fall. and what is it looking like as far as our forecast is concerned? >> we've been really keeping an eye on air quality over the last couple of days, and better news for everybody. the second half of our weekend here officially going to see improvements in that air quality. it feels like over the last couple of days i've been squinting to find that oakland skyline. we have better pictures around the bay area. even through the valleys, a bit of a chilly start in livermore at 51 degrees. raisy to start in the morning. we're not going to give that away just yet. but everybody should move into the better air quality for this afternoon. we already have a system that's dropping some rain right there where the wildfires are. that's suppressing the flames that will bring more of that wind and increasing cloud cover as we track rain chances for the start of the workweek. i'll tell you who has the best chances coming up. ginger? >> thank you very much, cinthia. police in the east way are trying to piece together a triple stabbing in a normally

quiet berkeley hills. the attack left one woman dead and two other people injured and it ended with police arresting a suspect after a high-speed chase. alyssa gourd has more. >> reporter: police have confirmed that the woman killed and the man injured have a connection to the suspect. but at this time, police are not saying how they knew each other. >> we have a neighbor reporting that they heard someone was stabbed. >> reporter: the violent scene playing out in a normally peaceful neighborhood on saturday at around 12:30 in the afternoon. police started getting calls of a stabbing and reports of a man being chased down overlook road. >> i just heard a man running down the street yelling, help, help. >> reporter: this neighbor, who didn't want to be identified, and many others, said they heard screams and cries for help during the attack. police arrived to find one woman stabbed to death. they say a man who was in a

relationship with that woman also suffered cuts to his hands. police believe the suspect chased him down the street and also stabbed another female bystander. the bystander had to be taken to the hospital for her injuries. at last check she is in stable condition. after the attack, police say the suspect took off in a stolen car, triggering a high-speed chase that ended with an arrest after he crashed a few miles from the crime scene. >> i felt sorry for the whole situation, and i found out later that a friend of mine had been killed. >> reporter: this woman tells us she was devastated to learn her neighbor and friend lost her life. she says the woman who was killed had just gotten engaged days ago. >> she was a very helping kind of person, and she was really a wonderful person. i was privileged to know her as a neighbor.

>> reporter: many in the neighborhood say they are distraught and saddened by the bizarre and brutal attack. police have not released the names of the people involved yet or a motive. aless au goard, "today in the bay." >> dozens gathered in oakland to discuss some of the town's biggest issues. the event was hosted by the mayor, and it is part of a city wide effort to engage neighbors and shape policies. among the issues discussed, homelessness, housing, and community safety. this comes as business owners and residents have called for mayor to do more to address killings, robberies and other crimes. several people told us they came out because they are worried about their city and their safety. >> it's important that we all stay involved, especially in the -- i consider it a state of emergency. i've never seen oakland this way before. people don't feel safe. i've been the victim of

violence. two years ago, our home was shot up. >> the mayor says the city is doing all it can to protect businesses and residents. she says her efforts are still ramping up. that includes adding chp officers to patrol city streets, installing new cameras, and improving the 911 dispatch center and expanding police foot patrols. information gathered will guide the state of the city coming up in october. the goal is a better drive for tens of thousands of commuters. but to get there, caltrans has shut down a key part of south bay highway. right now, crews are working to repave five miles of north bound 87 in san jose. as marianne favro tells us, this is creating some bumps. >> reporter: crews are working around the clock to rehabilitate north bound highway 87 in san jose. they are grinding up the old

asphalt and pumping it into this truck and it's being hauled off. crews removed 300 tons of old asphalt an hour. but to complete this section of the $60 million project, caltrans had to shut down this five-mile stretch of north bound highway 87 from julian street to highway 85 all weekend. and that's making it harder for customers to get to this grill on kurtner avenue. >> it's horrible. >> reporter: she says business tonight is down 50% compared to most saturdays. >> right now, we will be so busy, like running around. this is almost nothing. it would be so crazy right now if the highway was open. >> reporter: she says the closure didn't just impact customers. >> employees were late. >> reporter: she says some employees were delayed 45 minutes. employees at a local nail salon

