weekend looks ox out west, different story out east. that is ocean city, maryland. parts of the south and mid-atlantic are under tropical storm warnings. dylan's got the forecast. first, we do want to start at the southern border where thousands of migrants have been crossing into the border illegally. why now? officials say cooler weather after that record summer heat and rumors spread by cartels, according to the border patrol that the border is now open. we will start with tom llamas. hi, mom. good morning. >> reporter: hey, savannah. good morning to you. the town of eagle pass where we are shell shocked after that border patrol and u.s. military to get down here and help, and it is not over. early this morning, our team capturing these images you see right here. a line of migrants being escorted to be processed. they are still coming in. so the big question is why now and why so many?

this has been a growing problem. the numbers are ticking up, but from what we can gather, they heard rumors they could get in here, and even though you see the barbed wire behind me, there were large stretches of this border that went completely unguarded and that's why thousands of migrants came in. >> this morning border towns across america being pushed to the limit again. tens of thousands of migrants crossing illegally. part of a surge that started earlier this week. scenes like this, lines of migrants mostly from venezuela crossing through barbed wire and across the rio grande, forcing eagle pass texas to declare a state of emergency. >> you are allowing mothers of children in. >> migrants we spoke to said this surge was fueled by rumors that the border was open. this mother crossed with her seven and two-year-old daughters, carrying them on her

shoulder. but they're the lucky ones. a three-year-old child swept away in a swim crossing wednesday and drowning. yesterday texas officials pulling another body from the river. we know this problem had slowly been growing. why is it so bad this week? >> the facts are that the cartels control who goes where and when. they determined this week was the week it's going to happen. >> reporter: the biden administration now sending 800 military personnel to the border to help process the arrivals. >> it is a crisis. it's something that is out of control. >> reporter: in eagle pass, a town of less than 35,000 had 2,500 illegal crossings in a day. so what do you need here? >> everything. we need kids clothing, women's clothing, shampoo, hygiene items. >> reporter: she runs the only shelter in eagle pass, and it just opened this week with

little room and few resources, most of the migrants she's helping stay for a few hours before heading to big cities like new york and chicago, which now are also overwhelmed. >> we're a very small town. there is a lot of resources that are needed, not only for us, for the community, for the city, for the county. and this is a very important county. >> reporter: now, largely because of the scenes of what we saw in new york city with those shelters are overwhelmed and even though democratic leaders have gone from touting new york city as a sanctuary city to now saying there is no more room, the biden administration is now granting temporary protected status to almost half a million venezuelans that lets them work legally and support themselves in places like new york city to hopefully relieve some of that stress, but critics are saying when they do this, it's only going to encourage more migrants

to come to these cities. >> tom, thank you very much. that sets the stage or kristin welker. also, the new rule just mentioned by tom for venezuelans in this newark area allowing them to work. this will be a problem for president biden. what is his strategy going forward? >> yeah. you are absolutely right, savannah. there is no doubt this is a major challenge for president biden, those images there in tom's piece. look, he's running for re-election and already facing headwinds. here is what the administration is saying. they are saying this is part of the ebb and flow that happens with migration. but republicans see this as a powerful issue. speaker mccarthy pivoted to attacking president biden in the middle of talking about the showdown for not focusing on the border after the migrant crossings reached record levels. i talked to advocates overnight and they said, look, the white house has to reclaim the narrative here by really trying to own this issue. you're starting to see that. overnight president biden trying

paramedics took the victim to the hospital and the good news is that we know they will be okay. police are still investigating. caltrans is now in the process of stationing equipment and material for the work that will shut down northbound highway 87 starting tonight through early monday morning. all of those lanes will be closed between the 101 connecter to the south and the 280 connecter to the north. now, that work is part of a $69 million upgrade replacing the pavement, updating ramps, and improving drainage. guardrails, as well as the barriers, will also be upgraded. southbound lanes will get the same weekend closure treatment next month. it's our last day of summer, as fall is rolling in tonight. what are we looking like weather-wise? >> it's still hazy, smoky at times, and we're going to gradually see our air quality improving. as far as temperatures, it looks great, our inland areas reaching into the upper 70s as we get

seen so many migrants surge at the border all across the southern border, even in california as well. now overnight, we had a chance to speak to some migrants that were inside a shelter to ask them, why now, and why so many? they heard rumors they could get into eagle pass and the app that the biden administration had established to people could apply for asylum in a different country only worked 40% of the time. most of the people we talked to were adult men from venezuela, and the shelter operator pointed out to us and said, for the first time they've seen a wave of just men. usually they see a mix of women, men, and families, but this time it was largely venezuelan men. all of this happening under the backdrop that the biden administration changed the rules for veezuelans. they're now allowing up to or around half a million venezuelans protected status to work legally in the u.s. and support themselves. we have to also understand this is not just sort of a flash in
