also, kaiser health care workers threaten to walk off the job as part of a historic strike. the new response from the health care provider on whether this may impact your next doctor visit. is "today in the bay." good tuesday morning to you. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to get a look at the commute in just a bit, as we take a live look in morning, right there at the drizzle on the bay bridge. mike has a look at those roads. i felt sprinkles on my car as well. meteorologist kari hall, you told us the rain was coming our way. >> this morning it was completely dry on my way in. it really just depends on where you are. we are starting out with a drizly look at the emeryville camera, and the roads are wet due to that system that's been moving in. this is all a part of a larger storm system that is still well to the north of us. you can see the center of the low up around the gulf of

alaska, and then all of the rain that's being drawn in with that atmospheric river. some of the more measurable rain still to the north of us. we're seeing that around eureka and you may need the windshield wipers on your way to work. we'll gradually see that clear out as we head for upper 70s and low 80s for many spots across the bay area. we'll talk more about the activity. you're tracking some activity in san pablo. >> i think we're in the final clearing stages for westbound 80 around san pablo avenue. we have a little slowing in the area. there may be a traffic break as they clear some issues off of the slow lane and toward the shoulder. no injuries reported. everything looks fine on the maps, an easy drive to get started. we're watching for the effects of that rain we talked about over here at the richmond side of the bridge toward san rafael. not a lot of traffic, but there

is a wet road and the crash that is being cleared was a solo car crash, so the possibility of slick roads. >> thank you very much. developing this morning in the south bay, a violent attack shaking the core of vta workers. a driver is recovering from a late-night assault while on the job. now the question is why. "today in the bay"'s kris sanchez joins us live in sunnyvale. what do we know this morning? >> reporter: we do know there is one person in custody, police did arrest one person here at the scene after that assault on that bus driver. what we don't know is whether or not that bus driver was operating the bus when this happened or how this came to be. it happened late last night here at the lockheed martin transit center here in sunnyvale. our crew on the scene did see the person in a back of a dps patrol car. we don't know if that's the same person responsible for the

attack. the driver was taken to the hospital, so injured enough. but we don't yet know the extent of those injuries. we are working to learn more about this attack and whether this poses any danger for the public when. when we get some answers, we'll bring those to you. kris sanchez, "today in the bay." >> thanks for the latest, kris. well, also this morning, we are talking about two grieving families, talking about the live lost in an east bay hit-and-run crash that happened sunday morning in east oakland. police say the driver of a stolen car was speeding when he broadsided another car carrying three people. the families of the people who died, vera hampton and derrick shaw, say the two had recently been engaged. they were heading to oakland on their way to church when it happened. hampton's granddaughters live near the scene and are said to be in shock. >> my kids go to school down the street i. live down the street from where y'all took my grandma

from. >> the victim's close friend in the back seat survived and is now in the hospital. police say the 25-year-old driver of the other car left the scene on foot, but was later arrested. the crash is still under investigation. happening today, president biden arrives in the bay area for a two-day fundraising swing. his first planned stop is in atherton where he's expected to attend a fundraiser hosted by billionaire couple mark heising and liz simons. yesterday sky ranger caught some of the preparations. tickets are going for $100,000 apiece. we checked on the website for that event this morning and it appears to be sold out. the president then plans to meet with advisers and attend a fundraiser in san francisco tomorrow. ahead of the president's visit he's scheduled to meet with striking united auto workers in detroit where it's possible he will stop to visit an active picket line. union leaders quick tsa they are ready to call for thousands of additional workers to walk from the production line to the picket line if they can't find common ground soon. >> jay gray in michigan, thank you. we have a live look at the capitol where there is still hope for a deal to prevent a government shutdown. the clock is certainly ticking. if no deal is reached by saturday, a shutdown is expected to kick in, with fears it may greatly impact what is already a shaky economy. republican house speaker kevin mccarthy says there's still time to strike a short-term deal, but so far deals from hard-line republicans demanding spending cuts are preventing a temporary funding measure. congress will work to pass individual spending bills. time is ticking for thousands of bay area kaiser health workers, who say they may take part in the largest health sector strike in u.s. history. the coalition of more than

