that same stretch of road. time is ticking on capitol hill to avert a government shutdown. republican house members working through the weekend. the warning the white house is sending if a deal does not come to pass. this is "today in the bay." this is monday morning. the team is all here ready to get you started. i'm marcus washington. >> i'm laura garcia. we're getting caffeinated up for this monday. what are we in for weather-wise? >> it's going to be cool to start out, but a really nice afternoon. we have been watching farther to the north that may bring sprinkles, with the north bay getting more measurable rain, possibly one-tenth to three-tenths of an inch of rain. there will be a high surf advisory that will continue into the day tomorrow. here is the storm system that is so close by. i'll have more of the timeline coming up in a few minutes.

mike, you're watching a crash and other issues on the roads. >> we have a couple of crashes and, yes, more issues, as the volume builds. highway 4 shows a build into concord and a lot of slowing for highway 24. that's atypical and it's significant. one of your bores for the caldecott tunnel is blocked by a crash, four vehicles still have to be cleared and the tow trucks are trying to get there. that is one big backup through the caldecott tunnel, and then just past it, it looks like the second crash at highway 13 may have cleared in the last few second. i'll confirm that. this big backup on 24 is still not really avoidable unless you take b.a.r.t., which is moving smoothly. no delays reported. there's recovery for crashes on 880 and 680. we're looking at highway 87 in the south bay where the volume is not a problem. you can commute here because it reopened at 4:00 a.m. let's head over to kris sanchez,

live along highway 87. that's great news for the morning commute. >> reporter: mike, it is very rare that you and i get to deliver good news, but this is our day, because caltrans reopened an hour ahead of schedule here on highway 87. you can hear the traffic flowing behind me. lots of folks taking advantage of that. we talked to some people on friday about that full closure over the weekend and they said it was going to be terribly inconvenient, but they were really hoping that it was going to pay uf in the end. we wanted to see if it paid off in the end for us, so we took a ride. the professional was behind the wheel, i was behind the camera. you can see some of the patchwork on the roadway where some of that work was done, and now that is complete. there is going to be some work to follow up. but this is the work that crews did during that 55-hour closure, which started on friday night. remember, this was just the northbound directions only on

highway 87 between highway 85 in the south and 280 in the north. caltrans says while they were able to do the bulk of the work in order to reopen ahead of schedule this morning for the commute, south bay commuters are going to see some ramp closures for a couple of weeks. >> remember, there will be some work happening throughout the month, but this work is really going to take on some time saving, cost saving, and it will improve the ride quality for the commuters before that winter storm comes. >> reporter: now, we'll remind thaw caltrans is planning another closure on highway 87. this is in the southbound lanes so that they can get the same treatment, the resurfacing, the guardrail repair, drainage improvement, all ahead of winter. and that will be happening in october. so prepare yourself for that. some drivers say there were not just potholes, really trenches along parts of 87 here. so it should make for an easier

ride on your car, at least. you might see some traffic, though. in san jose, kris sanchez, "today in the bay." >> there were a lot of work-arounds. thanks, kris. one down, one to go for hollywood studios and streamers. writers have reached a tentative deal. >> some writers may return to work as soon as this week, but striking actors agreement is still nowhere in sight. lauren coronado sflans what this may mean. >> reporter: writers could be back to work as early as wednesday, but there are still a few steps that need to be taken before the deal is approved. the writers guild shared an email out to members reading in part, this deal is exceptional, with meaningful gains and protections for writers in every sector of the membership. and though we are eager to share the details of what has been achieved with you, we cannot do that until the last i is dotted. after 146 days off the job and days of negotiations between the

wga and alliance of motion picture and television producers, a tentative deal has been reached. the wga west board and east council are expected to vote tomorrow, then members will have two to three weeks to vote and ratify it. the wga members hoping to get back to work as soon as possible. according to jonathan handle, production for late night shows and talk shows can resume as early as this time next week, like jimmy fallon, seth meyers. the jennifer hudson show. keep in mind the sag-aftra is still on strike. some say they see hope now that wga is getting closer to their deal. the guild is yet to share details on what the deal entails. we expect to learn more throughout the week. reporting live, lauren coronado for "today in the bay." >> thank you so much. developing, a live look at capitol hill and the deadline to fund the government is now less

