>> reporter: hi, there, marcus and laura. we are off highway 92, and the patrol car from the chp that hit the pedestrian was up on the elevated part of the freeway, and we are down here because war not allowed to be on the freeway as a pedestrian. this happened about 10:00 last night, a chp officer in a marked cruiser was on highway 92 eastbound as they were heading towards the delaware street area. it was then that a pedestrian allegedly jumped in front of the car. it was about 10:00 last night. that pedestrian did die here at the scene, and the coroner has taken that person away to work on notifying the next of kin. again, that patrol car was a marked vehicle. this is part of highway 92 where there is no pedestrian access. the san mateo county coroner took the victim away. they died here at the scene. the incident is under

of power shutoffs. >> and ginger conejero saab is hearing from experts on potential health concerns from the smoke, but we want to start with meteorologist, kari hall, because she has been monitoring the lingering smoke and it's triggering a spare the air alert. >> yeah, and they are measuring the air. in the bay area, we are seeing some of the same numbers and it's settling into the valleys, and tri-valley seeing more of the particulate matter. unfortunately, looks like things could get a little worse before it gets better. we will see the smoke coming from northern california off the coast, and then when we talk

about the measure of particulate matter. the smoke particles are very small, smaller than a piece of human hair. they go out and take a sample, and those are the numbers you see as we get a look at how unhealthy this is to bring that into your lungs. this air is also registering unhealthy in san francisco, where ginger conejero saab is live. ginger, how are the conditions in the city feeling out there this morning? >> reporter: good morning, kari. it's still a bit dark out so it is not as visible as it is later in the day to see that smoky haze has blanketed parts of the bay area, including san francisco. i did just look up the air quality index in the city. it's listed at 86 and it's in the yellow. it's also listed as moderate, which seems to be a bit of an improvement from yesterday, which was the air quality index was over 100 yesterday.

people in san francisco still trying to deal with the affects of the unhealthy air quality. a doctor at an east bay urgent care clinic said they are seeing an uptick in more appointments because of the wildfire smoke being pushed into the bay area by fires up north. in some parts of the bay area, like san ramon, which is registering some of the highest levels of unhealthy air quality, people have gone back to masking up. >> dry eyes, nasal congestion, or water, itchy eyes. >> reporter: because of that, air filters are also in high demand at hardware stores. a manager at one east bay location says sales for air filters are up 40% in the past two weeks. the wildfire smoke will continue to blanket the bay area today, as you mentioned, kari, and into

tomorrow. people with underlying conditions are advised to avoid outdoor time if possible. if you are not feeling well, it's best to see a doctor to err on the side of caution. and this coincides with asthma peak week, which is the time where people with asthma-related issues are ending up in the hospital. so it's important that you keep an eye out for those symptoms. and other recommendations people are making to avoid outdoor areas, sensitive groups should wear a mask outdoor or have an air purifier if possible, and close your windows to avoid getting the dirty air indoors, and those mindful of their condition, maybe exercise

of heart condition should limit time outside. we should start to see things improving by tomorrow afternoon into saturday, but, of course, that is too late for tonight's game. as we take a look at our temperatures, we are headed for the mid-70s at the time of kickoff for the game. the wind at about 15 to 20 miles per hour at times, and some of those gusts may be a little refreshing but may also carry some of the smoke in. i am sure they will be talking a lot about that as well as the very nice comfortable temperatures as we drop into the mid-60s by the end of the game. we will be watching that. mike has been watching gas prices. >> i have been watching them go up, unfortunately. mountain view, the eighth best price in the state, but it's not a great price. diamond gas mart, 4.87. and the same change in alameda county, diamond gas and mart,

4.95, and for the north bay, mill valley's best is the arco on redwood highway. 5.21 a gallon, so quite a bit higher. and what i have been seeing are higher than all these prices. highway 4 has persistently been slow since it kicked off with a late pickup. as you get over towards the richmond bridge, there was a disabled vehicle on the span and that is cleared from the chp report but the recovery on the span, now a backup getting out of richmond across 580. the traffic break at the marin exit cleared. i saw a lot of solid-packed southbound headlights coming across the robin williams tunnel, but now it's a typical drive across the golden gate bridge.

happy thursday to you. as we take a look at dublin and our day planner, we are still watching the air quality. here you are temperatures go from the low 60s to mid-70s and a breezy wind. i expect it to become a lot more smoky for the afternoon and into the evening. before things improve, we will see that happen this weekend. we will talk more about that coming up in a few minutes. i am still watching the backup. maybe a little more improvement heading to san rafael.