75,000 kaiser service workers in five states and washington, d.c. are threatening to hold a three-day strike starting next wednesday. the union includes medical assistants, as well as housekeeping staff. workers say their contract expires at the end of the month. >> we feel like the forgotten heroes of it all. everybody respects their nurse, everybody respects their doctor's opinion, but we are the people behind the scenes making all these things happen. >> kaiser released a statement saying, in part, to be clear, we will continue to bargain in good faith until we reach a fair and equitable agreement. our top priority is caring for our members and patients, and we have plans in place to ensure that we can continue to provide high-quality care should a strike actually occur. new this morning, gilroy firefighters are raising concerns about unstaffed firehouses and inadequate response times. the firefighters union recently

called on supporters to attend an upcoming council meeting to seek solution to say the staffing challenges. we reached out to the city and have not received a direct response. a recent op-ed piece in the dispatch by one council member does indicate gaps in coverage. he calls it the result of temporary fire units being closed to save money. let's take a live look outside at the golden gate bridge on this tuesday morning. a little misty out there. let's check in with kari. >> starting out with light rain in parts of the bay area, especially near the coast and parts of the inner bay. we're going to see this quickly sweeping through over the next several hours, and then by late morning the sky is gradually clearing. let's get a look at san jose where most likely we'll stay dry, partly cloudy skies and temperatures headed for the upper 70s for today. really nice afternoon ahead. we're going to see a lot of upper 70s as you move toward the tri-valley, 78 degrees in dublin

drive through contra costa and alameda counties coming up. good morning. very happy tuesday to you. rare up arrows on the market monday. investors are worried about future interest rates and the powerlessness of washington to keep the government open. the makeup company coty is offering more shares to raise money. investors do not like it when they do that. tesla has done that a couple times. general mills makes, among other things, dog food and dog treats. the company says now that many of us are going back to the office, we're buying fewer treats. chewy and petco said much the same. sales down significantly. dog treats, by the way, account for 80% of all pet treat sales. interesting story out of india, the government is getting rid of the 2000 rupee note, so people have to deposit their rupees into the bank before the end of the month or they won't

be able to spend them. back here at home cbre says office vacancies in san francisco hit a new high in the third quarter, more than a third of offices are vacant. 33.9%, to be exact. a santa cruz company that makes electric air taxis just delivered their first aircraft to the air force, the air taxis can carry four passengers and a pilot, and they're fast. 200 miles an hour. now, the air force is working with a number of electric air taxi companies, a lot of them here in the bay area, to encourage them to research and build as the military experiments with how it might use them, transporting people or cargo or medical evacuations, too. threads has fallen down to near the bottom of the download chart. facebook's answer to twitter was super popular when it was first released, but facebook hasn't done anything with it. they were supposed to bring it

he's just getting his start. he's like, what are you talking about? >> oh, my gosh. >> what a pair. we'll see how it goes. let's see how this weather goes this morning. it is so early to be tracking this kind of weather. an atmospheric river hitting the pacific northwest, for the bay area it's light rain, as we're seeing that especially along the coast and parts of the inner bay. but this is such a big storm system, and i'm already seeing rainfall totals up around crescent city and eureka, 2 to 3 inches. so this is really significant farther to the north. we're still seeing that rain coming down up around mount shasta and reading as well. and then we've seen a couple of light showers coming in, as expected, it kind of fizzled out as it moved in. there's a chance some of us could see rain between 7:00 and 8:00 in parts of the peninsula, may move into the east bay around 8:00 to 9:00, then we'll

see it starting to taper off, with sunshine in the forecast the rest of today. here is a look at our highs, we're reaching into the upper 70s in cupertino and low 80s for east san jose and morgan hill. for the east bay, maybe a little warmer than yesterday afternoon, with walnut creek reaching 80 degrees and some mid-70s for oakland and hayward, 75 for san mateo, and for san francisco into the low 70s, while the north bay will be in the upper 70s, santa rosa reaching 78 degrees. we're still watching big waves along the coastline, breakers possibly anywhere from 16 to 20 feet, so this is all caused by that storm that's bringing us the light rain. then as we look ahead, there may be more showers moving in, spotty, light showers for us. but definitely some rain possible across the region, and it's going to bring in some cooler temperatures. so take a look at the weekend for morgan hill. going from low 80s to low 70s.

yes, that's coming this weekend. it's going to feel like fall for many spots, as we continue with sunshine here in the bay area and san francisco in the upper 60s and low 70s. mike, you've been watching this commute. it's tuesday, it usually is pretty busy. >> it's getting busier out here. oakland 880, a smooth drive. i have heard of no delays or any problems, so the posey tube getting you under the nimitz to oakland, back open again. overnight closures again tonight and the next night, scheduled maintenance. but a smooth drive in this direction, slowing now for highway 4. we've seen it really build over the last few minutes, the last five to seven minutes, more slowing out of antioch and pittsburg. highway 37 cues off as well. typical timing getting toward the bay bridge, a little more busy here. altamont pass, 84, no big deal. approaching the dublin interchange, a little slowing. locals know to expect that. south bay, no delays.

