commissioners don't step up their game. whoever the officer is falsifying race data -- >> across the bay, san francisco's police department under new scrutiny. the troubling new report leaving one officer under new investigation, and fresh calls for an outside audit. big three auto workers poised to walk off the job, and how this may alter your car-buying plans. this is "today in the bay." thursday is here and so is the entire team. i want to say a good morning to you all. i am marcus washington. >> i am laura garcia. let's get straight to a look at the forecast. we have had really nice days lately. >> yes, and that continues today. we are starting off with clouds and seeing the mild temperatures

that will linger as we go throughout the day. partly cloudy in walnut creek as we get started. temperatures in the low 60s and then we will get to 80 degrees at 2:00 to 4:00 in the afternoon. and then a high of 82 degrees in san josé. dublin reaching 84. 91 in fairfield. in oakland, expect a high of 75 degrees. as we take it into the day tomorrow, really not much of a change. we will see more cool temperatures for the coast. very mild and comfortably warm temperatures for the temperatures in the afternoon for the valleys. mike, is it jammed across the bay bridge? >> it is. we will take what we can get. the hov lines moving better. still jammed in these lanes, but there's hope because the disabled vehicles on the san francisco side cleared a few minutes ago, quickly rippling back. the incline is moving much better than a few minutes ago. the toll plaza, stand by, you

will get faster metering lights in the next few minutes. if you are leaving the house now, unfortunately, there is a build and slowing in towards berkeley. and more traffic on 242. that is that the pattern and the build that is continuing over here. we have not seen traffic on the san mateo bridge yet, but we will track that. back to you. new overnight san ramon police investigating a late-night shooting, and it happened just after 10:00 p.m. near hard court way. the officers were canvassing that area last night looking for evidence. still not clear if there's a victim or if it was just gunfire. we will continue to follow that and bring you updates as soon as we get them. new this morning, oakland mayor sheng thao threatening unprecedented action as the city

struggles with crime, 911 response and police recruitment, all without a permanent police chief at the helm. >> today in the bay's kris sanchez is in the news room this morning and has a look at what this may mean for the people of oakland. >> the people of oakland might have a hard time remembering who their chief is, because it has been a revolving door. oakland has not had a permanent chief in seven months since mayor sheng thao fired the last one. mayor sheng thao said she will declare a state of emergency if the police commission doesn't find three reasonable candidates for which she can hire a permanent chief by the end of the year. she says the commission is not doing its job. the commission chair called this political theater. part of the statement reads, the mayor dismissed the former chief without a plan and pre-empted

the commission's ability to review the investigation's report, and after the chief's dismissal, the mayor only gave the commission a list of search consultants in may. and after mayor sheng thao fired chief armstrong, and then years before was the revolving door, and armstrong replaced sean whent after four years, and chief howard jordan spent two years before stepping down for health reasons, and then chief batts left over police reforms,

and then there were three interim chiefs that served just days before they were said to be unfit. nbc bay area investigative reporter, kenneth nguyen, found oakland had over 50,000 abandoned 911 calls, and that is when somebody calls for help and they are desperate and they end up hanging up before they get the help. the mayor pledged money towards addressing that issue, and she will be at a midday news conference today. that is about business, but we will try and press her for more answers about the proposed state of emergency. >> thank you. new calls this morning to audit san francisco's police stops in the wake of allegations, at least one of those officers falsified information about race. that officer now under investigation.

this is according to details revealed during last night's commission meeting. there are fears that that practice may be even more widespread, and it's unclear, at least at this point, how much data this particular officer is accused of altering. it may be dozens of cases. one san francisco public defender's attorney calls it a troubling situation. >> if there are more officers, right, it could be a systemic issue. i think that undermines all the work the department has done. >> now the state requires officers to input the race of someone they stop, search or detain, and while the department of police accountability is not addressing this particular case, leaders say accurate data is necessary to create policies to tackle potential race disparities. police response times will be the focus of a town hall in vallejo, and it covers the alarm calls due to staffing issues. the chief says things like

silent alarms are becoming a low priority. the same meeting was originally scheduled for last week but rescheduled for tonight. it starts at 6:00 p.m. the clock is ticking for big three automakers now staring down a never before seen work shoppach. united auto workers are threatening the first ever simultaneous strike against all three companies. brie jackson is in washington this morning. if this goes through, it will surely have an impact on the rest of the economy, right? >> yes, marcus. a deal must be reached tonight as roughly 150,000 workers from ford, gm and chrysler are threatening to strike. they are seeking an increase up to 40% over four years, and better retirement pensions, and