say business was also off 50% today. caltrans recommend it is you plan to drive in the south bay tomorrow, bring your patience and plan ahead. >> i know some folks have events in downtown san jose or trying to catch a flight at the san jose airport. they still do have access to the airport. just plan ahead, use the routes, 17, u.s. 101 or i-280. >> reporter: caltrans says by doing the work in one 56-hour stretch, it will help to avoid a series of overnight shut dourns and help crews finish sooner. and north bound i-87 will reopen early monday in time for the morning commute, the project isn't over. another weekend closure is coming our way october 20th, when crews repave south bound highway 87. marianne favro, "today in the bay." we have an update now on a tragic story in vallejo.

a 2-year-old boy died on friday after being shot inside a home. it happened in a neighborhood near the i-80/780 interchange. the police department says this was an accident. the boy was left alone at home and was able to get ahold of an unsecured gun. the department says once the investigation is finished, charges could be filed for firearm negligence. governor newsom has signed three bills to strengthen protections for lbgtq californians. the first sets timelines for required lbgtq plus cultural comp pen si training by teachers and staff. he also signed a bill to establish a task force to identify lbgtq plus student needs statewide and to help implement support. now, the bill that requires petitions for a change of gender by a minor to be kept confidential. this comes a day after the

governor vetoed a bill that would require judges to consider a -- in child custody disputes. the bill, which was authored by a bay area assembly woman, was passed by state lawmakers earlier this month in a party line vote of 57-16. in his veto message, the governor wrote in part -- >> other elected officials in california and other states could use this strategy to diminish the civil rights of vulnerable communities. switching gears now. 7:09 for you, a live look at the s.a.p. center where tonight the sharks play their first preseason game. check out this time lapse video we've got. it shows crews this week

>> it's a really great question. look, it's a snapshot in time, and here's what we take from it. that the electorate is sharply divided, that's something we know. and that the electorate also has real concerns about both joe biden and former president trump. so first to the top line. in a general election matchup, and right now former president trump is the strong gop front-runner, they are tied. it's a dead heat at 46% each. so that is significant, because obviously elections are won in the electoral college, and joe biden had a little bit of a lead heading into 2020. so that's got to give democrats jitters. the other big takeaway is former president trump is solidifying his grip on the republican primary. in fact, his poll numbers have jumped way up since june, and a lot's happened since june. two more indictments, a gop primary debate. so if you are his republican challengers, that has got to

concern you. there is a second debate coming up on wednesday, so the stakes will be very high for each of the candidates to try to find a way to break through. and then the other big headline here is, again, that both of these candidates are deeply unpopular. about 14% of voters say they would give a third party candidate a look. that's notable. because if there is a third party candidate that gets into this race for the long haul, that could really peel away some of the support from joe biden. so a lot to look at and delve into in this poll. we will break it all down with steve kornacki. >> you mention a primary debate coming up. i'm curious to hear who you are watching out for and whose performance you will be keeping tabs on this week. >> that's a great question, ginger. you have to think about former u.n. ambassador nikki haley. she had a very strong showing in the first debate. she touted her foreign policy credentials.

we have seen her poll numbers jump up. she now beats joe biden by a few points. so that's significant. can she continue to build on that momentum? and governor ron desantis, his support has been dipping in our national poll. so if you're the desantis campaign, this is a chance to come out swinging. he sat back a little bit in the first debate. does he get more aggressive? and former new jersey governor chris christie, who i get to talk to today. he is not focused on the national polls, he's focused on what is happening in states like new hampshire where you have a large portion of moderate republicans that he's trying to appeal to by making an anti-trump argument. so he is someone who is very seasoned in debates. he knows how to come out swinging. so he will be watching him very closely, as well. and finally, i have to mention senator tim scott, because you had a lot of republicans who

