trying to tell us something. we're going to unpack it as in "pop start." but we are keeping an eye on the remnants of ophelia, hitting some areas at near hurricane strength and, of course, al is at his post tracking it all. a major west coast threat in the forecast in a bit. we begin with a close look at a series of strikes that impacted the u.s. at a number of fronts. the auto industry at a virtual standstill. the uaw targets the big three automakers. meantime, the u.s. government is staring down a possible shutdown if congress fails to pass spending bills by saturday. >> as mentioned, we have good news in hollywood. a tentative deal reached by hollywood screen writers and studios and streamers. an end to that months' long strike. >> good morning, guys. after nearly five month on the picket line and marathon negotiations over the weekend, the writers guild of america says that they have an agreement in principle, a major step in getting your new episodes of those favorite shows

back on the air. something that everyone has been excited for, and we are finally ready for this deal. overnight, the writers' strike reaching its final act. the wga agreeing to a tentative three-year deal, including nbc universal's parent company comcast. it comes nearly 150 days after film and tv writers walked out on hollywood and hit the picket lines. while specifics are not yet known, the deal likely promises higher residual from streaming and higher wages and protections against ai. in an email to members the wga saying, though we are eager to share the details of what has been achieved with you, we cannot do that until the last i is dotted. >> we have been hopeful a deal will be reached because they're our partners and we love making television with them. >> reporter: still, writers will not return to work just yet, as they wait for a final contract

to be drafted and voted on by members. the union encouraging writers to join the actors on strike, meaning it could take weeks or months for hollywood to see a full reboot. >> no one wants to cross the picket lines. >> reporter: writers and actors taking to social media overnight to express difficult including michael shay of "saturday night live" writing, "i guess we back? " and mindy kaling posting, can't wait to go back to work and see my people. experts say the summer stoppage in new tv production means new episodes may not return until next year, replaced this fall with re-runs and reality tv. the hollywood shutdown having big effects on the big screen, too. studios already pushing back major releases to 2024, including "mission impossible," "dune" and "gladiator." now with the writers reaching a

deal, hollywood is one step closer to being back in action. >> okay. we have been talking about it. you have been saying probably by the end of the weekend this would happen. you broke the story. now how about the actors? >> i know. because you have the writers but you need the actors to have your favorite shows and movies to come back. the actors guild, they haven't started negotiations. they're hoping to see that this week. they want the same issues. they want higher wages and one of the major sticking points is protection over the use of artificial intelligence technology. >> so maybe the contours of the writers' deal could help the actors' deal? >> absolutely. it could employ -- provide a framework. when i say artificial intelligence their worried their jobs will become obsolete, that this technology will be writing the scripts for them. that is really one of the things we're all watching this week. >> thank you very much. all right. there is also some movement on another major strike this morning. union leaders for the united

auto workers say they have made more progress with one of detroit's big three. walk-outs are expanding. jesse kirsch joins us from pontiac, michigan. what's the latest? >> reporter: good morning. still no word on any deals, but the uaw says it is closer to a new contract with ford than it is with the other two auto makers. the union writing, quote, our pressure on ford is starting to pay off. while ford just reach an agreement with a canadian auto workers agreement, the company says more work needs to be done. the uaw, however, is striking a different tone when it comes to general motors and stellantis. the union president says, quote, they are going to need some serious pushing. so the uaw is expanding its strike to all parts distribution facilities for those two companies, which have criticized

union leadership. all of this happening as the 2024 presidential spotlight falls on this labor dispute. president biden says tomorrow he will join the picket line. then on wednesday former president donald trump, he's expected to also visit the state. all this happening as the potential impact for u.s. home could be days away. one dealership group telling me they stocked occupy high-demand parts like brake pads. but if you need something like a new engine, that could become tricky in the days ahead. it all depend on what parts they can get and how those slowdowns are impacting the businesses as this all unfold. it's not clear how much of a stockpile they have. the dealership group telling me it could be just within days, starting within days that we see the impact of the strikes

