>> reporter: time is running out for congress to avoid a government shutdown. now just six days away peeker mccarthy expressing optimism, despite no outward signs of progress this weekend >> i think we're able to work through this at the end of the day, get there. >> house republicans who control the process are divided on a path forward conservative hard-liners pushing for deeper cuts, not backing down. >> this dysfunctional washington cannot continue. that's why folks like me, we're sticking to our guns and all of the sudden we're the bad guys because we want to balance our budget >> reporter: even threatening to oust the speaker that would be something i would look strongly at ♪ >> reporter: president biden saturday slamming those hard right republicans. >> funding the government is one of those basic responsibilities of congress. and it's time for the republic to start doing the job america elected them to do >> reporter: there are some efforts to avert a shutdown. some moderates in the gop have pledged to work with democrats

>> so we're going to do whatever we need to do to do our job to keep the government open our district wants us to keep america running. >> reporter: if the government does shut down, federal employees and service members won't get paychecks. food safety programs would be affected thousands of kids would lose access to government pre-k, and national parks could close, all while essential workers like air traffic controllers will have to keep working, unpaid >> think about how stressful of a job that is on the best of days and now we'd be asking them to show up to work with the added stress of not getting a paycheck. >> reporter: not impacted? social security checks and mail delivery but the list of affected services could expand, depending on how long the shutdown lasts >> our thanks to monica for that report six states have begun expanding their medicaid programs to include dental care to their poorest residents the federal and state health insurance program requires states to provide dental coverage for children, but not adults so the new coverage for adults comes after an influx of

pandemic government funding. it will now include hawaii, tennessee, kentucky, michigan, maryland, and new hampshire. but as the changes go into effect, millions of beneficiaries are being cut from medicaid as part of an eligibility review, which was prohibited during the covid public health emergency. virginia's gop governor glenn youngkin is urging republicans to reconsider voting by mail ahead of the 2024 presidential election. his message that casting ballots early is safe and beneficial is a far cry from former president donald trump's view, that the mail-in ballots were a, quote, disaster here is nbc's noah pransky >> reporter: for all the excitement donald trump stirs up among republican voters, his attacks on voting by mail actually made it harder to get some of them to vote >> the universal mail-in ballot is a disaster. >> reporter: but how is this for a contrast >> we're going to drive early voting, absentee ballots, and we're not going behind on election day.

>> reporter: that's virginia's conservative governor glenn youngkin, a possible presidential candidate himself one day on a media blitz, urging republicans to reconsider voting by mail. he has launched a website, a campaign, ep-3 a bus tour, touting the safety of casting ballots in advance of 2023 elections. >> voters are very sharp they're just busy. >> reporter: convincing people who say they'll vote to take the time to actually vote is one of the harder things they do for the committee. and conveniences like the ability to vote from help home. >> you need to have this in the tool box and use it. it's foolish to go into a tough contest with a hand behind your back. >> reporter: because when a candidate can count a vote in the bank, they can reallocate resources and target other voters a little secret? they'll almost immediately stop calling and texting and mailing you too. but it wasn't noticeable, it was seriously problematic for his

party. democrats and republicans had already voted at similar rates until mail ballots found themselves in the crosshairs of 2020 in 2022, it was projected more than three times as many democrats in virginia cast ballots by mail compared to republicans. we saw similar trends in florida, where republicans used to have a slight advantage in voting but face huge deficits in 2020 and 2022. around nationally, pugh research found during the last presidential election, only 32% of trump voters cast ballots by mail come paired to 58% of biden voters. >> we've made it toes do at secure your vote virginia.com. >> reporter: that use of the word "secure" no accident. youngkin, as well as the national republican party which also launched an early vote campaign this summer realized they're combatting myths about vote by mail security. but it's already paying dividends. >> we're writing the playbook for what republican campaigns ought to do in the 2024 presidential year from president on down. >> reporter: a similar campaign worked for brian kemp last year.