it's called a community buyout. today's buyout in san pablo was for ricardo. gunmen robbed two vendors back in may, taking money and personal items. dozens turned out to show their support for the vendors and literally buy out their goods. the event was organized by the union of vendors and norcal racing. no word on arrests or suspect descriptions for that robbery back in may. taking a leap of faith for a good cause. check it out. there are some familiar faces. janelle wang and marcus washington rappelled down in san francisco union's square yesterday morning to raise money and awareness about brain aneurysms. this was day two of the walk over the edge fund-raiser. take a look at that. i'm a little scared for them. and friday, firefighters also lowered themselves down and

another 60 people repelled yesterday, including local leaders and survivors of an lichls and strokes -- aneurysms and strokes. the goal is to raise $100,000 for research. today is the 18th annual aneurysm walk. how about immersing yourself in creative today in old mill park. it features artists, crafters and musicians. the festival is run by volunteers, and like many art festivals, it is still struggling for money following the pandemic and soaring inflation. organizers fear they may not have enough to return next year, so they're hoping for a big turnout this weekend. why don't you help them out. the festival is in its 66th year. it means quite a lot to local artists. tickets cost $20 for adults and

$15 for seniors. everyone gets a discount if they buy their tickets online. lots to do this weekend. if you can't make it to the arts festival, don't worry, we have other events to attend today. >> good morning, ginger. let's start the day in half moon bay. today is the corn hole tournament. there are two divisions, one is called backyard, the other is competitive. so the first prizes are a yeti 3500 cooler filled with beer at shoreline station. there is a fee for teams to register, but spectating, that is all free. proceeds will help public schools on the coastside. next, it's inland to contra costa county for the largest art and wine festival in lafayette. last year, they counted over 65,000 people enjoyed the art, goods and foods from local restaurants, quality wines and

continuous music. you will be encircled with live performances just off highway 24. or maybe heading to the north bay, where you will encircle the shipyard. some may compete in the wet mile cross race. others may keep to the guided ride around there, food, beer, great vibes are also promised for riders of all levels. of course, i'll be back tomorrow morning. and the drivers and the roads, right here on "today in the bay." >> especially that. highway 87 closure. it's time to check in with cinthia pimentel for a look at our microclimate forecast. cinthia, we're looking very fall-like. but i wonder if the weather has really taken the big fall turn yet. >> it's not quite yet. but something that will take a turn, we have better news for the air quality. we've seen days of some poor air quality that's going to start to shift today.

starting off with low clouds and drizzle near the coastline. once we get through the early morning hours and the moderate air quality still lingering around, we're going to move everybody into that good category for the afternoon. as we get more of the winds coming in from the changes in the weather pattern to the north. so the smoke tracker here, as we go into your afternoon hours, around the immediate bay, seeing clearing skies. that's a good sigh of relief there. some of the valleys could be stuck with a little bit of haze, but better improvements than what we have seen over the last couple of days. as we take it hour by hour, help peel back that layer of clouds for the early morning hours, into this afternoon, some of the -- our neighbors to the north here are still going to be stuck with some of those high clouds pushing on through as we have an approaching low pressure system from the pacific northwest. we'll get to that in a second. but the temperatures, a little bit like fall that we will see

today. low 60s at the beaches. low 70s around the immediate bay. as we go into the valleys, upper 70s, just one spot making it into the 80s, looks like morgan hill. tomorrow, temperatures take a dip, and that's when more of that activity will start to come through with those rain chances. now, we'll keep most of those rain chances to the north bay. i don't think it will impact the morning commute for us. as we go into the mid morning hours, some sprinkles could pop up around santa rosa, calistoga. here's more of those pockets coming around ukiah, into the early evening hours. sleeping through the rest of us sleeping early into tuesday. it might be enough to get those roadways slick out there. but shouldn't be too much getting everybody to work or school. notice how the bull's-eye is to the north of us. they could see two to three inching of rain, while the rest of us see a quarter of an inch, if we are luck to see squeeze out that rain.