hitting people who need repairs. it depend on what kind of repair you need. i would check with your dealership. that would be a good place to start. >> jesse, thank you. to washington now where the clock is ticking to avoid a government shutdown. less than a week to go, the paychecks of millions of federal workers hang in the balance. nbc's capitol hill reporter ryan nobles has got the latest. good morning to you, ryan. are house republicans any closer to a deal this morning? >> yeah, savannah. good morning. speaker mccarthy claims to have made progress over the weekend. but there is still no deal on the table. with time running out, the only way to avoid a government shutdown would be to pass a short-term spending plan that would give all sides more time to negotiate a longer long-term package. many are opposed to that. the problem is there is not enough time. and mccarthy may need help from democrats to avoid a government shutdown. that's something he has acknowledged.

but that could put his speakership at risk. one member can call up a motion to vacate which would lead to a whole new vote to elect a new speaker. >> unfortunately people have gotten pretty used to this song and dance. but this government shutdown has the potential to be much different and much more serious than in the past. >> reporter: that's right, savannah. they have not made any type of agreement on any type of spending. that means millions of government workers, everything from social workers to even members of the military could go without a paycheck indefinitely. the fact that military families could go without pay is notable. that is different from previous shutdowns because in the past lawmakers were able to pass legislation ensuring they would continue to get paid throughout a shutdown. congress has yet to do that this time around and time is running out. this shutdown would involve far more workers than in the past because in addition to the four million federal workers who wouldn't get a paycheck, there are millions more that work for contractors that would also be impacted, and

they would also not receive things like back pay. also government office that handles things like passport renewals and social programs like head start would be impacted. so this has wide-ranging impacts across the country if congress can't come up with a deal. >> a lot of military families living paycheck to paycheck. this is important, ryan. keep us posted. want to turn to the 2020 presidential race. we have new polls this morning. pretty revealing for both parties. we have national political correspondent steve kornacki with us. good morning to you. i see you over there at the big board. let's break down the republican race, the primary that's going on right now looks like former president trump still has this in command. >> in command is putting it lightly. our new nbc numbers here looking at the republican race, donald trump now nearing 60% in our poll, 59%. his nearest competitor, ron desantis is 43 points behind at

just 16%. you see all the other republicans there still in single digits. there has already been a republican debate. donald trump boycotted that debate. his lead has only gone up since then at the start of the summer. he was at 51% at the poll. now he's near 60% with another debate this week. >> i'm just doing math here. if you add up all those rivals, donald trump still beats all of them. it is a commanding lead right now. let's talk about president biden and potential matchups he might face and how he fares. >> yes. if this is the direction that the republicans are going and we have a rematch of 2020, we polled how that might look in 2024. here is trump versus biden. and we found a dead heat. biden 46, trump 46. worth remembering, the popular vote back in the 2020 election, joe biden won that by four and a half points over donald trump. so our poll at least is showing

a closer race than they had in 2020. also notably, we tested some other candidates against biden. here's ron desantis, who has essentially been pitching himself as a more electable version of donald trump. he fares a point worse. and we tested nikki haley, the former u.n. ambassador. she's actually running five points ahead of joe biden. interesting note here, fewer than half of all voters know who haley is. so this could reflect some strength on her part. it could also reflect that old thing in politics. if she's seen at the generic alternative to biden, that could speak to biden's weaknesses she's doing so well against him. >> the key witnesses of the front runner in biden's case is age. in trump's case it's indictments. how does that shake out? >> it's interesting here. we asked voters, do you consider this a major or moderate concern? donald trump, multiple indictments, allegations,

criminal charges. it's gotten a ton of attention. yet a clear majority there, 62% say that's a major or moderate concern to them. but look at what scores even higher in the poll at 74%. it's joe biden's age and his fitness for office to get to 74%. that's not just republicans saying that's a concern for them. you have to have a lot of democrats saying that's a concern, too, to get that number high. >> thank you, steve. >> we got a lot more to get to, including the worsening crisis at the southern border. thousands of migrants are continuing to illegally cross into the country, further straining the system and resources. in eagle pass, texas, the latest surge is overwhelming officials there. how long do we expect this wave to last? >> reporter: well, hoda, we know that tens of thousands are still in mexico attempting to make their way to our southern border. mexican immigration attempting to stop them, but, of course, they have been overwhelmed for

