and look at temperatures for fremont, we're going to be in the low 60s and it's mostly cloudy for the start of the day. we head through the morning with a clearing sky and it's going to be a fairly great day. i mean, all of the sunshine, comfortable temperatures, dublin headed up for 79 degrees. we'll see some mid-70s for oakland for today. mike, we have delays to talk about. >> yeah, we have continued delays building over here. the peninsula is looking great. we are looking toward the tri-valley. 680 southbound, the sensors just started to change a little bit right where the crash was reported, just about the sunol exit. i'm thinking maybe they cleared but i'll wait for confirmation. we're looking at 84 feeding in, so that will mean for traffic into pleasanton. heading out of antioch, in pittsburg we have a crash in the middle of the roadway at san marcos and it's backing up folks and has traffic jammed up as well as railroad, toward kirker

pass. the speed sensors look okay. highway 4 is the slowest drive getting into the walnut creek area. over here, vasco shows a little slowing. the hillside fire looks like it's under control but we have some effect on the traffic out of the altamont. back to you. new this morning, coming out of san jose, this video just into our newsroom. san jose police are investigating a pellet gun shooting. you can see a person there on the gurney being put into an ambulance. this happened near coyote creek trail and capitol expressway near the homeless encampment. police say the victim is going to be okay. developing in southern california, the manhunt continues following an ambush-killing of a 30-year-old deputy identified as ryan clinkunbroomer. he was found saturday night in his patrol car near the palmdale sheriff's station. >> last night mourners gathered outside of the station for a memorial to honor the fallen

deputy. hundreds lit candles, sang songs, showing their support for his family and fellow comrades. as for the investigation, the sheriff's office is offering a quarter million dollar reward to track down the shooter. >> i'm going to continuously refer to them as cowards because that's what they are, cowards, to attack a deputy sheriff in uniform in a black and white just sitting there at a red light about to go out and serve our community. that is absolutely 100% unacceptable. >> investigators are poring over video evidence, including footage of a car that rolled up to the deputy's patrol car about the time of the murder. that car is being identified as a 2006 to 2012 gray toyota corolla. protesters are gearing up to the arrival of israel's prime minister, meeting in the bay area today with elon musk. it comes amidst accusations that musk is allowing anti-semitism

"today in the bay"'s kris sanchez joins us live in fremont, close to tesla headquarters, one place where protesters, i understand, plan to gather, kris. >> reporter: yeah, this is where we expect protesters will begin to gather, outside elon musk's tesla headquarters here in fremont. it's very hard to get close to the plant if you don't work there because tesla does own the private road that runs around it. they say they're going to do that at 8:00 this morning. now, the head of a group that is organizing this protest did put out a statement saying, in part, that it is deeply unacceptable that benjamin netanyahu, the leader of the world's only jewish state, which calls himself the protector of israel, is flying across america to seek the counsel and support from a notorious enabler of anti-jewish hate speech. elon musk is expected to meet

with the israeli prime minister to ease a growing war of words over claims of anti-semitism on x, formerly known as twitter. insiders say the meeting between netanyahu and musk is the latest step by executives at the company for the social media site to head off what could be a legal battle over the hate speech. several groups have accused musk of allowing anti-semitic groups to flourish on his site. musk has threatened to sue for defamation. netanyahu is coming to the u.s. for the annual meeting of the u.n. general assembly, which starts today, so meeting with all kinds of world leaders, and elon musk. the protesters from the unacceptable group say they plan to also protest in san francisco and in san jose at mineta san jose airport, where we expect arrivals this morning. in fremont, kris sanchez, "today in the bay." >> could be a very busy day ahead. thanks for the latest.

oakland police, once again, had their hands full with sideshow activity last night. now, our crews caught cars gathered at foothill and 21st and then later in west oakland at peralta and 17th. now, police do say that officers were conducting high visibility enforcement, but so far there's no word on any arrests. and also developing this morning for you, a big meeting on tap for oakland police commissioners dealing with the search of the new chief of police. oakland has been without a chief for seven months now. this is ever since mayor sheng thao fired leronne armstrong. last week things came to a head when the mayor suggested commissioners are dragging their feet. the mayor said she's considering a state of emergency if a short list cannot be assembled by the end of the year. the meeting today is expected to provide an updated timeline. bob redell is following those developments and will have more in the next half hour. family members in the accused kporism death of a