7-0. the giants calling it a learning experience for the young players as they fall four games back of the wild card with seven to play. >> i think we want all of our young players watching all the best players in the game. yes to kershaw, yes to mookie betts. the best players are great examples. certainly it's beneficial for our young players to be watching those guys. at the coliseum, the a's taking on the tigers. rookie joe boyle on the mound. down a run in the third, ruiz sends a souvenir to the seats in left, a two-run home run. that was more than enough for boyle. he struck out five in six innings of work, gave up just one run. he throws heat, close to 100 miles per hour. boyle earns his first major league win. the a's beat the tigers 4-1. >> it was outstanding. you know, just pounding the zone.

good morning. it's sunday, september 24th. you're taking a look at the bay bridge heading into -- that traffic heading into san francisco. that's our emeryville cam. looks like a foggy start still up north. thanks for joining us. cinthia pimentel joins us with a quick look at your microclimate forecast. looking at that shot, cinthia, looks like it's going to be a cool start. >> those clouds should hang on tight closer to the coastline and the north bay. seeing better clearing, though, right now in walnut creek. good morning to you seeing that sun rise right above the city, but hanging on to the low clouds over san jose. we've been keeping an eye on air quality, and as we go into this afternoon, everybody should return and see clearing skies and some beautiful air quality out there. starting to see the low pressure system already impacting

neighbors to the north, the pacific northwest getting that rain suppressing the wildfires and bringing us more of that cloudy condition into this evening, and the winds picking up. we'll see rain chances that will start off our workweek here. i'll guide you through the timing of that and see who gets more of these showers from this system. ginger, back to you. today, police are trying to piece together a triple stabbing. in the normally quiet neighborhoods of berkeley hils. those stabbings left one woman dead and two injured, and ended with police arresting a suspect. yesterday at 12:30 in the afternoon, police started getting calls about a stabbing and reports of a man being chased down overlook road. police arrived to find one woman stabbed to death, and two other people stabbed. one of those people, a woman, had to be taken to the hospital for her injuries. she is said to be in stable condition.

been language over the use of artificial intelligence in movies and tv shows. writers want assurances that studios won't use ai to cut them out of their jobs. the studios delivered what they're calling their best and final offer to striking writers. negotiators for the writers guild are said to be reviewing that offer now. if they approve it, the deal goes to the union's rank and file members for a vote. >> there's optimism and hope, but nothing's real until the ink is dry on the contract. so i try not to get my hopes up too much, because my crystal ball has been wrong every step of the way. i'm out of the prediction business. >> the strike has gone on for more than 140 days now. the uaw strike has continued into the weekend with new locations, as the walkout enters a second week. new locations that are striking include parts distribution centers in 38 general motors and

stellantis sites across 20 u.s. states. employees are calling for higher wages and better benefits. since the strike has begun, the big three have also started laying off workers at plants where they say there is no hurt. joe biden is expected to join the picket lines in michigan on tuesday. moving forward, the cdc is recommending pregnant women get immunized to protect their babies against rsv. the agency is specifically recommending pfizer's maternal vaccine for women 32 to 36 weeks pregnant to protect infabfants m rsv, now the leading cause of hospitalization of babies in the u.s. the authorization puts the shot on track to be available in the u.s. this fall. as cases rise across the country, the biden administration is once again offering free tests. starting tomorrow, you can go to covidtest.gov and get four tests

mailed to your home. the biden administration is also investing $600 million in domestic manufacturing of covid tests. they say these two steps are part of their preparations for the likely surge this fall and winter. and turning the lights back on the bay bridge. one group is now pushing to bring back the l.e.d. light installation. the bridge lights went out in march after a decade of shining. no one has the money to repair the lights, and the organization illuminate is raising money but it needs $2 million. the new idea is called, the installation bay lights 360, with the lights visible on both sides of the bridge. organizers believe the lights will help improve san francisco's image, although some remain skeptical. >> we will be shown as a symbol of vitality and energy moving

forward. >> that is something that the city needs to do about. >> illuminate hopes to secure funding by november, just in time for the asia pacific economic cooperation or apec summit. switching gears now. taking a live look at the s.a.p. center where tonight the sharks play their first preseason game. check out this time lapse video. it shows crews this week installing the ice surface at the shark tank. they host the vegas golden knights at 5:00 p.m. the nhl regular season gets started on october 10th, and the sharks open two days later against the golden knights at the shark tank, as well. and this month, we continue to celebrate our hispanic heritage. and sometimes that means celebrating history in the making. today, that story is being written in gilroy with the help of two coaches.