welcome to tuesday morning. 5:30 right now. thanks for joining us. i'm laura garcia. >> i'm marcus washington. that rain is coming down in parts of the bay area this morning. check out this dash cam video our photographer shot as he was driving down 101 in marin county. the rain definitely coming down steadily, so be careful on the roads this morning. >> let's start with a look at the forecast. are we all going to see it today? >> it won't be everyone. it's definitely the north bay and down toward oakland, elsewhere we are seeing dry conditions. that's what we have as we take a live okay at our camera in san jose. roads are dry, we're seeing that across the south bay into the east bay. emeryville, you can see the wet conditions out there. mike always warns us about the slick oil that may be rising up after such a long stretch of dry weather. all because of an atmospheric river that's been hitting parts of northern california pretty hard, and then in the bay area it's more scattered and light,

and we're going to see this possibly continue for the next couple of hours before we go back to some more dry conditions. mike, you now have an update on the crash in san jose. >> it's an unfortunate situation. it's not on 680, it's near 680, the san jose pd has let us know you need to avoid jackson between madden there, this is a surface street and a pedestrian has been hit and killed as a result of this crash. the investigation continues. parties involved are staying on scene for the investigation. this is a short section of jackson just off of alum rock, state route 130 there. roadways are dry in the south bay. travelers just showing their typical build for 101, just starting for the first burst of traffic we see through the normal commute on the freeways, except for the wet roads in the east bay as kari has been talking about. the bay bridge showing backup and a little water. back to you. >> thank you very much. right now, president biden will be in the bay area today. >> scott mcgrew is here. he's not here for the votes.

of science and technology and two more campaign receptions. before air force one comes out here, it will stop in the detroit area so the president can walk with striking auto workers. it is the 12th day of the strike against the big three automakers. presidential historians say if president biden walks the line with striking workers, he'll be the first president ever. he did walk with striking casino workers in las vegas back when he was running for president. fdr and truman generally leaned toward unions. but biden has got history on his side when he says he's the most pro-union president. >> i think they gave up an incredible amount back when the industry was going under, they saved the automobile industry. and i think that now that the

"today in the bay"'s ginger conejero saab is live for us in oakland this morning. this is really the business owners sending a message to the leaders in oakland they're just fed up. >> reporter: well, marcus, that's exactly what it is, a strong message that comes at a cost for patrons and the local oakland community, but businesses who have repeatedly dealt with break-ins and robberies say enough is enough. this restaurant owner owns kingston 11 here in oakland.

he says his restaurant was broken into less than a month ago. he says thieves took cash, they shattered his front windows and left him with more than $2,000 in damages. now, he is part of a group of oakland business owners striking today. it's a different kind of strike. they plan to close their doors temporarily to get the attention of local officials. they demand improvements to public safety, including more police patrols on the street and more financial assistance for local merchants. >> when these things happen, it's a scar on the community, because people see it. they walk by and see the broken window, as they do see broken glass from car windows all around the city. >> some will be closing the entire day, many will be closing at least two hours. >> reporter: that was carl chan, the president of the oakland chinatown chamber foundation, who is organizing the strike. he says those on strike are

calling for funding from all levels of government, and you'll remember oakland made headlines last week for missing a deadline to apply for state grant money in helping to address crime throughout the state. now, that, marcus, coupled with what businesses are seeing day in and day out, robberies and break-ins, they say it's really taken a toll and really contributed to the level of extreme frustration, which is motivating this strike. there is a press conference associated to the strike that's happening later today in front of the restaurant who, unfortunately, has recently announced they're closing their doors for good. so before other businesses do so, these business owners are hoping that some change will happen. >> local businesses leave, that takes the fabric away from the city. so hopefully something can get done. ginger conejero saab this morning in oakland, thank you. 5:37 right now. developing this morning, one person in custody in connection with a violent attack of a vta

bus driver. it happened last night at the lockheed martin transit center in sunnyvale. paramedics took the driver to the hospital but there's no update on their condition. our crew at the scene last night reported a man being placed in the back of a police suv. we have no confirmation yet from police if that man was considered a suspect. san francisco's district attorney, meantime, is trying to put transit thieves on notice. it follows a conviction of a man who stole an iphone from a 69-year-old woman as she boarded a bus. she then chased the thief. samaritans followed him, leading to an arrest. da jenkins says getting away with these crimes, emboldens others, and she's trying to put an end to it. >> people have felt an extreme level of lawlessness is something we're going to tolerate as a city, and i want it to be clear, not only is it something that my office and law enforcement is not going to tolerate, but i think san