westbound 580, slow across the span. there could be flashing lights up further on the peninsula, and we will check that out coming up. i have breaking business news. san josé cisco is buying splunk, they will pay $157 a share, which is a huge premium, as you can see over last night's closing price. if you have stock in splk, you are buying lunch today. wednesday, a lot of money came off the table for instacart, and instacart now down close to it's ipo price at $30. and then the fed did not raise interest rates at the conclusion of the two-day meeting yesterday. they seem to be getting the soft landing they were looking for. but there's three threats to our

economy, a government shutdown that is all but certain, and the return of the student loan payments and the auto workers strike. >> you know, the thing about it is, it's so uncertain it will depend -- the economic affects, it could affect hiring and inflation, but that's going to depend on how long it is and how long it is sustained for. >> imagine you are a striking auto worker and you are not making a salary, and your husband or wife works for the federal government and it shuts down, and then both have student loans, and that bill returns next month. that will be tough on a family and tough on local businesses the family used to frequent, the restaurant on the corner or the dry-cleaners. a new harris poll conducted by

>> that would be fantastic. >> i am, like, adding stuff. oh, wait -- >> marcus. >> fly in a helicopter and land at levi, and bring the team out. >> that's the great thing about make a wish, they make it happen for these kids. i was on the board in the central valley, and it is wonderful. >> 49ers, you better win tonight. >> that's right. >> can we do it? >> yes, we can! can we have the weather? yeah! >> absolutely. we are going to monitor the air quality around the bay area for today. also watching out for this, because of the high winds and the low humidity in parts of the north bay, there's a high fire danger in the areas highlighted in red, and they are under a red flag warning. we will see once again the potential of the high fire conditions as the gusts reach 35 to 45 miles per hour.

this is for elevations above 1,000 feet with that low humidity. at the same time we have fires burning further to the north. a complex of fires sparked by lightning is still continuing to burn and the smoke is coming directly down into the bay area. we are seeing it basically concentrating in the north bay and along the coastline right now, but that will start to move back in. here we are at 3:00 this evening. we see the smoke just off the coast and around san francisco, but that's going to be moving in once again in time for kickoff this evening, so air quality may get a little worse. that's something we will continue to monitor before we see things improving tomorrow afternoon. the temperatures, so nice outside and this is the last full day of summer, and the temperatures are getting cooler. 77 in fremont and hayward. napa reaching 75. we will see temperatures in the low to mid-70s tomorrow as well. once again, the air quality

should improve with that smoke starting to clear out by tomorrow afternoon. on saturday it looks beautiful, and we are keeping the same mild weather for the first full day of fall. oakland will see a high of 71. then we look ahead to see, okay, it's fall, when will we see rain? it could be as early as late monday into tuesday. there will be the potential of an atmospheric river hitting the pacific northwest and some of that move into northern california by late monday. hopefully that will help out with the fires that are burning further to the north with showers coming in. there could be a quick round of showers on early tuesday morning before things clear out once again and then we will be watching more rain just to our north. as far as what the models show right now, the potential of the north bay getting the highest rainfall totals anywhere from half to three quarters of an inch of rainfall in parts of sonoma, and lake county. much of the rest of the bay area

could see a quarter to half inch of rain, so that's something. as we look at the forecast for the weekend, fall begins late tomorrow night. inland temperatures hit 80 degrees, and repeat that on saturday for the first full day of fall. san francisco will continue to see temperatures in the upper 60s, and watching out for that smoke today but things will improve starting late tomorrow. mike, you have been watching several issues around the bay. how is it looking now? >> we are looking at a trend that seems to be developing for contra costa county. the south bay and peninsula, they are moving nicely right now. i will take you up to highway 4 where we had the early slowdown and that was kicked off because a crew did not clear on-time there. and we are seeing a tough drive from antioch and concord. the richmond bridge in recovery mode over here. there's a minor crash, westbound

good morning. carol tells us she ordered two custom-hand rails from creative iron arts in oakland and signed a contract for $2,375 and promised installation in three weeks, and three weeks later, nothing. she called the company but nobody got back to her and she contacted us. we contacted creative iron arts and a rep a few days later told us carolyn was released from her contract. thank you. carolyn told us she was okay with that, and luckily she did not pay money up front, so a clean break. whenever you hire a contractor in the state of california the maximum amount of money they can collect up front is 10% of the cost of the job or $1,000, whichever is less. if a contract demands more than

breaking right now at 6:30, a deadly accident involving a chp cruiser leaves one person dead on a peninsula highway. ahead, new details on what happened. plus, a spare the air alert as smoky skies continue to blanket the area. will the conditions impact the 49ers home opener at levi? this is "today in the bay." 6:30 on your thursday morning. thank you for starting your day with us. i am laura garcia. >> i am marcus washington. all lanes of highway 92 are open again in san mateo. this is after a chp cruiser struck and killed somebody last night just after 10:00. chp saying an officer was driving eastbound and the unidentified victim ran across the lanes. this is near delaware street. sadly that person died at the scene. chp shutdown the lanes for a few

