repeats of our newscasts. breaking right now at 6:00, a pedestrian struck and killed by a car in san jose early this morning. we are live at the scene with new details from investigators. in a matter of hours, air force one touches down in the bay area. the preparations under way for president biden's visit, and ahead of that his planned stop to make labor history. and a live look outside for you. rain making its way into parts of the bay area. meteorologist kari hall is tracking which neighborhood may stand to get wet. this is "today in the bay." i thought about kari as i was coming in. there were a few sprinkles on my windshield. kari said it was coming. it was just enough. good morning to you. i'm marcus washington. >> i'm laura garcia. mike, you're probably going to start telling us to replace the windshield wipers. >> maintenance is important. >> are we really in the season

already? >> this is an early season atmospheric river, and it's having a bigger impact farther to the north. some parts of the bay area is not seeing anything at all. take a look at dublin and this live camera. you can see the headlights and not a drop of rain on that camera lens. but this is part of a very large storm system that's churning up some waves off the coast, producing a high amount of rain for areas farther to the north, as we take a look at northern california, seeing some decent downpours. and then this is what we're seeing across the bay area. so not nearly as much. but we are going to see some wet activity this morning, with some light showers, and then the rest of the day is clearing out as our temperatures reach into the upper 70s and low 80s. we'll talk more about that and what's ahead coming up. what's going on with that crash on the bay bridge? >> on the span itself we have things moving a little better. over here, the toll plaza tells a story. the hov lanes are moving very well. we do see movement in these other lanes, so that's an indicator that traffic, perhaps, has sped up for the metering lights as well.

there's focused activity right at treasure island. i believe they've got the car over that's blocking the slow lane. we'll continue to follow the activity across the span. we do see recovery after the first crash on the berkeley curve. we have a pretty standard build for the rest of the east bay. contra costa county shows 4, westbound 80, westbound 37, typical slower spots, holding steady. improvement for the tri-valley, in the south bay we had a first burst. it's starting to ease up now. we have this crash just off of 680, very serious crash. i'm going to hand it back to you. that is breaking news we're following this morning. word in the south bay of a deadly pedestrian accident. "today in the bay"'s kris sanchez just arrived live at the scene, she's near alum rock avenue and interstate 680. i understand this victim was just found in the street? >> reporter: we don't know where the victim was found in particular, but we do know that the police officers who are

investigating here at the scene, you see them in the distance, they have been taking measurements in the parking lot of the restaurant here on south jackson avenue. they have also been taking measurements around that trash truck. you see that trash truck stopped in the parking lot. we suspect that perhaps that was the vehicle that hit the pedestrian because of the investigation that's happening around it. now, the parking lot of that strip mall cordoned off and the investigation continues. this is south jackson, just steps away from the alum rock intersection. this person was pronounced dead here at the scene, so did not survive. we do know the driver remained here at the scene and is cooperating with the investigation. mike will tell you this morning that there is a bit of a traffic impact, though most of the investigation is happening in the parking lot. there is some crime scene tape along the roadway here. this is the 23rd pedestrian to

die on the streets of san jose this year. it has been a very deadly year here in san jose, and this is not the first time that someone has died in this part of the south jackson corridor. we checked with vision zero san jose, and there are traffic improvements that are planned for this corridor because it has been so dangerous, but they didn't happen soon enough for this particular person. we're asking about who that person might be, and how this accident might have happened. when we get those answers, we'll bring those to you. kris sanchez, "today in the bay." 6:04 right now. president biden arrives in the bay area for a two-day fundraising swing. his first planned stop is in atherton where he's expected to attend a fundraiser hosted by billionaire couple mark heising and liz simons. and yesterday nbc bay area caught some of the preparations there. now, we did check online for those tickets for the fundraiser.