the two coaches are reviving the soccer program at the local jc with about 4500 full and part-time students seeking an associates degree. kris sanchez had a moment to speak with them and their team how they're moving students forward in the classroom and on the soccer pitch. >> i came onto the team not having as much skill as a lot of college girls. >> reporter: lucy is making history on the soccer pitch. >> i was at the first practice and had so much fun. >> reporter: she and her teammates are members of the first women's soccer team in 18 years. while there are more established programs in the bay area, for lucy, who lost two years of play during the pandemic, it was a natural fit. >> i came to the school where they were having a new program. there wasn't a lot of girls. it gave me time to build up my skill level to compete and still

work with a team as new as i was. >> reporter: they beat fulsome lake college 2-1 and are hoping to make history of their own. they're starting strong with six wins in a row and a goal to make the playoffs, despite what other bigger teams might think. >> we like being the underdogs and being in this situation. it puts us in a situation where we could really shut them up by our performance on the field. >> reporter: for the women, the goal is a little different. >> a big win for us, are we even having a team and continue playing and making progress each game. >> reporter: as much as the coaches want to make history on the soccer pitch, they're already making an impression on many players who, like themselves, are first generation. >> parents coming from mexico, first gem, i just want to be able to help all my first gen students. if i can do anything in my power

on the first sunday of fall, we are starting off our morning with more low clouds hanging out around the bay area, some drizzle out there near the water and everybody in the 50s. as we go on into the middle of the day today, we'll see more of that mix of sun and clouds and see better clearing inland. not only in terms of the sunshine, but of course with that smoke. into the afternoon, the clouds will stick mainy to the north bay as we see this incoming cold front that should also turn things a little bit breezy. let's talk about the smoke and give you a quick look of where

we should see that clearing by the middle of the day into this afternoon. right around the immediate bay, some of the valleys around us could see just a little bit of the hazy sky running. i want to draw your attention to sere in the sierra. that's the stannisslav national forest. some of that smoke could move closer to tahoe. we are hope thing low pressure system here will drop more rain into california, but right now, it's around the border, suppressing the source of that wildfire smoke that drifted into the bay area this week. incoming showers will mainly stick to the north bay. i want to give you a time lapse of when this is expected to happen. as we go into the middle of the day tomorrow, we should see the showers around eureka, starting to move into ukiah monday afternoon, some showers could pop up closer to santa rosa and petaluma as the evening drags on. but mainly, this storm system will stay to the north. of course, moving that smoke away from us as things turn

breezy. ahead as we go into tuesday, however, we should see the showers starting to end, the skies clearing around the bay area. 70s and low 80s will do it for us. wednesday, things take a calmer turn, as we see the conditions slightly warmer, breezy in the hills but improving the air quality as we go into the work week, final week of september. should also see our thursday starting to warm up with temperatures in the low 80s. as far as looking ahead into our long-range forecast, still a very active pattern in the pacific northwest. i did want to mention that we will stay clear for wednesday and thursday. more clouds on friday. but here is when the models disagree. things could become a little windy, winds coming off the land. and mostly staying dry. so we'll watch that pattern as we go into the second half of the week. so far, nice, lovely temperatures. 70s and 80s. but we will keep an eye on that rain just to the north of us for

7:46. the governor of north dakota has qualified for the new gop debate. analysis shows that he appears to have qualified for this upcoming debate. he jumped into the presidential race relatively late, but new polling is set to secure him a new spot. however, the republican national committee makes the final decision on who will appear on the debate stage. the other candidates who qualified include florida governor ron desantis, businessman vivek ramaswamy, former u.n. ambassador nikki haley, senator tim scott, former vice president mike pence and chris christie. donald trump has hit the polling