toddler are due in court for a plea hearing. the mother, uncle and grandfather are expected to enter pleas today. investigators say the girl suffocated when she was smothered during some type of ritual. police say they told investigators they were trying to drive away an evil spirit. also today in san francisco, a man accused in a deadly house explosion is set to be arraigned. prosecutors say darron price created a drug lab inside his home in the sunset district. the explosion in february killed his wife. governor gavin newsom is opening up with his new battle to take on oil giants. he spoke yesterday to help kick off new york city's climate week and talked at length about the new lawsuit he's filed with state attorney general rob bonta. the suit claims big oil has knowingly engaged in deceptive and damaging properties for decades and the governor said he's had enough. >> i'm sick and tired of this, and if california can make a

right now at 6:14, as we take a look at santa rosa, the temperature is 55, the dew point is 55. that means we're at 100% humidity and we have dense fog. visibility down to about half a mile in that area, so be careful on your way to work. once that clears up, we're in for a beautiful day and slightly

cooler temperatures. we'll get a look at the rest of the week in a few minutes. at the bay bridge fog is not a problem. but a vehicle that ran out of gas is. it's right around the treasure island tunnel. we do see the shift here on the incline. it looks like things are moving smoother, so either they've cleared the incident or slowed down at the toll plaza as far as the metering lights go. we'll see how this affects your commute. >> thank you so much. quickly approaching 6:15. a live look at futures this morning, where wall street is set to open slightly higher, as investors look ahead to the federal reserve's policy meeting this week. fed decision on interest rates is expected wednesday afternoon. the central bank is widely expected to leave rates unchanged, but possibly leave the door open for another hike in november, depending on how inflation data and jobs shake out. the markets are coming off a mostly negative week with the s&p 500 and nasdaq posting

weekly losses. tiktok plans to offer black friday discounts in a campaign kicking off next month. the app aims to lure shoppers to its online marketplace, the first shot in a price war with amazon and walmart. tiktok shop launched in the u.s. this past week, with hopes to sell $20 billion in merchandise globally this year. it is offering to subsidize discounts as much as 50% to entice sellers to take part. legendary film director john waters is receiving a star today along the hollywood walk of fame. he's been writing and directing films for decades now, but he's best known for his work on "pink flamingos" and "hairspray." his star will be dedicated in the motion picture category. the ceremony starts at 11:30 this morning. congratulations to him. trending this morning, an airtight set of rules from one airbnb host. >> this goes a tad bit beyond

today. meteorologist kari hall is here with the forecast for us. >> it looks great today. even as we're seeing the sun rising over the hills in the south bay, we have some very colorful hues now that the sky is clearing out. we head over to dublin and we are seeing mainly a clear view here as well. our temperatures are in the upper 50s and low 60s. let's look at our planner for today. in the tri-valley we'll see a partly cloudy morning and then mostly sunny by 11:00. it clears out, temperatures remain very mild for this time of year, reaching into the mid-70s during the middle of the day. for the south bay, it will be in the upper 70s and low 80s. morgan hill reaching 84 degrees and upper 70s for milpitas this afternoon. we'll see mid-70s for oakland, martinez reaching 80 degrees, and some upper 70s and low 80s while in san mateo expect a high of 77. daly city reaching 64. for parts of the san francisco area into the mission district, it will be in the upper 60s and low 70s.

we're also seeing about the same as yesterday's temperatures for much of the north bay, with clear lake headed for 82 and napa reaching 77 degrees. looking at what to expect throughout the week, we're not seeing much in the way of any rain chances, except for the sierra where there will be daily a chance of showers and thunderstorms. and then as we approach next week, there may be some rain moving a little bit closer, but this is as we get deeper into fall, we officially welcome it in on friday. we're in the last few days of summer and it's going to actually start to feel like we're approaching fall. temperatures coming down, upper 70s and low 80s. we will have our first day of fall on saturday, of course, when temperatures start to warm up just a bit. by sunday, we're in the mid-80s inland, san francisco will see temperatures in the upper 60s and low 70s. overall, a really nice week ahead. mike, you're saying it's a tough drive for some of those routes heading out today. >> especially throughout the east bay, we've been seeing a

