details on another closure for the same stretch of road. wet weather on the horizon. meteorologist kari hall is tracking whether rain will roll in tonight in your neighborhood. this is "today in the bay." good morning to you on this monday. i'm marcus washington. >> i'm laura garcia. we're going to start out with a look at that forecast. meteorologist kari hall is tracking what we can expect. >> we're watching some different weather for much of the bay area. we're starting out nice and cool, a few clouds here and there, but also some rain chances ahead for late tonight into early tomorrow morning. now, this is mostly for the north bay, where we will see the chance of rain from santa rosa northward, with the possibility of a tenth of an inch of rain, to possibly a little more over a quarter inch of rain. then for the coastline, we'll have a high surf advisory that starts tonight into tomorrow. as we see the system coming in, we are not only going to see the

rain for, once again, santa rosa northward, but this will be very beneficial across the region as we've had quite a few wildfires burning, and hopefully that will help put out some of those fires or help with containment. as we head toward the end of the week, more scattered showers in the forecast. i'll be tracking that, as well as temperatures and what you can expect in a few minutes. mike, you've been tracking a crash already near the caldecott tunnel. >> on the maps they're marked as two crashes. it sounds like just one crash, but it's out of the tunnel heading toward highway 13, and there may be some activity in both locations from this crash. it looks like the far outside bore may have one lane that's impacted by this, so we're watching. no slowing, no major injuries. hopefully it will clear quickly. the rest of contra costa county coming into that portion of alameda county and the maze, an easy drive and smooth across the bridges. the south bay, you talked about it during the headlines, the

good news is the sensors are lit up once again, northbound highway 87 reopened at 4:00 this morning. great stuff going on there. we had someone covering it. let's head over to kris sanchez along highway 87. good morning. great morning for 87. >> reporter: oh, my goodness, it is such great news when we get to deliver the news that caltrans finished the project early. they finished, as you said, about an hour early. there were a lot of commuters who said a weekend closure was going to be a really big inconvenience, but they said it would be worth it because the road conditions had been really rough and i'm sure the mechanics would corroborate that as well. this is some of the work that was happening throughout the weekend on highway 87. remember, this project was just the northbound lanes that got the treatment between friday night and early this morning. this was between 85 in the south

where we are and 280 in the north. caltrans says, while they were able to do the bulk of the work to reopen the freeway, south bay commuters might see ramp closures off and on throughout the rest of the month. >> there will be some work happening throughout the month, but this is going to take on time saving, cost saving, and will improve the ride quality for the commuters before that winter storm comes. >> reporter: caltrans is planning another closure, this time the southbound lanes, and that will be, also, a full stop for a full weekend. that's coming up in october. they're going to be doing the same kind of work, all of the resurfacing of the roadway, drainage improvement, guardrail repair, and such. but the biggest thing that you'll notice is that smoother ride. i haven't felt it for myself, so after this, we're going to go for a ride and check it out. we'll bring that to you at 6:00. kris sanchez, "today in the

bay." >> hopefully it's all smooth sailing. one man is in custody accused of driving a stolen car that crashed in oakland, killing two people. that crash happened yesterday morning in east oakland near 73rd avenue and holly street. that's when police say a speeding car struck another car carrying three people, before striking a parked car. two people sitting in the front seats of the car that was hit died. we're also told that they were a 64-year-old man and a 67-year-old woman. the third person in the car is now in the hospital. police say a 25-year-old driver in the stolen car left the scene on foot, but was later arrested. they say the car was stolen in daly city. the bay area is about to get a visit from president biden. the president will be here for two days, starting tomorrow, mostly for fun raising. his first stop will be at the

atherton home of a billionaire couple. on wednesday he's scheduled to visit san francisco for a fundraiser hosted by facebook co-funder andrew mccollum. this is be the visit's first visit to the bay area since late june. a tentative deal ending the 146-day old writers strike. union leaders last night announced the agreement, marking the likely end of one of the entertainment industry's longest strikes ever. writers still must vote to ratify what would be a three-year deal, and before productions can begin again, the same companies will still have to forge a new deal with striking actors. our ginger conejero saab is monitoring the overnight developments. she'll join us with a live report in our next half hour. a live look at our nation's capitol, where the clock is ticking and the deadline just days away. deeply divided house republicans worked through the weekend to find a path forward to avert a federal shutdown on october 1st.