they are going for $100,000 apiece, and we did check as well and we've noticed that it appears to be sold out. the president then plans to meet with advisers and attend a fundraiser in san francisco tomorrow. ahead of the president's visit, he's scheduled to meet with striking united auto workers in detroit where it's possible that he will stop to visit an active picket line. jay gray is live for us outside of one of the plants there in wayne, michigan. this would be extremely rare if the president decides to go to the picket line. this is rare for a sitting president, right? >> reporter: yeah, in fact, marcus, it's never happened before, according to most historians. they've never known of a sitting president actually taking the picket line with striking union workers. you can see them behind us with the spitting rain this morning, they are still outside the gates of this ford plant in wayne,

walking off the job. as we're talking about, they could be a bit later today walking into history. [ crowd chanting ] >> reporter: the picket line on day 11 of the strike is getting political. >> yes, i always support the uaw. >> reporter: later today president joe biden expected to be the first sitting president to join striking union workers during a walkout, supporting a group of employees he says sacrificed pensions and paychecks to save the automakers a decade ago. >> i think the uaw gave up an incredible amount back when the industry was going under, and i think that now that is industry is roaring back, they should participate in the benefit. >> reporter: his trip to detroit comes a day ahead of the scheduled visit from former president and the current front-runner for the 2024 republican nomination, donald trump, who continues to question the biden white house commitment to electric vehicles. >> electric cars are going to be

made in china. the auto workers are not going to have any -- i'll tell you what, the auto workers are being sold down the river by their leadership and their leadership should enforce trump. >> yet to endorse a candidate, uaw president shawn fain has said another trump presidency would be a, quote, disaster. of course the vote that both sides in this contract are concerned with, is a new contract, and right now they seem nowhere near a deal. look, negotiations are continuing, they continued over the weekend and into the early part of this week. union leaders are quick to say that they are willing and could call for thousands of additional workers to leave the production line and join the picket line if they can't come to some common ground soon. >> the president is trying to make a stance. all right, jay gray in michigan this morning, thank you. we have a live look at the

capitol, where there is still hope for a deal to prevent a government shutdown. the clock is certainly ticking. if no deal is reached by saturday, a shutdown is expected to kick in, with fears it may gravely impact what is already a shaky economy. republican house speaker kevin mccarthy says there's still time to strike a short-term deal, but so far hard-line republican demands for spending cuts are preventing a temporary funding measure. congress will work today to pass individual spending bills. this is also ticking for -- time is, i should say, for thousands of bay area kaiser health workers who may soon take part in the largest health sector strike in u.s. history. a coalition of more than 75,000 kaiser service workers in five states and washington, d.c. are threatening to hold a three-day strike starting next wednesday. the union includes medical assistants and housekeeping staff. workers say their contract expires at the end of this month. >> we personally feel like the forgotten heroes avenue it all.

everybody, and rightfully so, respects their nurse, their doctor's opinion. but we are the people behind the scenes making all of these things happen fluid. >> kaiser released a statement saying in part, to be clear, we will continue to bargain in good faith until we reach a fair and equitable agreement. our top priority is caring for our members and patients, and we have plans in place to ensure we can continue to provide high-quality care should a strike actually occur. 6:09. new this morning, gilroy firefighters are raising concerns about unstaffed firehouses and inadequate response times. the firefighters union recently called on supporters to attend an upcoming council meeting to seek solutions to the staffing challenges. we reached out to the city and have not received a direct response. a recent op-ed piece in the gilroy dispatch by one council member does indicate gaps in coverage. he calls it the result of

temporary fire units being closed to save money. let's take a peek outside. bay bridge toll plaza, whoa, everybody is up and out the door this morning. we'll check the morning commute in just a bit. do you notice something else in that shot? >> wet roads. >> there you go. kari is monitoring the bay area. >> the roads were wet, but it's not actively raining at the bay bridge. it is raining at the golden gate bridge. it's scattered and we're going to see this activity over the next few hours, especially in the city, and near the coastline. it's all part of a much larger storm system hitting us early for the season, and it's bringing some heavy rain across the pacific northwest. some of the rainfall totals up around eureka and crescent city going over 2 to 3 inches of rainfall. so this is significant for them. for us, it's a few hundredths of an inch of rain. we are going to continue to possibly see the mist and drizzle really add up to be something out there.