number of trouble spots. we have one across the bay from the east bay. i've been watching very closely on the inline. things are moving a little better. disabled vehicle reported somewhere around the treasure island exit for the westbound commute. things are moving better, but that may be because they backed up the toll plaza and because of metering lights slowing down. i don't see it rippling back to the berkeley curve, so i'm going to see if the tow truck did arrive for the vehicle that ran out of gas. we have a lot of slowing for highway 4. the crash at san marcos, they were waiting for a larger tow truck. speeds are recovering at san marcos, but still jammed up and down into buchanan i see traffic toward kirker pass road. 45 minutes from highway 4, 680 toward walnut creek. the kirker pass is still better. 680 southbound, we have a crash located around the sunol exit. back to you. >> thanks, mike. 6:20. next on "today in the bay," nbc bay area responds.

let's head over to danville, where we are seeing a few more clouds coming in and it's going to be partly cloudy through about 10:00, and then sunshine the rest of the day, as our temperatures slowly warm up and head for the upper 70s in much of the east bay. we'll see some low 80s in martinez and upper 70s for the north bay, san francisco reaching 71. look at that backup, mike. >> we're looking at this right here, the hov lanes. they are also backed up, which means the entire expanse of lanes past the toll plaza is jammed. there was an earlier disabled vehicle that ran out of gas at treasure island. i believe they slammed down on the metering lights, slowing everybody, including the hov lanes. this will smart to move better. it's starting to move better over the last few. the big backup is from the toll plaza to mid span. it's recovering. another big backup, highway 4, the crash in the middle of the roadway near san marco. buchanan is really building up as folks cut down to kirker pass

road. back to you. 6:31 right now. we are covering breaking news in southern california, where authorities have detained a man in connection with the deadly ambush of an l.a. county deputy. >> multiple sources are confirming this to our nbc 4 i-team in los angeles. the shooting happened saturday night, killing 30-year-old deputy ryan. the l.a. county sheriff called that car a vehicle of interest. the i-team has learned the learn who called in the tip recognized the car shown in the flier. the person believes they had been in a road rage incident with the same car and driver last week. the deputy who died there was found saturday night in his patrol car near palmdale sheriff's station. last night mourners gathered outside of the station for a

to anything iranian people need. republicans have slammed president biden for what they're calling a ransom payment. it's not clear when the prisoners will touch down on american soil. 6:33 right now. also developing in oakland, new steps being taken perhaps as soon as today to try to lock down a new permanent police chief. the drawn-out process that led to a recent war of words among the mayor and commissioners. >> bob, this follows another violent weekend in oakland. >> reporter: unfortunately, you're correct. good morning. after a mother was shot and killed by a stray bullet over the weekend in oakland. tonight the oakland police commission will hold a special meeting and they're expected to give the public an update on the timeline for the search for a permanent police chief. as you'll recall, oakland has had eight police chiefs over the last 14 years and has not had a permanent chief in seven months, this is after mayor sheng thao

fired the former chief, leronne armstrong, who was found by an independent panel to have mishandled police misconduct. the mayor says the commission is not doing its job in finding a permanent replacement and she has threatened to declare a state of emergency as she doesn't have a list of possible replacements by the end of the year. the commission blames the mayor for keeping this process in limbo. final candidates are set to be selected by the week of october 9th. on friday night, with regards to that mother, on 38th avenue near macarthur boulevard in oakland, this mother inside her home was struck by a stray bullet. paramedics rushed her to the hospital, where, sadly, she died. the city council member who represents the laurel district where the shooting happened said the woman was a mother of two young children. the council member says she's worried about the lasting effect of oakland's spike in violent crime. >> i'm absolutely horrified, right now we're experiencing

crime in every part of oakland and people are feeling unsafe, going out and about, being on the streets, and what happened on friday night makes me fear that people are going to fear being in their own home. >> reporter: at least 89 people have been killed in oakland this year, putting the city on pace to exceed the 113 homicides from last year. later this morning, incidentally, the oakland naacp will hold a news conference regarding what they say was the city's botched application for millions of dollars in grant funds from the state that would have helped fight organized retail crime, as we reported on friday. the city missed the deadline to apply and the city administrator blames one of its departments for failing to submit that application. reporting live, bob redell, "today in the bay." >> bob, thank you. 6:36 right now. barriers installed in san francisco's mission neighborhood to deter sex workers has

