the deputy's vehicle we have more on the killer. the desperate search for a gunman who killed the los angeles county sheriff's deputy. >> we need to get the guy off the street. >> surveillance video shows what appears to be a black vehicle pull up next to the deputy, the car inches closer, stops, and then takes off sources confirming to nbc, the video is a focus of the investigation. the 30-year-old field trainer was a third generation law enforcement officer, engaged to be married just four days ago. he was shot in the back of the head, according to investigators. >> he was just driving down the street and for no apparent reason, somebody decided to shoot and murder him >> reporter: moments after being shot, sirens blair as a line of patrol vehicles escort the deputy to a hospital the 12-mile journey agonizing. the sheriff says a good samaritan found the deputy and called 911

>> the sheriff, a bit of an emergency with one of their deputies >> later that night , a somber, covered by an american flag is, wheeled out of the hospital. lights once again illuminate the night sky in a processional to the corner's office, where the deputy's family walks hand in hand behind him. >> somebody saw something. somebody knows something. >> reporter: investigators now plead are for help. >> the person who did this is a coward and they will be caught. >> reporter: the community now showing an outpouring of love to be the officer once devoted to them >> our thanks to dana for that update. congress now has less than two weeks to keep the government funded and try to prevent a shutdown and the burden rests on the top republican in the house, kevin mccarthy, as he tries to keep his caucus together during some strong disagreements on spending for more on, this we go to nbc's

brie jackson in washington good morning what are the funding negotiations look like as we begin this monday? >> reporter: good morning, jessica. this looming spending battle will take center stage when congress returns to capitol hill on tuesday on sunday, house republicans introduced their own bill that would fund the government until the end of october multiple gop sources tell nbc news that it came as negotiations between the hard line and moderate factions of the party. this legislation which cuts domestic spending by 8% also includes most components of a hard line republican immigration bill, the secure the border act of 2023. house speaker kevin mccarthy has already faced challenges, trying to get his party to come together on a spending agreement, with far right members refusing to budge on their demands, and even threatening his position as speaker. here's what he had to say about the possibility of a shutdown on sunday >> a shutdown would only give

strength to the democrats. it would give the power to biden. it wouldn't pay our troops, it wouldn't pay our border troops, more people would be coming across i actually want to achieve something. >> reporter: they can only afford a few defections and mccarthy still has the stopgap bill, and multiple have discussed their displeasure and texas republican tony gonzalez says it is crystal clear that a government shutdown is coming. even if the bill is passed, it faces a flop in the senate where immigration and reduced spending are a no go. jessica? >> thank you. a high stakes prisoner swap with iran could take place as soon as today. it is part of a controversial deal that involves returning five iranians detained in america and unfreezing $6 billion in iranian money nbc's kelly cobiella joins us

and what more do we know about when this swap is expected to happen >> reporter: frances, good morning to you we don't have exact timings on, this but it could happen, as you mentioned, as early as today the key is the transfer of that $6 billion in iranian oil revenues from south korea. two u.s. diplomats telling nbc news that the iranians will actually confirmt that money has been tnsferred from south korea, through switzerland and into katari bank accounts. e kataris will be holding those funds to meet -- to be spent on humanitarian needs. so the exact timing is unknown we do know the names of three of the five american prisoners who will be released two businessman and an environmentalist as well as again two others who have yet to

be, whose names have not been released those three were released from an iranian prison last month the iranian president telling lester holt that they're in good health and at that point, they will be sent to qatar, it is about a two-hour flight from tehran, and then onward to the united states, at some point and then five iranians will be released as well. this is highly controversial, as you mentioned, some republicans calling this $6 billion essentially ransom money it is meant to only be spent on humanitarian goods, food, and medicine, for the iranian people the qataris monitoring that. in addition to all of this, if this does happen today, it will happen with the iranian president in the united states of the iranian tv saying he is on his way to the u.n. general assembly frances? >> incredibly anxious time for the five american families waiting. kelly, thank you.

as of this morning, illinois is ending the cash bail requirement. it is a controversial move, supporters call it a major step in criminal justice reform, but critics worry that it lets criminals walk free. nbc's shaquille brewster is in illinois to explore the ban's impact. >> reporter: a major and controversial criminal justice reform >> it's the biggest change that i've seen in 35 years. >> the state of illinois ending the cash bail requirement. now, no one accused of a crime will pay to be released from detention while they await trial. >> so this is the first place someone goes if they're arrested >> correct. >> reporter: officials in suburban chicago walked us through the new process. >> is the defendant a threat to a person, persons, or the community? then they should be detained they will not be able to get out. >> reporter: it's here in this brand new courtroom, right inside the dupaige county jailhouse where judges will rule who will remain behind bars and who is sent home until trial, a

start to the workweek here on the east coast at least, thankfully there is some relief in site. nbc meteorologist bill karins is tracking that rain for us. bill, good morning. >> good morning, i would rather have it on a monday than over the weekend, i guess a little silver lining to this of course, our friends in maine, and cape cod, did get some rain, from hurricane lee, and maine took it on the chin, they had about 75 to about 100,000 people without power at one point, a lot of those people got power back yesterday thankfully. the heavy rain is going to be lingering along the coastal areas. it looks like the heaviest stuff is going to be inside of i-95 for the most part towards the coast, new jersey is getting soaked right now that will push to new york city, so from the beginning of the morning rush hour around new york, that is when you should expect so heaviest rain amounts it does appear that later today, into tonight, we're going to be get another heavy soaking of rain boston up to an inch areas of maine, cape cod, another two inches possible. it has been rainstorm after rainstorm all summer long and appreciate a nice dry period in

♪ the uaw strike continues through the weekend with thousands of workers on the picket lines across the country. but some 12,000 in moreville are still waiting for the order to join the strike themselves from our louisville affiliate, david mattingly has more. >> reporter: according to uaw local leadership, the ford workers in louisville, all 12,000 of them, could be just one digital alert away from joining the strike >> right now, we're getting all of our picket captains, everything lined up, getting a little extra time to make sure we got everything in place, when and if we're called on to strike, either at the truck plant, global assembly plant, or both. >> reporter: todd dunn won't discuss the details of the plan if local uaw worker goes on strike, but 12,000 louisville ford workers are watching a special uaw app on their phones,
