what are we expecting from the president today? >> reporter: hey, hoda. good morning. president biden is expected to physically join the picket lines here in michigan alongside uaw president, shawn fain. it is a significant moment because the white house says this is the first time a sitting president has visited a picket line in modern times. when asked whether he supports the union's demand of a 32-hour workweek, president biden saying yesterday that these workers deserve to share in the benefits that the industry has seen in recent years. and that he always supports the uaw. this comes just one day before former president trump is planning to skip the gop primary debate and address union workers here instead. the white house is denying that mr. trump's visit to michigan had anything to do -- excuse me, president biden's visit to michigan had anything to do with president trump's -- former president trump's trip and the trump campaign is calling biden's visit a cheap photo op and arguing the administration's push for

electric vehicle would cost union jobs. the white house is facing growing questions on whether president biden is interfering with the negotiations by joining the picket lines. this all carries significant political risk for president biden. uaw is one of the few labor unions that has not endorsed him yet. so this is crucial for him. but he also faces significant risks because he's likely owning the results of these negotiations no matter the outcome. analysts warn this strike could cost the economy billions of dollars if it persists and the president could face blame from voters if car prices start to go up and car parts become harder to come by. and take this into account that only 37% of voters approve of president biden's handling of the economy. hoda? >> gabe ambiguity yar yez for us there in wayne. gabe, thank you. back in washington, just four days left now and republicans are still struggling to reach a funding deal in the house.

nbc's capitol hill correspondent ryan nobody else has the latest on this. ryan, good morning. >> reporter: good morning. lawmakers on capitol hill don't have a deal that will pass both chambers and be signed by president biden in time to avoid a government shutdown. now, that could have a negative impact on the united states aaa credit rating, according to a new report from moody's. meanwhile, the paychecks of millions of government workers, including members of the military are left in the balance. >> reporter: with just four days to go, the federal government this morning appears headed for a shutdown. the dysfunction on capitol hill leading to uncertainty for millions of americans. as a small group of conservatives on capitol hill holds up the funding of the government, president biden already placing blame on house republicans. >> funding the government is one of the most basic fundamental responsibilities of congress. republicans in the house don't start to do their job, we should stop electing them. >> reporter: the situation is so

bleak that even members of the military are at risk. in the past, congress has passed bills to protect service members during a shutdown. but not this time around. even the house speaker, kevin mccarthy, acknowledges that his colleagues are putting many of america's key protecters at risk. >> why would they want to stop paying the troops or stop paying the border agents or the coast guard? i don't understand how that makes you stronger. >> reporter: as those troops and agents wait, mccarthy is stuck. he's trying to cobble together a plan that may appease right wing republicans, but wouldn't pass the full senate. congress needs a short-term spending bill to keep the government open, while the negotiations continue. but many of those same conservatives have promised to never vote for a short-term spending plan again. and with time running out, mccarthy may need help from democrats to get a budget passed. as federal workers, like a this tsa agent have no guarantee a paycheck will be there this time next week. she will still have to report

for work, even if she isn't getting paid. a reality that is now setting in. >> so we report to work, 24/7. >> reporter: she remains hopeful congress can find a way to get something passed in time. >> you know, that has goes on and on, it's people who are the most vulnerable, those who are living paycheck to paycheck, counting on government benefits, that's who's hanging in the balance right now. >> reporter: yeah, savannah. that's right. the most immediate impact would be on programs like head start, providing early childhood education for low-income families. the white house claiming that 10,000 kids could lose access to that program. and there's also funding for important nutrition programs that could dry up as well. wic, for example, provides nearly 7 million moms and children assistance. and according to the white house, a shutdown would cause the vast majority of people who participate in those programs to see an immediate reduction and elimination of nutrition assistance, savannah? >> ryan nobles on capitol hill, keep us posted. thank you.

new details on the hopeful end to the hollywood writer's strike after a tentative deal was struck between the union and the studios over the weekend. but with the actors still on the picket line, it's not yet clear when the industry will return to action. nbc's entertainment correspondent chloe melas is following all these details. >> reporter: good morning. so according to my sources, the wga leaders are expected to vote this morning. so we are just a few hours away on this deal possibly being approved. then it would need to be approved by the union's rank and file members. now the wga could move to allow writers to start typing again, even before all of this happens. now this would obviously be a w critical first step to getting the entire entertainment industry back to work. >> w-g-a >> reporter: relief and cautious optimism from writers who have been out of work since may >> we got a deal >> i'm very excited to actually read it and see what it actually is

morning, close to the intersection of alum rock and jackson, not too far from interstate 680. we know the driver stayed on the scene and is said to be cooperating. a live look in oakland, where some business owners plan to temporarily close their doors today as part of an unusual strike. they're demanding improvements to public safety, including more police patrols and more financial assistance. some businesses are closing for the entire day, others for several hours. the president of the oakland chinatown chamber foundation organizing this strike. a news conference is scheduled for later today in front of a downtown restaurant that recently announced plans to shut down. depending on where you are in the bay, you may have noticed a little precipitation. let's check in with kari. >> starting out with light rain in san francisco and everything is kind of damp as you're getting ready to head out. this may continue for a little longer, but this is all a part of a big storm system that's bringing some beneficial rain across the pacific northwest, and some heavier showers just to the north of the bay area.

so common sense is offering questions and talking points to help parents start the conversation, like which apps take upmost of their time? what draws them in and begin with admitting how you use your phone. >> it's really up to you as a parent to be having an on going and i would say a nonjudge mental discussion with your kids, but also talking about the positive things they can get from interaction on screens because that is the life kids are living ♪ >> i mean, there's so much there to unpack. this is the issue of our time in terms of teens and growing up and what these phones and devices are doing that their developing brains. you've covered ate long time what stood out to you? >> the big thing what i learned is that every kid is different right? so every phone they looked at had a different pattern. some kids are really into gaming some kids are really into social media. and other kids are putting -- i had no idea, putting their phone on all night long, like on youtube videos, for white noise.

and they sleep through it but they have their phone on literally all night. the way that maybe we would put the tv on in the background, some people do. >> i feel like we're all relying on companies to tell our kids to stop using the phone like they should put up an alert. but i feel like -- i mean, we talk about parents having discussions, meaningful discussions. i know maybe you feel like gave my kid the phone now it's too late to say, wait, wait, wait, now you can't use that you can't use that. >> the mom in the piece, she doesn't understand the apps. so many parents don't understand what they're doing here is what common sensz says, keep the phones out of the bedroom if you can make that a rule have a phone free dinner time or social time with your kids when ever you possibly can. and we have these questions, we mentioned in the piece, actual questions like a huge list of questions that parents can ask to start the conversation with their kids we put that up on today.com because i know i learned from reading those actual questions that can prompt a really open conversation. >> it's really complicated

i have a 9-year-old girl my 6-year-old, they're begging me for a phone i joke about it now. oh, when you get a job when you're 18 when you're 21 but pretty soon the drum beat will grow louder and louder and so much pressure to have these fifth, sixth grader. once you give them the phone, it's over. you lost them. >> we wonder, too. they're brains are developing until they're in their 20s. >> yeah. >> so we were just talking about a study on a child's brain because we don't know. it's almost like these are all experiments walking around, staring at phones and many years later we're going to say, oh my gosh, what happened to these kids. >> when i first started reporting on this, probably ten years ago, there wasn't much research lately there has been a growing body of research to show, not all of it is conclusive, but there is an impact obviously >> yeah. >> with phone use, on mental health, on development. >> it's dra mat toik say this, i have this feeling, 10, 15 years science is going to show us,