better worker protection, and there's a lot at stake for auto workers and their families, but what about the rest of us? one expert said it's something everybody should care about. she says the more money in those workers' pockets, the more they will be able to spend, which will, no doubt, help the economy. should the strike occur, the big three reportedly have enough inventory for 70 days. after that you may see the cost of vehicles and parts go up. >> it will cause a shortage of cars, and so if somebody wants to buy a car it will be more difficult to do that. it will lower spending, consumer spending, as people tighten their belts. >> the big three have already agreed to raise workers' wages but say they need to save enough money to invest in the globally competitive shift towards electric vehicles. it's important to note, yearly

earnings have risen by 40% at ford and 50% at gm since 2019, and that's the last time the united auto workers and the big three entered into contracts. >> thank you. let's look live at the state capitol this morning. it's the final day for state lawmakers to pass new bills as part of the current session. we are tracking every step of the way for those that made it to the governor's desk. sp-14 just made it to the senate, and it will make child sex trafficking a serious felony. and felonies could face more time behind bars, including life in prison. new details for you on retears to that sinkhole still disrupting traffic in san francisco's cal hollow.

this happened late sunday night when a main pipe ruptured. while the intersection is open for traffic -- or at least it was minutes ago, and it is open during the evening. crews are estimating a six-week repair job to replace the sewer, water and gas lines. taking a live look outside at san francisco, and for those who are heading into san francisco today, meteorologist, kari hall, has a look at what you can expect. it's going to be a nice day. it's starting out foggy and maybe even misty and drizzly, and we will work our way towards more sunshine in the late morning and afternoon. it will be cloudy through at least 10:00, and then partly

cloudy at noon. we will see mostly sunny skies as our temperatures stay in the 60s there for today. cool in the city, but if you get away from the fog it will be much warmer. we head inland to concord where it will reach 87 degrees today. in san francisco, we will be in the 60s. san josé will see low 80s. we will talk about what is ahead coming up for the weekend in a few minutes, but before you do your getaway, you have to stop at the gas station. yeah, sunnyvale with $4.79 a gallon on alliance, and that's across from the safe way. livermore, diamond gas and mart, their low is 4.85 on south front road. san francisco, $4.98 at the 76 on ocean avenue across from city college. thank you for sharing those on

cleared. some folks may have switched to the san mateo bridge, and we are looking at that. wall street set to open higher ahead of the report showing core inflation without food and energy was a little hotter than expected next month. that's not expected to change. the federal reserve will meet next week. in focus today, the cost to produce goods and services as well as retail sales. cesars paid millions in ransom after it was hit by a cyberattack. that happened last month, and mgm resorts are continuing to deal with the cyber security issue this past weekend forcing many systems to be shutdown,

including credit card transactions and digital room careers and slot machines. the hacking group called scatter spider was responsible for the cesar attack, and the company paid what the group demanded. and then in a statement, bill maher says his staff is struggling and he is not prepared to spend one year off the air. he said to honor the strike he will cut his show down, including no monologue, no desk piece, and instead the show will mostly be bill maher and his guests, and the format without writers is still to be determined. 6:17 right now. trending this morning, the highly successful campaign with

october 29th. >> i like it. >> yeah, that's funny. >> we had "fast x" and now "saw x," and everybody is going to put the x in every movie. let's get started this morning. it's thursday, and it's going to be a nice weekend. what are you planning to do? take a look at the clear sky we have over walnut creek this morning. it's going to be sunny throughout the day. right now it's 59 degrees and a cool start as you are getting up and heading out the door. throughout the day we are going from upper 50s to a nice warm 80 degrees at 1:00. you know it's going to be another warm afternoon as we head down to the south bay. los gatos reaching 86 degrees. we will see about the same in morgan hill. in san josé, expect a high of 84 for the afternoon. we will see upper 80s and low 90s for the interior east bay, but then along the bay it's still comfortable with the breeze. hayward reaching 78 degrees. we will also see a high of 78 in

redwood city. in half moon bay, the mid-60s and going into the san francisco will be in the mid to upper 60s. for the north bay, clearlake reaching 97. napa, we will see a high ther of 77 degrees, and 84 in sonoma. across the country, the drought still persists in texas and louisiana, and while we have been in a drought for years this year we were taken out of a drought and we are not seeing drought conditions anywhere across the state. just a few spots are abnormally dry. as we head to the east coast, this is category 2 hurricane lee. it's moving slowly but has wind speeds of 100 miles per hour, so it's still a very powerful hurricane. it's expected to continue on a northern track as it weakens and