the last few years. we saw groups of hundreds arrive here under the international bridge. with border patrol doing what they can to control those crowds and take them in for processing. in el paso, the mayor said that the city is at a breaking point. they say they average 1,000 migrants a day. in the last seven days, they're averaging 2,000. you see the train behind me. the mexican freight train company that operates routes that come to the border had stopped trains, but they have now resumed service. more migrants have a way to get to the border. they often hitch hike on these trains. meanwhile, these crossings taking place over the weekend were under the scorching heat. temperatures of more than 100 degrees with migrants getting stuck after crossing the river behind this razor wire. and border patrol agents had to make the difficult addition to cut the fire and rescue some of these migrants including

children. it was a very dramatic scene. we saw them cut the fence at least twice to rescue some of the children and bring the migrants over to the american side and bring them in for processing with customs and border protection doing what they can to run the processing centers that are also wroerchled. hoda? >> thank you very much. let's talk about the weather and the impact of ophelia felt up and down the east coast. heavy rain and damaging flooding from north carolina to the northeast. the remnants are still causing problems this morning. al is standing by with the forecast. let's get to emilie ikeda. hi. good morning. >> reporter: good morning to you. we're seeing some relief but still windy and raining. we have seen the impacts sweep up the eastern seaboard, dumping 9 inches of rain on some states, including part of north carolina. knocking out power to thousands and stirring up dangerous ocean conditions like here at jones

beach, where rip currents remain a concern. this morning, millions are cleaning up and drying out from a weekend of relentless wind and rain. >> this is rough. i'm telling you. >> reporter: as the tropical storm churned up the east coast. >> this is the worst weather we've ever had. >> reporter: sparking widespread flooding, downing power lines and trees and drenching mans for the first week of fall. ophelia first made landfall saturday in north carolina. the storm dumping several inches of rain and damaging homes and businesses. >> so it did come up to here >> reporter: the flooding triggered multiple water rescues, like the u.s. coast guard's rescue of five people. states of emergency declared in north carolina, as well as virginia and maryland. the storm then pushing its way inland. >> this is pretty bad. >> reporter: in one pennsylvania

we'll probably pick up an inch or so in the lower hudson valley into connecticut there could be a ponding on the roads, but that will be the worst of it. from the southeast, moisture will increase. from the gulf and the caribbean. hourly rainfall rates down through florida 2 to 3 inches per hour and that flood risk will increase each day. we will be looking at rainfall amounts from southern georgia all the way down to florida anywhere from 1 to 3 inches, so flooding is going to be a big problem there. but we will get to your local forecast in the next 30 seconds. , i feel powerful, fun, fabulous. i feel on top of the world. ♪ love and happiness ♪ diamonds are for everyone. i put them everywhere. in new orleans for the very latest good morning. >> reporter: well, hoda, good morning to you that's right, the mayor here in new orleans has declared a state of emergency officials say right now the drinking water is safe to drink, but they're fighting hard to keep it that way the issue stems from the mississippi river. right now it is at record lows it comes from a summer of extreme high heat and low rain that means it triggered an extreme drought. at the same time, salt water from the gulf is also flowing upstream typically, the river is flowing fast enough to keep that at bay. that's not the case here the governor predicts they could see record lows for the mississippi river, and they could see an impact on the drinking water supply by late next month, hoda. >> all right but it is still a month away so i know there is a scramble to get that drinking water up to snuff. so what are officials doing? >> hoda, they're doing a number of things. they're really going at this from all angles.