than a week away. deeply divided house republicans worked through the weekend to try to find a path forward, and avert a shutdown on october 1st. however, there's still no sign of a deal. any shutdown would lead to delayed paychecks for millions of workers. while the white house is warning of dire consequences if a deal is not reached, hard-line house republicans are demanding spending cuts. >> this dysfunction in washington cannot continue. folks like me, we're sticking to our guns and all of a sudden we're the bad guys because we want to balance the budget. >> the frustrating thing is that the president and administration have a responsibility to ensure that no matter what congress does, the country keeps succeeding. >> federal payrolls would feel the impact, but social security checks will continue to go out. medicare and medicaid programs will remain intact. the u.s. postal service will continue operating. if this is it for the a's in oakland, this hardly is a

storybook ending. yesterday the a's played their final home game for the season at the coliseum. in the process, they tied the team record for losses in one year. and while right now the a's still have one more year on their lease to play at oakland, it's still possible that they'll leave early for what everyone believes will be their new home in las vegas. fans yesterday, they tried to soak in one last memory. >> so sad. don't remind me. we're just going to enjoy our last season. >> i wish he would sell and get this over with and let them stay here. >> so the a's wrap up the season this week on the road, and mlb owners are expected to vote on the vegas stadium in november. at some point the team will have to decide when they want to move. now, that new stadium is not expected to be ready in vegas before 2028. let's take a peek outside on this monday morning. look at that, the sun is sleeping in a little bit. we're officially in fall.

this is the first full week. kari has a look at our forecast, and you've been watching some rain in the works. >> yeah, we've been watching some fall showers, the first storm of the season. didn't take long, did it? now, we're watching this atmospheric river. it is because it is tapping into that deep subtropical moisture, but having a huge impact across the pacific northwest. we are expecting it to weaken, but it will help us out in air quality. last week we were dealing with the complex of fires across northern california and the smoke coming in. that's the area that's going to see the rain, so that will help out with the fire containment. but we're also watching another fire over toward the sierra, the quarry fire, that may cause some more smoke. that looks to drift off toward the east. we're looking good here. we'll talk about when we could see rain coming up. before that, you might need to stop at the gas station. the numbers are so high. >> tough to find some good prices. we'll take anything below $5 and

we don't have that in all counties. we're going to look at the south bay's best, campbell, the best price is $4.92 at north star gas on west campbell avenue. best in contra costa county, it's san pablo with $4.89 at san pablo gas. the best in the north bay, that's in san anselmo, lucky service, $5.09 at the shop on sir francis drake boulevard. we'll look at the roadways. we have some trouble spots. we get toward the east bay, highway 24, a couple of crashes. one in one of your westbound bores, leaving only one westbound bore of the caldecott, jamming up traffic into orinda. that's a tough drive out of lafayette and coming off the walnut creek interchange. the other crash at west 24th is reportedly there, approaching highway 13. the speeds seem to be improving. that may have some folks choosing san ramon down to the

good monday morning. it is 6:13. let's head to cupertino with a look at our trend throughout the day. we'll start out at 9:00 with a few clouds, and it will be partly cloudy as our temperatures go from low 60s to mid-70s. a really pleasant day ahead. we're watching out for parts of the bay area to get a little bit of rain. i'll have more in a few minutes. we're looking at the bay bridge toll plaza. this is live at 6:14. the metering lights have been active since 5:40, but the backup not here because the backup is on highway 24. much more traffic may be approaching, i believe they cleared at least one, possibly both crashes.

we'll have more coming up. good morning. very happy monday to you. lousy week on the markets last week. this will be a last trading week of september. rite aid, the drugstore chain in bankruptcy talks with creditors. it's already closed hundreds of stores all over america and the bay area, for that matter. amazon is going to invest billions in the artificial intelligence company anthropic, first reported by the "wall street journal." anthropic announced it was going to lease space at the salesforce tower. they make an ai chatbot similar to chatgpt. a sunday, a probe carrying soil and rock from an asteroid landed in rural utah. a huge scientific achievement. the mission may tell us more about the origins of life. social media over the weekend pointed out that's very much the plot of michael creighton's blockbuster novel published in the 1960s.