francisco juries are saying, to the extent they've been offered sufficient evidence, enough is enough. >> some critics argue the system -- the board last week received a list of 150 recommendations. among them, payments of up to $5 million for residents who qualify. also, bringing black colleges into the city to help revitalize downtown. today's vote is said to be more of a formality that the plan has been accepted, not that any of the provisions have been approved. we want to get a look at that forecast. it's kind of changing out there. >> yes, it's changing with the season. we are seeing light rain.

you may encounter rain as you drive across the bay area with spotty, light showers moving in. maybe misting in berkeley. we're just looking at a cloudy sky at 8:00, and then as we go throughout the day, it will be clearing as our temperatures go from mid-60s to low 70s. overall very mild and it's going to be really nice for any afternoon outdoor activities. but we're looking at our high temperatures today, reaching about where we were yesterday, and maybe even slightly warmer as you head to morgan hill. a high of 81 degrees and 81 in concord, upper 70s in santa rosa. mike, you have a sudden change for the bay bridge. >> it was clearly flowing, metering lights were activated at 5:30, and then a crash happened on the span near treasure island. you see the slow drive from treasure island, slow all the way from the backup at the toll plaza and building. there's slowing through richmond as well that just popped up.

perhaps the wet roadways are playing a factor in folks hopefully driving safer. highway 37 does show slowing, and highway 4 continues with a pretty good build. 242 now showing slowing as well through concord. we're going to track this. again, the roadways may be wet when you're driving through contra costa county getting across and toward the city. in the city we're looking ahead. two activities, oracle park, a giants game and a concert at chase center. probably not overlapping with the crowds, but we will note the two activities in the same area that could affect the volume of traffic on the 280 extension. it will affect traffic getting into the city. getting under from alameda to oakland, we're looking at the overnight closure for the posy tube. it reopens about 4:30 the following morning. that will happen tonight and tomorrow night. the rest of the bay with a smooth drive. avoid jackson around madden because of the deadly crash investigation. the freeways themselves are operating standard. back to you.

millions of long covid sufferers experience fatigue, memory trouble and other symptoms. specialist dr. chin-hong explains the latest findings. >> it has implications in two ways. first of all, we can diagnose people with vague symptoms as having long covid, but more importantly, we can use this as a marker to study response to different therapies that have been developed. >> in the future, scientists are planning to dig deeper into the role it may play in long covid. celebrating hispanic heritage month, we are taking a look at a dance group from san francisco. meet the kids from here and there. here at 16th and mission street, community center, weekly food distribution side, as well as a community kitchen. on a few days it's a dance studio for the chavalos. the group started in 2010 and focus on keeping culture alive.

quick-moving shower that we're seeing in other parts of the bay area. all because of this, an early season atmospheric river. now, we can still see the center of the storm is up around the gulf of alaska, a lot of that rain being drawn in is hitting the pacific northwest really hard. parts of northern california getting some high amounts of rainfall. i was just looking at crescent city's rainfall totals and it's over 3 inches there. eureka has had over 2 inches of rain. we've also had a lot of complexes of fires burning around northern california. this is going to help with containment there. as we take a look at the bay area, some lighter showers moving through. they may continue through 7:00 to 8:00, moving into parts of the east bay and south bay, and then clearing out as we go into the rest of the day, as our temperatures in santa rosa go from low 60s this morning to some upper 60s as it gradually clears out going throughout the day. these are very much like the numbers we've seen recently with

mid-70s, and for san francisco up to about the low 70s. upper 70s for much of the north bay. livermore is going to see temperatures fairly mild for the next couple of days, but then take a dip as we into the weekend. take a look at friday, saturday, sunday, in the 70s. it's going to be a really nice weekend ahead as we see sunshine continue through the forecast, with some upper 70s and low 80s, and near 70 for san francisco. mike, you're following flashing lights at the bay bridge. >> you pointed them out to me. teamwork. we're looking at wet roadways, but the issue is a crash on the bay bridge. we saw flashing lights and a lot of slowing in that wake, making its way across toward the toll plaza. that's the berkeley curve. imminently, getting over here to this crash, blocking one lane on the span right at treasure island. no word on the clearing yet. the crew is still heading across the span in the backup. slow drive on the incline. once they clear and the other crash has been cleared at grand,