actually not fixed the problem, it's only moved the issue to another area. that's what neighbors on nearby shotwell street say. residents two blocks east of capp street say ever since barriers were installed on capp street, they're seeing a spike in sex workers. they shared video showing activity between 9:00 p.m. and 6:00 a.m. some say it gets aggressive at times. >> which doesn't let us sleep, which doesn't let us step out of home after sunset, which our friends, our family doesn't feel comfortable visiting us in the evening. >> some are asking for the same type of collapsable barriers now in place on capp street. in a recent email to neighbors, police shared the city is actively trying to reduce the number of cars on the street at night and may consider the change. moving you forward on capitola's recovery from the winter storms, we want to give you a live look this morning at the wharf near santa cruz, which has been closed ever since

sustaining severe damage back in january. this week, the rebuild is set to begin. crews are planning to install new decking and railing just to make the wharf more resilient against future storms. the work is expected to wrap up sometime next year. and cleanup is now under way in new england from the large storms that rolled through over the weekend. at one point lee was a hurricane, but not at the time it reached parts of maine, with force. one person, sadly, died in the weather-related incident, a traffic accident. the brunt of the storm hit western nova scotia before moving into the atlantic last night. meteorologist kari hall is here this morning. i know you're already tracking another storm brewing in the atlantic. >> yeah, we are now past the peak of hurricane season, but we are still seeing one storm after the next developing in the atlantic basin and we do have another one. this is hurricane nigel that we can see out over the open water. we are expecting this to

continue to make its way across the atlantic as a category 1 hurricane, with wind speeds now at 80 miles per hour. this is expected to possibly become a major hurricane, but notice that the track of this storm keeps it out over the open atlantic. this is what we like to call a fish storm. the good news is it is not going to have a major impact on any land areas. and then as we get a look at the hurricane season, all of the names that we've been through so far, once again, we are now at the peak of hurricane season. we've made it all the way to the letter n, and there's a new more names left, which will most likely be exhausted if we continue to see this kind of activity that we've seen throughout the year. then as we bring it back home, take a look at our high temperatures for today, it looks really nice out there. quiet weather, we're starting out with a few clouds in some spots. it will be clearing out today with temperatures about normal for this time of year. mike, you're looking at a longer delay in the tri-valley.

>> we're also predicting this for a while because the tow truck can't get here, south 680, around the sunol exit. it's not going to get there possibly until 7:30, as far as one of the truck agencies are reporting. the other agencies don't have a medium sized tow truck to clear the vehicle. we've had this big backup since about 5:30. we have foothill road jammed up as well. the good news, 84, folks coming out of livermore and altamont pass can take this avenue just past the crash, but folks to the west of there will have to go dublin grade. there's a new crash at 238 and 14th that's backing up things a little farther into castro valley. back to you. 6:40 right now. motor city in the midst of a historic strike. some wonder if the white house may get involved. we'll update negotiations with the big three automakers. plus republicans reach an

a look at our morning trend. we're starting out cloudy and in the low 60s. it's going to stay in the 60s, even as the sky clears, with another really nice day ahead. it will be very much like yesterday and we don't see too many changes throughout the week. we'll talk about that and what's ahead for the weekend coming up in a few minutes. we start with good news at the bay bridge toll plaza. the hov lanes are really cleared up, so the span, the metering lights moving better now. the big backups continue for highway 4, the crash in pittsburg still blocks those lanes. very slow going there, as well as 680 through sunol. continuing coverage this morning of the auto workers strike against the big three automakers. striking workers heading back to the picket lines this morning, and there's still no deal. but they are negotiating. right now the strike primarily impacts three plants, one for each gm, ford and stellantis. this is the owners of jeep,

dodge and chrysler. it also involves about 10% of american unionized auto workers. the white house is expressing support for the unions, but so far remains on the sidelines. and new this morning, hunter biden is suing the internal revenue service. president biden's son claims that agents have been sharing his private tax information. it comes in the wake of the indictments filed against him by a special counsel in connection with a gun he purchased in 2018. now, three charges include making false statements on a federal firearms form and illegal possession of a firearm. this is the first time the justice department has charged a son or daughter of a sitting president. this morning, the clock is ticking for congress to reach a deal to avoid a government shutdown. lawmakers have until september 30th to come up with a plan. >> "today in the bay"'s brie jackson is live in washington this morning. republicans spent the weekend trying to hammer out differences within the party.

