a very good morning to you. thank you for starting your day with us. 5:00 right now. i am laura garcia. >> i am marcus washington. we are going to get a look at the weather conditions in a moment, but first let's begin with the breaking news. >> kris sanchez is live at the scene. i understand the scene is clear now? >> reporter: we're down here on the feeder part, because it's not safe to be on that part of the freeway and that may be part of the problem, part of the reason that accident happened. it happened just after 10:00 last night. the person did die here at the scene on highway 92 near the delaware street exit around 10:00 last night. according to a chp lieutenant, the officer was driving eastbound on highway 92 when the person ran out in front of the patrol car and was hit and killed. the patrol car was a marked

patrol car and this is part of highway 92 where the lieutenant says pedestrians are not supposed to be on the roadway. the coroner took the victim from the scene and that person did die at the scene. the accident is under investigation by the highway patrol. and there will be investigators that have more in-depth training in accident reconstruction so they can answers what happened here. it's not clear where the pedestrian was on the roadway. we are waiting to hear back. when the chp gets back with us, we will let you know. kris sanchez, today in the bay. >> we will continue to follow the breaking news story on air and online. for breaking updates, go to

problems, and some of the particulate matter still unhealthy for the sensitive groups range for san josé, san francisco as well as livermore. we are getting another plume of smoke coming down from fires burning in northern california. it's getting mixed in with the marine layer. as we go through the day, that will move inland as we get that westerly wind, and conditions will get worse as we go through the afternoon. we talk about the particulate matter and the smoke, and it's smaller than a piece of hair. when you inhale that, it could be very bad for your health. we take a look at how small that particulate matter is, basically it's a measure of how many particles per sample they get, and that gives us an idea of how dangerous that is and how much

smoke is in the air. it's registering unhealthy in san francisco. that's where ginger conejero saab is. >> reporter: it's still dark out and still difficult to see that smoky haze that has been blanketing san francisco and other parts of the bay area these past couple days, but it was particularly visible yesterday in san francisco as i saw and observed myself. people across the bay area, including here in san francisco, trying to deal with the specs of the unhealthy air-conditions you were just breaking down for us. a doctor from an east bay you are urgent care says they are seeing a lot of people. in some parts of the bay area, like san ramon, which is

registering some of the highest levels of unhealthy air quality, in contra costa county, people have gone back to masking up. >> sometimes, dry eyes, nasal congestion, water and itchy eyes. >> reporter: air filters are also in high demand at hardware stores. a manager at one east bay location says sales are up 40% in the last two weeks. smoke will continue to blanket the bay area in the coming day or two. people with underlying conditions are advised, as kari mentioned, to avoid outside, and if you are not feeling well it's best to see a doctor to err on the side of caution.

the superintendent that came out against the resolution, declaring only the u.s. and state flag be flown on school property. many parents were there not only to support the superintendent but to question the legality of the last-minute meeting. >> this meeting today looks rushed and closed is another way of stopping sunol residents from participating. >> out of the three sitting trustees, only the two that voted in favor of the ban took part in the meeting, and the defending trustee was not available for the meeting or for comment afterwards. and after the meeting, the two trustees chose not to make a decision on the superintendent but instead to seek legal counsel. starting november 1st in contra costa and sonoma counties masks will be required for health care personnel and hospitals and other patient-care

warning continues until 5:00 this evening. for the areas shaded in red, we could have winds gusting 45 to 35 miles per hour and low humidity. watching out for that as well as a chance of rain in our forecast. more on that coming up in a few minutes. over here in dublin, a smooth drive out of the altamont pass. highway 4 westbound saw a lot of slowing. caltrans, they have the grid and it's got all crews just cleared from the area. we will check on the speed sensors to see if the slowing continues, coming up. we got word this week jack dorsey is going to return to square. instacart went public this week, and for two days the stock went up. wednesday, a lot of money came off the table. instacart now down close to its ipo price of $30. the federal open markets

committee did not raise interest rates at the conclusion of its two-day meeting yesterday. they seem to be getting that soft landing they were looking for, but there are three big threats to our economy. a government shutdown that is all but certain, and the return of student loan payments and the auto workers strike. and the fed wants everybody to know he's not taking sides. >> you know, the thing about it is, it's so uncertain -- the economic affects, it could affect the economic output and inflation, and that will depend on how broad and how long it is sustained for. >> imagine you are a striking auto worker and you are not making a salary, and your husband or wife works for the federal government and they don't get a salary, and then the federal workers will get back pay, but for the moment no money

coming in, or very little, and they both have student loans and that bill starts back up at the same time. well, no surprise, nearly half of all americans in their 20s still live with their parents, highest number since the '40s. the top reasons, economic. young adults are trying to save money. the inability to afford their own place. and in other cases, helping out their parents physically or financially. i was wondering why it was the highest since the '40s, and it was women that used to live with their parents until they got married, and we are back to the percentage where many live with their parents. >> and if they live in the bay area, it's hard to move back to this area where they grew up because it's so expensive. >> it's so expensive.