possibly moving up towards nova scotia. that is something we will be watching for the headlines over the next several days. here at home we are seeing slightly cooler temperatures coming our way. as we take a look out ten days in gilroy, we are going from the low 80s to 70s, and it's not a drastic shift but will remain comfortable throughout at least much of next week. our 7-day forecast shows temperatures in the upper 80s today and tomorrow. we will bring it down a few degrees for the weekend with breezy winds and morning clouds and upper 70s for the start of next week as well. we are seeing temperatures remaining in the 60s in san francisco. not seeing a change in that pattern either. mike, take us back to the bay bridge. >> yeah, a lot of folks are waiting for us. it's moving better. the lanes on the far side, and over here at the hov lanes, really good progress. the middle lanes now show visible movement. the span itself flows. more traffic comes in, so you will have your wait in the east

see low 80s today in novato, while san josé hits a high of 82 degrees. we will talk about what is going on this weekend, and some events around the bay area, and that's coming up in a few minutes. a big one hear, kari, dreamforce winding down today and many are concerned about whether this year's conference in san francisco is the last call. ginger conejero saab is live in the city this morning. ginger, you have been covering dreamforce for the last few days here. you have been getting a better sense of what the future may hold for the conference? >> reporter: well, with each day that has passed, marcus, we have heard more and more feedback. yesterday we heard, generally speaking, you know, positive feedback about it. in all of what we have heard, the one most telling is the interview, this specific interview with msnbc, and it was salesforce ceo, marc benioff,

and he said the city's biggest problem is homelessness and has been for sometime. he offers solutions, and one is for the city to enforce its laws, and for there to be more investment in the police force. >> in many instances, you are san francisco's favorite son. are you losing faith in this town? >> i am a fourth generation san franciscan, and everything is clean here and speck and span -- >> today. >> yeah, and i said to the city it's important for the next three days for everything to go well, and so far we are getting a good result from them and we want it to continue. we are grateful for the city and we want their attention on keeping it as clean and safe as possible. this is the most important thing any city government can do. >> and benioff sounding

promising about the return of dreamforce. and he was not the only one giving his thoughts about san francisco. governor newsom also speaking at dreamforce. what did he have to say? >> reporter: well, marc benioff was asking questions to governor newsom, and they talked about homelessness and open air drug use and the problems around fentanyl. >> we are addressing the issue of fentanyl in ways we never have, and this is a big component, and we have a bond that will be on the march ballot that is about accountability and transparency in time for delivery to build out 10,000 units, behavior health units, and we are reforming the mental health services act which many of you pay into without raising your taxes.

>> reporter: a lot of promising talk there from the governor, as dreamforce wraps up today, day three of the city's largest conference. no clear indication of whether or not dreamforce will come back just yet, marcus and mike, but, as you said, it does sound a little bit more leaning towards the positive in a positive way. >> we like that promising talk. a lot of folks going into the city today, and people at dreamforce still hanging around. what is traffic like? >> it will be basically the same, and ginger is talking about this being the last day, we have to complete the day, and then there is dinner, and a lot of restaurants are reporting great sales. we are over here, and this is the area that has been blocked for almost two weeks now, and that will continue today and tomorrow. once they finish the conference, and folks will still be in town with new friends and having

pleasanton cvs. i understand they will be open to appointments? >> reporter: correct, walgreens and cvs, and they have plenty appointments at this location in pleasanton. we know some doctors' offices and hospitals have begun to schedule appointments. the federal government is recommending everybody over the age of 6 months receive this updated covid vaccine, preferably before the end of october. you can schedule the shot along with your flu shot, if would you like. the shot has come at a time when we are seeing an uptick in hospitals and doctor offices. we will have shots for covid, flu and rsv. >> we also are in a different place with respect to all three

of those viruses. this will be the very first respiratory virus season that we will have vaccines against all three of those diseases. maybe not for every single age group, but for many americans, this will be the first season where we will have a vaccine for covid, rsv and the flu. that's important, because up until now the notion had been that covid controlled our lives. this is the year that the tables can turn. >> reporter: the first person to ever receive the covid vaccine in the united states back in 2020 made history again yesterday by becoming the first person to receive this new and most recent pfizer vaccine. this is the sixth shot for the nurse lindsey that works at the hospital in new york, and despite being on the front lines during the pandemic, she says she never caught covid. >> you answered my question.

i wondered if she ever did get covid. thanks, bob. emotions boiling over at a town hall in alameda county hosted by the district attorney facing heat from some voters. [ yelling ] >> pamela price holding a series of town halls including that one last night in fremont. things got so sense some people actually walked out. some say price is so soft on crime they launched a recall effort, and that includes the widow of a retired police officer shot and killed while protecting a bay area news crew. >> she talked about talking to victims and their families. she has not talked to me. or the victims in kevin's case. >> we are the most incarcerated country in the world, and if

incarcerations kept us safe, we would be the safest country in the world. >> and alameda county prosecutors are now prevented from filing some charges without prior approval. some parents are talking about possibly trying to recall the east bay school board members banning one elementary school from flying the pride flag. the sunol glenn school board had a meeting last night, and some argue the flag is a way of playing political football. >> it's probably a good idea for school boards to think about these decisions before -- before it becomes a hot point. all of these things need to be considered, like, who are the constituents. what are the different viewpoints? can we hear everybody?