while nasa says today's probe is perfectly safe, no danger of space germs, the plot of the book was about germs from space. so popular in 1969 and scared people so badly, nasa made the apolo astronauts quarantine after their trip to the moon. you see the astronauts from apolo 11 and you can see the quarantine facility from apolo 14 up in alameda on the u.s.s. hornet. you would think the house and senate would be working hard today because the government runs out of monday on friday. but neither side of congress is back to work. they're taking a long weekend. so if, or probably more realistically when the government shuts down, it's going to have a significant effect on the economy. so generally speaking, government workers won't be paid, people like tsa workers. they still have to go to work but don't get a paycheck until

returns or make tax payments. professional skydiving takes precision, and a lot of guts, too. well, now add another element. >> one skydiving instructor in the uk is going viral after landing a skydive in a very unique way. he jumped out of a plane in england and landed on an inflatable unicorn. bam! wow, nailed it. yeah, he stuck the landing. also i guess the cherry on the top, he says the stunt took years of experience so some practice, and it was part of a skydiving festival where highly-experienced divers could try their hand at landing on a unicorn. i want to see the videos of when it didn't work. >> there were some, too, i'm sure. >> i would imagine. >> the best slip and slide ever. >> the adult version. time to put the slip and slides away here because we're

in fall season. >> it's been cooling off quite a bit for much of the bay area, so it definitely feels like falls you step out. we're even tracking some rain. take a look at this storm system. you've probably heard a lot about this atmospheric river that's tapping into some moisture all the way across the ocean, into the hawaii area. and it's bringing it in, but it's not having a big impact on our weather here. we are going to see a chance of some quick-moving showers during the overnight, as we are looking at the timeline of this rain. so this is going to be the first one of the season, but mostly hitting the north bay. we see the rain from santa rosa up toward ukiah and clear lake. this is 8:00 this evening. then it may quickly move across the rest of the bay area between 1:00 to 3:00 in the morning, but by the time you wake up and head out tomorrow, most likely that rain is going to be out of here. for most of us, it's just enough to leave a few sprinkles on the car and it just looks a little damp outside.

and for san francisco, oakland, maybe a few hundredths of an inch of rain, but something more measurable from santa rosa to ukiah, with a tenth to maybe a quarter inch of rainfall. as we take a look at temperatures, mild today. throughout the day we'll see a mix of sun and clouds. temperatures in the mid to upper 70s, reaching into the upper 70s from walnut creek, while vallejo will see a high of 70. and 75 in hayward and fremont, and near the coast in the mid-60s, with san francisco's temperatures in the upper 60s. for the north bay, sonoma, santa rosa reaching into the low 70s. so really nice and mild out there. along the coast we're watching out for a high surf advisory that continues into tomorrow, due to that storm system nearby, churning up some of those waves. we could see some breakers at 14 to 17 feet, so really dangerous conditions along the coastline. as far as temperatures, it looks great in concord over the next few days, a slight warm-up. it cools off in time for the

weekend, and we'll see more nice weather ahead. mike, tracking crash and breaking news. what's the update? >> better news. better speed sensors. still slow getting into the caldecott tunnel, but through the tunnel you can access both westbound bores once again. the other crash, possibly two others, have recovered. the unfortunate news is that unleashes a lot more traffic toward the bay bridge. we should see the toll plaza start to back up. still steady for highway 4, highway 24, 680 also getting down toward danville. we haven't seen the impact, but we've seen a sudden buildup at the toll plaza as those folks who were held up on 24 are now getting to the maze, through the maze, and across the span itself. south of here we're looking at 680 still slow. a crash on the shoulder and one vehicle down the hillside a bit. no major injuries reported, but the distraction will queue slowing. everything else moves pretty smoothly. back to you. next here on "today in the bay," nbc bay area responds.

