right now at 5:00, san francisco's largest conference, dreamforce, kicking off in a matter of hours. we're looking at some of this year's highlights and how you can avoid the traffic impact. and speaking of traffic

impact, a giant sinkhole blocks san francisco streets. an update on where repairs stand this morning. also, the race against time in morocco, as rescue crews try to pull trapped earthquake victims from the rubble. the new local push to get more quake survivors much-needed assistance. this is "today in the bay." good tuesday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to begin with breaking news from overnight. maybe you felt it. a minor earthquake in the south bay. this was a 3.3 magnitude quake that rattled some residents at 1:30 this morning. it was centered outside of morgan hill, but usgs says people felt it as far away as orinda and pacific grove. there are no reports of any damage from that quake. we want to turn to cinthia pimentel right now, with a look at what fault line are we looking at? >> we're actually looking at the fault that starts around san

ramon and extends to san benito. a little closer to where this happened, around morgan hill at a depth of around four miles. the closer it is to the surface, the more people are able to feel that. we're going to keep an eye on that and see what else happens throughout the morning. temperatures starting in the 50s and 60s. fog clearing out of novato, san francisco. it's a little dense over half moon bay so be careful of visibility changes as you make your way out into bay area roadways. we're going to track what the day has in store. a little breezy and cooler. for now, mike is looking at the traffic map. >> there were no rails running. we will watch all the sources, as cinthia said. the roadways are looking green. out of the altamont, a little slowing typical but clearing past north flynn road. north bay moves smoothly, same

for contra costa county, getting toward the bay bridge. out of san francisco, northbound 101 was showing some slower sensors on the golden gate bridge. those have turned back to green. the live camera showed little activity. i think they're getting ready to move cones for part of the clearing. on city streets we have not top story. for that, we hand it back to you. that's right, developing news we continue to follow this morning in san francisco, where crews have been working through the night to repair a massive sinkhole that formed in the city. it happened after two antiquated pipes ruptured at fillmore and green street sunday night, sending hundreds of thousands of gallons rushing downhill and catching neighbors by surprise. >> i looked down the street and saw this situation going on here, and, you know, at first we didn't really know, was it an earthquake? >> police say more than 100 homes and businesses are either damaged or impacted by the sand and water. our kris sanchez is at the scene

this morning. she'll join us with a live report in our next half hour. san francisco's biggest conference is back, dreamforce is set to begin a few hours from now in the heart of the city. but some wonder if this may be san francisco's final dreamforce. "today in the bay"'s ginger conejero saab is live in san francisco at the transformed center. this really is a big deal because a whole lot is riding on this year's event. >> reporter: good morning, marcus, that is correct. year in and year out, dreamforce brings in significant business for this area and the city of san francisco. it's also responsible for some of that heavy traffic around the center, as with the big conferences we see here in the city. you're not seeing the traffic just yet. but this year a lot is riding on this three-day conference because of a recent bold statement from salesforce ceo marc benioff. in a recent interview, he said if the dreamforce is impacted by

the current situation with homelessness and drug use, it may be the last dreamforce in the city. there are a lot of eyes on san francisco for these next three days and beyond, as outside political groups and the national media are keeping close watch. one of those groups, the newly formed we san francisco, is working to recruit community members ready for change. >> and the idea is a community-led movement. so if you were here in 2017, the city was bustling, booming, and maybe you didn't have to get involved. but all of the people i talk to now, who maybe weren't engaged in the city, weren't involved in politics, now are, like, we have to get involved. this is unacceptable, the current state of public safety, civic disorder, government accountability. >> reporter: as far as the conference is concerned, there will be a lot of talk about ai and its impact on different

industries. among the speakers at this conference, openai ceo sam altman, those from the institute of centered ai, celebrities, matthew mcconaughey, viola davis and spike lee and san francisco mayor london breed will make a speaker appearance during the conference. you can see behind us things will start to really open up at 6:00. at our 6:00 report, we'll be joining us from inside. one thing to watch out for as things kick off, the keynote from the ceo of salesforce, marc benioff, himself, we'll be closely monitoring to see if he says anything about the future of dreamforce, aside from the future of ai. join us in the next hour. that's it from now from san francisco, marcus. >> ginger, i'm excited to see 6:00, because earlier i thought i heard some music. i don't know if it was from a car nearby or what's going on there. but i'm excited for 6:00.

