s. rental market is currently experiencing a seismic shift. new data shows that rent prices are on the verge of dropping, even as demand remains high. cnbc's senior real estate correspondent is here with us now. diana, what is going on here? and where are rents flattening the most? and do we know why? >> well, a lot of answers to that question, yes, actually rents are still ever so slightly higher than year ago, 0.28% and falling rapidly and on the verge of going negative for the first time in a decade if you subtract a brief moment during the first covid lockdown, and the reason is a vast amount of supply, 1.2 million units coming on in the last three years, oversupply, there is still plenty of demand, but because of that,n some of

the hottest marks like austin, phoenix, las vegas, atlanta, those are markets where rent prices are actually already negative, because those were the markets that had overheated so much. so it is really this situation in real state, lots of supply and demand, and so much more supply than we ever had, really record high supply. back to you. >> if people are looking to rent an apartment right now, when they go out there, what exactly are they finding? any advice? >> well, there's a lot less competition. because there's so much more supply out there. and what that means is that renters finally have a little bit of power, right? it has been a long time. landlords are not in the driver's seat anymore, so that means that you might be able to get some concessions, something like maybe getting the first month rent-free, so when you advertise that over a year, it means your yearly rent is a little bit lower. and you might be able to negotiate certain things in the lease, maybe a longer term, maybe a shorter term, and it means that landlords are going to be much more willing to give, because they know that they don't have the ability to just

say no, i have another renter coming in, because again, there are so many more rental units on the market. >> diane fla, thank you. country music singer zach bryan is apologizing to fans on social media, bryan says he was pulled over and arrested when driving through a small town in oklahoma a few days ago. and this is all happening during what is really the biggest week of his career, the 27-year-old just topped the billboard 100 chart, with his latest single, nbc news entertainment correspondent joins us now. bryan talked about his arrest on social media. what exactly is he saying? >> first, he comes out and he writes on twitter, now known as x, this lengthy apology, saying i do respect law enforcement, and i'm very embarrassed, you see a mug shot floating around of me, and i just want to say how sorry i am. the band and auld of us here -- the fans and all of us here were wondering what happened and he took to social media to post about a five-minute video explaining it was not just one,

it was two encounters with oklahoma police, within 24 hours. the first being that he was speeding, he says, he had drank a couple of red bulls and didn't really realize that he was going over the speed limit. he wasn't arrested. he was let go on a warning. but then the following day, he says that his security guard was pulled over and that he got out of the car to smoke a cigarette and while he was outside of the car, the officers asked him to get back in the car, and that's when a bit of a verbal confrontation ensued which now he is apologizing for and that's when oklahoma state police, they arrested him for obstruction of an investigation, but i want you all to listen to a little bit of what zach has to say. >> i felt like a child who was, it was ridiculous, it was immature, and i pray everyone knows i don't think i am above the law, i was just being disrespectful and i shouldn't have been. it was my mistake. >> right after he had so much success with his sophomore album, and that single that

that you want to have therapy, so kudos to anybody who is kind inform that space, right? and a couple of things you want to think about what is it i'm looking to kind of go to therapy for. there is recognizing that need. there's making a commitment to actually follow le through. a lot of us stay in that contemplation stage but we have to get to action and do something about it. it might be helpful to sit with yourself a minute or two and what is that i'm going to therapy for, which will help narrow down who you're looking at and what you're looking for and kind of what you're looking for in a therapist in general. >> let's talk more about that. how could people find the right mental health professional, and what is the difference, it is confusing sometimes, between a psychologist, and a psychiatrist, and a counselor. >> right. so it is confusing. and we all have lots of initials after our names and so in a fundamentally, the initials after our name come down to the training we've had. a psychologist usually goes to get a doctorate, a five-year program, they have a ph.d. or a psy-d. a psychiatrist is a medical

doctor and have gone through medical school and specialized in psychiatrist. a social worker has a different kind of an education. and then they do lots of training after. but at the bottom line, we all ultimately are therapists, and can provide the same kind of care, based on other additional trainings we had over time. so you can find of find the right person sometimes the degree is not the most important part, unless you need medication management, then you need a psychiatrist. >> so dr. jen, sometimes finding a therapist is like finding a date or a new friend, like it takes a little bit of time to vibe with each other and that's important for therapy to go well, right? so if you were trying to find that perfect therapist, what are some questions people can ask during an initial consultation to figure out if this is a right fit? >> it such an important question, allison, i think the analogy is perfect, right. you have to be a good consumer to find the right partner in some ways, and also to find the right therapist. and if we're going to be in the trenches with you, you need to trust them. so you want to be able to kind of have the conversation and ask them important questions, a lot

of therapists will give you a 15 to 20-minute free consultation, before you ever jump into having to pay for an appointment, and that's important. questions to think about. how long have you been practicing, what do you charge, what's your fee, and in that question, do they take insurance, and if they don't take insurance, then you're really viking with them and can't afford the fee, will they consider a sliding scale fee and a lot of therapists will reduce their fees for people. what are their areas of expertise. maybe you need a generalist and go talk to someone because that is important and maybe you're struggling with anxiety and you want someone who can pinpoint and we all have different areas of expertise, and what is a session like, are you a person who is really engaged with me, a person who sits back more, and are you going to give me homework, you want to be able to know what you're stepping into so you can be as prepared as possible. >> so what if you don't connect with a therapist, how do you navigate that? >> so like dating, right there, is a breakup there, and so i think a lot of people think i'll

the district gave us a statement saying, by march 2023, the district offered a total compensation increase of 11.25%. this is the highest single year increase ever offered by the district. the district added it hopes to reach a new deal soon. we should see a quick spike in temperatures this weekend. that will be coming back down next week. here is meteorologist kari hall with our seven day forecast. >> it will continue to reach into the mid 80s for the inland valleys for friday and saturday. a little warmer on sunday. the hottest temperatures will come on monday afternoon, reaching into the low 90s. that spike in temperatures doesn't last long. we will see it drop about ten degrees between monday through wednesday. on thursday, we are looking at some low 80s for highs. san francisco is going to be very nice and mild. also seeing some times of clouds. afternoon sunshine and temperatures reaching into the low 70s.