at that moment, it would be, like, i'm done. >> as they all come closer, it's like me standing next to you -- >> yeah, anybody standing next to him. >> it's intimidating -- >> i want to hug you, mike. come here! >> they better win that game tomorrow -- >> tonight! >> oh, wow, okay. well, we're almost to the weekend so let's talk about the weather and what we are going to see as we are still dealing with all of this unhealthy air quality as we take a live look outside in oakland. at times we may see low clouds but overall it's the hazy sunshine we will see throughout much of the day. temperatures in the low 60s to start, and upper 70s for a high. overall, a very nice and mild day. yes, we have been talking a lot about the smoke and the computer models are bringing in more of the smoke coming in from northern california. it's going to keep it right off the coast into the early afternoon. but then when the sea breeze picks up, it's going to get

really unhealthy once again as we go into the afternoon as the smoke moves inland and it's going to hover over much of the bay area and really settle in the valleys into early tomorrow morning. our temperatures are headed for the upper 70s. we are looking at a high of 77 in san josé. 79 in livermore. also 79 in martinez. some of these numbers that we are seeing for the last full day of summer is a lot cooler than we typically see. tomorrow we begin fall, late tomorrow evening, but we are still looking at about the same temperatures with san mateo reaching 73 degrees. 73 as well in napa. and in the low 80s for fairfield and concord. saturday, air quality looks to improve and it will be really nice. san francisco reach into the mid-60s as you make your way to the east bay, it will be in the upper 70s. looking ahead to next week, we are getting for a chance of rain. this starts late monday night

into tuesday where we could see an atmospheric river to the north and it will send a little surge of rain into the bay area, and that will weaken, and we could see measurable rain in parts of the bay area late monday night into early tuesday morning. once again, it's going to be much better this weekend in terms of the smoke and air quality conditions. temperatures reach into the low 80s for the warmest spots inland, but a lot of 70s across the bay area. san francisco will have the upper 60s in the forecast over the next few days, and then we will be turning our attention to our rain chances next week. mike, are things better for highway 4. >> the caltrans report did indicate that all lanes were cleared. up until a couple seconds ago, we had red. now it's back to orange. speeds are improving for the entire stretch out of pittsburg and into concord.

closer look on that, but for more on how the forecast is stacking up across the bay area, we will go to kari hall. >> we are smelling the smoke, and the air quality will be a major concern. in san josé, as you head out it's in the upper 50s. it's 52 in napa to get the day started. let's get a look at gilroy, 8:00, 57 degrees and a few clouds here and there and watching patches of fog here and there in some of the valleys. we are seeing that. it will clear out. take a look at how mild it will be in the afternoon with highs there in the lower 70s. for kickoff, it will be in the mid-70s. it will be beautiful and comfortable with a breezy wind. some of the gusts picking up to 18 miles per hour. at 9:00 we are seeing temperatures settle into the mid-60s. still clear but looking a little hazy. back to you. >> thanks, kari. that air quality is adding an unexpected twist for the

49ers game at levi. >> bob redell is live. the team is really concerned about tonight's conditions? >> reporter: the 49ers are not officially commenting about the bad air, which by the way, i did just take a deep breath and could smell a hint of smoke, but the policy from the nfl that states an air quality that consistent measures over 200 in the immediate vicinity of the stadium signifies very unhealthy conditions in which vigorous exercise is not recommended. this is levi stadium, and you can see the smoke under the lights. the air quality index here at levi is currently the 161, and

healthy air, for perspective, is under 50. as you mentioned, it's the 49ers' home opener against the giants, and the 49ers are 2-0 after road wins at pittsburgh and l.a., and preparing for another game just five days later is a challenge for players, physically and mentally. >> it's different. the preparation is more intense for both teams. you don't get, you know, four or five days of preparation to, you know, lengthen everything out, you have two days to put it altogether and roll. >> this is the first of five scheduled primetime games for the niners. kickoff tonight at 5:15. reporting live outside levi stadium, bob redell. and make sure you join carlos, rod brooks and dante for

the 49ers pregame live coverage today at 4:00 on nbc sports bay area. in san francisco, more neighborhoods are taking their own initiative in installing planters to discourage the gathering of homeless. the latest example is people living north of the pandemic. they recently raised $15,000 to line their sidewalks with planter boxes. frustrated residents say the torching of a car led them to this point, and they say the city is falling short of preventing a surge in homeless aggression and crime. homeless advocates argue for more permanent solutions. >> a new group of people have come in and they are very -- just lawless, for lack of a better description. >> we need to make sure their needs are being addressed, and we are humanizing them and not just, you know, valuing planters

and plants more than, like, human lives. >> across the city other neighborhoods are taking similar measures, and just last week a walgreens installed planters to try and deter loitering. for the first time in weeks there's nearing an agreement. >> certainly you guys are waiting for something out of this, and we are in the hollywood area is waiting for something like this, and a joint statement came out between the writers guild and the producers said they will meet again today, and it's causing quite a bit of optimism.