as you make your way inland, spots like concord, it's dry, and temperatures are starting out in the 60s as we go throughout the day. we go back to sunshine and mild temperatures, it's going to be a really nice afternoon, as many spots around the bay reach into the upper 70s and low 80s. mike, those gas prices have been really high. >> yeah, and they're getting higher overall. the averages keep coming up. mountain view's diamond gas and mart just all the caltrain track, it's $4.87, which holds as one of the ten best in mountain view. we reported that same price last week. alameda county, union city's best is $5.09 at abe. in san francisco, $5.19 is the lowest price reported on san bruno avenue. thank you for sharing those prices on gasbuddy.com. on the roadways, one trouble spot. across the bay bridge we've had a couple of crashes, one near

good tuesday morning. the time is 6:15. we're looking at danville this morning. we're starting out cloudy, upper 60s, and then maybe drizzling in some spots. but overall for much of the east bay, it's been pretty dry. as we go throughout the day, it's going to clear out and sunshine ahead, as our mild temperatures return. we'll get a look at more changes in our forecast coming up in a

few minutes. we keep seeing changes over here at the bay bridge. we have the backup, but it's flowing better in most of the lanes. the hov lanes did slow, so averaging out of speeds. there's a big backup on the incline because of a crash at treasure island. i'll continue to track and show you the berkeley curve coming up. happy tuesday to you. rare up arrows on the markets monday. investors are worried, though. you saw the futures just before the break, about future interest rates, the powerless of washington to keep the government open. the makeup company coty is offering money for shares, investors don't like when the company goes back to the well. tesla has done this a couple times. general mills makes, among other things, dog food and dog treats. the company says now that many of us are going back to the office, we're buying fewer treats. chewy and petco have said much the same. sales down significantly.

dog treats, by the way, account for 80% of all treat sales. interesting story out of india. the governor there getting rid of the 2000 rupee note, so people have to deposit their 2000 rupees into the bank before the end of the month or they won't be able to spend them. threads has fallen down near the bottom of the the download charts. facebook's answer to twitter was super popular when it was first released. facebook simply hasn't done anything with it. the commercial real estate company cbre says office vacancies in san francisco hit a new high in the third quarter, more than a third of offices are vacant. 33.9%, to be exact. a santa cruz company that makes electric air taxis just delivered their first aircraft to the air force. the air taxis can carry four passengers and a pilot, and they're fast. 200 miles an hour.

the air force is working with a number of electric air taxi companies encouraging them to research and build, as the military experiments with how they might use them, transporting people or cargo, medical evacuations would be fairly obvious as well. you know, this is one of those things you see video and you think, they just never -- in the bay area, there are all kinds of companies building these, and they are finally starting to deliver them. they're going to exist. >> right. >> it always seems like a jetsons thing, next year, next year. >> thanks, scott. >> we'll live to see it. all right, new at 6:00 this morning, a lake tahoe mansion may soon break the record as the most expensive private home ever sold in that area. this house is in incline village listed for $76 million. it is a seven bedroom home with a private beach, a private pier,

and five acres of land. if sold, it will be the most expensive house sold in the tahoe basin, with the next highest being $48 million sold back in 2013. they call it income village. >> that it is. trending this morning, journey may be a san francisco-based rock band, but the bay area so far not part of its upcoming milestone tour. ♪♪ ♪ when the lights go down in the city ♪ >> yeah, steve perry once saying, fondly about the city in the bay, but the latest in carnation of the band is turning the lights off. it's reported next year's 50th anniversary tour kicks off in february in raleigh, north carolina, and the closest they'll get to the bay area is las vegas, mid-march. fans, don't stop believing.

