george solis has been covering the manhunt from the beginning. george, good morning. >> reporter: hoda, good morning. police here at the command host post during a press conference, confirming he is armed and dangerous. he entered a home of a resident in a new search area and stole a rifle, a .22. the hole homeowner firing shots but failed to strike the fugitive. this morning, a sighting of the escaped convict. where police have told residents to remain inside and lock doors and windows. scatter audio appearing the sighting. 5'. apparently, the convict has a .22 cutoff rifle with a scope and flashlight. >> i know this is a stressful

time for the community. >> reporter: nearly 300 officers and multiple agencies on the ground. >> we live in a very, very nice area where we don't lock anything. so it's been really crazy. >> reporter: after his escape, after multiple sightings in the area, police now say he changed his appearance and that he tried to reach out to others including a former co-worker where he was caught on camera. video, not yet released, shows him speaking portuguese. his demeanor was urgent but friendly and someone looking for help. >> we will ultimately capture him. he doesn't have what he needs to last long term. >> super quiet guy, very shy. >> reporter: franco rosa used to live with him. they were roommates, until he says he moved out the day before he murdered his ex-girlfriend, unaware he was wanted for prior homicide in brazil. has he made any effort to reach out to you?

>> no. i hope he won't do it. if he does, i will call the police right away. >> reporter: immigration officials obtained the fugitive's sister. authorities not saying if she's helped her brother since his escape and issuing this morning. to anyone thinking of helping the fugitive. >> we will prosecute you fully for those actions. >> reporter: authorities saying in the search area, they found some footprints that matched the same boots that he was wearing at the time of his escape. they found and reported some missing work boots around that same eight to ten-mile perimeter that authorities have set up. there's upwards of 500 members of law enforcement in this area, state, local and federal authorities, including the fbi and custom and border protection. they believe that he is within pennsylvania and within chester county. he may be looking to steal another car. they are urging the public to make sure they lock all doors and stay vigilant.

>> george solis for us in pennsylvania. cleanup is under way after flash flooding in new england last night. officials say many vehicles were stuck in the floodwaters. several people had to be rescued. it was more of the same in rhode island and parts of connecticut. comes as hurricane lee creeps close to the east coast. dylan is in for al. did i say the right name? >> it's not spelled like that. we are keeping an eye of hurricane lee. >> leominster. we are keeping an eye on hurricane lee. with all the rain we saw up and down the east coast, the last thing we need is a hurricane. the good news is it doesn't look like we will get a direct hit. right now the storm itself is 575 miles south of bermuda. winds at 115 miles an hour. it is a category 3 storm moving to the northwest. it is still on track to track

between bermuda and the united states. however, look at how far it stays beyond atlanta. overnight sunday and saturday morning, this will weaken and should impact nova scotia. all weekend long, we are going to see very rough surf and dangerous rip currents. keep that in mind if you are at the beaches as we go through this weekend. in fact, for the next seven days, the waters will be dangerous. >> all right, dylan. thank you. kim jong-un arrived in russia ahead of a closely watched meeting with vladimir putin. those two leaders expected to discuss an arms deal. nbc's chief foreign correspondent richard engel joins us now from ukraine. he has the very latest on this. hey, richard. good morning. >> reporter: good morning. this is kim jong-un's first known international trip in the last four years. he has crossed into the far east of russia. it is already evening there. he could meet with vladimir

putin as early as tomorrow at a missile launch facility. north korean state television showed kim jong-un waving to top government and military officials as he left pyongyang on his bulletproof train to russia, and he has good reason to be smiling. as the slow-moving train crossed the border, kim is finally feeling needed, courted by president vladimir putin. two of the leaders america is most wary of coming together. putin attended a conference, is expected to greet kim with the full honors of a state visit. a new model of mutual relations and integration is being born, but not on a basis of western standards, putin said. there is a more practical reason for the rare summit, too. north korea produces artillery

and missiles, which it aims at south korea, a close u.s. ally. but since the two koreas haven't fought a war in decades, the north has vast stockpiles of the weapons, which putin needs now to fend off ukraine's american backed counteroffensive. >> i think the fact that russia is having to beg north korea for military support speaks to the effectiveness of our sanctions. >> reporter: the weapons transfer would be a violation of sanctions. that could be little deturnlt. deals are already in motion. putin's defense minister was in pyongyang in july to discuss an arms trade. a top chinese communist party member joined the prime minister at a military parade. it is unclear what putin will give kim in return. kim just oversaw the launch of what north korea called its first tactical nuclear attack

submarine. putin's desire to continue his war here in ukraine is bringing together russia, china and now north korea. hoda? >> all right. richard engel for us there. richard, thank you. the biden administration has cleared the way for five american citizens detained in iran. in exchange the u.s. will give tehran access to $6 billion that had been blocked by u.s. sanctions. lester holt sat down for an interview this morning. he spoke to the president using a government translator. >> translator: we can say that it should be done in due time. the arrangements have been done, and the final action should be finalized in the due time. >> are they healthy? are they well? >> translator: yes. they are very healthy. and according to our latest