>> reporter: that was a car. >> okay. thanks, ginger. it is 5:06 right now. time is critical right now in morocco, where rescue teams are scrambling to save people trapped in the rubble from friday's 6.8 magnitude earthquake. this morning, the number of confirmed deaths from that earthquake is approaching 3,000. the numbers are still expected to climb because teams have yet to reach so many hard-hit areas. the bay area's moroccan community is trying to get the word out about a gofundme with money going directly to nonprofits in morocco. one moroccan who moved to the u.s. in his late 20s is trying to make sure survivors get the resources they desperately need. >> i'm just hoping that people would not look at morocco and think, that's the other. we should think that this could be me. >> in some smaller towns, entire communities are now sleeping outside because the homes were

commonly made from traditional mud and brick, and have completely collapsed. san jose leaders debate how to bridge a finance gap following recently approved pay raises for thousands of city workers. the raises announced last month helped avert a potential strike by city workers and now comes the hard part, the san jose city manager will hold a closed-door session with council members to work out the budget cuts offsetting the contracts. a live look at capitol hill, where lawmakers today officially return from recess, staring down the threat of a government shutdown. while an agreement is necessary by the end of the month, lawmakers agree a short-term measure is needed to buy more time to hammer out a long-term deal. one sticking point in the house is funding for ukraine. in the meantime, gop house speaker kevin mccarthy is in the midst of a battle within his own party as some far right republicans demand an

impeachment inquiry for president biden. scott mcgrew is following it and will join us for an update in our next half hour. a live look at the oakland coliseum. its future still far from certain with the a's, at least one foot out the door. but now one minor league soccer team wants to be a part of its next chapter. the roots started in oakland about five years ago and now play at cal state east bay in hayward. the team is looking into building a smaller-scale stadium on a nearby lot at the coliseum complex. you may remember, the a's now own half the coliseum site and recently suggested it's not interested in selling. today oakland leaders will discuss a possible lease agreement with the roots, along with oakland soul women's soccer team. they tell the east bay times they hope the plan can fall into place within two years. let's get a look at the forecast on this tuesday morning. >> today is going to be a little cooler and it won't stick around for too long. let's go outside.

i want to show you this new camera angle we have looking at the bay bridge. drivers coming into the city right now. some dense fog to watch out for, changes in visibility as you make your way out the door. we're starting with mostly clear skies in san jose and temperatures also waking up in the 50s and 60s per usual around the bay area. we're going to be in for a much cooler day compared to what we had yesterday and over the weekend. we're going to see upper 60s in san francisco, low 70s around oakland and san mateo, and as we go into the valleys, some 80s are popping up. no 90s compared to what we had yesterday and over the weekend. these changes are going to be short lived and i'll track that, plus what we're looking at with hurricane lee in the forecast in the full microclimate forecast. for now, mike is helping everyone get around with cheaper gas prices. >> mountain view returned to the state's ten best list with the $4.69 we've seen before. everything else is kind of rising around them. diamond gas and mart we're talking about on east evelyn

the case. government suddenly rather suspicious of big tech, whether it's google or amazon or apple or facebook. it wasn't always that way. back in the obama administration, before that the clinton administration, silicon valley had a very cozy relationship with washington. obama and facebook's mark zuckerberg enjoying a friendly moment back in 2011. under the trump administration, which brought this new case, and the biden administration, there's a lot more concern about tech. so what's at issue? well, we all know that google is big is powerful. the question before the judge is how did google get so big and powerful? it's hard to summarize what's going to be months of testimony into a bullet point, but basically the government argues google unfairly blocked competitors from competing by making exclusive deals to be the default browser on things like iphone. google's basic argument is likely to be, we got big and powerful because we made the best search engine. people can change their search

engine on their phone or computer, but they don't. senator elizabeth warren is going to ask the government to look at contracts given to spacex and starlink run by elon musk, after a new book documents musk's interference in the ukrainian military's fight against russian invaders. the book hits shelves today, this morning, by walter isaacson. he's done biographies of steve jobs and benjamin franklin. apple will show off refreshed iphones at an i haven't in cupertino today. we expect a new charger, usbc. the eu is asking manufacturers to switch to usbc. that way you can have one charging cord to charges all your devices. can you imagine, apple has to do that in europe, so they might as well do the switch here. my goodness, instead of a drawer full of different things, like what does this do, you just plug

day than we started the week with yesterday. around the lunchtime hour we're going to see gusts anywhere from 15 to 20 miles an hour, and as we go into the afternoon, more of that wind will start to come ushering in. we're looking at spots at around 20 to 30 miles an hour, through san francisco, concord, the delta and over the altamont pass. so just be careful with some changes there in the wind patterns. as we look at our temperatures for today, slightly cooler. we're looking at upper 60s in san francisco, half moon bay 64 degrees, and as we go into the immediate shoreline there, 73 in oakland, 75 for you in fremont, and as we go into our valleys, those will be a little warmer today, slightly cooler than yesterday. might not even notice it that much. we'll do 80 in martinez, 78 in san jose, and 80 in san martin. as we look toward tomorrow, temperatures will rebound. we're looking at upper 80s returning to places like concord and low 90s in areas like fairfield and solano county. we're going to keep this dry,