morning, as we start out with a little bit of rain here and there. it's been nice to see that, as we get this early season atmospheric river, a very large storm system that's been hitting the pacific northwest. you can see the center of the storm here moving up around the gulf of alaska, while it's drawing in all of that subtropical moisture and producing some heavy rain in spots. i was just looking at some of the rainfall totals going over 3 inches around crescent city, and eureka getting about 2 inch rainfall totals. this is going to be beneficial for the complex of fires that have been burning and really sending smoke into the bay area recently. now, hopefully, they will get a lot more containment and also hopefully put an end to the wildfire season up there. not enough for us, but we are getting some light rain as it continues to move through, some spotty sprinkles here and there may still number the forecast as it moves into the east bay by about 8:00 to 9:00. then we see it tapering off, the rest of the day is sunny and

temperatures will be warming up. we're heading back up to where we were yesterday with los gatos reaching 78 degrees, and even some low 80s for east san jose, morgan hill 80, and walnut creek, and 75 in oakland. mid-70s for redwood city, and also upper 60s and low 70s for san francisco, while the north bay will see highs in the upper 70s. this is also going to cause a lot of big waves along the coastline with that storm system offshore. we could see breakers today, 16 to 20 feet. so be really careful anywhere near the coastline and not a good day to try to test that out. looking to see if there's more rain ahead, it looks like there's going to be some rain across the region, so we may stay pretty active with one storm after the next moving through. but really not affecting us too much in the bay area, except to bring us some cooler temperatures, which we will see going into the weekend. mike, are you still concerned about the bay bridge? >> always, but there's a crash that we're really focusing on, a

this is video from 101 in marin county, rain coming down steadily. be careful on the roads. >> let's check in with meteorologist kari hall. how long is this going to stick around? >> it's going to be a couple hours in some spots. we are starting out dry in san jose. but for the coastal areas and san francisco, it was a bit of a wet start. you had to watch out for slick spots on the roads. it is getting better for emeryville, but we are seeing the residual rain they had earlier this morning, as we are tracking our first atmospheric river storm coming into the pacific northwest. it's bringing us some light rain, but definitely some heavier rain farther to the north around eureka, parts of the bay area seeing light showers that are going to continue to move through over the next couple of hours. our temperatures today will reach into the upper 70s and low 80s, and we are going to see a high of 80 in morgan hill, while martinez will see a high of 79. we'll get a look at the rest of our forecast and what's ahead in

just a few minutes. >> thank you very much. breaking news that we're following this morning in san jose, yet another deadly pedestrian accident. this, in fact, is a live look at the scene right now. police are only telling us a driver struck a pedestrian, killing them. it's clear investigators have closed off a parking lot, but we don't know if that is exactly where the accident happened. it happened at about 5:30 this morning near the intersection of alum rock and jackson, near interstate 680. we know the driver stayed on the scene. we'll continue to dig for information and update you on this breaking news as we learn additional details. president biden will be in the bay area today. >> and scott mcgrew is here right now. he's not here necessarily for the votes. >> i'm sure he would appreciate a vote, but you're right, he can already count on california. we do have that primary coming up in march. there are two other candidates for democratic nomination, but most americans wouldn't be able to name a candidate other than

president biden for the democratic nomination. in the general election, joe biden won california by 30 points last time. so he's definitely here for the money. and most donors understand that. video of the president and vice president meeting monday with representatives of historically black colleges and universities. the president will land this afternoon and it's off to atherton for a fundraiser at the home of billionaire couple mark heising and liz simons. tickets are as high as $100,000. here is the full schedule for today. we expect air force one just before 4:00 this afternoon in mountain view, atherton starting at 6:30, headed up to san francisco for the night. on wednesday, the president will hold a meeting with the president's council on advisers on science and technology, and then have two more campaign receptions. before air force one comes out here today, it's going to stop in michigan so the

president can walk with striking auto workers. it is the 12th day of the strike against the big three automakers, and the president has been talking about joining them for quite some time. presidential historians say, if president biden walks the line, he'll be the first president ever. he walked with striking casino workers in las vegas back when he was running for president. fdr and truman generally leaned toward unions, but biden has got history on his side when he says he's the most pro-union president ever. >> i think the uaw gave up an incredible amount back when the industry was going under. they gave everything from their pensions on. and they saved the automobile industry. and i think that now that the industry is roaring back, they should participate in that. >> the uaw endorsed biden's

