tri-valley on 580. you can see the headlights coming through, and it's a nice clear and cool start to the morning with temperatures in the mid-60s. as we go throughout the morning and into the afternoon, lots of sunshine here. we are headed for the low to mid-80s today, a breezy wind. around the bay area we are seeing normal temperatures for this time of year. we will take a look at the weekend coming up. mike, you have a closure in the valley? yes, the sensors just lit up for 680, and the crews are not cleared so i will track that and adjust the sensors if they need a little help. there you go as you are traveling north from fremont, looks like you are okay now. up into contra costa county, a smooth drive. back to you. >> thank you, mike.

today oakland's mayor. >> kris sanchez joins us live with what this could mean. >> as you likely know or lost track, oakland has had eight police chiefs in 14 years and has not had a permanent one in seven months, and the mayor said she will declare a state of emergency if the department does not find three candidates. she said the commission is not doing its job.

oakland has had a revolving door of chiefs. kirkpatrick, you might remember her, she was fired after three years without cause, and she's working for the new orleans police department. the city has been struggling with rising crime and police misconduct and a failure of its 911 system. that's when somebody calls for help but then hangs up before they get that help. the mayor pledged more than $2 million toward addressing that issue. the mayor will be at a midday news conference today, and she's there talking about business but we will talk about information on the state of imagine.

back to you, marcus. >> thank you. new calls to audit san francisco police stops in the wake of allegations of at least one officer that falsified information, and that officer also now under investigation, and this is all from the details revealed at a commission meeting. it's unclear at this point how much data that particular officer is accused of altering, but it may be dozens of cases. one san francisco public defender's attorney calls it a troubling situation. >> if there are more officers, right, it could be a systemic issue. >> the state requires officers to input the race of somebody they stop, search or detain and the police accountability is not addressing this case, but accurate data is looking at the

policy to tackle the race disparities. a principal tried to break up a dispute between two students this week, and one of the students started punching him. it shows an oakley freedom high school student punching the principal. police say two students were arguing when amaro tried separating them, and he and the other student fell to the ground while the other student punched him multiple times. >> my primary concern is for the students, and i was not concerned about my safety but can i get these two students to a place where they will be safe. >> police are recommending felony charges. the clock is ticking for big three automakers now staring down a never-before-seen work

stoppage, and united workers are threatening a first ever simultaneous strike against all three companies. brie jackson is live for us in washington. brie, if this goes through it will affect the economy. >> close to 150,000 workers from ford, chrysler are seeking a strike. also, full pay for 32-hour workweeks and better retirement pensions and improved health care and better protection for temporary employees, and a long list ensuring. one thing says it's something everybody should care about. she says the more money in those

workers' pockets, the more money they will be able to spend, which will, no doubt, help the economy. the big three have enough inventory for 70 days, and after that we may see the cost of vehicles and parts go up. >> it will cause a shortage of cars. if somebody wants to buy a car it will be more difficult to do that. it will lower spending, consumer spending, as people tighten their belts. >> the big three already agreed to raise workers wages but say they need to save money to invest in the shift towards electric vehicles, and it's important to note that yearly earnings have risen by 34% at ford and 50% at gm since 2019, and that's the last time the united auto workers and the big three entered contract

negotiations. >> yeah, the way everything is going in the economy, hopefully they can come to an agreement soon. thank you. at least 8,000 deaths now confirmed from the catastrophic flooding in libya where recovering teams said entire neighborhoods were swept out to sea, and 10,000 more are listed as missing. the storm over the weekend brought nine months of rain in six hours and ruptured two dams. teams on the ground say collapsed infrastructure are quickly turning this into the world's worst humanitarian crisis in years. new details for the sinkhole. they are still doing repairs and it's disrupting traffic in san francisco's cal hollow. this is when the decades-old pipe ruptured. while the intersection is now open to traffic from 6:00 p.m.

to 6:00 a.m., it's still closed during daytime hours because that fix will take some time. they will replace the water, sewer and gas lines, and some of the clean up is still under way. and then this is the final day of dreamforce. we will check in with ginger conejero saab, who has been monitoring everything going on at dreamforce in the last few days. meteorologist, kari hall, looks at what we can expect. >> a cloudy start to the day but we will work our way to more sunshine, heading late morning into the afternoon. temperatures in the 60s again for this afternoon, with breezy winds, and a mix of sun and clouds throughout the day. inland we are going to go back to sunshine, and temperatures in the upper 80s, and even low 90s for fairfield. most of the bay area is in the 70s and 80s. it will be another very pleasant