as "today in the bay"'s drew petrimoulx reports from washington, a shutdown would lead to delayed paychecks for millions of workers. >> reporter: with the federal government set to run out of money, a group of house republicans worked through the weekend to avoid a shutdown, but there are still no signs of a deal. >> i don't want to see a shutdown, but there is no doubt in my mind that the country is headed for a shutdown and everyone should prepare. >> reporter: a new budget is stuck in the u.s. house as hard-line republicans demand steep spending cuts. >> this dysfunctional washington cannot continue. we're sticking to our guns and all of a sudden we're the bad guys because we want to balance our budget. >> reporter: democrats are warning of dire consequences if a deal isn't reached. federal law enforcement will work without pay, thousands of kids would lose access to government pre-k, small business loans would be in jeopardy, passport offices would shut down, and food safety programs would be affected. federal employees and military service members also went get

we're seeing all of the downpours happening across washington state and oregon, and then it's starting to make its way across that northwestern corner of california. it won't, once again, bring us a big amount of rain, but will help out with the wildfires. we were dealing with so much smoke last week, we're going to see conditions improving in terms of our air quality. but, unfortunately, there's still the quarry fire that's burning in the sierra, and that may be the main producer of smoke over the next few days as we hopefully get more containment with the complex of fires farther to the north. we'll talk about where some of us may see rain in a few minutes. some people might get gas below 5 bucks. campbell, $4.92 at north star gas on west campbell avenue. the best in contra costa county is san pablo, $4.89 at san pablo gas. the rest of the county, above 5

bucks. the best i've seen in the north bay is san anselmo, lucky service, $5.09. everything else well above $5.09 throughout the county and that part of the bay. the roadways are looking great. we have a note, caltrain has a new schedule today that's better aligned with b.a.r.t.'s new schedule they launched a few weeks ago, about a month ago. so that should help commuters around the bay. they've added a train to and from gilroy, so that's good news. watching this portion, highway 24, approaching highway 13, there was a traffic break coming out of the caldecott tunnel. the slowing seems to be clearing. we'll check on this. overall, things are moving nicely in and out of the maze and the bay bridge. we have a lot of bay area taxpayers with more time to file, but the time is closing in. ahead on "today in the bay," an update on this year's extension. the nasa space probe may

in bankruptcy talks with creditors. it's already closed hundreds of stores all over america, and for the bay area, for that matter. amazon is going to invest billions of dollars in the artificial intelligence company anthropic. they recently announced they were going to lease office space at the salesforce tower. the company makes an ai chatbot similar to chatgpt. you would think the house and senate would be hard at work today because the government runs out of monday on friday, but neither side of congress is back to work. they're taking a long weekend. if, or more realistically, when the government shuts down, it's going to have a significant effect on the economy because most government workers will not get paid. tsa workers still have to go to work but won't get a paycheck until the government reopens. we'll talk more as we talk politics in a half an hour. on sunday, a probe carrying soil and rock from an asteroid

landed in rural utah, a huge scientific achievement. the mission may tell us more about the origins of life. now, social media over the weekend also pointed out that was very much the plot of a blockbuster novel published in the late '60s. nasa says today's probe is perfectly safe. the plot of the book was about germs from space. it was such a popular book in 1969, it later became a movie that had to fold to public pressure and made the apolo astronauts guarantee after their trip to the moon. here you see the astronauts from apolo 11 and you can see the quarantine facility at the uss hornet in alameda. such a popular book.