"today in the bay"'s ginger conejero saab is with us this morning out of oakland, and this is really those business owners letting the leaders in oakland know they're fed up. >> reporter: that is exactly right, marcus. it's a strong message that they want to send to their local officials, business owners who have repeatedly dealt with robberies and break-ins. they're saying enough is enough. nigel jones is one of those business owners. he owns kingston 11 here in oakland. he said his bids was broken into less than a month ago.

thieves took cash, they shattered his front windows and left him with more than $2,000 in damages. so he is striking today and he isn't the only one. a group of oakland business owners are planning to close their doors, some for the entire day, others for several hours, to get the attention of local officials. they want improvements to public safety, including more police patrols on the street and more financial assistance for local merchants. >> those instances of aggression, economic aggression, actually impact the team directly or indirectly, but they also impact the other businesses. >> reporter: carl chan, the president of the oakland chinatown chamber foundation, is organizing the strike. he says those who are going on strike are calling for funding from all levels of government. you'll remember that oakland made headlines last week for missing a deadline to apply for state grant money in helping

address crime within the state, and that, marcus, coupled with what business owners are experiencing, like nigel jones less than a month ago, his business broken into, with what they're experiencing in the community, they're really saying that enough is enough and it's extreme frustration that's motivating this strike. there is a press conference that we're looking out for that will begin at 10:00 this morning. it's happening outside the restaurant also here in oakland, and unfortunately that restaurant has made the recent announcement that it will close its doors. so before more restaurants like that do the same thing, these business owners are really hoping they can make some significant change. >> local businesses are truly a big fiber in a city, and you need to protect them. ginger, thank you. developing this morning, one person is in custody in connection with a violent attack of a vta bus driver. it happened last night at the lockheed martin transit center

in sunnyvale. paramedics took the driver to the hospital, but there's no update on their condition. our crew at the scene reported a man being placed in the back of a police suv, but we have no confirmation from police if that man was considered a suspect. we want to give you a live look in san francisco where supervisors today are expected to hold a vote on reparation recommendations for the city's african americans. the board last week sech receiving a list of 150 recommendations, among them payment of up to $5 million for residents who qualify, also bringing black colleges into the city, or at least one, to help revitalize downtown. today's vote is said to be more of a formality, indicating the plan has been accepted, not that any of the provisions within are approved. in hollywood there's a potential big step on tap today to cement the new agreement with writers. union leaders are expected to vote on the agreement first, and if they give the green light, the contract then moves to a

ratification vote by the rank-and-file. this all means hollywood writers may be back on the job in a matter of days. but it will hardly mean everything is back to normal because actors are still on strike. insiders suggest the writers deal may set the stage, however, for an actors deal. >> i feel like the momentum is there, the vibe is there, the studios and streamers are locked in to make a deal and everybody wants to find a way to get people back to work, get paychecks back in bank accounts. >> if a majority of rank-and-file writers do not approve the deal, the two sides will have to return to the bargaining table. let's take a live look in san francisco this morning. you can see it's a foggy start to the day, as well as a few raindrops there on the camera. meteorologist kari hall is tracking what we can expect from the weather today. you told us yesterday we were going to see some rain. >> that looked foggy and soggy out there in san francisco. so you may need the umbrella starting out there. we are seeing dry conditions in dublin, so not everyone is