the weather looking like because a lot of people want to go? >> yeah, it's going to be a nice weekend. you need a jacket as temperatures reach into the mid-60s on saturday, and then sunday will have highs in the upper 60s. we should see improved air quality. also, there will be the summer's end music festival in the half moon bay downtown area. highs there will reach in the mid-60s, and partly cloudy skies throughout the day. it looks to be comfortable and a light jacket may keep you more comfortable, even in the afternoon. if your weekend plans take you to the coastline, look at santa cruz where our high temperature tomorrow will reach 66 degrees, and then a mix of sun and clouds. looking at yosmite national park, a lot of the national parks will have free admission, and that includes muir woods as well. and yosmite will be near the 60s

with sunshine. we're looking over here, let's look at highway 37, and that's typical. east shore freeway shows slowing in towards richmond and berkeley. the toll plaza and across the section shows more slowing than we typically see at 5:39. and there was a crew that did not clear until later, after 5:00, and that caused a big backup forming out of pittsburg. that's the delay that might have more folks shifting over to the pass, and we have not seen a change in the drive times. and then a little build right there, you can see the sensors that are yellow at the dublin interchange. this evening, talking about levi stadium, consider mass transit

the time is 5:42. let's head over to pittsburg. we are still under a microclimate weather alert as we deal with unhealthy air quality. temperatures feel nice but you still need to limit your time outside. here we are going from 60 to about 80 for the afternoon. we will get a look at the range in temperatures and what to expect for the weekend, coming up. the metering lights were activated five minutes ago. we have a bit of a visible build here. as you know from this camera to the metering lights are filled in now, and hov lanes are your best advantage, but still a smooth drive to the approach. and then a latin star canceling his tour in tijuana after threats were made against the popular artist. three threatening messages showed up in different parts of

baja, california, later this month, and each directed at the musician. the threats could be connected to organized crime and threatened violence if he performs in the tijuana concert. it's not clear if the tickets will be refunded. he's making the tour, thanking american lawmakers and military leaders for their help in ukraine, and asking for more weapons. zelenskyy would like to use our missile systems, a system we are actually phasing out but would still be deadly on the battlefield. ukraine already has the vehicles. general charles brown has been approved by the senate as the next chairman of the joint chiefs of staff replacing general mark milley.

video here of trump making brown the head of the air force. and tuberville is blocking thousands of promotions. everybody in the picture in the senate in business attire. yesterday was the first day of the new senate dress code put in place by democrats in which pennsylvania senator, john fetterman, a democrat, up there on the top there in black did not wear a suit to be on the floor. he presided over the senate wearing shorts and tennis shoes. we do not have a close-up of that. speaker of the house, kevin mccarthy, has not come up with a plan that satisfies the right

wing of his party. if he does come up with a plan and is able to pass it, the democratic senate will likely not agree. as we were saying earlier this week, at this point it's just who is going to get the blame. right now the ball is in the republican's court. if they continue to avoid votes on funding the government while at the same time sticking to the schedule next week for impeachment hearings, that will be bad optics. yesterday we got a preview of that as republicans accused attorney general, merrick garland, of telling special prosecutors to go easy to hunter biden and hard on president trump. there's no evidence of either. and then happening tonight teams will spray for west nile.

a third area covers the section of interstate 580 aside koehler canyon road. the spraying will happen sometime in the late night hours and the county is asking everybody to stay indoors while it's going on, and also close your windows. this month we continue to celebrate our hispanic heritage, and that sometimes means celebrating history in the making. today that story is being written in gilroy with the help of two coaches. >> that's right. the two coaches are reviving the soccer program at a jc, and kris sanchez had a moment to speak with them and their team on how they are moving students forward in the classroom and on the soccer pitch. >> i mean, i came on to the team not having as much skill as a lot of college-level girls.

>> lucy, a freshman, is making history on the soccer pitch. >> i went to the first practice and had so much fun. >> reporter: they are teammates of the first soccer team in 18 years. while there are more established programs in the bay area, for lucy, who lost two years of play in the pandemic, it was a natural fit. >> i came to the school where they were having a new program, and there was not a lot of girls and it gave me time to build up my skill level to compete against other colleges and work with a team that was as new as i was. >> the men here are hoping to make history of their own for their first season in five years, and they are starting strong with six wins in a row, and their goal is making the playoffs despite what other teams might think. >> we like being the underdogs. it puts us in a situation where we could really shut them up.