>> good morning to you. thanks so much for starting your monday morning with us. i'm laura garcia. >> i'm marcus washington. we want to get you caught up on what's happening with the forecast. meteorologist kari hall has been tracking what we can expect. beautiful sunrise there. >> isn't it great? we're seeing a lot of sunshine and we'll continue to see that throughout much of the day, even as we track a storm system very close to the bay area. here is a look at what to expect, with rain chances mostly this evening into the overnight hours, with the north bay seeing the highest chance of measurable rain, anywhere from one-tenth to three-tenths of an inch of rain, and we could have big waves near the coastline. high surf advisory in effect tonight into tomorrow. we watch the atmospheric river hit the pacific northwest, as it moves closer to the bay area a lot of the rain will be falling apart. but the north bay may still get on some measurable rain from santa rosa to ukiah, and also areas off toward the north.

this will help with the wildfire that brought us smoke last week, so i'm tracking that, our air quality. for traffic, let's start with good news. >> let's start with good news, highway 87 reopened. it sounds like the closure went off without a hitch. north 87 opened about an hour early, that's good news. there may be on and off-ramps closed throughout the week overnight as they finish transition paving. the southbound side will have the closure in october. the rest of the bay looks pretty good. recovery for highway 24 is good, westbound had a couple of crashes that cleared out of the caldecott. interstate 880 slow at industrial. there is a new crash and people are standing outside their vehicles, probably talking for a second, and that's distracting and a safety concern. 680, the crash looks like the roadside activity is calming down. back to you. >> thank you very much. developing right now, lights, camera and action in

"today in the bay"'s ginger conejero saab is live this morning outside of netflix headquarters in los gatos. ginger, streaming services will have a new reality possibly. >> reporter: possibly, laura. streaming residuals were reportedly a big part of these negotiations, so were protections against artificial intelligence. now, the writers guild is sharing on their website that this tentative agreement is exceptional, with meaningful gains and protections for writers in every sector of its membership. the specifics of this exceptional deal are not made public just yet, but what we do know, the writers guild and the labor group representing studios and streaming services announced this big development in a joint statement yesterday. it is a three-year contract agreement that still needs to be approved by the guild's board and members. wga members have been on strike

since early may. that's nearly 150 days ago. the two sides were divided on issues of pay, streaming revenues and protection against artificial intelligence. in a message from the guild shared by members on social media, writers have been told the strike is not over, but picketing is to be suspended immediately. this still won't mean that hollywood is back in full action just yet. >> you're not going to see anyone in front of the cameras until the actors union make their deal. then you'll see a ramp-up that could be three weeks to six weeks to get scripts in place, to get productions up and running. that really starts impacting the summer blockbuster season for 2024, which can be a big, big hit to the studios' bottom line. >> reporter: meanwhile, governor gavin newsom has joined the conversation saying, in part, we are grateful that the two sides have come together to reach an agreement that benefits all parties involved and can put a

major piece of california's economy back to work. the two groups seem to be moving forward this morning, but what does that mean for you, the viewer? you can see on your screens what it would and would not bring back. late night shows and daytime talk shows would make a return, but don't expect new scripted shows for the fall or any promotional work from actors. now, wga leadership is expected to vote on tuesday on this tentative agreement, and then bring it out to members for their approval and their vote as well. the picketing is suspended, since the tentative agreement is now in play. but they are encouraged, writers are encouraged to join actors on their picket lines this week. there's still a lot of moving parts so far. moving in the right direction. marcus and laura? >> sounds good, thanks so much. 6:34 this morning. and a live look in oakland, where later today mayor sheng thao will announce the lowering of speed limits in several

districts with high traffic volume. a recently approved state law allows local governments to lower speed limits in so-called business activity districts to 20 to 25 miles per hour. now, at 10:00 this morning, council members will join the mayor at fruitvale avenue and east 15th streets, one of those intersections where pedestrian safety has been a major concern. in the meantime, oakland merchants are bracing people for an unusual strike tomorrow meant to deliver a message to leaders. some businesses plan to close all day, others will close part of the day in a call for more police protection and financial assistance. many of those taking part say they're fed up with crime. the president of oakland's chinatown chamber foundation helped organize the strike. he says public safety improvements must be put into motion now for some businesses to survive. >> we cannot wait any longer. otherwise, many of our small businesses will be closing down one after the other. >> he says business owners will