>> reporter: that's right. so house republicans reached a tentative agreement among themselves that would keep the government funded through october 31st. it includes spending cuts and conservative border security measures. house republicans working around the clock to address internal bickering and avert a looming government shutdown. >> i feel we've made some good progress. >> i'm optimistic we will continue to move the appropriations process forward, and that includes the dod appropriations bill. >> reporter: critical factions of the house gop reached a tentative deal sunday. it paves the way to pass a defense spending bill, which republicans held up last week, and provides a short-term solution for government funding, keeping military and va funding at current levels, while cutting other domestic spending by 8%. there's no mention of more money for ukraine, which is something president biden is pushing for. >> the house certainly, and certainly the republican caucus overwhelmingly supports aid for ukraine.

there will be issues over what the administration has asked for and what congress ultimately gives. >> reporter: it includes hard line republican border measures, which democrats are unlikely to support. >> we have a vision to put people over politics. that's what we should be doing. >> reporter: even some republicans say a shutdown is imminent. >> i've talked to some federal employees that don't really mind it because they're going to get a vacation, they're going to get time off and then backpay. they're not glum grumbling about a government shutdown. >> reporter: the gop faces an uphill battle just days before government funding runs out. the measure is likely to hit a roadblock in the democrat-controlled senate. marcus, laura? >> brie, thank you. summer is almost over, but here is a good thing for us. whale watching season is almost

upon us now. yep, it's a pretty exciting time. in fact, one of the busiest places in recent years has been through the heart of monterey bay. >> those watchers have recently seen killer whales, humpback whales out there. the whales can be seen year around, but right now anchovies have moved into the coast and monterey bay, so the whales are following the fish. you can imagine it is a feeding frenzy. dolphins are also plentiful out there. we don't usually see the dolphins out there. this is high up on the coast. but warm waters from el nino and all of that is changing the rules. one day watchers saw a pod of almost 1,000 dolphins out there. if you want to catch a glimpse, all you have to do is take a road trip. >> you don't have to travel far to south america, africa, alaska, hawaii, to see whales.

east san jose. we'll see upper 70s for hayward, fremont reaching 78 degrees, and 80 today in walnut creek. in daly city, we're back up to 64 degrees and 76 in redwood city. in san francisco, mostly 60s, but the mission district should make it up to about 71 today. for the north bay, reaching 84 in ukiah, and in santa rosa, 79 degrees. it looks really nice. make some plans to get outside. we're not seeing many changes here. a heads-up if you will be going to the sierra, daily showers and thunderstorms developing. things can quiet down for the weekend, so it's looking dry. but then we'll turn our attention farther to the north to see if we get some rain in here early next week. let's get a look at morgan hill, what to expect over the next ten days. our temperatures will be in the low 80s for today and tomorrow, but then look at wednesday and thursday, breezy winds and highs in the mid-70s. then it does warm up a little more for the weekend. of course as we finally flip the

calendar to fall, it's going to start to warm up and feel more like summer. but it is going to be a nice week ahead. mike, you have a very busy monday commute. >> it was a great forecast, not a great day on the roads. highway 4 jammed still. we still have that vehicle blocking in the lanes here, highway 4 is open, but we have lanes blocked by the crash at san marcos. the backup continues. folks are taking buchanan toward kirker pass road, railroad as well. the cut-through, this roadway, over 45 minutes, with slowing at 242. the cut-through is still about a half an hour. you're okay on kirker pass road. slowing at the richmond bridge. 680, looks like speeds are improving. they might have moved this crash at sunol boulevard, but that's got traffic heading over, where traffic is slowed down at the castro valley y off of the dublin grade. it is 6:52 right now. happening now, state senators

start out the day. as we go into the afternoon, very comfortable with upper 70s and that continues throughout the week. these are the last days of summer. we welcome in fall this weekend and we'll see temperatures in san francisco reaching each day near 70 degrees. we have two key spots that are really having a tough morning, continuing for south 680, there has been no clearing for these lanes. the tow truck has been reassigned. they tried to get the larger tow truck and it's jammed up 680, as well as foothill and to sunol road. highway 4, a tough crash at san marcos. the tow truck is stuck and the backup continues into pittsburg. south 242 and south 680 are jammed up getting toward walnut creek. that's a slow drive for both east bay spots. and of course we have the richmond bridge with the jam. we know the "today" show starts now. did you know "today in the bay" actually continues live on roku,