>> for the women, the goal is different. >> the big difference for us is having a team and to continue to play and making progress each and every single game. >> as much as the coaches want to make history on the soccer pitch, but they are looking at those in the first generation. >> i want to help my first gen students. >> that's a coach. their next game will be today at the college of marin. of course, we wish them the best. >> with a record of 6-1, they are good. >> yeah, and it has been tough with the athletes being outside. a lot of games canceled. >> yeah, working out in the gym or staying indoors as much as possible. we are dealing with plumes of

smoke coming in, and it's going to be unhealthy for children, the elderly, and anybody with breathing conditions. just try to get and out of the outdoors as quickly as possible. things should improve tomorrow into saturday, and that's when we will get breezy winds picking up. in fremont, you're in the upper 50s. we have had nice weather and unfortunately we have not been able to enjoy it very much. today as we go through the morning here in fremont, we will be in the upper 60s at noon and reaching up to 77 degrees. in oakland, look for a high of 73, and we are still watching out for the gusty winds picking up, especially in the upper elevations in parts of the north bay until this evening where the high fire danger will continue. we do see that high fire danger despite having cooler than normal temperatures. we will see that continue into the day tomorrow with san mateo

headed for 73 degrees, and we will see upper 60s in san francisco. this weather also carries into saturday. then as we go into the weekend, as we look ahead to see when we could see rain in here, yes, there's rain in the forecast, as it especially moves through the pacific northwest. then it approaches northern california. i am hoping this helps out with the complex of fires that has been sending smoke into the bay area. hopefully we will see that. also, that quick chance of rain between late monday night into early tuesday, and then we could see more rain behind that for areas further to the north. so we're looking at some of the models that are putting down rainfall estimates for parts of the north bay, up to about half to three quarters of an inch of rain for those areas in yellow and red, and then for the areas in blue. that's mostly about a quarter to half inch of rain. that's a pretty good amount. that starts late monday night into tuesday. in the meantime, this weekend, we are going to welcome in fall.

it officially begins for the bay area on friday night, but for much of the rest of the country it's not going to be until saturday. we will have our first full day of fall on saturday with highs in the low 80s. for san francisco, expect temperatures to continue to reach into the mid to upper 60s. mike, you have a reason for the westbound slowdown? >> yeah, you see slowing on highway 4, more than you are used to, and we had an early kickoff to the slower drive as the crew took longer to clear this morning. the build started and then once it starts it keeps feeding off of antioch. the yellow service might be an option today on bart. and a disabled vehicle was cleared from the span that was causing the backup from the toll plaza to the mid span, and there will be a recovery you will see over the next few.

welcome back. you're watching "today in the bay." in our climate in crisis, have you seen your homeowners insurance premium rise over the past two years? that's if you can even find coverage at all. well, climate change is making it more expensive to live in california and putting home ownership out of reach for many. insurance companies are now pulling out of high-risk areas and where wildfires and storm risks are high. take a look at the map that shows the areas where 1st street foundation show the insurance premiums could skyrocket to match the risks imposed by climate change, and those are the areas highlighted in orange.

involving a chp patrol car. we are live with details on the victim and what happened in the seconds leading up to the crash. plus, more unhealthy air this morning as smoky skies blanket the bay area. the crucial advice about the potential impact to your health. this is "today in the bay." good thursday morning to you. thanks for joining us. i am laura garcia. i am marcus washington. we want to get to kari's forecast in a moment, but first let's start with breaking news this morning. this is where we want to start where san mateo, the chp patrol? >> yeah, that's right. san mateo police -- the sheriff's department was continuing to do the investigation after a pedestrian was hit by a cruiser. let's check in with today in the bay's kris sanchez this morning, and she's live at the scene with more of what is going on.

kris? >> reporter: hi, there, marcus and laura. we are off highway 92, and the patrol car from the chp that hit the pedestrian was up on the elevated part of the freeway, and we are down here because war not allowed to be on the freeway as a pedestrian. this happened about 10:00 last night, a chp officer in a marked cruiser was on highway 92 eastbound as they were heading towards the delaware street area. it was then that a pedestrian allegedly jumped in front of the car. it was about 10:00 last night. that pedestrian did die here at the scene, and the coroner has taken that person away to work on notifying the next of kin. again, that patrol car was a marked vehicle. this is part of highway 92 where there is no pedestrian access. the san mateo county coroner took the victim away. they died here at the scene. the incident is under