80 degrees. for gilroy, expect it to reach 80 degrees. over in the east bay, reaching the 80s and 90 in antioch. oakland reaching 75 degrees. was look at the 7-day forecast at the bottom of the screen, there's not much of a change ahead, and it gets slightly cooler. we will see temperatures in the mid-60s for daly city again, and downtown san francisco reaching 68 degrees. we will be in the mid-80s for santa rosa, and sonoma reaching 84 and 97 for ukiah. there will be daily showers and thunderstorms over the sierra this weekend, but we will also have cooler temperatures. we are keeping an eye on hurricane lee out there in the atlantic. this has been moving so slowly, and right now moving to the north at 12 miles per hour, and it's a category 2 hurricane. it will be weakening as it

continues to turn up high waves for much of the east coast, and then eventually make its way up closer to parts of maine and seeing it maybe moving further off towards the north and east. we will continue to watch that. as we take a look at concord for the next several days, the temperatures in the mid-80s, and it's going to be a slightly cooler weekend. if you are looking ahead to see when we are going to have a taste of fall, well, we do get a couple days of temperatures slightly warmer, but we are not seeing shifts in our temperatures over the next week. we start out with clouds and end up with sunshine and it's going to be nice as we head into the weekend. san francisco is going to see more of those temperatures in the 60s with more clouds and fog. mike says even though it's a busier thursday, it's still flowing smoothly. >> yeah, we are seeing a build in the traffic flow here into pleasant done -- into concord

afternoon. like yesterday, and we will see it on repeat, and slightly cooler temperatures ahead. livermore reaches 77. san francisco in the upper 60s. we will talk about events coming up this weekend in just a few minutes. >> looking forward to it. thanks, kari. dreamforce may be winding down today but a lot of people are perhaps whether or not this year's conference is san francisco's last call? >> ginger conejero saab is live for us. you have been covering dreamforce the last few days, and are you getting a sense of what the future may look like? >> reporter: bit by bit, as the days progress, we are hearing more feedback. the salesforce ceo sat down exclusively with msnbc to clarify and talk about how he feels about the current state of san francisco and what led to his comments that sparked this speculation about this being the

last dreamforce in the city. he said san francisco's main problem is homelessness. it has been the same and big problem for a while now, and what the city needs to do in offering solution sz to enforce the laws and to invest in its police force. you are in many instances, san francisco's favorite son. >> i am a fourth generation san franciscan, and everything is spic and span right now. >> today. >> today. and i said it's important, the next three days need to go really well and so far we are getting a good result from them and we want to continue. we are grateful to the city, and we want them to keep it as clean and safe as possible, and it's the most important thing any city leader can do. >> we hear him talking about that, and he was not the only

one, ginger, that gave his thoughts on the state of san francisco. gavin newsom was also there at dreamforce. did he say anything about this? >> reporter: yes, he did. during day two of dreamforce, their first topic was about san francisco's tainted image when it comes to crime and open-air drug use and dealing, homelessness and fentanyl. >> nobody likes that, and i didn't like everybody calling me and saying, mark, why did you say that? because it's true. we need to be thinking about our customers and everybody's experience, okay, and then we will get everything right sized, and i said go for it, and everything is spiffy and cleaned up and nice, and i went down howard street, and i thought,

did they pour new cement? it was incredible. >> reporter: california is investing in ways to better the fentanyl crisis not just here in this city but other parts of the country as well. there have been a lot of eyes on this dreamforce, and we are looking at hints to see if it's going well so far. one of the things that he did say in his interview with msnbc is so far there has been a real positive support from the city in making this a very smooth conference. marcus and laura. >> sounds good. the likelihood of dreamforce coming back sounds good. traffic, the last day of the conference there, and people heading to the city, should they be mindful of anything? >> absolutely. it's still going on today, and secondly, people will want to go out for dinner, which they have

shaddic, and there is no word about the victim's injuries that that no arrests have been made. the cdc signed off on fda approval earlier this week on boosters. major pharmacies are taking appointments now, bob? >> reporter: yes, good morning to you. i checked online with cvs this morning and there were plenty of appointments available for the covid booster shots at the cvs in pleasanton, for example. hospitals and doctors have begun to schedule appointments for the new booster. the government is recommending everybody of the age of 6 months and older receive this covid vaccine, preferably before the end of october. you can schedule this shot along with your flu shot, if you would

communities. >> it's a good idea for school boards to think about these decisions before it becomes a hot point. all of these things need to be considered, like, who are the constituents. what are the different viewpoints? can we hear everybody? >> in a statement one of the two school board members voting in favor of the resolution said my vote was to legally protect our small school from legal action, unquote. she's referring to the supreme court ruling boston violated the first amendment when they rejected flying a christian flag over city hall. federal judge in texas

yesterday ruling a policy illegal, and it protects immigrants brought to the u.s. as children, and the white house is vowing to appeal the decision, and that decision has no bearing on existing daca recipients often called dreamers. one daca recipient already fears the next generation will not have the same opportunities. >> it's hard to see the program that gave me an opportunity to aspire to reach the american dream has been shutdown, and the next generation of immigrants are not being given this opportunity. >> and some states are suing to end daca arguing the obama administration bypassed congress when it was created in 2012. today the 21st annual oakland international film festival kicks off. if you are planning on heading on over, meteorologist kari hall