here is the storm system, an atmospheric river. it's a pretty powerful one. it's going to bring in a lot of rainfall for the pacific northwest, but then it peters out as it moves into the bay area. as we take it hour-by-hour, it does show a quick round of rain during the overnight hours for parts of the bay area. the best chance of getting something that actually measures up to something will be from santa rosa on northward, so we are looking at a decent amount of rain. but it's going to sweep through the rest of the bay area so quickly, it's just enough to get your car dirty, then we go back into dry conditions tomorrow. as we take a look at the rain outlook, the measurable rain will be north of the golden gate bridge. we may see a few hundredths of an inch of rain for mill valley, but then santa rosa could get a decent tenth of an inch of rainfall and a little higher for ukiah. as we get a look at our temperatures today, we're headed for the mid to upper 70s, we're

going to see mild temperatures today and the next couple of days. we're looking at some upper 70s tomorrow, slightly warmer once that system passes. we're headed for 80 in morgan hill tomorrow afternoon, while martinez will see a high of 79 degrees. we do warm up a few more degrees for wednesday. we're watching for the coastline where there will be a high surf advisory in effect as the storm system comes through. some of those breakers may reach 14 to 17 feet. and then as we look ahead for the weekend, a spot like concord, some of our inland areas will be warming up for wednesday, and then we see temperatures coming back down for the weekend. we will see more clouds on friday, some rain nearby, but then it does clear out just in time for the weekend. mike, you were tracking a traffic break. >> a traffic break, and the first crash i thought was cleared actually is a second crash now. westbound 24, highway 13, there is a traffic break because of the crash that was blocking the right lanes. sounds like there's activity still there.

they did call an ambulance but nothing major as far as injuries from what i understand. another crash was reported and then came back on the grid at the caldecott tunnel in one of the bores. another one just lit up. there's something going on in both directions. so we're going to track that. be careful between the caldecott tunnel and highway 13 and 24. there is something going on in the eastbound direction. we'll track that. the rest of the area coming in from contra costa county is moving smoothly for highway 24. the early commute is still fine for highway 4, at speed. the rest of the bay moving well. there's a disabled vehicle at marsh on 101. next, nbc bay area responds. >> she's stuck with a washing machine she can't power up and she asked us to turn the tide.

good morning. myra in fairfax bought a $1,500 washing machine online from a home improvement store. it arrived just fine, except this. the power cord had an international plug. the prongs are turned sideways. they're not going in the socket right there. myra couldn't plug in her brand new washer. she spent hours on the phone with reps, but still couldn't find a solution. myra felt powerless and reached out to us. we contacted the store and the

shows at 7:30 this evening spots like santa rosa, ukiah, clear lake will start to see rain coming in. it's really areas to the north. there will be a quick sweep of rain during the overnight hours between late tonight into early tomorrow morning, and then as we wake up and head out tomorrow the rain will be out of here. but just enough of a sprinkle to make things a little damp for the start of early tomorrow. so we're tracking that, as well as some mild temperatures. mike has some great news for south bay commuters. >> we put the great thumbs up right over here on north 87. it actually opened at 4:00 this morning, so great job by caltrans. let's get you a closer look at the map. northbound 87 has reopened, just about an hour earlier than scheduled. the southbound side will have a closure in october. we'll get you plenty of warning. overnights on north 87, there's still work to do for the on and off-ramps, so there may be closures for your ramp, just finishing up.

the rest of the bay showing a smooth drive except for highway 24, we've had three crashes reported. it looks like two, one westbound inside one of the bores for the caldecott involving five vehicles. no major injuries, but there's slowing getting from the orinda side toward oakland, then another crash around 24 and highway 13, blocking your right lanes. so we do have lanes open past both of the scenes, but this is already causing a slowdown from the caldecott to highway 13. back to you. >> thanks, mike. 5:33 right now. lights, camera, action. a big development over the weekend in tinseltown as the writers guild strike is poised to come to an end as writers and studios come together for a tentative agreement. >> "today in the bay"'s ginger conejero saab is live this morning in los gatos, outside of the netflix office there. and just one of the streaming services impacted by the writers strike. >> reporter: that's right. good morning, marcus and laura. screen writers were reportedly asking for higher pay and

residuals when their work is rerun on streaming services like netflix. they were also asking for a residual formula based on the number of views on those streaming services. the details and how those demands came to a resolve, those details are still unclear. this is what we do know about that tentative agreement that is poised to return writers back to hollywood. the writers guild and the labor group representing the studios and streaming services announced the big development in a joint statement yesterday. it is a three-year contract agreement that still needs to be approved by the guild's board and members. wga members have been on strike since early may. the two sides were divided on issues of pay, streaming revenues, and protection against artificial intelligence. in a message from the guild, shared by members on social media, writers have been told the strike is not over, but picketing is to be suspended immediately. but it won't mean that hollywood