steady temperatures ahead for the rest of the week. we could be looking at more cloud cover returning, changing the pattern up a little bit as we get started for the weekend and into next week. we're looking at temperatures actually starting to cool down just a little bit as we take a look closer at this low pressure system that's coming closer to the bay area. those temperatures are going to drop into the upper 70s, but before we get there, san francisco cool and breezy today for those of you going to the city for dreamforce, work, school, whatever it may be. we're going to keep temperatures in the upper 60s. as far as our inland valleys go, low 80s to start and then we'll rebound, but then start to see a cooldown into the weekend. mike, you're looking at calm roadways. >> calm roadways and not a lot happening on the chp blotter. crews are clearing overnight road work. south bay, all the way up and down the peninsula and along the east bay, no major problems. we are looking at a little build for highway 84 and that happens this time of day as folks feed

5:25. welcome back. a group of wealthy investors seeking to build a new city in the north bay has now released the full result from the survey sent out to residence of solano county. as nbc bay area first reported last month, the group calls itself california forever and their goal is to build a planned city near travis air force base. until now, we didn't know some of those details in the survey, which asked 1,400 solano county residents how they feel about the future, among key finds. nearly 30% believe the county is heading in the wrong direction, just 21% say the county is moving in the right direction. nearly 40% having mixed feelings. affordability a big issue, 70%

we want to get a look at the forecast. let's turn to cinthia pimentel. she has details. it looks a little foggy in san francisco this morning. >> yeah, yesterday we started with clear skies, today a different picture and a different camera angle to show you overlooking san francisco, the bay bridge. headlights coming into the city. do be careful with changes in visibility as you head out the door. we're looking at most of the fog around areas of novato, san francisco, and down into half moon bay. most of us waking up in the 50s, 60s. 61 right now to start in san jose. as we go through the day, we'll mix out of the patchy fog but see a cooler day and inland valleys are only going to reach into the 80s. we're going to talk about hurricane lee and its impacts to the east coast if you have any travel plans. we'll talk about that, too. for now, let's go out onto the roadways. >> we see mostly green, but i do want to talk about the beautiful color of your dress because it's on my maps. let's take a closer look at the

bay, a smooth drive, mostly green. if you're talking about the b.a.r.t. lines, see the arrow, the yellow arrow that shows you where there's slowing out of antioch? that's the first we usually see. the yellow is the line that's been added service. we talked about it yesterday. so more frequent trains along the yellow line, that affects a lot of folks through contra costa county and that will hopefully change a little bit of the pattern as folks get to work. the rails are moving well getting into the city. no major issues. we do have the bay bridge that's going to start the volume getting into the city. we'll see more traffic flow and the metering lights should be on in the city. i'll hand it off to you. >> thank you so much. we are following developing news in san francisco. workers are trying to repair this massive sinkhole. >> this all started with a water main break that literally cascaded. "today in the bay"'s kris sanchez is live at the scene this morning.

so talk to us about the progress. how is it looking out there? >> reporter: this is the most obvious damage behind me. you can see workers are working on that sinkhole. they've dug out the area around the main and they have replaced two water main breaks. in addition to the water main breaks, there was also the damage from the water just flushing down the street. there was damage for blocks. the good news is that the two pipes that broke, the 16-inch pipe and 8-inch pipe, they were replaced already. but the water left a wake of destruction not just along the roadway, but also in homes and businesses. people who live along fillmore say they could feel it underneath their feet even before they saw it with their own eyes. >> at first we didn't really know, was it an earthquake, and, yeah, just torrential water all the way down to lombard. we drove down to check it out and cars were halfway up their

tire in water. >> reporter: so, fortunately, his home was spared, but at least 115 homes and businesses were impacted either by the water or by the sand that came with. and some lost gas service, to boot. pg&e tells us that the rupture was enough to cause ground movement along several of their lines, which were shut off as a precaution. now, the puc has been replacing aging pipelines in san francisco about nine miles a year. they say they just hadn't gotten to this one yet. we are working to get an update on when all of this might be repaired for good, when things might be getting back to normal. but though i'm not an expert, i think it's going to be a while. in san francisco, kris sanchez, "today in the bay." >> you see the aerials and you know it's going to take some time. >> good thing no one was injured. we are following breaking news this morning in libya, where at least 700 people are now confirmed dead from devastating flooding. the number is only expected to climb, with more than 10,000 people reported missing. this comes in the wake of the