has more on how the early morning weather is shaping up. >> it's going to be a great weekend. the temperatures in oakland reaching 72 degrees. we are starting out with clouds but it will be clearing out. each day will have morning clouds and afternoon sunshine as our highs reach in the low 70s. each morning starting out around 60 degrees. we have los gatos art and wine festival on saturday and sunday, and it will be a beautiful weekend for that as well. we will go from upper 50s to about 80 degrees for an afternoon high, and then the temperatures come down in the evening. napa, friday you will reach 82 degrees, and it gets cooler and more breezy as we go through the rest of the weekend. we are also looking forward to afternoon sun. and then looking at los angeles's weather for the weekend, going from the morning in the upper 50s and low 60s to highs in the mid-70s. we will see the hazy sunshine as

the fog starts to clear out. heading over to you, mike, you were seeing lanes blocked on the bay bridge? >> yeah, we thought we had cars slowing rolling off the bay bridge and then it looked like it was recovering, and then it jammed up and you see the flashing lights on the san francisco side of treasure island westbound into the city. our other camera in san francisco, ben in the operation center, he found progress being made, and two vehicles are stopping up the right two lanes getting into san francisco. it's very slow across through treasure island and then clearing as approach the city, so a better flow just past treasure island and that means the backup continues in the berkeley curb in the last few minutes. we will continue to follow that because that will be a factor. we still have folks heading in towards dreamforce. bart has been seeing good numbers this week, and a lot of it is probably for folks come into the city for the dreamforce

activity. the traffic builds out of antioch on that antioch line, and we are hearing about an equipment line on the tracks as well. we are looking at a minor delay so far, and keep that in mind as we look ahead. we have the re-imagined bart schedule. and muni is talking about closing the tunnel at 9:00. on hold with no end in sight. still ahead here on "today in the bay," the hollywood stand still continues and the delays deepen. a new fall impact to the schedule, and there are signs the downturn could linger long into next year. into next year. and then mitt romney

announced he will not run for re-election. the 76-year-old republican says in part, quote, it's time for a new generation of leaders, end quote. nbc's ryan nobles has the latest from washington. >> good morning, marcus. no doubt this was big news on capitol hill. mitt romney is a big figure, of course, and he has fallen out of favor with his party in part because his efforts to push back on former president trump. he does not believe trump is the best leader of the republican party, saying he hopes he would step aside in his race for president. it's not just trump that he thinks should step aside, and he's also suggesting the current president, joe biden, step aside in well, because he thinks both are just too old, and romney stepping aside because he, too, believes it's time for the next generation to take over. he will look at his long career

is no hope for scripted starting at the top of next year if this resolution doesn't happen immediately. >> the writers strike is stretching into its fifth month. actors went on strike in mid july. let's get a look at the forecast now. creeping towards the weekend, guys. >> yes, and we are going to have a lot of clouds in the morning, clearing out for the afternoon. also really nice comfortable weather, and as you are heading out in richmond this morning, it will be cloudy for the next five or six hours, up until about 11:00. then we will see the sun breaking out, and temperatures staying in the 60s throughout much of the morning. as we look at the highs for the south bay, milpitas reaching 82 degrees, and upper 80s for east san josé. for downtown san josé, reaching 84 degrees. as we move towards hayward, it will reach up to 78 degrees. you will see a lot of these numbers are what we have had recently, anywhere from the mid-70s in the east bay to 90 in

antioch. redwood city reaching 78 degrees, and we will see upper 60s in san francisco today. mill valley will reach up to 72. and near the coast we are in the mid-60s. napa today at a very nice and comfortable 77 degrees. and we take a look across the region, as we look ahead to the weekend, if you will be traveling to the sierra, there will be showers there to the north and east of us, but we are also going to see much more of that wind kicking up, and cooler temperatures as we get a stronger onshore wind flow. we head to the south county, and we look at gilroy. upper 70s for the weekend, and we will see the 70s extend into much of next week. no mayor changes here, but it will be slightly cooler for saturday and sunday. it looks great for any outdoor activities you have planned here. looking at san francisco, you still need the jacket for much

of the day, but you may have comfortable weather for those afternoons with highs in the upper 60s. mike, any progress for the bay bridge? >> i saw the vehicles slowly moving, and it just cleared the screen. i think they were able to get those vehicles off the freeway, as they were assisted off the bay bridge. look how the recovery is now getting into san francisco, and the delay is all the way through treasure island, and the lanes on the span are quickly recovering. there's a big backup, though, back towards the berkeley curve, which is happening now. back to you. >> thanks, mike. the vector control teams are planning for a new round of spraying in livermore, and that's happening tonight after finding birds and mosquitos affected with west nile virus. there is no word on when the treatment will get under way, but we do know it will happen in

you are watching "today in the bay." turning to our climate in crisis, california is eliminating its popular electric car rebate program. the clean vehicle rebate project has been around for about 13 years, but it will end when it runs out of money this year. right now officials say there's a huge disparity in on who owns an electric vehicle, and it's mostly high-income families, and clean cars for all will help shift the focus to help more low income buyers in the state, and to qualify for a rebate, you have to make less than $43,000 as an individual, or $90,000 for a family of four, and before it