is back in full action just yet. >> we're not going to see anyone in front of the camera until the actors union make their deal. then you'll see a ramp-up and that could be three weeks to six weeks, to get scripts in place, to get productions up and running and get productions starting and then things filmed. that really starts impacting the summer blockbuster season for 2024, which can be a big hit to the studio's bottom line. >> reporter: meanwhile, governor gavin newsom has also joined the conversation, saying in part, we are grateful that the two sides have come together to reach an agreement that benefits all parties involved and can put a major piece of california's economy back to work. the two groups seem to be moving forward this morning, but what does this mean for you? well, you can see what would come back on your screens and what would not. late night shows and daytime talk shows would make a return, but don't expect new scripted shows for the fall, and there is still no promotional work by

actors because of the actors strike. the actors strike involving more than 150,000 actors, that strike is led by sag-aftra, and at this point there is no talk about when those two sides will come back to the negotiating table. but for now, no picketing outside netflix, outside this office. it will remain quiet from this end. back to you guys in the studio. >> thank you, ginger. a live look in oakland, where later today mayor sheng thao will announce lowering of speed limits in several districts with high traffic volume. a recently approved state law locals local governments to lower speed limits in business activity districts to 20 or 25 miles per hour. at 10:00 this morning, council members will join the mayor in fruitvale near one of the notorious intersections where pedestrian safety has been a major concern. oakland merchants are bracing people for an unusual strike tomorrow meant to deliver

a message to leaders. some businesses plan to close all day, others will close part of the day in a call for more police protection and financial assistance. many of those taking part say they're fed up with crime. the president of oakland's chinatown chamber foundation helped organize the strike. he says public safety improvements must be put into motion now for some businesses to survive. >> we cannot wait any longer. otherwise, many of our small businesses will be closing down one after the other. >> he says business owners will gather outside the popular restaurant downtown, the owners there recently announced plans to close after three decades. a hit-and-run suspect is in custody, accused of assaulting a chp officer. the chp says it started with a crash last night on highway 4 in concord. chp tells us the suspect left the scene on foot and, when officers caught up to him on a

nearby trail, he fought with them before being arrested. he was seen being put into an ambulance, leaving the scene. it's not clear what kind of injuries the officer may have suffered. the chp has not indicated if anyone was injured in the crash. happening today, health leaders will break down the toxicology report from the refinery ash released last fall in the east bay. over the thanksgiving holiday weekend, the martinez refining company spewed some 20 tons of dust into the air. a recent report concluded there were no elevated levels of harmful metals in the samples. today leaders from contra costa county health department plan to go over the report in more detail and take public comment. also happening today, the federal government launching a new round of covid testing kits. each household is eligible for up to four at-home tests delivered by us mail. you can head to covidtest.gov to

sign up. the plan also includes investing $600 million in a domestic manufacturing of covid tests. a live look this morning at the golden gate bridge. cars on the road getting started with the day. so is meteorologist kari hall, tracking what we can expect in the forecast and the incoming rain. >> it's going to stay mostly to the north of the bay area, but nice to see rain close by as we get into our first week of fall. we're going to see more rain chances ahead, possibly into the weekend. once again, the more measurable rain is going to be in the north bay, anywhere from a tenth to a little over a quarter inch of rain, and we'll have a high surf advisory starting this evening into tomorrow, due to that storm system nearby. as far as smoke or air quality, it has improved significantly and the storm will most libel help with containment and clear the air quite a bit as we go into the next couple of days. then we'll watch another storm

possibly flare up. the quarry fire may be the main cause of smoke we'll see over the next several days. overall the bay area is looking much better as temperatures head for the low to mid-70s today. the bay bridge toll plaza does not have the metering lights activated just past the toll plaza. it's moving smoothly and lighter volume starting to pick up. we expect more traffic, but i think that's held up over here, highway 24. also slowing through richmond. i've got my eyes on that section. highway 24 has seen more traffic buildup and we have more traffic coming in, likely from highway 4, and that route through walnut creek, as we're looking at westbound 24 we still have reports of a crash. one is involving five or six cars coming through one of the bores of the caldecott tunnel, and then westbound 24, just shy of highway 13. both of those showing a significant backup from orinda toward highway 13. that is an issue for folks