phone. marcus and laura? >> thanks, kari. and it looks like a nice day on tap weather-wise, despite all the smoke. and bob redell is live outside levi stadium this morning. is the team concerned about tonight's conditions? >> reporter: the 49ers have not specifically commented about the bad air quality here in the bay area, but they did refer us to the policy that talks about this. what the policy says is the air quality measurement of 200 in the immediate vicinity of the stadium signifies the air quality. but so far the air quality is below that benchmark, so in the nfl's eyes, there should be no

impact on tonight's game. this is what levi stadium looks like, and i checked with purple air and that monitors the air quality, and it's currently at 161. for perspective, you want your healthy air to be under 50. as you mentioned, tonight is the 49ers' home opener against the giants. the 49ers are 2-0, after road wins at pittsburgh and l.a. and preparing five days later for a game is challenging. >> it's different. the preparation is more intense, you know, for both teams. you don't get, you know, four or five days of preparation to, you know, lengthen everything out. you have two days to put it altogether and roll. >> this is the first of five scheduled primetime games for the 49ers kickoff at 5:15.

again today. with the writers guild strike today in the 143rd day, the negotiators will meet again today. reports from the inside is that these talks include the ceos of netflix, disney, warner brothers and nbc universal studio group. that's significant because it could mean business, although neither side publicly commented on the content of yesterday's talk. it's the first time they have spoke in over a month. and still there's apprehension because if they do not agree on a deal by the end of september, there will be no filming until 2024. let's get a look at walnut creek live for you this morning. can you still see those hazy

conditions scattered across the bay area. meteorologist, kari hall, has been monitoring that. the air quality, kari, has it gotten better in the last few days? >> still about the same. as we head into the weekend and we go out to the festivals and the things going on around the bay area, it will be better. saturday, we have at autumn moon festival happening in san francisco. it will be in the mid-60s and sunny with a few clouds on sunday. upper 60s as well. and then summer's end music festival happening in half moon bay. we should get sunshine. downtown, it's going on from noon until 7:00 p.m. and if you head to the santa cruz area, expect it to be very nice there. comfortable and definitely a light jacket needed early in the morning and late in the evening. high temperatures there will reach in the upper 60s. if you are planning to go to one of the national parks, they will be having free admission this

weekend. yosmite national park will see highs in the upper 50s there, and our mornings starting out in the mid to upper 30s. it's going to be cool those mornings. if you are going to l.a. this weekend, expect it to reach 70 degrees tomorrow with mid-70s for the rest of the weekend. mike, are you seeing more slowing heading towards the peninsula? >> yeah, westbound 92 definitely slow across the san mateo bridge. and no surprises, and some folks could use the dumbarton bridge. much clearer. and we're looking at highway 37. continued slowing there. could be a crash around muir island. recovery for the richmond bridge over towards san rafael and highway 4 had early slowing, and there's better news.

at the timeline there. we are at 3:30 in the afternoon. we do see it for the coastal areas in marin county as well as parts of san francisco and into san mateo county. then as that ocean breeze picks up, that will be drawn inland. this evening may be really smoky for parts of the bay area. it does look like it gets a little worse before it gets better for the weekend. as we head to concord and look at our trend, it's a shame it's so smoky because it feels so nice outside. take a look at what to expect here with temperatures starting out in the low 60s, and then it goes to the mid and upper 70s for the high today. we have cooler than normal temperatures around the bay. as we deal with the smoky air, this is the last full day of summer. fall begins tomorrow evening. we will see temperatures head into the first day of fall in the upper 70s and low 80s for the inland east bay.

novato reaching 77. san francisco in the upper 60s. as you take a look at the 7-day forecast at the bottom of the screen, really, there won't be too much of a change in temperatures, but you may notice the rain icons for early next week. here's what is going on. we will see an atmospheric river move into the pacific northwest, and hopefully the rain moving in on late monday will help out with those wildfires up further to the north. the reason why we are seeing smoke, the wildfires. with some of our computer models are picking up on the potential of some of the areas in red and yellow showing about half to three quarters inch of rain, and maybe higher for some of the upper elevations along the coastal ranges. much of the rest of the bay area could see about a quarter to half inch of rainfall, and that's as the system wraps up on tuesday. as we take a look at what to

expect for today. smoky conditions. highs in the upper 70s. for those inland areas, 70s. it's going to be a great weekend as the air quality improves. next week we will be watching out for that rain. mike, are you seeing more slowing for 680? >> yes, we have more traffic coming in down 680, and it's coming off the split here. off the bridge, it's fine. slowing again out of walnut creek. more slowing through richmond and the backup towards the toll plaza, standard about now. no surprises at the berkeley curve or across the bay bridge. and that the san mateo bridge, some folks darted out of the lane and into the fast lane. there's a build for 880 and 680.