>> in a statement one of the two board members that voted in favor of the ban explained saying, quote, my vote to fly only the american and state flags was not meant to dispairage the lgbtqia community, but to protect our school from legal action, and she's referring to a case where some flags could fly over city hall but not a christian flag. and then burying 2100 miles of lines across the state, and the utility said that is needed to prevent wildfires. that move would increase rates for northern california customers. regulators are presenting two proposals to pg&e suggesting the utility may be able to spend

less money. each cuts the amount of underground lines of 1,000 miles. another meeting is planned for next month. it's 6:41 on your thursday morning. and we are peeking outside oakland, where the international film festival will kick off. if you are headed over, meteorologist, kari hall, has more on how the weather is shaping up. >> it looks cloudy, but it will clear out by mid morning, and we will reach into the 70s. starting out tomorrow with temperatures in the 50s and then reach into the 70s. let's talk about other events going on around the bay area. the los gatos art and wine festival saturday and sunday. it's going to be beautiful out there, reaching up to about 80 degrees. after some early morning low clouds, we will see it become mostly sunny. take a look at this live view at

palisades tahoe. take a look at what to expect with temperatures in the mid-70s. a heads up, though, there may be spotty showers and thunderstorms developing during the afternoons over the next few days there. then, looking at napa, where our high temperatures will reach near 80 degrees with a slight cooldown for the end of the weekend. for l.a., it's going to be partly to mostly sunny as we see our high temperatures there reaching into the mid-70s. we will talk about what is going on around the bay area coming up. mike, you are still looking at that drive across the bay bridge? >> yeah, two reasons. you are talking about the low clouds and they are sinking down, and our visibility of the responsible might be hampered a little bit, but you can make out the lights. they are moving smoothly across the span. the bay bridge has recovered. getting there, there's more slowing through berkeley and we have a build off of 580 towards

trying to assure daca recipients. the federal judge ruling the policy illegally, and that protects those brought to the u.s. children. the decision has no bearing on existing daca recipients, often called dreamers. one daca recipient fears the next generation will not have the same opportunities. >> the program that has given me the opportunity to aspire to reach that american dream has been shutdown, and the next generation of immigrants are not being given this opportunity. >> texas and eight other states are suing to end daca, arguing the obama administration bypassed congress when it was created in 2012. now cutting deeper into the schedules for the fall and winter.

by lunchtime, it's sunny across the bay area. including san francisco. we have seen the clouds hanging on a little longer. as we take a look outside san josé, we are getting started with clouds, and by 10:00 it's all clear and sunny. temperatures still comfortable. here we are at lunch. it's 77 degrees. we will see sunshine even into dinnertime as we reach into the low 80s. we head to the south bay where our temperatures are back to what we had yesterday, mostly 80s and even upper 80s for east san josé. as we look at the east bay, 86 in danville. 78 degrees in hayward. oakland reaching 75. also 75 in san mateo. about ten degrees cooler in daly city, while in san francisco we are staying in the 60s for today. for the north bay, we have a range in temperatures from 60s along the coast to upper 90s for ukiah. santa rosa reaching up to 84 degrees. as we take a look across the

country, here's what is making the major headlines. we are seeing a very strong -- very dry conditions and the exceptional drought we have still occurring across texas and parts of the gulf coast states, while here in california we have been in a drought for years, but this year because of all the rain we had this winter, we are no longer in a drought. just seeing abnormally dry conditions further to the north as well as further to the south. the east coast, they are watching this. this is hurricane lee. still a category 2 hurricane. it's moving very slowly and will head northward over the next few days, and they are watching this around maine and parts of new england as it could turn up high waves and bring rain. concord will be going from 80s to upper 70s for the weekend. make plans to get outside as we look at a slight dip in temperatures going into the weekend and next week.

not yet feeling like fall, but at least for san francisco we can have the cooler temperatures and cloudy conditions for the morning. mike, you are tracking a crash on the nimitz? >> yeah, getting down to the south bay over the next, i guess, 8:00 and 9:00 hours, it has been a struggle. we are looking at the same today, but we have more slowing on the nimitz because of a crash around whiple southbound. as you get towards union city out of the hayward area. that may force folks over towards the san mateo, and dumbarton is clear, but san mateo keeps you out of the backup. not too severe and i believe they are clearing that now. more slowing down through berkeley. back to you. >> thank you, mike. happening now, vector teams are planning for a spraying around livermore after a discovery of mosquitos and birds inspected with best nile virus. it will cover the southwestern