experiencing the same kind of weather, hence the microclimates. and we are going to continue to see the soggy conditions there, as you're driving to work you may need your windshield wipers as we go through a little bit of light rain here and there. in walnut creek we're going to start out partly to mostly cloudy, but the afternoon is looking really nice. maybe even slightly warmer than yesterday, with upper 70s here and around the bay area, we'll see temperatures heading into the mid-70s for napa and oakland, 75 for hayward, and also 75 in san mateo. we'll talk about more changes ahead. mike, you've been watching a few issues on the roads. >> we have a bigger backup now. we know the build kicks in, especially on tuesdays, and there's wet roadways, mist and drizzle. there was an earlier crash and backup on the bay bridge. those are all combining at the berkeley curve. things are packing in from powell, and look at the stream of lights coming from the maze into the area. into the maze it's slow on the

celebrating hispanic heritage month, we're taking a look at a group of anything a group at the 16th and mission street center which serves as a community center, weekly food distribution site and community kitchen. on a few days, it's a dance studio for the chavalos. the group started in 2010 and focus on keeping nicaraguan culture alive. it's not just about the dancing. the group raises money for nicaraguan communities abroad and at home. >> central americans, south americans, the range that is latin america exists, that we also exhibit great leadership and we're dedicated to our communities there and here, and that we exist. >> their latest show took place earlier this month. they haven't released their next show date.

coming down. it's great to see the rain across the region because we know this wildfire season has been rough, but, also, this atmospheric river is hitting us early. it's going to be beneficial for those areas that are dealing with a lot of drought conditions and fires, and we were watching the fire up around northern california. that was the reason why we had the smoke last week. now they're getting some high amounts of rainfall. this is just looking at the totals that are still going over 3 to 3 1/2 inches of rain in some spots around crescent city. we're seeing a lot of heavy rain. for most of the bay area, it's been a few hundredths of an inch, some of our upper elevations getting higher rainfall totals. it's great to see, especially this early in the fall. this will all taper off fairly quickly as we go throughout the day. maybe a few more spotty sprinkles between now and 10:00, but the rest of the day we're looking at a sunny sky, and temperatures matching yesterday's highs, reaching into the upper 70s. cupertino reaching 79 degrees.

morgan hill headed for 80 today. we'll see low 80s for much of the east bay, 74 in redwood city, san francisco reaching into the upper 60s, the north bay reaching the upper 70s this afternoon. then looking ahead, there may be some more rain close by, but i don't think we'll see much of it here. if you are going to the sierra this weekend, especially on friday, there could be some rain moving through there and cooler temperatures moving into the bay area. we take a look at morgan hill, going from low 80s to low 70s for the weekend. that's going to feel like fall. we are going back to the 70s after a few days. looking at more sunshine and dry conditions throughout our forecast. mike, you're seeing the commute continuing to build? >> yeah, which is not a surprise. i do want to show you this tuesday is seeing a lot of slowing. the bay bridge toll plaza itself continues to move better than you might expect given the backup you see at the berkeley curve and the slowing we had on the span.

the span moves well. getting there from the north, down the eastshore freeway, and from the south, i saw a lot of traffic building up in oakland. i think that's because there's fresh, light rain coming through and folks tend to tap their brakes. the rest looks pretty standard, but a slow drive through coco county. back to you. >> thank you very much. happening now, san francisco plans to resume enforcing laws when it comes to homelessness. earlier this month an appeals court denied the city's request to lift an injunction blocking the city from clearing camps. yesterday mayor london breed says the decision acknowledges individuals who refuse shelter do not fit the definition of involuntarily homeless. the language sits at the center of the legal battle. the court is trying to resolve the lawsuit filed last year claiming the city is violating laws because the homeless numbers are greater than shelter beds. a quick look at top stories, including breaking news out of the south bay. a pedestrian struck and killed

6:57. welcome back. we are moving you forward with a look at the top stories on "today in the bay," including breaking news in a deadly accident in the south bay. >> police are only telling us a driver struck a pedestrian, killing them. it's clear investigators have closed off a parking lot, but we don't yet know if that is where the accident actually happened. it does happen at 5:30 this morning near the intersection of alum rock and jackson, not too far from interstate 680.
