covering it. can we start with philadelphia, walk us through what happened and what are you seeing there today? >> reporter: well, what happened, it happened to this apple store, there's an apple store, windows are covered, a sign in front saying it's temporarily closed because of people breaking into the store last night, just down the street there's a lululemon also broken into, mannequins toppled to the floor. those two places as well as a footlocker here in philadelphia's center city area that were broken into, just got this word from authorities some 49 adults were arrested in connection with this three teenagers on charges of burglary and theft an increase in retail crime here in philadelphia. they say what happened last night, they say it was an i

berkeley police department. they spotted the vehicle around midnight last night, chased the suspects where they crashed. a female suspect was arrested on the scene. three male suspects fled. they were caught. officers recovered stolen property and firearms from the car. the four armed robberies within the berkeley police jurisdiction took place in an area south of campus. we heard from one victim who was robbed at a bus stop. >> translator: i just got out of work. a black truck pulled up and two people got out and pointed a gun at me. they took my necklace, my wallet, my backpack, my hat and my phone. i couldn't do anything but give it up or else it would have ended bad. >> this is something scary. nobody likes to hear it. it's frightening to the general public and especially to the students surrounding campus. we don't want to be victimized. reminding everybody in the public, it's better in the evening if you are out, travel

the pedestrian died at the scene. police apprehended the driver of the second car. dean preston has introduced a resolution to ban right turns on all red lights citywide. research shows a similar ban in the tenderloin neighborhood cut close call incidents by 80%. transit leaders will have 120 days to develop the resolution's language. firefighters suspect this fire was started from an illegal pot growing operation. it started around 10:00 p.m. plywood covering the windows complicated access. neighbors heard an explosion when the fire started. it may be fall but it feels like summer. sunshine and blue skies. here is kari hall with our forecast. >> look at our high temperatures today. it's going to be a beautiful afternoon. concord reaching 83 degrees. low 70s in san francisco. low 80s for much of the north

speaking of money, at this hour the odds of a government shutdown are growing by the minute the house and senate have have over three days to work out a deal. >> just last night the senate reached a spending plan to keep the government funded through november, likely dead on arrival in the republican-led house. if the two sides can't reach an agreement, millions of federal workers will be without a contract julia, i'll start with you, there's a lot of blame just going around on why there hasn't been a deal reached yet. where do negotiations stand right now. >> reporter: at an impass, despite this monumental progress being made in the senate and in the house yesterday with some of those appropriations bill that were able to move, the bottom line here is, the senate has cr, the house doesn't have one now and all of this results in what's likely going to be a government shutdown for millions

of americans, because despite the fact that the senate can pass a short-term government funding bill that would base which i extend this deadline, push it off until mid-november, that would include ukraine aid, disaster aid, that's going nowhere in the house, if mccarthy put it on the floor it would get bipartisan support that's what majority leader schumer said >> the truth is, every approach house republicans are pushing are partisan every cr has been aimed at the extreme hard right every path they've pursued to date will inevitably lead to a shutdown. >> reporter: we're talking about ukraine money, disaster money, republicans wanting border security provisions in this bill the bottom line is, mccarthy has a handful of members that won't vote for any short-term

banking committee today it heads to the full senate floor for a vote according to the u.s. cannabis industry is expected to pass $33 billion. it's impossible to store the money present day because those businesses marijuana is illegal under federal law so they can't save their money in federal -- the legal marijuana industry is almost entirely cash base because of that. this bill isn't going to legalize marijuana at the federal level but it deals with this banking issue. >> reporter: it's huge step forward, kate, because this banking law if it becomes law will allow the federally regulated banks to do business, to accept the money from these state legal marijuana operations, these businesses can

also get loans now, they can buy insurance, they can get financing, their employers will be able to proof of mortgage customers can start using credit cards and move away from just -- there's so much cash which creates danger and there are often robberies at these dispensaries making it safe, not legally federally but safer. >> if this passes in the senate, then what happens in the house >> reporter: well, senator schumer says he plans to bring it to the floor as soon as possible the theory they wouldn't have gotten it out of the committee unless they felt they had the votes on the floor, they'll need 60 votes to end debate before they can do a vote in senate, after that it would go back to the house which has passed this many times

science and technology. they develop recommendations on policy. later in the day, there will be two campaign receptions for the president. if you will be around this area, which is the knob hill area, or if you will be in downtown or chinatown, expect the motorcade to make its way. here are streets closes, between mason and stockton, sacramento and california. those intersections are closed. the road closures will be in effect until 6:00 tonight. the locations of the campaign receptions have not yet been disclosed. if you are or will be in san francisco, you can expect there to be traffic disruptions as the president makes his way around town. this is following a fund-raiser on the peninsula for the president yesterday. some people paying up to $100,000 to see the president.

another blow to retail in the bay area. shoppers and employees are processing a stunning new announcement from target. the retailer announced the closure of three bay area stores that will happen in a few weeks. the stores are in oakland, pittsburg and san francisco. they will shut down. target cited retail theft and safety concerns for its employees and customers.