gather outside a popular restaurant downtown. the owners recently announced plans to close, after three decades. a hit-and-run suspect is in custody, accused of assaulting a chp officer. chp saying this started with a crash last night on highway 4 in concord. chp telling us the suspect left the scene on foot and when officers caught up with him on a nearby trail, he fought with them before being arrested. you can see here an ambulance leaving the scene, but it's not clear what kind of injuries the officer may have suffered. chp not yet indicating if anyone was injured in the crash. new at 6:00 this morning, downtown san francisco losing another business, the chronicle reporting banana republic at the embarcadero center is closing its doors. this is the third location to close in the city this year. gap owns banana republic,

athleta and old navy, as well as starting operations in san francisco in 1960s. gap also in the process of selling the athlet ahead quarters on harrison street. it's 6:36. look at that sunrise. this is from the east bay in walnut creek. kari has a look at our forecast. i know you were monitoring some rain. is that in the far north bay? >> we're going to see that in the north bay later this evening. in the meantime, a very nice start to the day. this is really hitting the pacific northwest pretty hard, with a lot of heavy rain and gusty winds. as it moves closer to the bay area, we are expecting it to weaken. it will help out the fires farther to the north. they're looking at about 2 to 4 inches of rain around the crescent city area. so we are going to see some improved air quality for us, but we're still watching one more fire over toward the sierra that may flare up over the next couple of days. we'll talk more about that and what's ahead with our forecast.

mike, you are seeing a significant backup at the bay bridge. >> that's right. we're looking at this full shot. folks wondering what's unusual. right now not a big deal, it was pretty clear up until about three minutes ago. significant traffic was built up on highway 24. there were a couple of crashes, including one westbound bore of the caldecott tunnel. we warned you about all that traffic heading through the area to the maze, and now to the toll plaza. there it is. it's better news if you're coming through walnut creek, a smoother drive over the last few as it builds. overnight the posey tube that goes under water from alameda to the downtown oakland area will be closed for maintenance tonight and the next two nights. we do have options over the water, of course, these bridges, and the rest of the highway 24 shift looking standard. there's a crash at industrial still for 880. back to you. 6:38 right now. public schools across california are adapting to changing times.

health care and kidney care clinics will walk off the job and that includes clinics in gilroy, san jose and brentwood. workers unionized earlier this year and they've tried to negotiate their first contract. the government will shut down at the end of the week unless congress takes action. >> scott mcgrew, you think that the senate and the house would actually be hard at work this morning voting, right? >> right, voting. no votes today. they're not in session. returning to the capitol tomorrow. the government runs out of money at the end of the month, and that is saturday. now, the problem, there are a small number of republicans who are refusing to let appropriations bills progress because they say government needs to stop spending so much money. that has really frustrated people in their own party, who want to keep the doors open. >> the arsonists that lit their house on fire, they're whining about their house burning, they're going to want credit for putting the fire out and set up a gofundme to get paid for what

presidents by popular vote. >> very true. thanks, scott. well, governor gavin newsom has just signed into law a bill requiring gender neutral bathrooms in all california schools. the new law will expand a decade-old law requiring schools k-12 to allow students to use bathrooms aligning with their gender identity by 2026. it's part of a package of bills aimed at protecting lgbtq+ youth. the federal government today launches a new round of free covid testing kits. each household is eligible for up to four at-home covid tests delivered by u.s. mail. you can head to covidtest.gov to sign up. the plan also includes investing $600 million into the domestic manufacturing of covid tests. new this morning, it's that time of year for juniors in high school as they prepare to apply for colleges next fall, they're preparing for college testing, including the s.a.t.s, and

students and parents should be aware that the testing format is changing. starting next march, a new s.a.t. format is rolling out. for one thing, forget the number 2 pencils. it will be digital. it will have a shorter reading section as well. also, calculators will be allowed on all portions of the math section and the test will only be two hours long instead of three. finally, to curb cheating, the test will be different for each student. over the past few years, colleges have stopped requiring testing scores, including to cal state and uc. but testing scores can actually help students stand out in the crowd, especially if they're looking to get into selective schools. one insider says although the tests can be daunting for some, a good score is within reach. >> every single student can improve their score by learning the fundamentals of grammar, rhetorical skills, mathematics, reading, data analysis. these are skills that are going to help students not only in