and his seven point victory in a battleground state is any evidence, the strategy of embracing absentee ballots can be a winning one. >> our thanks to noah for that report new polling shows support for continued government aid to ukraine is waning, but the people who fled russia's invasion now worry how that could impact their homeland. nbc's alex tava takes a look at how one community in iowa is helping ukrainian refugees. >> reporter: after more than 19 months of wear, ukrainian refugees have spread around the world. >> it's like second life we start again. >> reporter: including natalia and her son, who found peace in the small town of dewitt, iowa >> and i owe -- i'm met good people, kind. >> reporter: jana and elena are also starting new in iowa, taking jobs as a painter and a

housekeeper. >> it's my life. it's my second life. we are grateful of the american people for the support. >> reporter: while lawmakers in washington are in a bitter fight over government spending, including aid to ukraine, here in iowa, refugees are receiving support from the local nonprofit iowa nice. >> these are young hardworking families that really just want to find a safe place to settle >> reporter: angela bolins is the founder of iowa nice that helps ukrainian refugees find home, cars, jobs, whatever they need for a fresh start and to feel welcome iowa nice says they have relocated 27 refugees right here in dewitt. but just as they started to settle down, the rhetoric has been ramping up. >> do you think the united states security is linked to ukraine's security >> i think that europe has to do more we're in for $200 billion. they're in for $25 billion and it affects them more than it affects us. >> reporter: some gop presidential hopefuls

questioning american involvement in the war >> and i think it is a misplaced priority that we're defending against an invasion across somebody else's border >> they are doing a blank check policy without telling us when we will have achieved our objective. >> reporter: and the rhetoric is reflective of a shift in public sent according to a cnn poll from july, 45% think congress should authorize more funding to aid ukraine. among republicans that number dropped to 28% and a quinnipiac poll from august show 58% of all republican registered voters think the u.s. is doing too much to help ukraine. >> while i kind of understand that sentiment, it is a lot to invest in another nation, i also think that getting to know these people personally makes it feel very much worth it to me >> reporter: waning interesting in providing funding to ukraine has refugees like elena anxious. >> yes, i worry, because ukraine, it's my country i love my country.

>> reporter: alex tavit, iowa. president biden and president biden remain locked in a dead heat ahead of a 2024 rematch. the two tied at 46% among registered voters as americans' issues with both issues continue to intensify biden's disapproval rating now stands at 56%, the highest of his presidency, while 62% of voters have major or moderate concerns over the numerous criminal trials that trump faces. despite these worries, trump remains the overwhelming front-runner in the republican primary, with 59% of republican primary voters naming him as their first choice candidate now to a frightening rescue for boaters in north carolina who were impacted by tropical storm ophelia. five people saved from an anchored 38-foot catamaran in the cape lookout area after the owner of the boat called the u.s. coast guard around 7:15 at night saying the weather was looking alarming when crews arrived, waves were

the florida building that was the site of the 2018 parkland school shooting is set to be demolished that 1200-square-foot building at marjory stoneman douglas high school will be torn down right after that school year ari odzer from our nbc station in miami has the details. >> reporter: the memorial garden at the corner has always been overshadowed by the crime scene looming nearby, raising e ing t- razing the building erase oscar. >> it is very emotional. a lot of feelings. but it's time. it's time for that building to come down. >> reporter: school board member says it's extremely painful to constantly see the place where her daughter alyssa was murdered >> it is important for us to have that building demolished so we can move forward in our

healing process. >> reporter: for faculty at marjory stoneman douglas high school, the building's presence has been the source of endless trauma eric gardner is a teach here. >> i cannot wait for the day that it's not here, that i don't look down this listening hallway and see a memory that's not a good memory. it's a horrible memory. >> reporter: removing the building, of course, does not remove the reality of loss tony montalto's daughter gina was among the 17 murder victims. >> i always think of gina, i always remember. and whether the 1200 building is there or not, we all know the tragedy that occurred on that campus we do encourage the superintendent and the school board to make sure they work with the families of the deceased to make sure we have an appropriate memorial replacing the 1200 building. it can't just be filled in with other parking spaces >> our thanks to ari for that