aligning with gender identity. it's aimed at protecting lgbtq+ youth. the government will shut down at the end of the week unless congress takes action. >> scott mcgrew is joining us. you would think that the senate and the house both would be working hard this morning really trying to put a stop to this shutdown. >> you would think noah would not take a day off from building the arc. congress is take ago day off, returning tomorrow. the government runs out of money at the end of the month. the problem is there are a small number of republicans refusing to let appropriation bills progress, because they say the government needs to stop spending so much money. that has frustrated people in their own party who want to keep the doors open. >> the arsonist that lit their house on fire, they're whining about their house burning, they're going to want credit for putting the fire out and then set up a gofundme to get paid for what happened. this is really disingenuous.

>> the first major test will come tomorrow when the house votes on a defense appropriations bill. remember, our sailors and soldiers don't get paid if the government is not open. the bill has failed to pass twice. democratic senator bob menendez from new jersey will hold a press conference this morning at 8:30 california time. he's the man indicted on bribery charges last week, charged with giving secrets to a foreign government as well. we don't think he's going to say he's going to resign, and it doesn't seem like democratic leadership in the senate is pressuring him to. house majority leader chuck schumer demanded minnesota senator al franken resign, those franken was never charged with any crime. schumer says menendez has a right to trial. new nbc polling shows fewer young people are interested in the upcoming election. voter turnout critical to biden's win over trump last time around. president biden's approval at

s.a.t. format is rolling out. for one thing, forget the number 2 pencils. it will be a digital test and also have a shorter reading section. also, calculators will be able to be used for portions of the math section, and the test will only be two hours long instead of three. finally, to curb cheating, the test will be different for each student. over the past few years more colleges have stopped requiring testing scores, and including cal state and uc systems. the testing scores can actually help students stand out in the crowd, especially if they're looking into very selective schools. although the tests can be daunting for some, a good score is within reach. >> every single student can improve their score by learning fundamentals of grammar, rhetorical skills, mathematics, reading, data analysis. these are skills that are going to help students not only in high school and college, but also in life. >> students can go online and

have a little bit of rain because of this. you probably have been hearing the stories and seeing the headlines of a big atmospheric river, this large storm system that's been affecting the pacific northwest. but as it moves closer to the bay area, a lot of the rain is falling apart. but some of us will get some rain late tonight into early tomorrow. here is the timeline. we're at 8:00 and we start to see rain moving into santa rosa and into far northern parts of marin county. we're going to see that also continue to move into the san francisco area at about 1:00 to 2:00 in the morning, and there may be brief downpours else elsewhere across the bay area. it's going to be moving through quickly and then we go back to clear conditions. some of the models show if you're north of the golden gate bridge you have a better chance of getting something above a few hundredths of an inch of rain, maybe a tenth of an inch of rain for santa rosa, and then almost

a quarter inch of rain for ukiah. as far as temperatures, we're headed for the mid to upper 70s today for the south bay, with walnut creek reaching 78 and 73 in oakland. mid-70s for san mateo and in san francisco, mostly upper 60s to low 70s, with a lot of low 70s for much of the north bay. as we take a look at santa rosa and what to expect, there will be some modest warming over the next few days. the middle of the week, our temperatures reaching into the low 80s. it will be cooler for the weekend. we're talking about mid-70s. as we take a look overall at our forecast, beyond tomorrow, we will see some very nice and mild conditions and sunshine in the forecast into the weekend. mike, now you have some breaking news. >> yeah, a change of status. chp called the alert because it's a big problem, one bore of the caldecott tunnel, westbound, one is blocked by this crash. four vehicles still have to be moved. no major injuries, but the

welcome back. you're watching "today in the bay." turning now to our climate in crisis, the u.s. fish and wildlife service recently announced that the southern sea otter will stay on the endangered species list, and it's been on the list since 1980, with most of them living in the monterey bay. their population is believed to be as large -- to have been as large as 300,000 at one point, but they were hunted to near extinction due to the fur trade. and today their numbers are only at 3,000. experts say threats from climate change are threatening the southern sea otter's food