mediterranean storm daniel, which rolled through the region sunday, triggering flash flooding. among the worst hit areas, the coastal town of durna where entire neighborhoods have been washed away and up to 2,000 deaths are feared. authorities in pennsylvania believe to be zeroing in on the prison escapee who recently crab walked to freedom. people in the south township there are being told to stay inside, lock their doors, and monitor their surveillance cameras. the escapee is a convicted killer who escaped nearly two weeks ago, scaling walls to the rooftop, where he jumped beyond the perimeter. moving you forward on the new round of covid shots, the cdc is set to meet today to approve updated boosters from pfizer and moderna. fda regulators gave the green

light yesterday. the boosters will target covid's two dominant variants. once the cdc signs off, it should become available in a matter of days and doctors recommend getting it before halloween to maximize immunity before the likely winter surge. this comes as california is seeing a new covid surge with positivity rates now at nearly 14%. that is one of the highest levels since the pandemic began. while hospitalizations are still low, doctors are encouraging some people to get the booster as soon as they can. >> the folks that are older than 65 and those immune compromised of any age, to go ahead and get it as soon as it's available, particularly if you haven't had a vaccine in the last six months or gotten infected. i think for everybody else, try to get it with your flu shot any time before halloween. >> this is the first time the government will not be paying for the vaccine, but most health

insurers will still cover it. happening later this morning, south bay leaders will take on the fentanyl crisis that has killed, so far, dozens of people in santa clara alone this year. >> "today in the bay"'s bob redell joins us from the newsroom this morning. the county is still looking to allocate millions of dollars. >> reporter: correct. good morning to you. the question is how to use that money to stop or minimize the number of overdoses from fentanyl in santa clara county. those overdoses, by the way, have killed 105 people, sadly, so far this year. in a few hours the board of supervisors will vote on how to spend roughly $19 million to combat this crisis. $11 million is from a cdc grant, the rest from a national opioid settlement. one proposal is to use the money to put narcan into bars and restaurants. narcan is a drug that can reverse the effects of a fentanyl overdose. the county may also consider funding a mobile unit to distribute narcan throughout the south bay and at concert venues. supervisor cindy chavez says

they need to spend some of the money on treating drug addiction. >> we want to make sure we're investing resources in the ability for people to get services as quickly as possible, so that if you know you have an addiction, that you're able to get as close to same-day service if you're ready to go into a program. >> first and foremost, we need to get the pedalers off the streets. i think there needs to be resources put into education and awareness, as well as recovery. >> that was a mother from gilroy whose 24-year-old son, sadly, died from an accidental fentanyl overdose. supervisors will look into a proposal to make narcan available by mail order. last week the vta board of directors voted to distribute it on buses and transit centers. reporting live, bob redell, "today in the bay." >> thank you. former oakland police chief is now being tapped to take over

the new orleans police department. anne kirkpatrick was oakland's first police chief and spent less than three years before she was fired. she later won a federal lawsuit, calling the firing retaliation for blowing the whistle on alleged police commission misconduct. kirk patrick will lead new orleans police department under the title of superintendent. oakland is without a permanent police chief after new mayor sheng thao fired kirkpatrick's replacement, leronne armstrong, earlier this year. the police officer's union is asking the mayor to swiftly appoint a new chief to combat the spike in crime. let's take a look at moscone center this morning, where the city's largest conference, dreamforce, kicks off today. while the three-day conference fills up the convention center, it spills over to other locations, that includes the concert by the foo fighters tomorrow night at chase center. with all the activity, you want to brace for some traffic buildup. first, what about the

president biden and speaker of the house kevin mccarthy had a gentleman's agreement on future spending back when they were trying to avoid default. but while mccarthy pushed that deal through, it's not clear he has the power to convince the far right of his party to agree to a deal to keep the government open past september 30th. some republicans are pushing mccarthy to launch an impeachment inquiry against biden in exchange for their agreement to fund government operations. now, the problem with impeachment is, as of now, those who want to impeach biden don't have a crime in mind, or as the constitution puts it, high crimes and misdemeanors. there's no charge. now, many are suspicious of biden's son's business dealings. even biden supporters call hunter biden's business dealings shady. but nobody has been able to make a direct connection between hunter biden's behavior and the president's. president biden returned

welcome back. you're watching "today in the bay." let's turn to our climate in crisis. scientists say climate change is fueling a record hot summer. it's urgent for everyone to take action or it's going to keep coming out of our wallets. this summer was earth's hottest by 1.2 degrees fahrenheit above average, and in the u.s. the heat targeted the pacific northwest and the gulf coast. this could well be the costliest summer in years, heat making our power bills higher, our food cost more, and it's pushing outdoor workers to the brink, killing way more americans than any other kind of weather event. and addressing the extreme heat politically seems to be put on