for research, and she joins us now along with suzanne dickinson. ceo of the association for the condition. good morning first of all, thank you for coming i know this was not an easy decision, and it is out of your comfort zone but we are here together right now. just let me start off by asking, how are you? and how is bruce doing >> what i'm learning is that dementia is hard it's hard on the person diagnosed. it's also hard on the family and that is no different for bruce or myself or our girls and when they say that this is a family disease, it really is >> yeah. and i think that's interesting you guys do have young kids and kind of introducing what is happening to their father must not be a simple thing. how did you go about that process? >> you know, i think it's always been we're very honest and open household. and, you know, the most

important thing was to be able for us to say what the disease was, explain what it is because when you know what the disease is from a medical standpoint it sort of all makes sense. so it was important that we let them know what it is because, you know, i don't want there to be any stigma or shame attached to their dad's diagnosis or for any form of dementia. >> well, that's what's interesting because i think when i was first reading about ftd, i was like, what is that you think it is like alzheimer's, where you lose memory that is not at all what it is. you lose language function and other functions of your body; is that right >> yeah, that's right. it can affect movement it can affect speech and what's another one >> yeah. behaviors, personality and what we call executive functioning. >> and this is something that is often misdiagnosed because -- i guess it is because there is not as much awareness from the

medical community about it what are people often diagnosed with when they produce the symptoms >> yeah. it is one of the most confusing parts because most doctors aren't familiar with it. so it can take almost four years for people to get diagnosed on average. they have many misdiagnoses on the way. depression, bipolar disease, alzheimer's, maybe even parkinson's or als. >> so how do people present when they have this, suzanne? >> well, we're really talking about unexplained changes in how a person is in the world so somebody who normally speaks absolutely fine has trouble putting their thoughts into meaningful sentences or they may lose the meaning of a specific word. we're talking about maybe a person who once managed the family's finances all of a sudden can't -- has trouble balancing a checkbook or has

problems at work somebody who always performed well i either making poor decisions or just isn't completing tasks. >> and you could see how that could tiptoe in as something that's an every day whoops and suddenly you start adding up how was it to come to terms with this diagnosis for you >> i think it was the blessing and the curse. you know, to sort of finally understand what was happening so that i can be into the acceptance of what is. it doesn't make it any less painful, but just the acceptance is -- and just being in the know of what is happening to bruce just makes it a little bit easier >> yeah. does -- does he know what's going on is that something that he is aware of >> hard to know. it's hard to know.

>> yeah. what we know is, obviously, the disease can start in the frontal or the temporal lobes like the name -- the name signifies one of the thing that the frontal lobe controls is self-insight we don't know. some people, that's the first thing they lose, any understanding that they themselves have changed and other people retain that for a long time. >> yeah. being a -- you don't call it a caretaker. that's one of the first things i noticed. what do you call it? >> a care partner. >> because he is your partner. >> he is my partner. >> i think there are a lot of care partners out there caring for loved ones with different kinds of diseases and ailments and how have you been able to navigate those waters? you need gas in the tank, obviously, to do what you are doing. >> yeah. you really do. it is important to ask for help and support. and you can look to

organizations like the aftd. it is sort of a great starting point. and, you know, it's -- it's important for care partners to look after themselves so that they can be the best care partner for the person that they're caring for >> when i think about your family, i see like beautiful children and your husband. are you still -- are there ways that you celebrate joy in your family and how you do that >> there is so many beautiful things happening in our lives. it is just really important for me to look up from the grief and the sadness so that i can see what is happening around us. bruce would really want us to be in the joy of what is. he would really want that for me and our family. >> and he's a healer, too. i would imagine you being here would be something he's cheering

on >> i have the whole family watching and rooting me on i'm here to, like i said, raise awareness but also to make them proud. >> i know one of the things people are wondering, like how do you know if you have this is this something that's passed on genetically >> so it can be. in 20% to 25% of people, there is a genetic mutation. we see that pattern from grandparent to parent to child but in a majority of people, it is what we call sporadic we do not know what causes the condition. which is one of the challenges >> what do you think bruce is teaching your girls now? >> oh, my gosh he is the gift that keeps on giving love, patience, resilience, so much and -- and he's teaching me and our whole -- i mean, you know, for me to be out here doing this, this is not my comfort zone, but this is the power of