information, they are in full crews racing against to find survivors in the rubble. raf sanchez is there with the latest. what is the latest you know? >> reporter: we are now in the fourth day of this massive search operation. and all across the region, rescuers are facing a sea of bubble like this. a family of four died in this house. you can see back there there is their fridge over this way. it looks like this was a lamp, a satellite dish. you can see this house was made out of cinder blocks held together with a little concrete. that is consistent with what we have seen across this region, that it was the homes of the

poorest people that came crumbling down in this earthquake. for those missing loved ones, they are praying there is still more rescues. with every passing hour hope is fading. help has been painfully slow in arriving. in some communities they have been digging for days now with their bare hands trying to save the life of their neighbors, of their family members. and there are questions of whether morocco should have accepted international aids. there is a small u.s. team on the ground here, but there has not yet been an agreement for larger american deployment. >> raf, thank you. mgm resorts and casinos recovering this morning from a cyber security incident that disrupted services over the past couple days. guests and visitors taking to social media to report now

it rattled some residents at about 1:30 this morning. the usgs says people felt it as far away as benicia and pacific grove. no reports of damage. and take a live look at the scene in san francisco this morning. this is where crews worked through the night to repair that massive sinkhole. this is at fillmore and green streets. it happened after two antiquated pipes ruptured sunday night, sending hundreds of thousands of gallons of water rushing downhill and catching many neighbors by surprise. crews say more than 100 homes and businesses are either damaged or impacted by the sand and water. a live look at san francisco's moscone center where the city's largest conference, dreamforce, kicks off today. the conference starts with ceo marc benioff delivering a keynote address. there are fears this could be the last dreamforce in san francisco. earlier this year marc benioff told the "chronicle" if the city does not fix homelessness and lower crime rates, the event may

move to another city. cinthia pimentel is taking a look at the forecast. >> we're looking at a slightly cooler day compared to what we started the week with. the inland valleys will hold steady in the 80s for most of the week. we will feel more of that wind coming through the pacific. as far as san francisco goes, people at dreamforce walking around, make sure you bring a jacket. as we go into the afternoon, breezes and gusts could be anywhere from 20 to 30 miles an hour. otherwise, we're going to hold steady, temperatures in the 60s.

monitored by doctors we will talk to his long-time friend in a moment but first kelly cobiella joins us with the latest good morning. >> reporter: hey, good morning to you incredible the way rescuers worked around the clock for three days to finally end this ordeal for him he was carried to the surface 37 minutes after midnight local time this morning, a successful end to an extraordinary rescue mark dickey giving a thumb's up and a smile as he was hoisted to safety overnight. >> it is amazing to be aboveground again. i was aboveground for far longer than expected. >> this morning posting a selfie from intensive care thanking his rescuers saying it was a scary experience and the closest to death i have been yet. he was on an international expedition in the morca cave,

turkey's third deepest when he suddenly became seriously ill with internal bleeding 3,000 feet underground. >> i kept throwing up blood and my consciousness started to get harder to hold on to i reached the point where i was like, i'm not going to live. >> the only way out a 15-hour climb. a medical team climbed down giving him blood transfusions. rescuers started the delicate climb out with dickey strapped to a stretcher his body swinging on a pulley system for the final few feet. 150 from around the world now celebrating. seeing that he was well made he happy and i let myself go and i cried a little his parents releasing an emotional statement saying the rescue is indescribably relieving and fills us with incredible joy, adding all that has been done for our son means

wow. the fact that mark got out and he's okay, you were overseeing this rescue, what were the most difficult parts of trying to get him out of there >> thank you for your concern. it is great to be here i was actually overseeing the rescue, right? but i was doing a lot with communication back and forth and it was great to see him finally get out because it was -- it was very dire in the early days of his rescue. >> so i think for those of us not in the caving community as you are, it is incredibly dangerous under the best of circumstances. can you give us a picture of what was involved in achieving this rescue? >> i think now there is some great videos, and you can see there is no flat spots to walk on, no flat surfaces. >> like it is a vertical drop. >> much of it is vertical. but even the spaces you walk-through, you just cave through, it is still more of a climbing, scrambling up and down over rocks sometimes with

slanted surfaces and then sometimes squirming through crawls, pushing through belly tight crawls like this or through a canyon like that and although cavers can move through there, when they are on a stretcher, it gets much more complicated when it turns into a rescue. >> let me ask you a simple and perhaps even stupid question what is it about caving? what is it about being that far underground that's just -- that's even appealing to you >> i think you're on the right track. you're curious that's what we are we're curious. we look at the hole underground