southern california has some wild chases, but this one does not follow your typical hollywood script. it was a low-speed chase involving a reported stolen golf cart. you heard that right, a golf cart. police say this followed an assault with a deadly weapon and the driver had a dog in their lap while refuse to go yield to officers. it took some time for police to corral that car. that's because it was small enough to move past police cruisers and evade officers, who eventually cornered it by a big rig in a convenience store parking lot. the driver will, no doubt, have a time in court over the coming days. we hear the dog is now in the hands of animal control. >> wow. >> aside from the fact that there was a deadly weapon involved and the assault they're talking about, everything else sounds like it's just a bad script. which makes sense, because we have no writers right now. >> no kidding.

>> writers strike. let's talk about the forecast for today. we're feeling that feeling of fall in the air. >> a little cooler in the mornings, and we have some beautiful days. our temperatures have been coming down. take a look at this nice view of the colorful sunrise over walnut creek this morning. just a few clouds in the sky and we are going to see more clouds coming in today, because of this, the first rain of the season. this is really hitting the pacific northwest pretty hard, an atmospheric river coming in with really heavy rainfall. you can see how widespread the rain is. it also connects with the subtropical moisture all the way across the pacific. the storm system is weakening, but may bring some of us in the bay area some rain overnight. so i'm stopping the timeline at 9:00, where we start to see some green here for santa rosa, up toward ukiah and clear lake. this is where we have the best chance of getting some more measurable rain.

this will quickly sweep through the bay area overnight. by the time you wake up tomorrow morning and head out, it may look a little damp. but we're not expecting any high rainfall totals. it does show if you're in san francisco, oakland, on southward, you may not get anything more than a couple of sprinkles, a few hundredths of an inch of rain. up to a tenth of an inch of rain for santa rosa, while ukiah may have some slightly higher amounts of rainfall. we're still in for a nice day ahead, and temperatures a little cooler than normal, reaching into the mid to upper 70s for the south bay. much of the east bay reaching into the upper 70s and mid-60s near the coast. upper 60s for san francisco, with our north bay temperatures in the low 70s. as we are also along the coastline enjoying the sunshine, heads-up that there will be a high surf advisory in effect through tomorrow. some of those breakers may reach 14 to 17 feet. so be really careful near the coast. as far as temperatures, we do

warm up going into the next few days. then it does come back down in time for the weekend. so just a brief warm-up midweek and we're back in the 70s in time for the weekend. mike, are you still seeing delays in the east bay? >> we are. we expect this delay but it has filled in and continues to build. the metering lights have been activated and highway 24 continues to show recovery after the crashes cleared out of the caldecott tunnel and toward the orinda/oakland transition. more backup south 880, two crashes, one at industrial, one at wenten. it sounds like both are getting out of the roadway. you'll see a lot of equipment. at most, one lane blocked in the southbound direction from 238 past san mateo bridge. recovery as you head out of hayward and a smooth drive south of there. 680 recovering from the earlier crash getting toward sunol. north 101 shows a lighter build but slowing at capitol and north

6:57 on your monday morning. welcome back. we're moving you forward with a look at the top stories on "today in the bay," including a deal now in place to end the long hollywood writers strike. >> they first walked off the job 146 days ago. here is a live look at netflix headquarters in los gatos. the union is calling the new deal a game-changer for streaming residuals. the union says the tentative three-year deal also includes meaningful gains and protections for writers in every sector. the exact details are still under wraps and union members will have to vote to ratify it

before they return to work. there's still no deal in place for striking actors, but some believe this deal may help broker an agreement on that front. the "today" show will have more at the top of the hour, including the possible impact on your favorite shows. a live look at highway 87 in san jose, which opened about an hour earlier than scheduled, after a 55-hour weekend closure. the closure started friday night for all northbound lanes between highway 85 to the south and 280 to the north. caltrans says crews managed to do the bulk on the work in order to reopen the freeway for this morning's commute. some south bay commuters may see ramp closures on and off through the rest of the month. a similar closure to planned for the southbound side of 87 for next month. health leaders say will break down toxicology results from a refinery ash release last fall in the east bay. over the thanksgiving holiday weekend the martinez refinery company spewed some 20 tons of