and donor thresholds as well, but he has not agreed to sign the party pledge and will skip the debate. the government shutdown clock is ticking with less than a week before the end of the fiscal year. there is little sign of a congressional agreement to pass a 31-day continuing resolution. that action would extend deliberations on the next federal budget, which begins october 1st. nbc bay area political analyst larry gerston sat down and talked about this important issue. >> larry, what can we expect if a shutdown actually happens? >> well, there will be some announces but some serious issues, as well. there will be no military pay. they will all be in place around the world, doing their jobs, important jobs, of course. but they will not be getting paid and no federal workers paid. which means most federal offices will shut down. also, no funds for disaster areas like maui, the hurricane

areas, those places. whatever they get will be what is left over from this year, nothing moving forward starting in just a few days. it will be tough. a couple points, good news. social security payments will continue, as well. so that's important. and along with that, the mail will continue, because both of these operations work under a different set of rules. >> larry, let's rewind. remind us of why this is happening to begin with. >> they have a budget they have to come up with the first of every october. typically, it works out okay. both chambers, the house and senate, have to agree. this time it's been tough. they have come up with a ceiling with how much will be spent. but working it out, the senate has no problem, but the house in disarray, particularly the republicans and the far right freedom caucus republicans holding up the mess. and that's why we cannot get

agreement from the republicans on any budget. as a matter of fact, they want to reduce a budget agreement by $120 billion. that's 8%. and that's where speaker mccarthy is caught. >> so in talking about that deadlock, why can't mccarthy get help from the house democrats? >> that's a reasonable question. it seems so logical to most of us. but, in fact, if mccarthy goes to the democrats, well, the republicans, especially the far-right group, are not going to be happy. yes, democrats could help mccarthy and moderate and conservative republicans get it through. but once he does, that would jeopardize his job. most observers think he would lose his job. so he has to pull together the votes one way or the other. but let's remember, just getting these compromises among republicans over to the senate

doesn't mean they're get the extension of 31 days to finalize the budget, because the senate will in all likelihood will reject what happens here. as a result of that, we will be back to square one, kevin mccarthy's job in jeopardy, a and the house is likely to remain in disarray for some time to come. it's kind of scary to a number of americans who understand what's going on, and even disconcerting to some folks around the world who like to look at the united states government as hugely stable. >> political analyst larry gerston. larry, thanks. >> thank you. next, a quick look at the top stories this morning, including a deadly attack in berkeley. a woman killed and two others wounded by a man with a knife. we're hearing from shocked neighbors and plus what we know about the suspect so far.

welcome back. here is a quick look at our top stories that we are following, including police who are trying to piece together a triple stabbing in a normally quiet berkeley hills. those stabbings left one woman dead and two others injured, and ended with police arresting a suspect after a high-speed chase. yesterday, around 12:30 in the afternoon, police started getting calls about a stabbing and reports of a man being chased down overlook road. police say they arrived to find one woman stabbed to death and two other people stabbed. one of those people, a woman,

had to be taken to the hospital for her injuries, as she is said to be in stable condition. police say the suspect took off in a stolen car and was arrested when he crashed three miles away. now, a neighbor who did not want to be identified, tells us she -- that her neighbor was a friend and that she was killed in this attack. >> she was a very helping kind of person and she was a wonderful person. i was privileged to know her as a neighbor. >> police have not released the names of the people involved yet or a motive. they confirmed that the woman killed and the man injured in those stabbings had a connection to the suspect, but at this time, police are not commenting on how they knew each other. as covid cases rise across the country, the biden administration is once again offering free tests. starting tomorrow, you can go to

covidtest.gov and get four tests mailed to your home. the biden administration is also investing $600 million in domestic manufacturing of covid tests. they say these two steps are part of their preparations for likely surge this fall and winter. all weekend, parts ofhway 87you are now closed in the south bay as caltrans works on pavement repairs. all north bound lanes have shut down between julian street and highway 85. the work is part of a $69 million project that will replace the pavement. update ramps at six intersections and improve drainage. detours are in place for drivers. the work is expected to wrap up by 5:00 tomorrow morning. a live look at s.a.p. center where the sharks play their first preseason game tonight. check out this time lapse video. it shows the crews installing the ice surface.
